Ramathibodi, Police General hospitals suspend emergency room service, restrict outpatients

Two major Bangkok hospitals — Ramathibodi and Police General — have suspended emergency room service, as the Thailand fights a grim Covid-19 crisis.

Ramathibodi Hospital on Saturday announced the suspension of service on its Facebook page, citing lack of adequate medical personnel to deal with fresh Covid-19 cases.

The hospital also suspended elective case service and reduced the number of outpatients on a day.

The hospital did not specify how long the measures would be in effect.

The hospital explained that elective service would only deal with emergency cases, while patients are urged to use remote service with doctors and receive medicines via the post.

The hospital added that there were over 1,000 Covid-19 patients under its care, and over 200 remained in emergency rooms. Meanwhile, over 300 medics have reportedly been infected with the virus.

The Police General Hospital also announced on its Facebook page the suspension of emergency room service, the receiving of new patients and surgical operations, except in emergency cases, and curtailment of outpatient treatment. The hospital has also barred people from visiting patients admitted in the hospital. This announcement came after several medics were found infected with Covid-19.

A Tourism Authority of Thailand (TAT) staffer was found infected with Covid-19 on Thursday after flying to Samui Island in Surat Thani province for work.

According to the TAT report, the 36-year-old man had been tested for Covid-19 and had taken the second dose of vaccine in Bangkok before he left the capital for work to the island, where the Samui Plus Model scheme was launched on Thursday.

A timeline of his movements showed that the man had visited very few places from the beginning of this month – mostly his house and the TAT office in Bangkok. APEC Economic Leaders’ Statement Overcoming COVID-19 and Accelerating Economic Recovery #SootinClaimon.Com

APEC Economic Leaders’ Statement Overcoming COVID-19 and Accelerating Economic Recovery

We, the APEC Economic Leaders met on 16 July 2021 to discuss the COVID-19 health and economic crisis and response.

The pandemic continues to have a devastating impact on our region’s people and economies. Our efforts to diagnose and treat COVID-19 continue to be essential. But we will only overcome this health emergency by accelerating equitable access to safe, effective, quality-assured, and affordable COVID-19 vaccines. We recognise the role of extensive immunisation against COVID-19 as a global public good. To that end, we will redouble our efforts to expand vaccine manufacture and supply, support global vaccine sharing efforts, and encourage the voluntary transfer of vaccine production technologies on mutually agreed terms. We must ensure our health systems cover all people and have the resilience to cope with current and future shocks. We welcome the varied and continuous efforts as well as the contribution of additional resources across APEC to combat the pandemic. We are committed to realising our Putrajaya Vision of an open, dynamic, resilient and peaceful Asia-Pacific community by 2040, for the prosperity of all our people and future generations.

Strong, Balanced, Secure, Sustainable and Inclusive Growth

As we move beyond the immediate crisis, we will work to ensure all our people have the opportunities and resources they need to adapt to change – no one should be left behind. Noting the historic significance of the fiscal stimulus already provided, we have and will continue to support our economies for as long as necessary. Our Ministers are exchanging views on macroeconomic and structural policies to accelerate economic recovery in the region. We will target measures where they are needed to facilitate job creation and inclusive economic recovery, including actions that enable women to participate fully in the recovery. We will continue to promote seamless connectivity and resilient supply chains for all our businesses and people. In designing a sustainable recovery, and aligned with global efforts, we reiterate the importance of economic policies, cooperation and growth that contribute to tackling climate change and other serious environmental challenges. We will continue to promote sustainable financing and quality infrastructure development and investment based on relevant APEC work.

Innovation and Digitalisation

Given the significant and diverse impact of COVID-19 on our people and businesses, now is a crucial time to pursue sound economic policies to sustain jobs, increase economic productivity, and advance innovation. Recognising some people and businesses will need to move into new sectors, we will work together on a growth-focused structural reform agenda that delivers inclusive, resilient, sustainable, and innovation-friendly outcomes. We will support our people to adapt to the future of work. We will harness innovation that enables our people and businesses, particularly MSMEs, to emerge stronger through decent work and increased opportunities. We will move forward together towards a digital future, strengthening digital infrastructure and technologies. We acknowledge the importance of cooperation on facilitating the flow of data and strengthening consumer and business trust in digital transactions. We will support measures designed to foster digital transformation and contribute to bridging the digital divide, including digital literacy and skills.

Trade and Investment

We underscore the essential role of trade and investment and an interconnected regional economy in tackling the impact of the COVID-19 pandemic and in enabling a strong economic recovery for all our people. Our Ministers are working to ensure the region’s supply chains support the safe and efficient distribution of COVID-19 vaccines and related goods. We are committed to working together to facilitate the flow of goods and services, especially those that most support our health and economic response at this critical time. We must pave the way for the safe resumption of cross-border travel, without undermining efforts to prevent the spread of COVID-19. We acknowledge the importance of a free, open, fair, non-discriminatory, transparent and predictable trade and investment environment, which can help combat the far-reaching impacts of the COVID-19 pandemic. We will advance economic integration in the region to facilitate recovery. At this critical juncture, the World Trade Organization should continue to demonstrate that global trade rules can support the recovery from the health and economic crisis, and we will work constructively to that end.

We thank New Zealand for chairing and look forward to meeting again at the APEC Economic Leaders’ Meeting in November.

The Bangkok Metropolitan Administration (BMA) has decided to close Chatuchak Market from July 16 to 29 in order to prevent the spread of Covid-19.

On Saturday, Thailand logged a record 10,082 cases and a single-day high of 141 deaths.

Thailand removed from EU safe travel list amid rising Covid cases

The European Union Council on Thursday removed Thailand from its safe travel list, also known as EU White List, during the Covid-19 situation, Foreign Ministry spokesman Thani Saengrat said on Friday.

“As a result, travellers from Thailand will now face restrictions on entering EU countries, including possible quarantine,” he added.

Rwanda was also removed from the EU White List on Thursday.

Ukraine was added to the list, which also features 23 other countries – Albania, Armenia, Australia, Azerbaijan, Bosnia, Brunei, Canada, Israel, Japan, Jordan, Kosovo, Lebanon, Montenegro, New Zealand, Qatar, Moldova, North Macedonia, Saudi Arabia, Serbia, Singapore, South Korea, Taiwan, Ukraine and the United States.

China’s Hong Kong and Macau special administrative regions are also on the safe list.

“The EU White List was established on June 30, aiming to be a guidance for members of the European Union to employ suitable screening measures for foreign travellers wishing to enter EU countries during the Covid-19 situation,” said Thani.

“To be eligible to make the list, a country must have an infection rate of less than 75 people per 100,000 population in the past 14 days. The EU Council also considers the trend of new infections, disease control measures, and vaccination rate in each country. The list has been reviewed and updated periodically.

“Since its establishment, Thailand had been on the EU White List until the latest update on Thursday,” said Thani.

“The EU White List is a recommendation for member countries to implement screening measures for foreign visitors. It is still for individual EU countries to decide whether to lift the travel restrictions,” added Thani.

Public assembly banned across the country with immediate effect

The Royal Gazette website on Friday announced a ban on public assembly in all provinces with immediate effect, under the Emergency Decree on Public Administration in Emergency Situations, to prevent the spread of Covid-19.

The announcement stipulates that public assembly, gathering or partying that can increase the risk of the virus spreading is prohibited in all provinces of the country.

In provinces designated as controlled zones and maximum control zones, all kinds of social gathering are prohibited, except for cultural gatherings previously planned, but they must still employ appropriate disease control measures.

It also said that in Bangkok and five surrounding provinces, namely Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan and Samut Sakhon, gathering of more than five people is prohibited.

Exceptions can be made if the organiser was allowed to hold the gathering by responsible officials, or the gathering is held by officials, or is held within the areas that are designated as a quarantine facility.

Violators will be punished under Section 18 of the Emergency Decree on Public Administration in Emergency Situations with a maximum of two years in prison, or THB40,000 fine, or both.

OIC prohibits cancellation of Covid-19 insurance before policy ends

Insurance companies have been prohibited from cancelling Covid-19 insurance policies before the contract ends, except in cases where the company has evidence of insurance fraud committed by policyholders.

The order was issued by the Office of the Insurance Commission (OIC) on Friday after Syn Mun Kong Insurance Plc announced that it was cancelling its previously sold “Covid 2 in 1” insurance policies with coverage ending in 30 days, sparking complaints from thousands of customers.

Syn Mun Kong said the premium amount for the coverage remaining on the policy would be returned to customers within 15 days of the cancellation.

“Any Covid-19 insurance policies issued by the company before July 16 and still in effect cannot be terminated by the company before the contract ends,” OIC secretary-general Suthipol Taweechaikarn said.

“The insurer can cancel the policy only if it can prove that the customer has committed insurance fraud for their own or another party’s benefit.

“The order aims to prevent damage to customers of Covid-19 insurance amid the ongoing outbreak, and to maintain consumers’ confidence in the country’s insurance system,” he added. “This order will be applicable to all insurance companies.”

Suthipol added that customers can report unfairness in insurance contracts via Line Official Account @oicconnect, or call 1186 hotline.

News sources reported that on Friday several insurance companies announced that they would continue to honour their Covid-19 policies. These companies included Dhipaya Insurance, Bangkok Insurance, Deves Insurance, Thai Insurance, Muang Thai Life Assurance, Viriyah Insurance, and others.
