Though kratom (Mitragyna speciosa) has been removed from the narcotics list, makers of kratom-spiked “herbal drinks” still need to obtain a permit.

Deputy government spokesperson Traisuree Taisaranakul said recently that the Food and Drug Administration (FDA) requires manufacturers of kratom extract and brews to seek permission under the 2019 Herbal Products Act.

The possession and sale of fresh kratom leaves is allowed.

Police on Saturday arrested nine of the 11 suspects believed to be behind the shooting of a crowd-control police officer in Bangkok’s Din Daeng district on the night of October 6.

Pol Maj-General Jirasan Kaewsangek, deputy commissioner of the Metropolitan Police Bureau, said investigators from the Din Daeng Police Station zeroed in on the 11 suspects for allegedly creating chaos and violating the state of emergency. A manhunt has been launched for the other two suspects.

“Police will check to see if the suspects were actually involved in the clash with crowd-control officers,” he said. “Initial investigation shows these suspects had participated in the [pro-democracy] rally at Din Daeng intersection.”

In a bid to boost tourism, Krabi governor Puttipong Sirimat is cooperating with the private sector to set up boat services between Krabi, Phang Nga and Phuket.

This move came after people in the three provinces called for a water link to be set up to stimulate the grassroots economy.

Puttipong said boats running between provinces will also cut down on travel time. For instance, he said, a boat ride from Krabi’s Ao Thalane Pier to Phuket takes about two hours compared to approximately three hours when travelling by land.

“With a boat service available, tourists can fly to Krabi and travel to Phang Nga or Phuket easily,” he said.

He added that a proposal for building a pier specifically for this boat service will be submitted at the Cabinet’s mobile meeting in the province mid-next month.

Meanwhile, Krabi Provincial Chamber of Commerce chairman Nattee Adissaralak said the agency will promote the new water route, adding that it will not only cut down on traffic but also attract more travellers.

Two Thai women were arrested on Saturday for allegedly running an online gambling network from a luxury condominium in Bangkok’s Huai Khwang district.

APolice Cyber Taskforce (PCT) team showed up at the condo unit armed with a search warrant from the Criminal Court. The room allegedly served as the headquarters of a network that runs gaming websites like “Sk88Kky” and “DVA24”.

The websites, which have a large number of subscribers, use an automatic system to deposit and withdraw cash from Thai bank accounts.

The investigators began by placing bets and found the websites had marketing staff at the ready to lure gamblers.

In the raid, police arrested two women, one of whom was identified as Kanyakorn (last name withheld). She is 28-years-old and allegedly works as a supervisor for the operation. Police also seized electronic devices and equipment valued at more than 120,000 baht.

Police said the investigation will be further expanded to uncover more financial transactions related to the websites.

The Asean Economic Community (AEC) Council met on October 18 to make preparations for the 20th Asean summit scheduled to be hosted by Brunei between October 26-28.

The summit, to be held via video conferencing, will focus on accelerating the region’s economic recovery and transformation of the digital economy.

Trade between Thailand and Asean countries grew 16.25 per cent in the first eight months of this year compared to the same period in 2020, the Commerce Ministry said on Saturday.

Auramon Supthaweethum, director-general Department of Trade Negotiations talked to the reporters after attending the 20th AEC Council meeting in order to prepare for the Asean summit that will be held from Tuesday to Thursday. Auramon said that the meeting was preceded by a special interface between the Asean Digital Ministers and the AEC Council to exchange views on strategic measures to advance the digital transformation agenda in the region.

“The council exchanged views on the challenges faced by AEC Sectoral Bodies and the proposed recommendations in addressing them by emphasising the importance of effective implementation of the Mid-Term Review (MTR) of the AEC blueprint 2025 recommendations. The council also took note of the progress in the development of the Asean community’s post-2025 vision and discussed the global megatrends and emerging issues.”
 
“Further, the council also endorsed the framework for circular economy for the Asean economic community, the Bandar Seri Begawan Roadmap (BSBR) – An Asean digital transformation agenda to accelerate Asean’s economic recovery and digital economy integration and the Asean collaboration framework towards strengthening evidence-based MSME Policies,” said Auramon.

The Bank of Thailand (BOT) and the Thai Bankers Association (TBA) announced on Friday that all the money hackers stole from people’s bank accounts has been returned.

Scammers hacked into 10,700 debit cards and stole a total of 130 million baht between October 1 and 17. The entire sum has been returned.

As for credit cards that were hacked, they have been frozen, though the cardholder is not required to pay for either the false transaction or the interest incurred.

To avoid a repeat, BOT and TBA are planning to add additional verification measures such as one-time password (OTP) for online transactions, especially if the goods and services are being bought from an overseas merchant.

Last week, nearly 40,000 people were scammed with their bank accounts and credit cards showing inexplicable transactions.

Thailand can expect to ring in 2022 in style now that both K-pop rapper Lalisa “Lisa” Manoban and beloved Italian tenor Andrea Bocelli have agreed to perform.

Tourism and Sports Minister Phiphat Ratchakiprakarn said a contract will be signed with YG Entertainment for Lalisa – a Thai national who is part of the South Korean band Blackpink. She is scheduled to perform at the 2022 countdown in Phuket.

A contract is also due to be signed between the government and Bocelli’s management team. The tenor is scheduled to perform in Bangkok.

In addition to Lisa and Bocelli, who will deliver a 45-minute performance each, relevant agencies are also considering which Thai artists should be added to the three-hour-long shows.

Phiphat said he hopes the two events will encourage more people to visit Thailand and help revive the tourism industry.

The Civil Aviation Authority of Thailand (CAAT) on Saturday issued guidelines for airlines landing in Thailand from November 1.

This move follows the government’s decision to allow double-jabbed travellers from 46 low-risk countries to enter Thailand without having to quarantine.

An October 22 statement signed by CAAT chairman Suttipong Kongpool said the guidelines are in line with Article 9 of the Emergency Decree on Public Administration in Emergency Situations and the Centre for Covid-19 Situation Administration’s orders.

“People can enter Thailand for economic benefits and public health sustainability under disease control officials’ supervision and they must observe measures to contain the spread of Covid-19,” the statement read.

Thailand recorded 9,351 new Covid-19 cases and 56 deaths over 24 hours on Sunday, the Public Health Ministry reported.

Of the 9,351 new patients, 139 are in prisons.

Meanwhile, 10,098 patients have recovered and been discharged from hospitals.

The country’s total caseload from Covid-19 stands at 1,850,482 – 1,730,727 of whom have recovered, 101,000 are still in hospitals and 18,755 have died.

Separately, another 172,514 people were given their first Covid-19 shot in the last 24 hours, 170,121 their second shot and 13,449 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 70,279,624.

According to Worldometer, confirmed cases globally had risen to 244.10 million on Sunday, 221.17 million of whom have recovered, 17.98 million are active cases (76,052 in severe condition) and 4.95 million have died (up by 5,915).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 46.29 million, followed by India with 34.17 million, Brazil with 21.72 million, the UK with 8.73 million and Russia with 8.20 million.

The Thailand Meteorological Department said on Sunday (October 24) that the high-pressure system from China covers upper Thailand cause less rain in the areas. The easterly and the northeasterly winds prevail over the South and the Gulf of Thailand. 

Thundershowers are likely for the country and isolated heavy rain is forecast in the South regions. 

People in the risk areas should beware of thundershowers in this as well as heavy rain.

The 24-hour weather forecast for different regions:

North: Isolated thundershowers; temperature lows of 21-23 degrees Celsius, highs of 28-32 °C.

Northeast: Isolated thundershowers; temperature lows of 19-22 degrees Celsius, highs of 30-31 °C.

Central: Isolated thundershowers; temperature lows of 21-24 degrees Celsius, highs of 29-32 °C.

East: Isolated thundershowers; temperature lows of 23-24 degrees Celsius, highs of 30-32 °C; waves below 1 metre high and about 1 metre during thundershowers.

South (east coast): Fairly widespread thundershowers and isolated heavy rain; temperature lows of 22-25 degrees Celsius, highs of 30-34 °C; waves below 1 metre high and about 1 metre during thundershowers.
