The Chiang Mai Provincial Court on Thursday revoked the Chiang Mai Legal Execution Office’s cancellation of Dhara Dhevi Hotel’s auction and its order to have the hotels value re-evaluated.
The office said earlier last week that it agreed with the hotel creditors’ petition that the hotel’s value set by the Legal Execution Department’s Asset Evaluation Committee was too low compared to the price released by a private assessing firm.
The court, however, said the Chiang Mai Legal Execution Office’s order was unlawful because as per regulations, the Asset Evaluation Committee has full authority to set the final price of an asset. The plaintiff can only oppose the price estimated by a legal execution officer, not one announced by the committee.

The 123-room five-star luxury hotel was slated to go under the hammer on November 12, December 3 and 24, January 14, February 4 and 25 of 2022.
The hotel was severely hit by the pandemic and shut its doors temporarily in early 2020. It then filed for rehabilitation in June 2020. The Appeal Court dismissed the rehab petition on November 18, forcing the hotel to announce bankruptcy.

The Thai-Chinese Rayong industrial zone marks win-win cooperation and joint development efforts between China and the Association of Southeast Asian Nations (ASEAN).
About two hours’ drive from downtown Bangkok, near the Laem Chabang port in eastern Thailand, is a well-planned industrial zone, the Thai-Chinese Rayong industrial zone.
Jointly built by China’s Holley Group and Amata Group of Thailand in 2006, the industrial zone is one of the first Chinese overseas industrial sites and has become a testament to and miniature of the win-win cooperation and joint development efforts between China and the Association of Southeast Asian Nations (ASEAN).
Now home to more than 170 Chinese-invested companies, mostly in automobile, electronics and machinery sectors, the industrial zone has attracted a combined investment of more than 4 billion U.S. dollars from China and provided more than 40,000 local jobs.
Himile Group, a major tire mold supplier headquartered in east China’s Shandong Province, set up a factory in the zone in 2014.

“Most of our clients, the world’s top tire producers, have built their production bases in ASEAN countries. We want to move closer to them … to serve the Southeast Asian market,” said Qiu Jinliang, managing director of Himile’s Thai branch.
Over the past seven years, the plant’s production and business revenue have expanded 60 percent annually, Qiu said, noting that this year has been challenging because of the COVID-19 outbreak in Thailand as well as rising raw material costs and freight rates.
“We’ve managed to maintain the levels of production and sales as those of last year, thanks to improved production procedures and efficiency,” he said.

Upbeat about the company’s development outlook, Qiu said the entry into force of the Regional Comprehensive Economic Partnership (RCEP) next year will enable the company to purchase raw materials and equipment as well as distribution of products more conveniently and at a lower cost.
The Chinese company is working to build a new factory near the existing plant to expand its production capacity, which will further lift the company’s sales revenue, he said.
The Thai-Chinese Rayong industrial zone was established and fostered by the comprehensive cooperation between China and ASEAN, while its development has been put on fast track after China’s Belt and Road Initiative was unveiled, said Zhao Bin, president of the Thai-Chinese Rayong Industrial Realty Development Co., operator of the industrial zone.
At a special summit to commemorate the 30th anniversary of the ASEAN-China dialogue relations which was held online on Monday, the two sides jointly upgraded their ties to a comprehensive strategic partnership.
The comprehensive strategic partnership, a new milestone in the China-ASEAN relations and the upcoming entry into force of the RCEP will further enhance bilateral cooperation and create more business opportunities, Zhao said.
He expected the industrial zone to continue prospering and serve as an important platform for production capacity cooperation between the Chinese and Thai businesses.
At the Thai-Chinese Rayong industrial zone, businesses of both sides have benefited from cooperation between China and ASEAN and are tapping into new opportunities created by the two sides’ closer cooperation.

Since China and ASEAN forged their dialogue relations in 1991, comprehensive cooperation between the two sides has given a strong boost to their economic and social development, brought tangible benefits to their peoples, and made great contributions to peace, stability and prosperity of the region and the world at large, analysts said.
Trade volume between China and ASEAN had soared from less than 8 billion U.S. dollars in 1991 to more than 680 billion dollars in 2020, when China remained ASEAN’s largest trading partner for 12 consecutive years, while ASEAN became China’s largest trading partner.
Looking forward, China and ASEAN are set to further expand cooperation and move towards building a closer community with a shared future, which will make new contributions to regional peace, stability and prosperity, said Natee Taweesrifuengfung, president of the Thailand-based Siam Think Tank.
The government has signed a contract to buy 30 million doses of Covid-19 vaccine from Pfizer to be delivered from the first quarter of 2022 onward, said Public Health Minister Anutin Charnvirakul on Thursday.
The contract signing ceremony was held earlier this week between Department of Disease Control (DDC) director-general Dr Opas Karnkawinpong and Deborah Seifert, country manager of Pfizer Thailand and Indochina.
Anutin added that Pfizer has offered a special condition to the government, in which Thailand can buy additional 20 million doses of vaccine with no deposit required.
“We planned to use the 30 million doses as booster shots to increase the immunity of those who have been fully vaccinated earlier,” said Anutin. “Thailand will have enough vaccine in stock for 2022, as we have already purchased 60 million doses of AstraZeneca vaccine and will have about 20 million doses of domestically manufactured protein subunit vaccine once it is approved by the Thai Food and Drug Administration (FDA).”
“Next year, Thailand will have all kinds of Covid-19 vaccines available,” he added. “We are also planning to register Pfizer vaccine with the FDA for use in children aged 5-11 years, which are estimated at around 5 million children nationwide.”
Ministry of Public Health reported on Friday (November 26) morning that in the past 24 hours there are 6,559 new patients who tested positive for Covid-19, 752 of whom have been found in prisons.
Death toll increased by 64, while 6,875 patients were cured and allowed to leave hospitals.
The country’s total caseload from Covid-19 stands at 2,094,886 – 1,993,964 of whom have recovered, 80,277 are still in hospitals and 20,645 have died.
Separately, another 98,118 people were given their first Covid-19 shot in the last 24 hours, 146,673 their second shot and 21,323 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 90,735,069.
According to Worldometer, confirmed cases globally had risen to 260.31 million on Friday, 235.26 million of whom have recovered, 19.85 million are active cases (82,672 in severe condition) and 5.2 million have died (up by 6,600).
Thailand ranks 23rd in the global list of most cases, which is topped by the US with 49 million, followed by India with 34.55 million, Brazil with 22.06 million, the UK with 10.02 million and Russia with 9.47 million.
The Thailand Meteorological Department said on Friday (November 26) that the rather strong high-pressure system covers upper Thailand, resulting in cool weather and strong winds in the areas.
The monsoon trough lies across the lower South while the strengthening northeast monsoon prevails across the Gulf of Thailand. Isolated heavy to very heavy rains are possible in Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala, Narathiwat, Ranong, Phang Nga, Krabi, Trang and Satun. People in the South should beware of the severe condition and rain accumulation that may cause flash floods and overflows. Waves are about 2 meters high in the Gulf of Thailand and over 3 meters high in thundershowers. All ships should proceed with caution.

North: Cool weather with isolated light rains; temperature lows of 19-22 degrees and highs of 28-33 degrees Celsius. Temperature on hilltops is likely to drop to 9-15 degrees Celsius.
Northeast: Cool weather with strong winds; temperature lows of 16-20 degrees and highs of 30-32 degrees Celsius. Temperature on hilltops is likely to drop to 11-14 degrees Celsius.
Central: Cool weather with strong winds; temperature lows of 20-23 degrees, highs of 31-33 degrees Celsius.
East: Cool weather with strong winds; temperature lows of 21-24 degrees, highs of 30-33 degrees Celsius; waves 1-2 meters high and 2 meters offshore.
South (east coast): Thundershowers in 70 per cent of the areas with isolated heavy to very heavy rains; temperature lows of 23-29 degrees, highs of 26-32 degrees Celsius; waves 2 meters high and over 2 meters during thundershowers.

The National Communicable Disease Committee in a meeting resolved to approve guidelines for foreigners entering Thailand without quarantine under phase 2 of reopening expected to start this December 1, Public Health Minister Anutin Charnvirakul said on Thursday after the meeting.
Department of Disease Control director-general Dr Opas Karnkawinpong said the second phase of the country’s reopening will be proposed to the Centre for Covid-19 Situation Administration on November 26 because the rate of infections in people entering the kingdom is quite low.
The committee will suggest reopening water and “safe” land routes through which foreign visitors can enter. Not all border checkpoints across the country will be reopened. Entry so far has been allowed only by air.
The National Water Command has found that there are still flood and landslide risk areas in the South, with heavy rains continuing to batter many areas.
The following provinces have been instructed to watch out for flooding and landslides from November 26 to 30:

– Nakhon Si Thammarat
– Phatthalung
– Songkhla
– Ranong

Large and medium-sized reservoirs with more than 80 per cent of water are likely to witness overflows.
Officials have been asked to watch for water overflowing their banks and flooding lowlands around estuaries as the sea level will rise about 0.5-1 metre – higher than normal.
The Public Health Ministry signed a contract on Thursday to procure 50,000 courses of the Molnupiravir Covid-19 antiviral pill.
Public Health Minister Anutin Charnvirakul said Molnupiravir would be used to treat Covid-19 patients who are at risk of developing severe symptoms.
“We are focusing on procuring effective Covid-19 antiviral pills. Molnupiravir helps significantly reduce the risk of hospitalisation and death,” he said.

Department of Medical Services director-general Dr Somsak Akksilp explained that each course consists of 40 capsules, and patients must consume four capsules every 12 hours for five consecutive days.
He said the antiviral pill can be delivered to Thailand once it receives approval from the Thai Food and Drug Administration.
“The price of the antiviral pills will include tax and delivery charges. The procurement will be made under a contract with Merck & Co and according to government procurement and supplies management committee regulations,” he said.

MSD (Thailand) managing director Dr Mary Srethapakdi said the signing ceremony comes from cooperation between the government and the drug manufacturer to tackle the pandemic in Thailand.
The Chonburi Provincial Public Health Office took to Facebook on Thursday to warn people who attended the Pattaya Music Festival 2021 to take a Covid-19 ATK test.
The post also warned that those who visited places outside the festival area and did not wear masks or consumed alcoholic beverages in a group were at risk and should immediately take Covid-19 tests.
The music fest was held at Jomtien Beach in Bang Lamung district on November 12 and 13.
The festival did employ strict Covid-19 prevention measures including temperature checks and making sure visitors wore masks as well as kept a safe distance from one another. Tourists also had to present proof that they were vaccinated or had taken an ATK test not more than 72 hours before entry.
However, tourists visiting places outside the festival area were not screened. They were seen to drink together and many did not wear masks, reportedly leading to new infections.
