The National Health Security Office (NHSO) distributed 46,00 sets of antigen test kits (ATKs) among 109 Bangkok schools on Thursday as primary students get ready to return to their classrooms from November 15.
Panruedee Manomaipiboon, director of Bangkok Metropolitan Administration (BMA)’s Health Department, said BMA’s decision to reopen schools was based on two factors – vaccination rate and ATKs. She explained that 90 per cent of school staff members in the city have been vaccinated, while continuous ATK tests will help boost confidence among students, teachers and guardians.
She said there are some 437 schools with some 22,000 employees across the capital.
“The NHSO’s decision to distribute ATKs among high-risk establishments like restaurants, markets, spas and massage parlours is another factor that has helped boost BMA’s confidence in reopening the city,” she said.

Meanwhile, NHSO secretary-general Dr Jadet Thammathat-Aree said reopening schools was far more important than reopening the country because getting children to go back to classrooms will help improve their quality of life. He also said that once schools can be reopened, the country will have risen victorious in the battle against Covid-19.
“Since children are key strategic targets as they may cause the Covid-19 to spread, good measures to curb infections and take care of their health are necessary,” he said.

Thailand’s Designated Areas for Sustainable Tourism Administration (Dasta) has started working on a five-year roadmap to turn Phetchaburi province into a tourism destination after it was included in the Unesco Creative Cities Network this year.
Phetchaburi is the fifth city after Phuket, Chiang Mai, Sukhothai and Bangkok to be included in the United Nations Educational, Scientific and Cultural Organisation (Unesco)’s Creative Cities Network. The network comprises 295 cities from more than 90 countries.
“Thailand now has the opportunity to promote Phetchaburi province among high-quality tourists. The province can become an exhibition or a meetings venue and can exchange knowledge with other cities in the network. This will also create new jobs and boost revenue for residents,” Dasta’s director Group Capt Atikhun Kongmee said on Thursday.

He added that his organisation is working on a roadmap to turn Phetchaburi province into a destination within five years (2022-2027).
“The roadmap includes the creation of delicacies that focus on the province’s three specialities, namely salt, palm sugar and lime,” he said. “All sectors will be encouraged to participate in local and international activities to promote the province.”

Student councils from across the country issued a statement on Thursday rejecting the Constitutional Court’s ruling that pro-democracy leaders Arnon Nampa, Panupong “Mike” Jadnok and Panassaya “Rung” Sitthichirawatanakul aimed to overthrow the government.
“The 23 student organisations disagree with the court’s ruling. We insist that the 10-point manifesto for reforms of Thailand’s monarchy will help the monarchy remain in Thailand graciously under the democratic regime. Proposals for the reform of the royal institution will also help free it from criticism that would otherwise tarnish it.”
The statement also pointed out that the protesters were exercising their right to freedom of expression and demonstration, which is protected by the Constitution.

“The protesters never had any intention of overthrowing the government like the coups d’etat in the past,” it added.
The court ruled on Wednesday that the 10-point manifesto listing reforms for the monarchy, including the lese majeste law, delivered in a speech at Thammasat University on August 10, 2020, aimed to overthrow Thailand’s government with the King as head of state.
It also said these actions violated the Constitution’s Article 49.
The student councils, led by peers from Chulalongkorn University, included those from Thammasat, Khon Kaen, Chiang Mai and Maha Sarakham universities.

Six people have been arrested by police of Cyber Crime Investigation Bureau (CCIB) which had launched an investigation on the website http://www.กู้เงินฉุกเฉิน.net (emergency loan) earlier this week, said Pol. Lt. Gen Kornchai Khlaikhleung, CCIB chief on Thursday.
The investigation was sparked by a suicide by gun of a 44-year-old man in Kamphaeng Phet province who was reportedly under depression after losing over 130,000 baht to the loan website, which had promised to grant him a loan, but he had to transfer the loan fee first.
Police tracked down the website, which also offers loans to victims via Line application, to 8 locations in Chiang Rai, Chiang Mai, Suphan Buri, Sa Kaeo, Phang Nga and Bangkok. Officers have arrested 6 suspects who were allegedly operating the website as well as confiscated several items of computers and other evidence. The suspects have been charged with public fraud and violation of Computer Related Crime Act.
“In a separate case, the CCIB police on Thursday arrested Treenate Saewee, a resident of Suphan Buri for allegedly scamming victims via Line application,” said Kornchai. “The other suspect of the same gang, Thanathon Muangsaimoon, is still on the run.”
The latter case made a headline earlier this month as a 10-year-old girl in Phichit complained through the media that she transferred 900 baht to the suspects who she met via Line application and promised to give her a scholarship of 6,000 baht, but she needed to pay a small fee first. CCIB’s investigation revealed that Treenate and Thanathon have used this Line account for over a month and have allegedly scammed over 500 victims of around 400,000 baht.
“Please do not believe these online scammers who promise to grant you a loan or free money in exchange for a small fee,” said the CCIB chief. “Furthermore, avoid downloading untrusted applications as scammers can use these apps to siphon your personal information from the mobile phones.”

Chiang Mai residents travelled at last to Lanna Hospital in Mueang district to receive their Moderna vaccinations after having booked jabs in advance and waiting for months for the vaccine.
The hospital arranged seating outside the main building and allowed 12 people in at a time to reduce congestion.
Lanna Hospital and Thonburi Healthcare Group have a total of 42,422 bookings of 81,232 doses, with 3,167 people in the first lot to receive the jabs.
Vaccinations are being carried out from today, November 11, until November 23, with the potential to inject 500 people per day.
Meanwhile, the Chiang Mai Communicable Disease Committee found 436 new Covid-19 cases on Thursday, bringing the total number to 21,218 since April. Some 372 have been recovering daily, 5,024 were under treatment and there were three new deaths, taking the total to 78 so far.
Thailand is now the only country that has started administering the fourth vaccine dose for those who need it, especially people who have to travel abroad to conduct trade or attend business meetings or seminars in order to drive the economy forward as quickly as possible, Public Health Minister Anutin Charnvirakul said on Thursday.
Many countries still do not allow cross-formula vaccines that include Sinovac or Sinopharm, especially for people that need to travel. One case in point is travelling to Switzerland to attend World Health Organisation meetings.
In that European destination, for example, two Sinovac jabs are still not recognised even if the traveller has received AstraZeneca as the third dose. In this case a fourth jab is needed.
Anutin said it cannot be currently determined how long this fourth dose would be effective, it could be 12, 18 or even 24 months.
Thais will continue to be given booster doses until it is proven that they are safe, the minister said.
He also said that any province with a large population tends to have a lot of movement by people and therefore has a higher chance of attracting more infections than other provinces, but right now we should not be overly worried.
