Seoul – SOUTH KOREAN President Moon Jae-in plans to visit Thailand next year in a move to boost ties and cooperation, the president’s top economic adviser said recently.

Kim Hyun-chul, presidential economic adviser and chairman of the special committee on Korea’s New Southern Policy, chose not to reveal the date of the likely visit, saying it will be after Thailand’s election in February. This will be Moon’s first visit to Thailand since he came into power in May last year.

The presidential adviser was speaking at a press briefing late last month, which was attended by journalists from Asia News Network member newspapers. The journalists were in Seoul at the invitation of the Asean-Korea Centre.

Kim told The Nation that Thailand was among 15 countries that had invited Moon to visit when their leaders met last month at the latest Asean Summit in Singapore.

“We selected three countries – Thailand, United Kingdom and Germany,” he said. “We think the relationship with Thailand is important, which is why we accepted the request.”

Thailand will be taking over as Asean chair next year, and Bangkok will be hosting the next Asean Summit and related meetings.

South Korea has been among the dialogue partners of the 10-member grouping that comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam.

“With President Moon’s visit next year, we think Thailand and South Korea will have closer ties,” Kim said.

However, he chose not to comment when asked to elaborate on bilateral relations over the past four years, since the military-led government took power after the 2014 coup.

Commitment to prosper

At the Asean Summit, President Moon had said that next year will mark 30 years of dialogue between Asean and South Korea, and his New Southern Policy represented a strong commitment to prospering alongside Asean.

Moon’s policy is aimed at reducing South Korea’s reliance on the United States, China, Japan and Russia by expanding ties with Asean and India.

South Korea is expected to host a Korea-Asean Summit, as well as the first Korea-Mekong summit that will be attended by Laos, Cambodia, Myanmar, Vietnam and Thailand.

Kim also pointed out that many Koreans regularly visited Thailand and there were many Thais living in South Korea.

Thailand is the second most popular country after Vietnam (2.4 million), with 1.7 million Koreans visiting the Kingdom last year.

South Korea, however, had the most Thai tourists (498,511), followed by Filipinos (448,702) and Vietnamese (324,740).

Authorities release e-visa guide

Breaking News December 06, 2018 17:30

By Thai Visa

Last month Thailand officially launched its e-Visa on Arrival (E-VOA) application.

The system will cut processing times to minutes and is seen as key to halting the recent decline in Chinese visitors.

The service is run by Thai Immigration in cooperation with the SAMART Group, who recently shared a video explaining how the process works.

It is available to nationals from China and India who arrive at Suvarnabhumi, Don Mueang, Phuket and Chiang Mai airports and is also expected to be made available at Krabi airport in the coming months.

Applications can be made at https://www.evisathailand.com/

Currently, the E-VOA is available to nationals from Andorra, Bhutan, China, Ethiopia, Fiji

India, Kazakhstan, Maldives, Mauritius, Papua New Guinea, San Marino, Saudi Arabia, Taiwan, Ukraine and Uzbekistan.

The British and French are amongst the next to be offered e-visas.

Meanwhile, Ministry of Foreign Affairs earlier this week announced that in addition to E-VOA, Thailand will start accepting online visa applications from next year.

From February 15 the e-visa service will be available in Beijing and then in other Chinese cities from March 1.

From April 1 the E-VOA will be launched in Britain and France before being rolled out to all Thai embassies and consulates within the next three years.

The service will enable foreigners to apply for 60-day tourist visas online with payments made by card, QR code and internet banking, with Thailand’s K-Bank providing payment support.

When launched, e-visa applications will be made at https://www.thaievisa.go.th/ but foreigners will also still be able to apply for a tourist visa at an embassy or consulate.

The requirements for a tourist visa:

– Passport with a validity of six months

– Completed visa application form

– One recent 4x6cm photograph of the applicant

– Evidence of onward travel out of Thailand

– Proof of financial means (Bt20,000 per person/Bt40,000 per family)

Narcotic Suppression Police officers have raided a one-year-old factory-warehouse in Samut Prakan that allegedly manufactures cannabis tincture for export, deputy national police chief Pol General Chalermkiat Srivorakhan told a press conference on Thursday afternoon.

The raid in Bang Plee district netted 70 kilograms of cannabis tincture, six kilograms of hashish and some equipment.

The facility was reportedly backed for the most part by a Japanese investor and had reportedly succeeded in smuggling five tonnes of cannabis tincture to Belgium in March.

The detection in Belgium of the cannabis tincture hidden in pressed coconut coir fibre led Thai police to investigate the case until they zeroed in on the Samat Prakan site as the source.

The operation also arrested four suspects, said police. British man Joseph Toole, 67, who allegedly trained workers and performed quality control, was nabbed in Chon Buri’s Bang Lamung district. Canadian investor David Kulik, 65, was apprehended in Chon Buri’s Muang district, while Thai man Suriyan Suwanchairop, 34, was nabbed in Sakhon Nakhon, and another Thai, Supakit Kaewma, 54, arrested in Bangkok.

The police probe found that raw materials were supplied from Thailand-based drug-trafficking groups as well from others based in Laos, Chalemkiat said.

This case was announced to the press as one among seven recent drug busts that police netted a total of 21 suspects and seized drugs worth Bt440.5 million. The seized drugs comprised 2.9 million methamphetamine pills, 70 kilograms of cannabis tincture, 6.6 kilograms of hashish, 600 kilograms of dried marijuana, three kilograms of crystal meth (“ice”) and six ecstasy pills.

Other interesting busts include the arrest of five male suspects along with one million methamphetamine pills on December 2 in Ang Thong, as they transported the illicit drugs in two pickup trucks from Chiang Rai heading towards Bangkok.

Two Thai male suspects in their 40s were arrested and 780,000 methamphetamine pills seized during a drug delivery on December 1 in Chiang Rai. Another operation saw the arrest of four suspects, and seizure of 599 kilograms of dried marijuana in Sara Buri on December 2.

Witness interviews resume in Premchai alleged poaching case

Breaking News December 06, 2018 16:15

By The Nation

The second round of witness interviews and evidence examination in the “black leopard” alleged poaching case against construction tycoon Premchai Karnasuta started on Thursday.

Six out of 32 witnesses for the plaintiff, including Thungyai Naresuan Wildlife Sanctuary chief Wichien Chinnawong, have already testified at Thong Pha Phum Provincial Court in Kanchanaburi during the first round of interviews last month.

Seub Nakhasathien Foundation said that the remaining witnesses for the plaintiff will be interviewed before the court hears the testimony of 17 witnesses from the defendant side.

The next witness interrogation sessions on the plaintiff side will be from next Tuesday to Thursday and then on December 18.

The National Park, Wildlife and Plant Conservation Department and the official investigation team has charged Italian-Thai Development president Premchai and his three associates, Yong Dodkrua, Thanee Thummat and Nathee Riamsaen, with illegally hunting black leopard and other wild animals inside Thungyai Naresuan Wildlife Sanctuary on this February.

Six allegations, including illegally carrying firearms in public, hunting the protected wildlife, and poaching inside the wildlife reserve, were laid against Premchai, while Thanee, Yong, and Nathee are facing eight, seven, and five allegations respectively.

The 17 defendant witnesses are scheduled to testify during six sessions from December 19-21 and December 25-27.

Following his request, Premchai will not attend the court until the witness interviews for the plaintiff.

Woman who allegedly used attractive woman’s picture to dupe businessman arrested

A 32-year-old Bangkok woman, who was wanted for fraud after using an attractive woman’s photo on a dating website to dupe a 31-year-old Chanthaburi businessman of Bt98,000, has been arrested.

City police chief Pol Lt-General Sutthipong Wongpin said on Thursday that Nannalin Pakawatsuwan was nabbed on Wednesday night at the Rom Klao Housing Estate in Lat Kra Bang district.

The arrest stemmed from a police complaint filed last month by businessman Sorachat Polwattana.

He said a Thai woman nicknamed “Kwan”, who he had never met in person but had befriended through a  dating website, had borrowed money from him in various occasions,  totaling Bt98,000. She failed to return the money, he said.

A police investigation found that the woman had used another woman’s photo to lure Sorachat without the photo owner’s knowledge. The woman also filed a police complaint in Bangkok that her photo was used in a fraudulent crime that she knew nothing about.

Following her arrest, Nannalin reportedly confessed to police that she had committed the fraud against Sorachat.

The case made headlines on Thai social media as the businessman’s action was criticised as too trusting although he attracted many people’s sympathy.

The businessman also appeared on a Thai TV show to give his side of the story and the TV host brought out the woman whose photo was used to lure him.

This prompted many social media users to cheer for both and wonder if they might date.

Rattapoom gets suspended jail term in e-Money licence case

Singer-actor Rattapoom “Film” Toekongsap, as president of Payall Group, was given a two-year suspended jail term and fined Bt50,000 on Thursday for his role in operating e-Money services without a proper licence.

Rattapoom, 33, along with two other executives of the group, Thanet Jattawapornvanich, 43, and Poomipat Prasertwit, 38, were each initially sentenced to a one-year imprisonment and a Bt100,000 fine.

The court initially halved the punishment to a six-month jail term and a Bt50,000 fine due to their confession during trial.

The court then further reduced that punishment for each of the three men to a two-year suspended jail term and a Bt50,000 fine and 24 hours of social service, to give them a chance to turn over a new leaf. Payall Group was also fined at Bt100,000.

Public prosecutors filed the lawsuit against the Payall Group and authorised signatory directors Saravuth Nonthapa, Rattapoom, Thanet, and Poomipat for operating e-Money services without a proper licence from October 2016 to February 2017.

The four defendants were in court to hear the verdict.

Doi Suthep housing opponents want May agreement honoured

national December 06, 2018 01:00

By The Nation

THE DOI SUTHEP Forest Reclamation Network on Tuesday lit more than 500 candles at Tha Pae Gate in Chiang Mai city, saying the protest reflected the light in people’s hearts against the dark shadow the regional court’s housing project had cast over the revered mountain.

Khamsrida Panthai, the network’s representative, said the event was timed to coincide with the country’s Environment Day and meant to symbolise their fight against the project.

“The candles represent our love for the environment and the light in our hearts,” said Khamsrida.

The controversy escalated this week into a legal conflict after the court filed a civil lawsuit against some of the network’s leaders, including its coordinator, Teerasak Rupsuwan.

Teerasak said the case against him likely stemmed from a press conference he held after police searched his home in Mae Rim district on November 13.

He said the police were looking for any links to banners at a November 8 protest which named court officials who live on the controversial Doi Suthep estate. Teerasak had insisted the group had nothing to do with the banners.

Initially summoned to meet with police on November 26, Teerasak has requested the date be postponed until next Wednesday.

Families move in

The project, which has cost almost Bt1 billion, was developed at the foot of Doi Suthep by the Office of the Judiciary to house officials of Appeals Court Region 5. It comprises 45 houses and nine condominiums.

The mountain is considered sacred by many locals, has a prominent place in local culture and folklore, and is environmentally valuable.

As the project entered its final phase of construction this year, local residents emerged to protest and set up the network as their core group.

They claimed the project would harm the environment of the mountain and tarnish its spiritual value.

They note that the mountain is being nominated as Unesco World Heritage along with the old city of Chiang Mai.

No-man’s land

Under an agreement brokered mid-year by Prime Minister’s Office Minister Suvaphan Tanyuvardhana, the buildings were to be demolished and the plot declared no-man’s land.

But since then, some 30 families of judicial officials have moved into the nine condominiums, violating the agreement reached in May.

The court decided to move the project to Chiang Rai, but it stopped short of deciding the fate of the Doi Suthep buildings and people the living there.

That prompted the network to continue its actions to ensure that the agreement would be honoured.

A source, who asked not to be named, said the network’s leaders have not yet decided how to respond to the latest move by the court, No further summonses have been sent to network members, the source added.

Khamsrida said her network hopes to take opposition to the government project to a new level, but in a peaceful and law-abiding way. She added that mistakes may have been made and the court should be given the benefit of the doubt since everyone was under pressure.

Rights group pushes for release of Bahraini footballer

national December 06, 2018 01:00

By The Nation

AMNESTY International Australia has called on Thailand to release Hakeem al-Araibi, a former Bahraini national footballer and now an Australian resident, who was detained at Suvarnabhumi Airport as he was wanted under an Interpol notice.

“Hakeem will not be safe until he is back on Australian soil. His life will be in danger if he is deported to Bahrain,” Diana Sayed, a campaigner for Amnesty International Australia, said.

As a recognised refugee with approved travel documents, al-Araibi should never have been detained by Thai authorities. Yet he remains in detention despite Interpol’s red notice having been lifted.

“Thai immigration must release him and allow him to come home to Australia,” the statement issued on Tuesday read.

Travelling on his Australian passport, al-Araibi was detained on November 27 with his wife upon arrival in Bangkok.

According to the statement, al-Araibi had been sentenced to a year in prison in an unjust trial in Bahrain in 2014. He was arrested in 2012 and convicted two years later in absentia on charges of vandalising a police station as part of a government crackdown on Arab Spring-inspired protests.

He fled to Australia and was granted refugee status in 2017.

Before being arrested in 2012, he spoke out as a former player of Bahrain’s national soccer team, criticising a senior Bahraini official’s practice of torturing footballers who participated in demonstrations.

He has spoken publicly about his torture, stating “They blindfolded me … [and] beat my legs really hard, saying: ‘You will not play soccer again. We will destroy your future’,” the statement read.

His detention at Suvarnabhumi Airport followed an Interpol Red Notice against him – issued by Bahrain on the basis of the criminal conviction against him in 2014.

“The Australian government have recognised the need to give Hakeem al-Araibi and his family refuge from persecution in Bahrain.

“The Thai government must recognise and respect his status as a refugee and send the family back to Australia – or risk sending him to a horrible fate in Bahrain,” Amnesty insisted.

The Australian Embassy in Bangkok has also contacted Immigration police chief Pol Lt-General Surachet Hakparn, calling for the release of al-Araibi.
