New restrictions on malls, convenience stores in effect from Tuesday

The Thai Retailers Association (TRA) and Thai Shopping Centre Association (TSCA) on Monday effected changes to the opening hours of department stores, shopping malls and retail stores in 13 “dark red” provinces.

The new timings will come into effect from Tuesday.

The measures are in line with the Centre for Covid-19 Situation Administration’s move to increase restrictions and the number of “dark red” provinces in a bid to curb the virus.

A Royal Gazette announcement on Sunday increased the number of “dark red” provinces to 13. They are: Bangkok, Chachoengsao, Chonburi, Nakhon Pathom, Nonthaburi, Narathiwat, Pathum Thani, Pattani, Ayutthaya, Yala, Songkhla, Samut Prakan and Samut Sakhon.

The presidents of TRA and TSCA, Yol Phokasub and Nopporn Witoonchart, said the new measures in the 13 provinces were:

1. Department stores and shopping malls can open only supermarkets, pharmacies, vaccination stations and state medical service centres until 8pm.

2. Supermarkets, hypermarkets and cash and carry stores located outside shopping malls can remain open until 8pm.

3. Convenience stores and fresh markets can open from 4am to 8pm.

4. Businesses outside shopping malls, such as pharmacies, financial institutions, post offices, retail stores and delivery services can operate with Covid-19 measures.

5. Department stores, shopping malls, retail stores, etc. must adhere to announcements issued by provincial government agencies (if any).

They added that retailers are ready to provide online shopping service.

“Supermarkets and convenience stores have implemented consumer goods management in a bid to relieve people’s uncertainty over product shortage,” they added.

No domestic flights to and from dark-red provinces from Wednesday

The Civil Aviation Authority of Thailand (CAAT) announced on Sunday that it was suspending all domestic flights to and from dark-red zone provinces from Wednesday until further notice.

The move is to prevent interprovincial travel amid the worsening Covid-19 crisis.

However, exceptions will be made for cargo, international and domestic flights under special tourism-boosting schemes such as the Phuket Sandbox and Samui Plus Model.

Emergency or technical landings where passengers do not disembark are also allowed. Other necessary flights and landings will be considered by CAAT on a case-by-case basis.

The order also said that passengers whose flights or connections have been cancelled must be looked after by the airline in line with the Transport Ministry’s regulations on protecting passengers’ rights.

Airlines are required to continue strictly following CAAT’s Covid-19 prevention measures including only filling 50 per cent of the aircraft, seating passengers in line with social-distancing practices, screening all passengers via non-contact infrared thermometer and ensuring passengers wear facemasks through the entire journey.

Airport and air transport operators have also been told to inform passengers at risk of infection to cancel their trips as they may face punishment under the 2015 Communicable Disease Act.

The dark-red provinces that are under maximum control are Bangkok, Samut Sakhon, Samut Prakan, Nonthaburi, Yala, Pathum Thani, Nakhon Pathom, Pattani, Songkhla, Narathiwat

Chon Buri, Chachoengsao, Rayong, Ratchaburi, Udon Thani, Surin and Ubon Ratchathani were also added to the list recently.

PM suggests postponement of submarine purchase #SootinClaimon.Com

PM suggests postponement of submarine purchase

Prime Minister General Prayut Chan-o-cha has told the Defence Ministry and the Royal Thai Navy (RTN) to consider postponing the purchase of two submarines until the Covid-19 situation improves, Defence Ministry spokesman Lt-General Kongcheep Tantrawanit said on Sunday.

The Navy had earlier submitted the proposal for buying the second and third submarines to Parliament’s special committee considering the fiscal budget for 2022. The Navy had said it was their duty to submit the proposal to maintain its level of preparedness. The move had sparked criticism among the public and the opposition parties

“The ministry and the RTN realised that the Covid-19 situation is still affecting Thai people on a large scale and therefore agreed to postpone the buying of submarines that was scheduled this year using the budget of fiscal 2022,” he said.

“The ministry will discuss with China’s Ministry of Defence, who will sell us the submarines, of our need to postpone the project.

“The submarine procurement project is a government-to-government contract between Thai and Chinese ministries of defence. All agreements are transparent and were done through diplomatic channel with no middleman or broker,” added Kongcheep.

“Please do not use this project in a politically-driven debate that could escalate and affect the relationship between the two countries,” he said.

Kongcheep added that tye RTN had cut its expenditure and saved the government some THB3.37 billion in the 2020 budget and THB3.42 billion in the 2021 budget.

Chamber of commerce urges financial aid for businesses to cope with partial lockdown #SootinClaimon.Com

Chamber of commerce urges financial aid for businesses to cope with partial lockdown

The Thai Chamber of Commerce (TCC) has urged the government to roll out aid measures, as it estimates that the two weeks lockdown in 13 provinces will cost the economy up to THB120 billion.

The Centre for Covid-19 Situation Administration on July 12 imposed a partial 14-day lockdown, including night curfew in Bangkok and nine other “Dark Red” provinces that have high infection rate. These provinces are: Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Yala, Pattani, Narathiwat and Songkhla. Three more provinces were later added to the list, namely Ayutthaya, Chachoengsao and Chonburi.

“It has been almost one week since the lockdown started but the situation has yet to improve, with rising infections and deaths,” TCC chairman Sanan Angubolkul said on Sunday.

“The lockdown will have a weakening effect on the economy for at least one month. With an estimated damage per day of THB3-4 billion, the total cost to the economy could be as high as THB90-120 billion.”

Sanan added that the lockdown would affect the domestic manufacturing and supply chain in many industries, especially in the three newly added provinces where most of the industrial estates are located.

“The business sector needs more clarity on movement restrictions and the government’s policy to encourage staff to work from home during the lockdown, as each business will need to formulate a detailed plan of how to keep the business running under these conditions.

“The government needs to roll out aid measures to help affected entrepreneurs keep their business afloat and ready to continue when the lockdown ends,” he added.

“The budget of THB500 billion that the government has borrowed to help people affected by the third wave needs to be distributed as soon as possible.

“Lastly, the government must provide adequate vaccination in the areas where infections are rising to contain the virus, as well as lower the number of severe patients and deaths. The TCC will do everything in our power to support this move to make sure that all Thais are vaccinated as soon as possible,” added Sanan.
