A major tourism and food & beverage operator in Thailand has called on the government to resume the Test & Go scheme or at least open more “sandbox” destinations to help the tourism business.

Minor International board chairman William Ellwood Heinecke made the call in his open letter to Prime Minister Prayut Chan-o-cha.

Heinecke said that although the government may not be able to contain the spread of the Omicron variant in a short time, it should take into account that the strain caused much less severe symptomatic disease, resulting in much fewer hospitalisations and deaths.

As a result, he said the government should deal with Omicron differently from previous Covid-19 waves.

He urged the government to speed up vaccinations of people who have not been inoculated and quickly administer booster shots instead of shutting the country’s doors to foreign tourists.

The Minor International chairman said the government should use the same regulations as other countries for accepting foreign tourists as strict rules are no longer necessary under the Omicron situation.

For example, the requirement for health insurance against Covid-19 and advance room reservations are no longer necessary, he insisted.

Heinecke said foreign tourists should be required to provide only a vaccine certificate and Covid-19 negative test results.

Because of the milder symptomatic disease associated with Omicron, the government should resume its Test & Go scheme or open more “sandbox” areas soon, he added.

The Test & Go programme, which allowed fully vaccinated tourists to stay just one night in a quarantine hotel as they await their RT-PCR test results, has been indefinitely suspended. Instead, the government is allowing tourists to visit Phuket, Phang-nga, Krabi, Koh Samui, Koh Pha-ngan and Koh Tao under extended sandbox schemes.

Tourism Authority of Thailand governor Yuthasak Supasorn meanwhile said the Public Health Ministry would consider resuming the Test & Go scheme once the Omicron situation improves.

The Public Health Ministry announced on Thursday morning that there were 8,167 new Covid-19 cases in the previous 24 hours.

Yuthasak said the Omicron spread has not affected tourism in Phuket so far.

On Tuesday, 3,800 foreigners applied to visit Thailand via the Thailand Pass online system, with 3,700 of them seeking to visit Phuket and the other 100 planning to head to other “sandbox” provinces, the TAT governor said.

He said that although the number of new Covid-19 cases in Phuket had increased, most of them did not display any symptoms so they could be quarantined in their hotels.

Yuthasak said TAT held a meeting with Phuket Governor Narong Woonsiew on Monday and the governor expressed confidence that the provincial administration could handle the Omicron situation.

The governor reported that most tourists who were infected with Omicron did not feel ill so they were allowed to choose to quarantine in hospitals, hotels or hospitels.

Most chose to quarantine in their hotel rooms, the TAT governor said.

So far, the number of hotels for quarantining tourists with expected Omicron has been increased to around 800 rooms, Yuthasak added.

Phitsanulok governor Ronnachai Jitwiset has been working with the province’s commerce and livestock development offices to sell pork at affordable price to people amid the crisis of soaring pork price.

“From now until January 31, the province will sell special priced pork at 150 baht per kilogram at 7 locations. Each location will have a supply of 50 kilogram per day,” said Ronnachai on Wednesday.

These locations are:
– SKF Shop on Ekathossarot Road (opposite Ruam Jai Market)
– BMP Fresh Shop on Ekathossarot Road
– Thor Karnkha Shop, Hua Ror subdistrict
– Je Eng Shop, Thessaban 1 Market
– Je Eng Shop, Thessaban 5 Market
– Ajjima Farm Shop, Ban Khlong Market
– Ajjima Farm Shop, Pho Pu Dam Shrine Market

“Furthermore, every Friday of January the province will also sell special priced chicken, eggs and fish at Farmers’ Market in front of the city hall,” added the governor.

Ronnachai also said that about 100 swine farmers in the province had to destroy about 3,000 pigs that had contracted porcine reproductive and respiratory syndrome (PRRS) to prevent the disease from spreading. “The province has earmarked 13 million baht to compensate these farmers and expected to disburse the money within this month,” he added.

Pork price in most of Thailand has been climbing continually since after New Year holidays due to various factors, including increasing price of animal feed and swine communicable diseases. The Talad Thai market on Wednesday reported retail pork price at 195-200 baht per kilogram.

Prime Minister Prayut Chan-o-cha ordered various government organisations to discuss the price issue with manufacturers of food products and daily necessities in a move to alleviate the financial burden faced by the public, government spokesman Thanakorn Wangboonkongchana said on Thursday.

The price of necessities has been increasing, especially for many types of fresh food as well as pork and eggs.

Thanakorn said the Commerce Ministry has already asked instant-noodle manufacturers not to increase prices to help with the cost of living.

Meanwhile, the Energy Policy Administration Committee has extended the LPG price guarantee of Bt318 per 15-kilogram canister for two more months, which will end on March 31.

The Energy Ministry urged PTT to reduce LPG prices for low-income people using the welfare card.

The ministry also asked PTT to keep the NGV price for vehicles at Bt15.59 per kilogram and for taxis in Bangkok and nearby provinces at Bt13.62 per kilogram for one more month, which will be effective from February 16 to March 15.

Thong Pha Phum National Park staff in Kanchanaburi seized two tiger corpses while on patrol after stumbling upon a group of hunters, who were about to eat the grilled meat of the big cats. The suspects made good their escape into the forest.

Niphon Chamnongsirisak, director of Protected Area Regional Office 3 (Ban Pong), said on Wednesday that he was informed that 10 staff went on patrol in the area from January 8 to 11 after they received a report that there was a group of people illegally hunting in the national park near the Thailand-Myanmar border.

At around 10am on Sunday, the team reached the park – only three to four kilometres from the border. They noticed smoke and promptly headed to the scene. However, a dog barked at their presence, alerting five suspects, who escaped into the forest.

The team found tiger meat on a grill while the pelts of two tigers were hanging out to dry. The unit also discovered four weapons and 29 other items at the campsite.

On Tuesday, just as park officials were inspecting the seized items, there was a call from a man named Pom to park staff asking that they return a Winchester shotgun. Pom claimed the shotgun belonged to a defence volunteer named Boonthin. The conversation is being investigated.

On Wednesday, the park team took the tiger corpses, weapons and other items to Pilok police station so officers could investigate and hopefully nab the suspects.

The government’s plan to charge each foreign tourist entering Thailand 300 baht from April, known as “Kha Yeap Pan Din” (landing fee), has drawn criticism from netizens.

Tourism and Sports Minister Phiphat Ratchakitprakarn said on Wednesday that the extra cash would be used for tourism development, including building entrances for the disabled and toilets at various tourist attractions.

He said many countries, such as Japan, Malaysia and European nations, collect so-called landing fees, which are mostly included in flight ticket prices or accommodation fees.

“The Transport Ministry is discussing the issue with several airlines and expect the process to be completed by March,” he said.

“As for land travel, the government will develop an application to enable tourists to pay a fee on entry.”

Phiphat expects the landing/entry fees via air and land to generate between 1.3 trillion and 1.8 trillion baht in revenue.

With this year being considered an unlucky one for people born in the year of the tiger, snake, monkey or pig, some Thais believe 2022 for them will be “pee chong”, or unlucky.

Thais flock to Chinese temples to ward off misfortune

In an attempt to ward off any misfortune, Thais have always flocked to Chinese temples after the New Year festival each year to pay respect to Chinese gods, believing that the gods alone can save them from ill luck. This year is no different.

“Chong” means “crash” in Chinese. The belief is complicated as there are many factors that need to be considered, such as one’s date of birth, zodiac sign and the five elements (earth, water, fire, wood and gold).

The god Caishen, worshipped by Chinese people for more than 3,000 years, is believed to help people escape misfortune and danger.

Despite “pee chong” having nothing to do with Buddhism, the belief nevertheless came to influence Thais after the immigration of Chinese to Thailand during the reign of King Rama III which, for example, can be seen in Wat Ratcha Orasaram Ratchaworawihan’s architecture in Bangkok’s Chom Thong district.

The definition of “pee chong” changed slightly over the decades. It initially involved the Chinese belief warning people to be careful in their day-to-day lives.

Marine Department attends multilateral meeting on Lancang-Mekong River

The Marine Department, in its capacity as Thai government’s representative, recently attended the 19th Joint Committee on Coordination of Commercial Navigation on the Lancang-Mekong River among China, Laos, Myanmar and Thailand (JCCCN), which is hosted by China this year.

Also joining the meeting are representatives from Ministry of Foreign Affairs, Ministry of Interior, Customs Department, Immigration Bureau and related agencies.

“The JCCCN meeting has been attended by agencies from China, Loas, Myanmar and Thailand which share border on Lancang-Mekong River to ensure the smooth operation of commercial vessel navigation and address related safety issues,” said Somchai Sumanaskhanjornkul, deputy director-general of the Marine Department. “This year’s meeting also discussed the measures to prevent and control the spreading of Covid-19 outbreak among regions along the Lancang-Mekong River.”

During the meeting, China as the coordinator of this year’s joint safety inspection of international navigation on Lancang-Mekong River promised to submit the proposal on technical amendment to the safety inspection requirements to JCCCN members, before forwarding amended requirements to Laos, who will be next year’s coordinator. China also proposed an organization of training and examination for international navigation among JCCCN members based on each country’s requirement, which has been accepted by the meeting.

“During this year meeting, Thailand has submitted the results of our training in search and rescue of flood and drowning victims, as well as the progress of translation application that aims to enhance the communication between personnel of the four countries along the Lancang-Mekong River,” added Somchai.

The Metropolitan Police Bureau (MPB) slapped a patrol officer with a 500 baht fine for reportedly violating the traffic law on Wednesday.

The fine came after netizens voiced criticism of Pol Corporal Witoon Tapoo, who was photographed waiting on his motorcycle beyond the “safe zone” and zebra crossing at traffic lights at Henri Dunant intersection in Bangkok on Tuesday.

MPB spokesman Pol Maj-General Jirasan Kaewsang-ek said the Pathuwan Metro Police Station summoned Witoon the very same day to inform him of the 500-baht fine.

“The police will also take legal action against five other motorists in the photo for allegedly violating the traffic law,” he said.

Jirasan said the MPB had instructed its patrol officers to be role models for citizens, adding that those officers who flout traffic laws must be punished just as citizens are when they break the law.

Agriculture and Cooperatives Minister Chalermchai Sri-on said on Wednesday that he had ordered the Department of Livestock Development to immediately investigate risky areas after a sample collected from a slaughterhouse in Nakhon Pathom was found to have a trace of African Swine Fever (ASF) earlier this week.

“The government did not cover up the discovery of ASF in Thailand,” he insisted. “After finding the ASF virus in one out of 309 samples that had been collected, the department immediately alerted the ministry’s ASF Prevention and Control Committee, which will launch appropriate disease prevention measures in affected areas as soon as possible,” Chalermchai said.

“The ministry will also report to the World Organisation for Animal Health [Office International des Epizooties] so that they can inform member countries of the situation in Thailand,” he said.

The minister said that after the ASF outbreak is confirmed, the Department of Livestock Development will announce the outbreak areas and restrict the movement of animals in a 5-kilometre radius from where the outbreak was discovered.

Animals suspected of contracting the virus or linked to the infected farms will be ordered destroyed, while the ministry will compensate the farmers.

Furthermore, the movement of animals outside control areas must be approved by a veterinarian and the Department of Livestock Development.

“The Cabinet on Tuesday approved a budget of THB570 million for compensation to farmers whose animals must be destroyed. This money will be prioritised for individual farmers who have a limited budget for disease prevention,” Chalermchai added.
