Thailand recorded 13,821 Covid-19 cases and 241 deaths on Tuesday.


Ministry of Public Health reported on Tuesday (September 7) morning that in the past 24 hours there are 13,821 new patients who tested positive for Covid-19, 518 of whom have been found in prisons.

Death toll increased by 241, while 16,737 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,308,343 with 13,283 total deaths.

Isolated heavy rains forecast for upper Thailand, with warning of flash floods


A strong southwest monsoon prevails across the Andaman Sea, Thailand and the Gulf of Thailand while a monsoon trough lies across the North, the upper Central and the Northeast, the Thailand Meteorological Department said on Tuesday.

More rains are forecast across the country with isolated heavy rains in the North, the Northeast, the Central and the East.

People in these areas should beware of flash floods, the department said.

Meanwhile tropical storm “Conson” over the central Philippines is moving west-northwest into the South China Sea during September 9-10, the department said.

The weather forecast for the next 24 hours:

North: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees Celsius, highs of 32-35°C.

Northeast: Thundershowers in 80 per cent of the areas with isolated heavy rains; temperature lows of 23-24°C, highs of 31-34°C.

Central: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-26°C, highs of 32-33°C.

East: Thundershowers in 80 per cent of the areas with isolated heavy to very heavy rains; temperature lows of 24-26°C, highs of 28-32°C; waves a metre high and 1-2 metres during thundershowers.

South (east coast): Thundershowers in 40 per cent of the areas; temperature lows of 23-25°C, highs of 32-35°C; waves a metre high and 1-2 metres during thundershowers.

South (west coast): Thundershowers in 40 per cent of the areas; temperature lows of 20-26°C, highs of 31-34°C; waves 1-2 metres high and two metres during thundershowers.

Bangkok and surrounding areas: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 24-26°C, highs of 31-33°C.

Mall shoppers may need full vaccination, negative test from next month


Shoppers may need proof of vaccination or a negative Covid-19 test to enter many shops in malls from next month, the Department of Health announced on Monday.

Department of Health chief Suwanchai Wattanayingcharoenchai said the new “Covid-Free Setting” measure would be enforced according to the infection situation from October.

The measure comprises three aspects:

1. Covid-Free Environment: Frequently touched surfaces cleaned every 1-2 hours, shop products cleaned regularly, air-conditioning system cleaned every 3 months, adopt a HEPA air filtration system or install a local air filtration device, and gatherings banned at any point.

2. Covid-Free Personnel: All employees must be fully vaccinated or have contracted and recovered from Covid-19 in the past 1-3 months. Employees must be screened employees every day with the ThaiSafe Thai system which includes self-testing with antigen kits every 7 days. Employees are also banned from gathering or eating together and must follow universal infection controls.

3. Covid-Free Customers: Screening with the “Thai Safe Thai” platform or other government screening apps before entry to shops. To enter at-risk businesses such as restaurants, beauty salons and hairdressers, customers must show evidence of full vaccination, a history of infection in the past 1-3 months or a negative ATK test in the last 7 days. Also, business operators must comply with provincial disease controls.

Senate proposes scrapping 209 laws


The Senate’s committee on legal reform has approved changes to 885 laws while advising that 209 laws should be repealed altogether.

Committee chairman Bowornsak Uwanno on Monday reported progress on his panel’s review of more than 1,000 laws during the first quarter (January-March) this year.

He also warned that government agencies who failed to respond to the updated laws and regulations within two years may face punishment.

Bowornsak said the committee was tasked with checking 1,094 laws to see whether they needed to be amended or repealed because they are obsolete or hinder or are inconsistent with prevailing conditions. The committee approved changes to 885 laws, including amendment of ministerial rules, regulations and announcements. It also approved repealing the remaining 209 laws under its purview.

The law reform committee will next inform PM Prayut Chan-o-cha that the 885 approved procedures must be completed by December this year, while the recommendation to repeal the other 209 laws will require a final confirmation from the PM within two months.

Thailand ranks top in Asean for heritage sites


Thailand ranks 7th for heritage and 28th overall in this year’s Best Countries rankings compiled by US News.

The rankings are based on global perceptions of countries in terms of characteristics that drive trade, travel and investment – directly affecting national economies.

Canada came top this year with the biggest overall score, while Spain was ranked highest in the heritage category, despite placing 19th in the overall rankings.

US News gave Spain 100 points for cultural accessibility, 96 points for its rich history, 97.3 for great food, 97.5 for its number of cultural attractions and 92.1 points for geographic attractions.

Thailand ranked top in Asean for heritage, but second in Asia behind India which came 6th in the global list.

Thailand got 63.2 points for cultural accessibility, 58.7 points for its rich history, 89.9 for great food, 87.2 points for having many cultural attractions and 84.6 points for geographic attractions.

The world heritage sites in Thailand are:

• Historic Town Sukhothai and Associated Historic Towns

• Historic City of Ayutthaya

• Ban Chiang Archaeological Site

• Thungyai-Huai Kha Khaeng Wildlife Sanctuaries

• Dong Phayayen-Khao Yai Forest Complex

• Kaeng Krachan Forest Complex

Thailand lures e-bike manufacturers with investment privileges


The Board of Investment (BoI) on Monday approved investment privileges for electric-bicycle manufacturers and also boosted privileges for e-motorcycles, e-tricycles and battery-powered trucks.

The move, aimed to promote Thailand’s growing e-vehicle industry, was approved at Monday’s BoI meeting chaired by Prime Minister Gen Prayut Chan-o-cha and attended by Energy Minister Supattanapong Punmeechaow and Finance Minister Arkhom Termpittayapaisith.

“PM Prayut told the meeting that the BoI must provide aid to SMEs that have been affected by Covid-19 situation as soon as possible to ensure that businesses stay afloat through the crisis and that unemployment is minimised,” said PM’s Office spokesman Thanakorn Wangboonkongchana.

“Industries are also urged to promote the use of manual labour together with machines under the Industry 4.0 framework,” he added.

The meeting also approved measures to help businesses affected by lockdown, including extending the deadline for application of ISO 9002, CMMI and related industrial standards. BoI-promoted companies are also allowed to file for temporary suspension of operations for more than two months.

The BoI reported that in the first six months of this year, 801 projects worth a total Bt386.2 billion were granted investment promotion privileges, up 158 per cent from the same period last year. Of these, 232 projects (29 per cent) are located in Eastern Economic Corridor (EEC) with total investment valued at Bt126.6 billion or 33 per cent of total investment value.

Shared pantries set up to help destitute Bangkokians


Bangkok governor Aswin Kwanmuang launched the “Too Pun Sook” (sharing pantries) project on Monday in a bid to help people suffering to survive the ongoing pandemic.

Aswin called on companies, shops, civil society organisations and wealthy Bangkokians to donate cooked or dried food, toiletries and medicines via pantries set up in the city’s 50 districts.

Bangkokians wishing to donate can call the Bangkok Metropolitan Administration’s Office of Permanent Secretary at (02) 224 8651 or (02) 221 2141-69 extension 1280 or contact their local district office.

Bangkokians can get free Covid-19 test at nine sites


The Bangkok Metropolitan Administration (BMA) set up nine Covid-testing units in the city as of Sunday. Residents who wish to be tested must bring along two copies of their identity card and a pen to avoid having to share.

Tests will take 30 minutes and will be conducted using the antigen test kit. The testing units have been set up at:

• Sports Ground Pat 2, Rama VI Road, Ratchathewi district (500 tests per day)
• Chaeng Watthana Government Complex, Lak Si district (1,000 tests per day)
• 72nd Anniversary Stadium, Min Buri district (700 tests per day)
• Wat Darn, Bang Phongphang, Yan Nawa district (500 tests per day)
• Below Rama VIII Bridge, Bang Phlat district (400 tests per day)
• Bang Khae Phirom Market, Bang Khae district (600 tests per day)
• Chetupon Commercial College, Rat Burana district (1,000 tests per day)
• Enco Terminal, Lak Si district (1,500 tests per day)
• Royal Thai Army Club, Phya Thai district (1,200 tests per day)

People who test positive will be tested again using the RT-PCR method before doctors prescribe either Fah Talai Jone or Favipiravir based on symptoms. They will then either be sent home to isolate under the BKK HI/CI care system or shifted to a waiting centre.

Beginning October, Koh Samui will replace the “Samui Plus Model” to promote tourism with the more liberal “sandbox” programme. Hotel bookings are expected to exceed 10,000 nights, district chief Teerapong Chuaychoo told the press on Sunday.

Under the Samui Plus Model, after Samui, the islands of Pha Nga and Phuket have been opened for tourists who are fully vaccinated since July 15.

“From July 15 to September 1, 524 tourists visited under the Samui Model Plus. A total of four infection cases were found — two on the first day, one each on the seventh and 13th days,” said Teerapong.

“A total of 331 tourists had travelled to Samui after they completed the Phuket sandbox mandatory stay, and five tourists from the 7+7 scheme. In addition, there have been 576 advance bookings by tourists from September to October, totalling 7,171 room nights, which is a satisfactory number,” the chief added.

Teerapong said that Koh Samui is likely to reach 10,000 booking nights soon. The booking number is expected to be higher when the Covid-19 measures are lifted in October according to the government’s plan, and the Samui Plus Model will be changed to the Samui Sandbox Programme.

“We are ready to launch the Samui Sandbox programme from October 1, hence we have been preparing and collecting data since July,” said the district chief.

Under Samui Plus, a visitor is required to stay on the property of the Samui Plus hotel for the first three days. Visitors can leave the hotel room but not the hotel itself.

From day 4 to 7, only travel to specific routes, and destinations are permitted.

From day 8 to 14, tourists can travel anywhere in Samui, and even go to Koh Phangan, and Koh Tao.

On the 15th day, a visitor can leave Samui and travel anywhere in Thailand.

In comparison, the sandbox programme would require visitors to complete 14 nights in Samui before being allowed to visit other Thai destinations. They must also test negative for Covid-19 two more times — on day 6-7 and day 12-13.

Dramatic crocodile capture in Kamphaeng Phet


Rescue volunteers and villagers capture a crocodile near the Tha Din Daeng Reservoir in Kamphaeng Phet’s Khanu Woralaksaburi district on Sunday afternoon.

The crocodile was spotted by villager Kittipong Pongudom, 39, while he was collecting shells near the reservoir.

The three-metre-long, 100-kilogram crocodile was lured out of the water with a chicken and later taken to the Nakhon Sawan Inland Fisheries Research and Development Centre.
