The Thailand Meteorological Department said on Thursday (November 25) that the rather strong high-pressure system covers the Northeast, the East and the Central of Thailand and the South China Sea. Cool to cold weather and strong winds are forecast the North, the Northeast, the Central and the East regions.

The department also mentioned that the northeast monsoon prevailing across the Gulf of Thailand and the South has become stronger and causes more rains in the South. Heavy to very heavy rains are possible in some areas. Waves in the Gulf are about 2 meters high and more than 2 meters high in thundershowers.

The weather forecast for the next 24 hours is as follows:

North: Cool weather with isolated light rains; temperature lows of 20-22 degrees and highs of 28-33 degrees Celsius. Temperature on hilltops is likely to drop to 9-15 degrees Celsius.

Northeast: Cool to cold weather with strong winds; temperature lows of 15-19 degrees and highs of 28-30 degrees Celsius. Temperature on hilltops is likely to drop to 10-14 degrees Celsius.

Central: Cool weather in the morning with strong winds; temperature lows of 21-23 degrees, highs of 30-33 degrees Celsius.

East: Cool weather in the morning with strong winds; temperature lows of 22-24 degrees, highs of 31-33 degrees Celsius; waves 1-2 meters high and 2 meters offshore.

South (east coast): Thundershowers in 70 per cent of the areas with isolated heavy to very heavy rains; temperature lows of 23-24 degrees, highs of 27-30 degrees Celsius; waves 2 meters high and over 2 meters during thundershowers.

South (west coast): Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees, highs of 28-31 degrees Celsius; waves 1-2 meters high and 2 meters offshore.

Bangkok and surrounding areas: Cool weather in the morning with strong winds; temperature lows of 22-24 degrees, highs of 31-32 degrees Celsius.

China has registered 93 Thai mills that produce and process rice, Department of Agriculture director-general Pichet Wiriyaphaha said on Wednesday.

He said China’s General Administration of Customs had imposed a measure that requires all rice exporters to be registered.

“Today, we received good news from China that after a random inspection of five representatives of Thai rice producers and processors, 46 have been successfully registered and can export rice to China,” Pichet said.

After combining and updating the list, Thailand now has 93 exporters who are allowed to send rice to China.

During the January-October period, Thailand exported 430,000 tonnes of rice to China worth nearly THB7 billion.

Besides Thailand, China imports rice from India and Vietnam.

The Khlong Chong Nonsi Public Park will open for sure on December 25, Bangkok Governor Pol General Asawin Kwanmuang said on Wednesday after following up on the progress of the Regenerative Bangkok project.

The construction of Khlong Chong Nonsi Park, phase 2, from Sathorn Road to Soi Narathiwat Ratchanakarin 7, a distance of 200 metres, has been 50 per cent complete.

Structural work is expected to be finished on November 30, with the park opening to the public on December 25.

Once the project is completed, the city will have a larger green area while water quality in Khlong Chong Nonsi will see an improvement, helping the park become a place to exercise and carry out various outdoor activities, Asawin added.

The Labour Ministry, the Department of Employment, along with the Immigration Office and security agencies, including the military and police, will seriously investigate, suppress, arrest and prosecute foreigners working illegally in the country after November 30, Labour Minister Suchart Chomklin said on Wednesday.

Suchart said Prime Minister General Prayut Chan-o-cha and Deputy Prime Minister General Prawit Wongsuwan instructed the Labour Ministry to manage migrant workers from Cambodia, Laos and Myanmar systematically to alleviate the suffering of employers/establishments facing a labour shortage.

If any individual/company employs foreigners without a work permit after November 30, there will be a fine of THB10,000-100,000 per foreigner.

Repeated offences are punishable by imprisonment and foreigners working without permits will be prohibited from employment for three years.

The energy situation for the first nine months saw consumption increase by a mere 0.01 per cent from natural gas, coal/lignite and hydroelectric power, while imported electricity increased according to the economic situation at the beginning of the year, Energy Policy and Planning Office (EPPO) director Wattanapong Kurovat said on Wednesday.

Meanwhile, the use of oil decreased due to the spread of Covid-19 and after the government announced a series of measures, such as working from home, limiting travel across provinces, and curfew, he said.

In terms of energy consumption in 2021 and based on assumptions from the Office of the National Economic and Social Development Council, the EPPO expects the economy to expand by 1.2 per cent in 2021 due to increased product exports, spending, investment and important economic measures by the public sector, as well as the average price of Dubai crude oil, which is $70 per barrel, while the average exchange rate in 2021 has been THB31.9 per US dollar.

The EPPO forecasts that total yearly primary energy consumption will increase by only 0.2 per cent in line with an economic recovery and the growth of the global economy, Wattanapong said.

However, the EPPO continues to monitor the Covid-19 situation and other factors that will affect energy consumption, such as the rate of economic growth, the global crude oil price and measures to prevent Covid-19 both domestically and internationally.

As many as 43 giant catfish were netted at Kaeng Krachan Dam in Phetchaburi, with the largest tipping the scales at 182 kilogrammes, much to the delight of fishermen, after hunting season opened on Monday last week.

This year, the Kaeng Krachan Dam Freshwater Fisheries Prevention and Suppression Unit allowed fishermen to hunt up to 50 giant catfish from November 15 to January 15.

It is now expected that fishermen will be able to catch the whole quota of 50 well before the hunting season ends after 14 fishermen netted 43 of the fish in the past nine days. Six were caught on Wednesday alone.

While the largest giant catfish came in at 182 kilogrammes, the smallest weighed 50kg.

To prevent giant catfish from disappearing from Kaeng Krachan Dam, fishermen must donate money from sales of their catch to a fund.

The cash will be used to release young giant catfish into the dam, organise a ceremony to make merit for the breed on April 9 each year, develop fisheries and create awareness in preserving aquatic species.

A 23-year-old man was arrested in Hua Hin on Wednesday after allegedly sneaking into a 13-year-old girl’s house in Bangkok on the night of October 31 and sexually assaulting her before escaping.

The accused reportedly confessed and admitted that the incident happened because he had a crush on the girl.

The Crime Suppression Division Police arrested Anucha (last name withheld), 23, under a Criminal Court arrest warrant for sexually assaulting a child under 13 years of age.

The arrest took place at the man’s house in Hua Hin, Prachuap Khiri Khan, after the victim’s mother filed a complaint at Bangkok’s Phahonyothin Police Station on November 1.

The mother told police that her daughter was seen with a bruise on her neck. The daughter then told her that the accused had sneaked in through the window and sexually assaulted her while she was asleep, before running away.

The investigation team gathered evidence and requested the court to provide an arrest warrant. The team then found that the accused had escaped to Hua Hin district. They tracked the man down and promptly arrested him on Wednesday, before taking him to Phahonyothin Police Station.

According to an initial inquiry, the accused admitted that he had travelled to Bangkok and met the victim, who was his friend’s neighbour. Both of them were in contact via Facebook for a couple of days before the accused allegedly conducted the crime.

A news source revealed that Cambodian officials helped 103 Thai workers escape a human trafficking network in Pursat province and will send them back to Thailand on Wednesday at around 2pm.

They were transported to Poipet by military trucks after ten victims pleaded for help, saying they were raped in Pursat and Sihanoukville provinces, the source added.

The 103 would be handed back to Thailand via the Thailand-Cambodia Friendship Bridge in Sa Kaeo’s Aranyaprathet district.

Cambodian officials revealed that they were helping as many as 2,000 Thais trafficked into that country.

Deputy National Police chief Pol General Roy Inkapairoj will travel by helicopter to receive the victims.

He had ordered police commissioner assistant Pol Maj-General Surachet Hakparn to contact the Cambodian side on November 17 to help 99 Thais who were tricked into working there illegally.

These victims said they were detained and forced to work illegally, and if they did not work they would be “harmed and sold via a Chinese website”.

Previously, 37 male and 23 female victims were rescued from online casinos in Phnom Penh and Poi Pet and sent back to Aranyaprathet, where they underwent quarantine at the Station One hotel.

Thai officials are investigating the human trafficking network to find and nab the suspects.

The Energy Policy and Planning Office (EPPO) on Wednesday approved the move to limit the marketing cost of diesel fuel to not over THB1.4 per litre and cut down biodiesel formulas to just one from December 1, 2021 to March 31, 2022.

“The move is expected to reduce the retail price of diesel fuel to THB28 per litre from the current THB29-30 per litre,” EPPO director-general Wattanapong Kurowat said.

“There are currently three kinds of biodiesel: B7, B10 and B20 that has 7, 10 and 20 per cent respectively of palm oil mixed with diesel oil. From December 1 only B7 biodiesel will be available.”

An EPPO committee, chaired by Energy Minister Supattanapong Punmeechaow, met on Wednesday to discuss the strategy to lower the diesel price amid the rising global cost of fuel due to increasing energy demand in many countries following an economic recovery from the Covid-19 situation.

Last week truckers under the Land Transportation Association of Thailand drove their vehicles to the Energy Ministry headquarters in Bangkok’s Chatuchak district to urge the government to reduce the fuel tax by THB5 baht per litre so that the diesel price could be capped at THB25 per litre.

The Finance Ministry, however, rejected the proposal, maintaining that the THB5 cut will cost the government THB150 billion in lost revenue per year, and that it cannot find revenue from other sources to compensate for this loss.

“The EPPO will monitor the situation closely and try to keep the retail price of diesel oil under THB30 per litre by implementing several measures, including using around THB4 billion per month from the Oil Fuel Fund to subsidise the diesel fuel price,” Wattanapong said.

“We will also work with other related agencies to limit the impact of this new policy on oil vendors and palm oil farmers,” he added.

The EPPO meeting on Tuesday also agreed to hold off raising the price of liquefied petroleum gas for household use so people won’t be faced with an extra financial burden while the economy recovers from the Covid-19 crisis.
