Prime Minister Prayut Chan-o-cha ordered various public sector organisations to undertake a survey of infrastructure and check whether these are all functioning normally as citizens will need to travel back to their hometowns at the end of the year.

Government spokesman Thanakorn Wangboonkongchana said Prayut’s instructions were to the Transport Ministry, the Highways Department, the Department of Rural Roads, the Marine Department, the State Railway of Thailand, the Provincial Electricity Authority, and local governments.

All were ordered to check roads, bridges, railroad blocks, traffic signs and street lights to see that these function normally to prevent accidents.

Prayut voiced concern that a lot of citizens would travel back to their hometowns at the year-end as the Centre for Covid-19 Situation Administration was now permitting free interprovincial travel, Thanakorn said.

He added that the Thai economy was performing better while the number of new Covid-19 patients had become stable, allowing people to live an almost normal life.

Prayut was also worried about citizens’ health and advised people to take care of themselves because the season is changing from rainy to cool-cold, the spokesman said.

The Department of Corrections will start a dog therapy programme in selected prisons to improve the mental health of inmates as well as promote career opportunities when they finish serving their sentences, Justice Minister Somsak Thepsuthin said on Thursday.

“Four prisons have been selected to run the programme – Nakhon Ratchasima Central Prison, Rayong Central Prison, Khlong Phai Prison in Nakhon Ratchasima and Khao Bin Central Prison in Ratchaburi,” he said.

“The programme aims to teach inmates to be kinder and more humane, besides handing them vocational skills. Graduates under this programme can use the experience to become a veterinarian assistant or work in a dog grooming shop.”

Somsak also said the department is planning to invite dog breeder associations to join the campaign.

Canines to be used in the pilot phase will come from animal shelters to save on budget.

“We will use only selected breeds that are suitable for inmates and prison setting,” he said.

“The prioritised groups of participants will include those who have repeatedly committed disciplinary offences, inmates under psychotherapy and elderly prisoners. These inmates will be closely monitored, with their mental status being recorded and analysed according to psychological standards,” Somsak said.

“If the programme is successful, we will consider expanding it to other prisons,” he added.

Brilliant Loy Krathong is fast approaching and falls on Friday, November 19. Many people have shifted to krathongs that are more environmentally friendly in a bid to reduce the amount of waste.

Here are statistics of krathong waste and decomposition in the past nine years and some suggestions on which type of materials you can use during the upcoming Loy Krathong festival:

  • Krathongs made from ice and cassava take about 30 minutes to one hour to decompose.
  • Krathongs made from bread or ice cream cones take about three days to decompose.
  • Krathongs made from banana trees, banana leaves or coconut shells take about 14 days to decompose.
  • Paper krathongs take about two to five months to decompose.
  • Foam krathongs take more than 50 years to decompose.

Although we have switched to using krathongs that are easier and faster to decompose. But floating krathongs in large quantities can cause sewage, especially in a closed water source. Including some materials such as nails and alloys used to sew banana leaves which are non-degradable.


The Bangkok Data Centre has also recently revealed the statistics of the amount of krathong waste collected after the festival each year from 2012 to 2020. In the past two years, it was found that people have been more concerned about the environment as the collected foam krathong reduced to less than 20,000 pieces.

The Loy Krathong tradition has always been with Thai people since the past. But we should be more environmentally responsible by reducing the krathong size to be smaller, floating just one krathong per family or organisation, or even better, floating an online krathong.

Hospital director reports to consumer protection police over alleged Favipiravir sale #SootinClaimon.Com

The director of a private Bangkok hospital who allegedly smuggled Favipiravir pills and sold them online reported to the Consumer Protection Police Division (CPPD) on Wednesday to acknowledge the charge.

The CPPD, the Health Service Support Department and the Food and Drug Administration held a press conference on the case.

The police had searched the hospital in Bang Kapi on October 28 and summoned the director to report on November 4, but this was postponed to November 10.

The director arrived at the CPPD at 2.10pm to acknowledge the charge and present their version of the case.

The director flatly refused to talk to the press.

The police took two hours to interrogate the director.

CPPD superintendent Pol Colonel Neti Wongkularb said the director denied all charges and testified to an inquiry official, who had interrogated the director. The director was subsequently charged with selling modern medicine without any authorisation and practising pharmacy without approval.

The police will also question other people related to the event to summarise the case for the prosecutor.

The Public Health Ministry has signed a memorandum of understanding with Rx Leaf World Medica on setting up an unparalleled international medical cannabis research centre.

The signing took place at Pullman Bangkok King Power Hotel on Wednesday.

Public Health Minister Anutin Charnvirakul said the ministry was promoting medical cannabis in order to enable people to seek treatment safely in accordance with the laws.

Citing a study, he pointed out that cannabis can cure several diseases such as cancer, epilepsy, multiple sclerosis with muscle pain syndrome and neuralgia.

“In 2022, the Public Health Ministry will focus on promoting Thai herbs and wisdom in order to create jobs, generate revenue and improve patients’ quality of life,” he said.

He added that the ministry aimed to promote Thailand as a world-class cannabis production and development centre.

Meanwhile, Department of Medical Services director-general Somsak Akksilp said the centre would bring together doctors, scientists, pharmacists and cannabis experts worldwide to conduct research and exchange knowledge within three years.

“MOUs to determine intellectual property contributors will be made on a case-by-case basis,” he added.

Rx Leaf World Medica is a subsidiary of Amara Asia, which possesses expertise in not only growing cannabis but also extraction of the plant using solvent-free technology for medical use. It has a plantation area spanning 67 rai.

Prime Minister Prayut Cha-o-cha will attend the Apec Economic Leaders’ Week meeting via teleconference today (November 11) and tomorrow, government spokesman Thanakorn Wangboonkongchana said on Wednesday.

The event is part of the 2021 Asia-Pacific Economic Cooperation (Apec) meetings hosted by New Zealand.

“On Thursday at 7pm, the PM will attend the Apec Business Advisory Council Leaders’ Dialogue,” Thanakorn said.

“On Friday afternoon, the prime minister will deliver his speech to the Apec CEO Summit. Then, at 6pm, he will attend the 28th Apec Economic Leaders’ Meeting,” the spokesman said.

“At the end of the meetings, he will receive the Apec chairmanship from New Zealand Prime Minister Jacinda Ardern,” Thanakorn added.

New Zealand has set the theme of “Join, Work, Grow. Together” at the Apec meetings, presented via three main aspects – economic and trade policies that strengthen recovery; increasing inclusion and sustainability for recovery; and pursuing innovation and a digitally enabled recovery.

Prayut would discuss topics of mutual benefit, including travel between member countries, trade and investment stimulation and development of the bio-circular-green economy, Thanakorn added.

Transport Minister Saksayam Chidchob on Wednesday attended an online meeting with ministry’s executives to follow up on the progress of area development plan of the Bangkok Railway Station, also known as Hual Lamphong, as well as the areas along the Bang Sue – Hua Lamphong train route.

Also attended the meeting are ministry’s permanent secretary Chayatham Phromsorn, Department of Land Transport’s director-general Jirut Wisanjit, State Railway of Thailand (SRT) governor Nirut Maneephan, and representatives from the SRT Asset Ltd.

After the opening of Bang Sue Grand Station as Thailand’s new central hub of rail transport, the Bangkok Railway Station’s role as the former central hub has been reduced. Transport Ministry aims to develop areas around Hua Lamphong Station to preserve its historical importance as well as generate highest benefits, as the areas are located in city’s heart and accessible via both Blue Line and Red Line trains.

SRT Asset Ltd, who has been tasked with supervising the development project, aims to establish a city’s transportation centre at Hua Lamphong and turn some of the surrounding areas into modern commercial infrastructure to attract visitors of all age groups. 

The company will also be responsible for the development of areas along the Bang Sue – Hua Lamphong train route, such as the Ratchawithi Station project which will facilitate people’s accessibility to Ramathibodi Hospital, and the Thonburi Station project, which will feature the medical innovation research centre, commercial and residential areas.

SRT Asset reported that as for the development of areas along the Rama IX route, currently it is revising the contract and surveying the areas to be developed.
    
Transport Minister Saksayam acknowledged the projects’ progress, and urged that responsible agencies  to follow the laws and related regulations in handling the development projects.

He also tasked the SRT to consider stopping alll train operations at Hua Lamphong as soon as possible so the development project could start, and advised SRT Asset to invite land developers to join the bidding of Hua Lamphong project to obtain new development ideas.

The United States government has notified Ministry of Foreign Affairs that it will donate 1 million doses of Moderna Covid-19 vaccine to Thailand under the government-to-government contract, said Dr Opas Karnkawinpong, director-general of the Department of Disease Control (DDC) on Wednesday.

“The contract will be between US’ Department of Health and Human Services and Thailand’s DDC, which stipulates that we must not seek profit from the donated vaccine, such as by reselling them,” he said. “It also mandates that if the recipients suffer from adverse effects, the government must provide treatment and/or compensation and cannot deny the responsibility.”

Opas added that vaccine donation is usually done via government agencies and not through private companies as they have limited jurisdiction power and might not be able to take full responsibility in case of severe side effects or deaths.

“So far, Thailand has received almost 10 million doses of Covid-19 vaccine through donations from eight countries,” he added. “The procedures have been handled by the Department of Disease Control which include import application, selecting transportation companies and other customs procedures. We also have been working closely with Ministry of Foreign Affairs, who is responsible for negotiating vaccine donation deal with the government of each country.”

Ministry of Public Health reported on Thursday (November 11) morning that in the past 24 hours there are 7,496 new patients who tested positive for Covid-19, 240 of whom have been found in prisons.

Death toll increased by 57, while 7,452 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 1,996,969 – 1,880,636 of whom have recovered, 96,450 are still in hospitals and 19,883 have died.

Separately, another 223,903 people were given their first Covid-19 shot in the last 24 hours, 516,278 their second shot and 31,288 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 82,532,531.

According to Worldometer, confirmed cases globally had risen to 252.15 million on Thursday, 228.23 million of whom have recovered, 18.83 million are active cases (77,061 in severe condition) and 5.09 million have died (up by 7,874).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 47.65 million, followed by India with 34.39 million, Brazil with 21.91 million, the UK with 9.41 million and Russia with 8.91 million.
