The Ministry of Natural Resource and Environment of Thailand and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH organised the regional knowledge exchange titled “Reduce! – From More to Better – Circular Economy for Sustainable Products in Southeast Asia (SEA)”.

The conference aims to encourage the debate on Product Lifetime Extension (PLE), a cornerstone of the Circular Economy. It will contribute to the development of scientifically based strategies for optimising PLE framework conditions from environmental, economic and social perspectives.


The Asean Vision 2020 defines the goal of a “clean and green” community of states with established mechanisms for environmental protection, sustainable use of natural resources and high quality of life for their populations.

Integrating PLE in current sustainable consumption and production (SCP) policies in Asean offers promising contributions to its Vision 2020, as well as to the Sustainable Development Goals (SDG).

SDG12 specifically focuses on ensuring SCP patterns as solutions for improving natural resource use, emphasising the role of standards and consumer information to drive transformation. 

In his keynote address, the Deputy Permanent Secretary of the Ministry of Natural Resource and Environment of Thailand, Pinsak Surasawadi said:  “To respond to today’s economic and environmental challenges, Thailand has adjusted its socio-economic development model to one that can capitalise on the country’s strength in biological and cultural diversity to create effective and more localised value chains for high-end products and services”.

He also introduced the Bio-Circular and Green Economy model (BCG Model), saying: “The BCG Model is Thailand’s way forward in the next decade. Especially with regard to the natural resource-based security, we are aiming at increasing resource utilisation efficiency throughout the entire value chain; systematically reducing waste production to safeguard the country’s resource base and minimise impacts on the environment; reducing resource consumption by two-thirds of the current rate;  reducing waste by 16.5 million tons; as well as combatting climate change by focusing on the primary target groups of plastic, ICT products, garment or textiles industries as well as the construction sector.”

Ulf Jaekel, former head of Division of SCP and Product-related Environmental Protection of the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) said in his welcoming address: “The European Green Deal and its Sustainable Product Initiative is Germany’s guiding policy. In Germany we have developed a Circular Economy Roadmap and a Circular Economy Action Plan, outlining a range of important reforms, including consolidation of consumer information tools, such as the Blue Angel eco-label, strengthening market transparency through digital passports, supporting Circular Business Models, regulatory tools such as mandatory eco-design, and many more. Ultimately our goal is to depart from More and develop Better products.”

He further illustrated some visions of the Circular Economy (CE), saying: “In the old days, a company would produce a product, sell it and that product would disappear from its responsibility. (…) Soon, they will sell you the mobility, not the car itself. The important aspect here is that the ownership of the car will remain in the company with the interest to maximise efficiency during the entire lifecycle.” 

Finally, he emphasised the economic opportunities of the CE. “In a circular economy, companies can reduce their costs, and they can sell more services. The global market for sustainable products and services is estimated to be worth more than $2 trillion a year. Let us go back to the example of the car, especially critical for Germany’s manufacturing industry: hydrogen and battery production offers huge investment opportunities. Further developing circular business models for critical materials, such are rare-earths often used in such technologies, offer a wide range of business opportunities and new green jobs.”

During the Conference, the new GIZ Scaling SCP project was launched.

This project is adding another stone to the long-lasting support of the German Government to Thailand, underling the 160 years friendship of between the countries.

Scaling SCP is implemented in Thailand, Malaysia, Indonesia and the Philippines with the objective to reduce dangerous greenhouse gas emissions.

The project focus is on developing ambitious green standards for products and services, for example for ACs and Data Centers. Such greener products will be certified by the Thai Green Label to inform consumers, and the government will procure these to support market penetration.

Circular Economy product criteria play a critical role to reduce emissions from products and extend their lifetime.

This conference is a part of Scaling SCP, SCP Outreach, and the Collaborative Actions for Single-Use Plastic Prevention in Southeast Asia (CAP SEA) projects under the support of the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).

These projects support 8 Countries in Southeast Asia to improve and develop Sustainable Consumption and Production policy frameworks, promote eco-labelling and Sustainable Public Procurement and reduce single-use plastic consumption.

Driving EVs through floods: Is it really safe?

It is quite a common crisis for internal combustion engine drivers in Thailand to face a car stall in the rainy season because the ventilation or cooling systems of the internal combustion engine are connected to the exterior, which puts the engine at risk when there is a flood.

By contrast, the EV engine (including the motor, battery, and charging system) is designed to be in a closed and secure area, preventing it from being exposed to water and having lower risk in a flood.

When driving over floodwaters, EV drivers should keep in mind that the flood level should be less than 30 centimetres high, or at the level of the footpath, or halfway up the wheel.

It is advisable to stop driving if the flood extends above the car door sill, as water might leak into the vehicle and halt or damage the system.

Because all components of EVs are powered by electricity, drivers must be cautious not to allow water to enter the vehicle, as this may cause damage to the electric wire, battery system, motor system, gears, or engine control unit, despite the fact that these components are thoroughly waterproof sealed.

As the battery is one of the crucial components of EVs, it is tested for IP Rating (Ingress Protection), which is the standard for preventing solids and liquids from entering inside the car, causing electricity leakage if the car is underwater.

The standard for electric vehicles generally is IP67, which guarantees to prevent damage from flooding up to 1 meter for up to 30 minutes.

The ORA Good Cat uses batteries that meet IP67 standards, are waterproof, and can prevent damage from flooding up to 1 meter for up to 30 minutes.

It also remains completely dustproof and can drive through 40 cm of high floodwater. That means drivers can rest assured that floods won’t cause damage to the EV battery.

However, there is a risk of water leakage into the battery components, especially for salt water, which can erode substances and may damage lithium batteries.

It is therefore advised to avoid driving EVs in high levels of water for a long period of time to prevent the damage it may cause.

It is advised that after driving through floods, you apply the brakes repeatedly for 5-10 minutes to push water from the brake pads. If water gets inside the car, dry it off by exposing it to the sun and opening the hood and doors. Alternatively, drivers can take their vehicle to a service shop to have it fully inspected.

Charging an EV: How it works and what to do when it doesn’t work

In the early period of using electric vehicles, there was a lot of confusion about how to charge and the location of the charging port – which the driver would get used to after using the vehicle for a while.

If the charger is unable to connect to power when it’s plugged in, it may be that the charger plug is not properly connected.

The simple solution is to unlock the vehicle and re-insert the charger firmly in place. Then press the vehicle lock and press ‘Recharge’ in the app to complete the process.

For example, the ORA Good Cat doesn’t have a button to unplug the charging port, so the owner has to unlock the vehicle first and then pull it out.

There are several reasons a charging port might get stuck, and each is as frustrating as another; it could be due to incorrect communication between the vehicle and the standard vehicle charger – such as the vehicle stopping the charging itself before the timer expires.

Therefore, it is recommended to unlock three times to cut off the electrical system, then the vehicle’s charging port can be unplugged.

However, if the charging port still gets stuck, the driver can press the ‘Emergency’ or ‘Off Breaker’ main button to cut off the power on the charger side. After that, the charger can be unplugged.

As a last resort, if following the initial steps, the charger still cannot be unplugged, call the electric vehicle charging service provider’s call center for emergency assistance and describe the problem for technical troubleshooting.

Most charging stations clearly post a toll-free customer service number. Even if they can’t provide an easy fix, it is essential for the charging company to know that there was a problem with their equipment.

A couple of things to know about charging: if a driver wants to stop charging, especially at a public charging station, it is necessary to press ‘stop charging’ on the app first so that the vehicle system connects with the charging kiosk to stop the power supply.

However, users can stop charging immediately when charging their EV at home.

Maintaining and servicing an electric vehicle: Everything you need to know

Even though electric vehicles may not require as much maintenance as internal combustion engine vehicles and consist of fewer parts and equipment than conventional cars, a periodic maintenance check is something that every user must pay attention to.

The 7th Asia Pacific Geoparks Network Symposium (APGN) 2022 is scheduled for September 4–11, 2022 at Songkhla Rajabhat University, Satun Campus.

Thailand’s PTT Exploration and Production (PTTEP), a national petroleum exploration and production company, is selling off its operations in Brazil.

The company on Thursday reported to the Stock Exchange of Thailand that its overseas-based subsidiaries, PTTEP Netherlands Holding Coöperatie UA and PTTEP Brazil Investment BV, on Wednesday signed an agreement to sell all PTTEP investments and transfer all its obligations in PTTEP Brazil Investments in Oil and Gas Exploration and Production Limitada (PTTEP BL), which is registered in Brazil, to Ubuntu Engenharia e Serviços Ltda.

The sale is expected to be completed within this year.

PTTEP is a subsidiary of Thailand’s state-owned oil and petroleum giant PTT Plc.

When completed, the sale of PTTEP BL marks the end of PTTEP’s operations in Brazil, which is part of the company’s rationalisation of its investment portfolio to comply with its strategies.

PTTEP BL owns 25 per cent of the offshore Barreirinhas AP1 crude oil exploration and production project and a 20 per cent interest in the BM-ES-23 project, both in Brazil.

First global approval for AZD7442 as a COVID-19 treatment

AZD7442 long-acting antibody combination approved for prevention and treatment of COVID-19 in Japan

BANGKOK – AstraZeneca’s AZD7442 (tixagevimab and cilgavimab), a long-acting antibody combination, has been approved in Japan for both prevention (pre-exposure prophylaxis) and treatment of symptomatic disease caused by SARS-CoV-2 infection. The decision marks the first global marketing approval for AZD7442 as a treatment for COVID-19.

In prevention, Japan’s Ministry of Health, Labour and Welfare (MHLW) granted AZD7442 Special Approval for Emergency for adults and adolescents (12 years of age and older weighing at least 40kg). AZD7442 is approved for use in those whom SARS-CoV-2 vaccination is not recommended and who may have an inadequate response to a COVID-19 vaccine due to immunodeficiencies. Recipients of AZD7442 for prevention should not be currently infected with or have had recent known exposure to a person infected with SARS-CoV-2.

In treatment, AZD7442 is approved for adults and adolescents (12 years of age and older weighing at least 40kg) with risk factors for severe SARS-CoV-2 infection who do not require supplemental oxygen. 

Kazuhiro Tateda, M.D. Ph.D., Professor, Department of Microbiology and Infectious Disease, Toho University, Tokyo, Japan, said: “COVID-19 continues to have a significant impact on our daily lives in Japan. Many people, including older adults, patients with comorbidities, and immunocompromised patients, remain at risk for poor outcomes from severe COVID-19. AZD7442 will be a much-needed new option, offering long-term protection for those who do not achieve an adequate immune response after vaccination and helping prevent severe disease and death in those who do become infected.”

Itaru Matsumura, M.D., Ph.D. Professor & Chairman, Department of Hematology & Rheumatology, Kindai University Faculty of Medicine, Otsuka, Japan, said: “Despite the progress of vaccinations and stringent safety precautions, there are very large number of new infections in Japan. The approval of AZD7442 is expected to provide a non-vaccine prophylactic option for those who cannot expect a full immune response from COVID-19 vaccination, such as patients with blood cancers.”
 

Mene Pangalos, Executive Vice President, BioPharmaceuticals R&D, AstraZeneca, said: “The approvals of AZD7442 in Japan represent an important milestone in our ongoing efforts to help combat COVID-19 on all fronts. AZD7442 is now the only long-acting antibody combination authorised for both COVID-19 prevention and treatment, allowing us to help protect even more vulnerable patients such as the immunocompromised from this devastating disease.”

The Japanese government has agreed to purchase 300,000 units of AZD7442 (150mg each of tixagevimab and cilgavimab) and AstraZeneca is working with the government and partners to make first doses available as soon as possible.

The approvals were based on efficacy and safety data from the AZD7442  clinical development programme, including the PROVENT Phase III pre-exposure prophylaxis trial, the TACKLE Phase III outpatient treatment trial, and Phase I trials, including in Japan. In PROVENT, a 300mg intramuscular (IM) dose of AZD7442 significantly reduced the risk of developing symptomatic COVID-19 by 77% (95% confidence interval (CI): 46, 90; p<0.001) COVID-19 compared to placebo at the primary analysis.1 An 83% (95% CI: 66, 91) relative risk reduction was shown at a six-month median follow-up analysis, with protection from the virus lasting six months. 

In TACKLE, a 600mg IM dose of AZD7442 significantly reduced the relative risk of progressing to severe COVID-19 or death (from any cause) by 50% (95% confidence interval [CI] 15, 71; p=0.010) through day 29 compared to placebo in non-hospitalised patients with mild-to-moderate COVID-19 who were symptomatic for seven days or less, the trial’s primary endpoint. In pre-specified analyses of participants who received treatment within three days of symptom onset, AZD7442 reduced the risk of developing severe COVID-19 or death (from any cause) by 88% compared to placebo (95% CI 9, 98), and the risk reduction was 67% (95% CI 31, 84) when participants received AZD7442 within five days of symptom onset.  

AZD7442  was generally well-tolerated in the trials. 

The recommended dose for prevention of symptomatic disease caused by SARS-CoV-2 infection in Japan is 150mg of tixagevimab and 150mg of cilgavimab, administered as separate sequential IM injections. Depending on the prevalence of SARS-CoV-2 variants, 300mg of tixagevimab and 300mg of cilgavimab may be administered for prevention. The recommended dose for treatment of COVID-19 is 300mg of tixagevimab and 300mg of cilgavimab, administered as separate sequential IM injections. 

AZD7442 has been shown to retain in vitro neutralisation activity against the main Omicron variants currently circulating globally, including BA.5 and BA.2.

AZD7442  is also authorised for use for pre-exposure prophylaxis (prevention) of COVID-19 in the US (emergency use), EU and many other countries. Regulatory submissions are progressing for both prevention and treatment indications around the world.

Kiatnakin Phatra Financial Group (KKPFG) and Sripatum University on August 30 signed a memorandum of understanding (MOU) to host the meeting of youth leaders of the Asia-Pacific Economic Cooperation, also known as “APEC Voices of the Future 2022” or APEC VOTF 2022, which will be held in Thailand in parallel with the APEC CEO Summit 2022 between November 13-19, 2022.

The event aims to provide opportunities for potential youths from 21 APEC economic zones to engage in activities that promote the exchange of perspectives and solutions on issues related to the future of economies in the Asia-Pacific region. Youth leaders will also be able to listen to the visions of executives from the world’s leading companies attending the APEC CEO Summit. The MOU signing ceremony at Sripatum University also introduced Thailand’s representatives who will join the APEC Voices of the Future 2022 programme as well as their educators.

After the MOU signing ceremony, there was an introduction of 12 Thai youths from leading domestic and international institutes, who have been selected as the country’s representatives to participate in APEC Voices of the Future 2022, as well as the introduction of KKPFG’s executives who will serve as educators and counsellors of Thai youths throughout the project’s period.

The APEC Voices programme was launched in Kuala Lumpur in 1998 at the APEC Malaysia Summit while the first meeting was held in New Zealand in the following year along with the APEC New Zealand Summits. Thailand has been sending youth representatives to the meeting since 2012 and will host this year’s meeting from November 13-19 in parallel with the APEC CEO Summit 2022. The APEC Voices of the Future 2022 is expected to be joined by over 130 youths from 21 APEC economic zones.

Narai Intertrade Co Ltd is also a sponsor of the APEC Voices of the Future 2022. The manufacturer and distributor of ‘Naraya’ brand products will design and manufacture souvenirs for programme members and meeting participants.

Thai Airways International (THAI) is confident that its creditors will approve its revised rehabilitation plan during a meeting on Thursday.

As part of the revised plan, the THAI would allow current shareholders to buy more shares at 2.54 baht per share. The national flag carrier expects to raise at least 25 billion baht from the rights issue, the chairman of the THAI committee overseeing the airline’s rehabilitation plan said.

Thai Airways filed for bankruptcy protection in May 2020 after being saddled with massive debt and the worldwide travel downturn. In September 2020, the Central Bankruptcy Court in Bangkok ordered the airline into a business rehabilitation programme.

The committee’s chairman, Piyasvasti Amranand, said his panel would request approval from the creditors on Thursday after the committee submitted its revised plan to the foreclosure officials on July 1.

Piyasvasti said he was confident that the creditors would approve the revised plan because THAI has already been holding informal discussions with major shareholders, including the Finance Ministry, creditors who had bought corporate bonds, and financial institutions.

“I’m confident the creditors will vote in support of this plan because the rehabilitation committee has been holding talks with the creditors committee all along,” he said.

He said representatives of the Finance Ministry, two banks and savings cooperatives on the creditors’ panel had expressed support for the revised plan.

He said all the groups had expressed their willingness to support the revised plan so that THAI’s equity would turn positive in 2024 and the creditors, especially buyers of corporate bonds, would be paid back their loans sooner than scheduled by the initial rehabilitation plan.

Piyasvasti said the revised plan would benefit current shareholders because THAI had not used the conventional method of reducing the par value of each share from 10 baht to one satang.

“But THAI will issue new shares to the creditors and shareholders at the price of 2.54 baht per share while the initial plan did not attach importance to the current shareholders,” he added.

He said the revised plan has three major steps:

– THAI would not return to the status of a state enterprise because the airline could not operate efficiently as a state firm in a highly competitive business.

– Convert debt into equity

– Issue new shares

He said the committee is confident that the Finance Ministry would agree to convert its entire loan into equity and would use its current shareholder’s right to buy more shares.

After the debt-to-equity conversion and subscription to the rights issue, the Finance Ministry would hold about a 32 per cent stake in THAI.

Adding the equities of state firms, such as Government Savings Bank and Krung Thai Bank, the state would hold about a 40 per cent stake in THAI, Piyasvasti added.

Once the revised plan is approved by the creditors and the Central Bankruptcy Court, THAI would issue new shares and convert its debt into equity, after which THAI would aim to have positive shareholders’ equity in late 2024.

He said if THAI achieves earnings before interest, tax, depreciation, and amortization (EBITDA) of over 20 billion baht a year as planned, it would be able to exit the rehabilitation process in 2025 and resume share trading.

Piyasvasti said THAI has seen an improvement in its performance after Thailand and other countries reopened post the Covid pandemic. THAI’s average cargo load increased from 10-20 per cent last year to 50 per cent in July and 80 per cent in August.

He said the number of passengers also increased from an average of 500 passengers per day during the first six months of this year to about 16,000 in July and 20,000 in August, which included 3,000 daily passengers of Thai Smiles.

In July, THAI earned revenue of 9.6 billion baht from cargo shipment and passenger transport while its subsidiary Thai Smile earned 1 billion baht.

He said THAI had EBITDA of 168 million baht after deducting plane rental fee during the second quarter.

During the high season this year, THAI would resume its Bangkok-Milan and Bangkok-Oslo routes late this year or early next year, Piyasvasti said. It would also increase Bangkok-Jeddah flights from four per week to seven.

He added that THAI would also hire 600 more outsourced employees within this year, adding to the current workforce of 14,400. THAI also plans to rent three more planes for routes to China, adding to its current fleet of 68 planes.

Wisit Srisuwan, director-general of the Cooperative Promotion Department, said the law did not allow the national cooperatives development committee to convert debt into shares, but the committee would follow orders if the bankruptcy court allows creditors to convert debt into equity.

Also on Wednesday, Finance Minister Arkhom Termpittayapaisith expressed support for the debt conversion plan. He said the ministry would maintain its stake in THAI at not less than 40 per cent, including shares held by state banks and a state investment fund.

Arkhom said he was discussing with state banks to help buy more shares in THAI once new shares were issued.

The baht is also pressured by large currency transactions, such as the energy sector buying the dollar after the price of crude oil dropped or multinational corporations buying the Japanese yen after it weakened to 140 yen to the dollar.

The falling price of gold is also pressuring the baht, he said. He expects some investors to buy gold at its support level of $1,700 per ounce to sell at $1,750 to $1,770 per ounce.

He also suggested that monitoring foreign investors’ transactions would help indicate the baht’s trend, especially if they sell more Thai stocks and bonds.

Poon believes the Thai stock market correction and bond yield will rise, allowing foreign investors to buy more Thai assets, especially when the baht weakens to test its key resistance level.

The strategist advises investors to use hedging tools such as options to manage risks in a highly volatile currency market.

The Export–Import Bank of Thailand (Exim Bank) has started offering personal loans of up to 2 million baht to new entrepreneurs to help boost Thai exports.

Exim Bank president Rak Vorrakitpokatorn said on Thursday that small-time business operators often face a lack of funding or liquidity for starting a new business or expanding their existing ones.

“As their business has yet to start or has just started, they have a lot of risk factors, which make it difficult for them to get loans,” Rak said.

He added that Exim Bank is joining forces with Thai Credit Guarantee Corporation in extending loans to borrowers seeking personal loans under this project.

To be eligible for the project, prospective applicants must be an original equipment manufacturer or original brand manufacturer that is export-oriented.

They can borrow up to 2 million baht, with a starting annual interest rate of 7.75 per cent. Applications for loans can be submitted until June 30 next year.

The Exim Bank president described this new product as a “game changer for Thailand” intended to help increase the number of Thai exporters to boost economic and industrial growth.

“Exim Bank works with other elements in unlocking business restrictions while creating new opportunities for communities and businesses. The goal is to create more strong Thai economic warriors in the world market,” he said.
