A 53-year-old fraud suspect, who has been on the run since 2014, was finally arrested on Friday at Hua Hin Railway Station in Prachuap Khiri Khan.

According to Railway Police, the man – whose identity was not revealed – had allegedly talked people into investing in his bid for a radio spectrum. He collected around 2 million baht from investors but was unable to return the money when he lost the bid.

So, he decided to go into hiding by ordaining as a monk, but was hunted down when he left the monastic life, officials said.

Phichit police on Friday stopped a van on Highway 115 in Sam Ngam district after receiving a tip-off that the route was being used to transport workers from Myanmar.

Packed in the van were 17 men and 22 women, all from Myanmar, and none had proper documentation.

One of the migrants was quoted as saying that the group had walked to the Thai border and slipped in through natural channels in the North. They then travelled by bus to Phichit province where they met the van driver, who was supposed to take them to their employers.

The driver, who hails from Sukhothai, reportedly confessed that he was hired to pick up the illegal migrants from Phichit and drop them off in Nakhon Sawan for jobs at construction sites.

Initial investigation showed that the driver had been arrested four times in the past, once for drug abuse, another for the illegal possession of a firearm and twice for smuggling migrants.

The 39 Myanmar nationals have been put in isolation where they will be tested for Covid-19 before being charged for entering the country illegally. The driver will also be tested before facing charges of allowing illegal entry into the country.

Over the past few years, the Department of Children and Youth has seen a significant increase in child abuse cases, the Child and Adolescent Mental Health Rajanagarindra Institute said recently.

Institute director Dr Dutsadee Juengsiragulwit said on Thursday that violence against children can be put down to three key factors – parents, children and the environment.

Parents may be violent because they either don’t know how to raise children, are alcohol or drug addicts, or may have experienced violence themselves.

Children may resort to violence out of boredom or lack of interest in constructive activities, while environmental factors contributing to violence can be money-related.

Over the past few years, DCY has received thousands of reports about children living in dire poverty, being abandoned or orphaned or being abused in some form.

Studies show that most of the assailants were male, and most victims were vulnerable pre-teens, with many in elementary school. Children at this age are usually unable to protect themselves and need to be under their parents’ care.

Dutsadee said the Child Protection Act gives children the right to grow up in a safe environment. In cases of domestic violence, the child will be taken into state protection, while officials evaluate the parents to see if they can raise their children. Sometimes, officials are able to solve the problems before they get out of hand.

She pointed out that child abuse becomes a societal problem because children growing up in abusive surroundings usually become violent as adults. Hence, she said, people should call DCY if they spot a violent situation.

She also advised parents to teach their children to take care of themselves and immediately report if anything harmful is done to them.

Dutsadee said it was important for parents to look after their own mental health because happy parents will raise happy children in happy surroundings.

A 48-year-old Lamphun native and his partner were detained on Friday and hit with a steep fine for their amorous act at the base of a pagoda in Chiang Mai’s Muang district.

Apasser-by filmed the man and his 42-year-old partner while they were at it and passed the clip on to the police later.

After the couple was arrested, the man confessed that he had got together with his ex-girlfriend, and they chose the venue thinking they would not be noticed.

Both face charges of committing sexual acts in a public place and can face a fine of up to 5,000 baht each.

Phuket Old Town mayor’s decision to not allow the introduction round of the Miss Grand International beauty pageant to be held in the area is a lost PR opportunity, the organiser of the beauty show said on Friday.

“Iwas planning to have 70 contestants from 70 countries wear traditional Phuket costumes in the introduction round to promote the province’s culture and craftsmanship to global viewers,” Miss Grand International president Nawat Itsaragrisil said.

“It’s a shame that this activity must be cancelled because we are not allowed to use the venue. It would have been a great PR opportunity to attract more visitors to the province’s sandbox scheme.”

Nawat said he was fighting resistance from locals and authorities who were against the plan to hold the 2021 Miss Grand International beauty pageant in different venues of Phuket from November 16.

A sign reading “we Phuket people do not want the ‘three hooves’ beauty pageant” was recently put up in the province, sparking widespread criticism on social media. It is believed that the “three hooves” refers to the “Hunger Games” inspired three-finger salute used by pro-democracy protesters. Nawat is an open supporter of the movement.

Earlier this week Somyot Pathan, a vice president of the Old Phuket Town community, said the community’s tourism committee had denied Miss Grand International the right to hold any pageant activities there. He added that the decision was not based on a conflict but came from a consensus.

“We will go ahead with organising beauty pageant activities in other areas of Phuket as we have already bought the plane tickets and paid deposits for the reservation of venues,” Nawat said. “However, all press invitations to Phuket events have had to be cancelled due to venue limitations, which we apologise for deeply. We hope to see you in the final round in December to be held in Bangkok.”

The National Health Security Office (NHSO) has proposed the government to allocate additional budget of Bt20.82 billion to cover the increasing cost of Covid-19 treatment for patients in home isolation and community isolation centres nationwide, said NHSO secretary-general Dr Jadet Thammathat-Aree on Friday.

“The cost of Covid-19 treatment during May to July was at around Bt5 to 7 billion,” he said. “However, as the number of daily infections increased, the treatment cost also rose to Bt11 billion in August and then to Bt15 billion in September, well above NHSO’s estimation and therefore forced us to seek additional budget.”

Jadet further added that the office has proposed to use the money from the Covid-19 emergency loan decree that the government has made. “The meeting of NHSO board chaired by Public Health Minister Anutin Charnvirakul has approved the proposal on October 11 and will later submit it to the Cabinet meeting,” he added.

“While we are waiting for the budget to be approved, NHSO will use the money from the National Health Security Fund that has no obligation with other projects to cover the outstanding Covid-19 treatment cost,” said Jadet. “We believe that the additional budget will be allocated to NHSO around mid November.”

Atthaphol Charoenchansa, director-general of Pollution Control Department (PCD), said on Friday that the air quality level in Bangkok is in a normal range in the past five years, with the level of Nitrogen Oxide (NOx) at below international standard.

He said in response to Pongprom Yamarat, deputy leader of KLA Party, who posted on facebook earlier that NOx gas in the air of Bangkok and surrounding areas is in critical level. Pongprom also pointed out that the causes for this problem are the use of Euro 1-3 fuel that have been banned globally except for in Thailand, and the lack of rigid legal actions against vehicles and factories emitting black smokes and other pollutions.

“NOx is a pollution gas caused by the combustion of fossil fuel,” said Atthaphol. “The safety standard for NOx level in the air must not exceed 170 parts per billion (ppb) for averaging period of one hour, and not exceed 30 ppb for averaging period of one year.”

“The department’s air quality testing result in Bangkok in the past five years revealed that the level of NOx gas has always been within the safety standard, except for a brief period in 2019 when the air pollution level on Din Daeng Road has exceeded the safety limit for two hours,” he added. “Air quality testing result from January to October 2021 recorded only 122 ppb of NOx in one hour average and 16 ppb for one year average.”

“The PCD has been promoting the use of high-quality fuels to reduce the level of emission. Currently most of the fuels used in Thailand are equivalent to Euro 4 standard, which has sulfur less than 50 ppm (parts per million),” said Atthaphol. “We are planning to upgrade to Euro 5 standard fuels that has sulfur less than 10 ppm by January 2024.”

Atthaphol further added that Thailand is enforcing Euro 4 standard in small vehicles and Euro 3 standard in large vehicles, and is planning to enforce Euro 5 standard in all types of vehicles by January 2024, which will help reduce NOx emission by 60 per cent in large diesel vehicles and by 28 per cent in small diesel vehicles.

“As for black smoke and industrial emissions, the PCD has updated the black smoke emission standard for diesel vehicles from 45 per cent to 30 per cent, as well as increasing the limit on sulfur dioxide and NOx emission among large factories,” he added. “These new regulations should be announced in the Royal Gazette by mid 2022.”

Ministry of Public Health reported on Saturday (October 23) morning that in the past 24 hours there are 9,742 new patients who tested positive for Covid-19.

Death toll increased by 74, while 10,182 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 1,841,131 – 1,720,629 of whom have recovered, 101,803 are still in hospitals and 18,699 have died.

Separately, another 350,243 people were given their first Covid-19 shot in the last 24 hours, 331,864 their second shot and 24,271 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 69,923,540.

According to Worldometer, confirmed cases globally had risen to 243.75 million on Saturday, 220.87 million of whom have recovered, 17.93 million are active cases (76,235 in severe condition) and 4.95 million have died (up by 7,790).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 46.26 million, followed by India with 34.16 million, Brazil with 21.71 million, the UK with 8.69 million and Russia with 8.17 million.

The Thailand Meteorological Department said on Saturday (October 23) that the high-pressure system from China covers eastern portion of the North, the Northeast, the upper Central of Thailand and the South China Sea. The easterly and the southeasterly winds prevail over upper Thailand and the Gulf of Thailand while the southwest monsoon prevails over the Andaman Sea and the South’s west coast.

Thundershowers are likely over the country and isolated heavy rain in the North, the lower Central, the East and the South regions. People in risky areas should beware of severe conditions and rain accumulation that may cause flash flood and overflows.

The weather forecast for the next 24 hours is as follows:

North: Thundershowers in 60 per cent of the areas with isolated heavy rain; temperature lows of 21-23 degrees and highs of 27-32 degrees Celsius.

Curfew will be lifted in 17 provinces, including Bangkok, from October 31 ahead of the November 1 opening.

The order, signed by Prime Minister Prayut Chan-o-cha, was published in the Royal Gazette on Thursday. 

According to the order, curfew will end at 11pm on October 31 in provinces that are under maximum and strict control but are popular among tourists. 

Since October 16, an 11pm-3am curfew has been imposed on maximum and strict-control provinces, though it will be lifted in some tourist attractions in 17 provinces, namely: 
• Bangkok
• Krabi
• Chonburi (Bang Lamung, Pattaya, Sri Racha, Koh Sichang districts)
• Chiang Mai (Muang, Doi Tao, Mae Rim and Mae Taeng districts)
• Trat (Koh Chang)
• Buri Ram (Muang district)
• Prachuap Khiri Khan (Hua Hin and Nong Khae)
• Phang Nga
• Phetchaburi (Cha-am) 
• Phuket
• Ranong (Koh Payam)
