Her Royal Highness Princess Maha Chakri Sirindhorn recently unveiled a greeting card with her illustration and poem as a gift for all Thais to celebrate the upcoming New Year.

The illustration depicts a rabbit and a dog with a full moon in the background to signify the arrival of the Year of the Rabbit according to the Chinese zodiac.

The accompanying poem, composed by the Princess, tells the story of her teacher who kept a rabbit and a dog as pets. The two animals were close friends and together would often look up at the sky to admire the full moon.

“Having a friend who shares the same goal is a blessing and helps you overcome hardship in life. May all Thais be blessed as these two friends in all aspects in years to come,” said the poem.

The Princess has graciously allowed the Phufa Shop to print the illustration and poem on several products for people to buy as gifts for their loved ones during the celebratory season.

A man was hospitalised after his car hit a wild elephant on Highway 3077 at the Nakhon Nayok-Nakhon Ratchasima border on Tuesday.

Officials are frantically trying to find the injured animal to provide it with treatment.

Kawin (last name withheld), 49, was pried out of his mangled car after it reportedly hit an elephant that was crossing the road at the km 35 marker of the highway, which heads to Khao Yai National Park in Nakhon Ratchasima.

He suffered from a torn muscle on his right arm and was rushed to Pak Chong Nana Hospital in the province.

Kawin told officials he could not see the road clearly as it was dark. He saw the elephant running away into the woods after the impact.

Khao Yai National Park chief Chaiya Huayhongthong said park rangers have been dispatched to track down the animal, hoping to locate it and treat its wounds before the injuries cause more damage to the unfortunate animal. After a full night’s search and as of Wednesday morning the elephant was still not found.

Chaiya said the park had put up warning signs along the road where wild elephants often cross to the other side. He advised motorists to use extra caution and maintain the speed limit when using the road.

People should also refrain from feeding wild animals or causing loud noise, which might startle them, he added.

A local said he believed the injured elephant was the one called “Woi Wai” by locals. It is a young male elephant who just recently separated from the herd and preferred to walk alone.

Woi Wai is a mild-mannered elephant and has never shown any traits of violence, he added.

The cat, owned by a Narathiwat Police Station officer, is still living in fright due to the explosion.

Police were forced to evacuate to other areas as most of the rooms inside the flats were damaged.

Police and volunteers in Yala’s Betong district have tightened security in a bid to prevent a repeat of the car bomb attack at the Narathiwat police flats.

The explosion occurred at 12.50pm on Tuesday inside the compound of the flats in Muang district. The homemade bomb was reportedly hidden inside a pickup truck thought to have been parked at the heart of the complex.

Traffic police officer Captain Sutthirak Phanthaniyom was killed on the spot while the number of others injured – mostly from families of officers staying in the flats – rose to 43. Several cars and motorcycles were also damaged in the blast.

Betong Police Station chief Pol Col Ekachai Prahmanakul on Wednesday ordered police to check all people and vehicles that enter the police station or flats.

“Motorcycles, cars and suspicious belongings will be checked thoroughly to prevent a repeated incident,” he said.

National Police chief Pol General Damrongsak Kittiprapas said on Tuesday evening that Captain Sutthirak would be promoted to police general and his current royal insignia will be upgraded two levels.

The Royal Thai Police will provide funeral allowance, monthly pension and scholarships for his children, as well as other compensation worth approximately 3.77 million baht.

Captain Sutthirak’s children will also be granted the right to work in the police force if they want, he added.

Damrongsak was visiting the site of the attack on Tuesday evening to supervise forensic officials collecting evidence.

They found an unexploded bomb planted opposite the flats, in front of the Nara Sikhalai nursery school.

The so-called “double-tap” attacks, in which security forces responding to one blast are then targeted by a second, often larger, bomb, are the hallmark of southern insurgents.

CCTV footage revealed an unidentified man dressed similar to a police officer driving the truck into the compound before leaving the scene.

The National Police chief expressed confidence that the suspect would be nabbed soon.

The Royal Thai Navy (RTN) would seek a guarantee from its Chinese counterpart over the quality of a proposed engine for the S26T Yuan-class submarine being built by a Chinese manufacturer, the Navy chief said on Tuesday.

Navy Commander-in-Chief Admiral Choengchai Chomchoengpaet said he would like China’s navy to guarantee the quality of the improved version of the CHD620 engine offered by China Shipbuilding & Offshore International Co (CSOC).

The Royal Thai Navy hired the CSOC to build a S26T Yuan-class submarine and under the initial contract it was to be equipped with an MTU 396 diesel engine from Germany.

But after Germany refused to sell MTU 396 diesel engines to China on grounds that they are regarded as a military item, the CSOC offered the CHD620 engine to the RTN. The RTN tested the engine in September but declined to approve it due to doubts of its reliability as the engine has not been used in a Chinese submarine.

“Without no one guaranteeing its quality, we can’t be assured that it is really good,” Choengchai said.

“We believe the Chinese navy would not risk its reputation to guarantee the quality of an engine that is not really good. So, we would like the Chinese navy to guarantee it first.”

The Thai Navy chief said he would raise this condition during a meeting with the CSOC representatives early next month to discuss the engine issue.

Choengchai said the Thai Navy chief-of-staff would head a panel of the Navy to meet CSOC representatives early next month and the meeting would also be witnessed by the Chinese ambassador to Thailand and the Chinese embassy’s military attaché.

Currently, the RTN could not start other projects as it has to prepare a budget for the submarine procurement. Currently, the project implementation has been extended to the middle of 2024 after the CSOC failed to deliver the submarine as initially scheduled, the Navy chief added.

Choengchai added that he has learned the Pakistani navy had tested the engine installed on its submarine but there was still no information on the spare parts of the Chinese engine.

“We are now awaiting for more information so that we can be assured the engine can run effectively like what they claim,” the Navy chief said.

“If it does not unfold as stated in the contract, the Thai side can annul the contract. Actually, we can annul it now but we must negotiate with them first. We’ll try to have the Chinese navy take part in the negotiations, too.”

Choengchai added that the RTN would also have to take into account the good ties between Thailand and China before making a decision on the issue.

The Board of Investment (BOI) will hold a roadshow in Japan next week to promote investments in the Eastern Economic Corridor (EEC), the board said on Wednesday.

BOI secretary-general Narit Therdsteerasukdi said the roadshow would be held from Monday to Wednesday with cooperation from the Eastern Economic Corridor Office and the Industrial Estate Authority of Thailand.

During the roadshow, representatives of the three agencies will meet and discuss with representatives of key state and private agencies in Japan, including the Ministry of Economy, Trade and Industry (METI), the Japan External Trade Organisation (Jetro), and the Organisation for Small & Medium Enterprises and Regional Innovation, Narit said.

He said the Thai delegation would also meet representatives of the Japan Business Federation (Keidanren), the Kansai Economic Federation and the Osaka Chamber of Commerce and Industry.

During the meeting and consultation, the Thai delegation would promote investments of targeted industries in Thailand, Narit added.

He said the BOI would also hold two seminars in Tokyo and Osaka under the title “Thailand Investment Promotion Policy: New Economy, New Opportunities”.

During the seminars, the BOI would present the new investment promotion measures, the latest development of the EEC and the readiness of industrial estates in Thailand for Japanese investors.

“This trip will be a cooperative venture of agencies in charge of promoting investments in the country,” Narit said.

“We selected Japan as the first country for the roadshow because Japanese investors are the largest groups of foreign investors in the kingdom.

“We aim to invite them to invest in targeted industries, such as electric vehicles, electronics, biological technology, and clean energy. Japan has the expertise for these industries.”

He added that the roadshow would also encourage Japanese investors to set up research and development bases and regional offices in Thailand.

BOI statistics from 2017 to 2022 show that Japanese investors filed applications for investment privileges for 1,371 projects worth 474.79 billion baht. Most of the projects are in auto and auto parts, manufacturing of electric and electronic appliances, and chemical products.

The real revenue collected by government agencies during Fiscal Year 2022 amounted to 151 billion baht more than projected, a government spokeswoman said on Wednesday.

Ratchada Thanadirek said the revenue for the fiscal year, which ended on September 30, was projected at 2.4 trillion baht but government agencies collected and handed over a total of 2.55 trillion baht to the Finance Ministry.

Ratchada said government agencies managed to collect higher than projected revenue because of increased tax collection from the sale of goods and services, while state enterprises also generated more income.

She said the agencies projected they would borrow about 700 billion during the fiscal year but the actual amount stood at 652.5 billion.

For the fiscal year, the government projected total spending of 3.1 trillion, but actual spending stood at 2.9 trillion, or 8.71 billion baht lower. The actual spending amount excluded 190.5 billion set aside for late reimbursements by government agencies.

Ratchada said the impact from the Covid-19 pandemic prompted government agencies to spend their budgets within the time frames of their projects.

As for the current account, government revenue during the fiscal year was 3.2 trillion baht, while spending was 3.14 trillion, with a surplus of 55.7 billion baht.

The spokeswoman said the government enjoyed a surplus current account because agencies received higher revenue than projected, including personal income tax and value-added tax as well as import and export taxes.

During the weekly Cabinet meeting on Tuesday, Ratchada said, the Cabinet approved six frameworks for the Budget Bureau to prepare for the 2024 fiscal year budget.

Fiscal Year 2024 will see money mainly going for:

– Security

– Strengthening competitiveness

– Human resources development

– Promoting social equality

– Boosting an environmentally friendly quality of life

– Bureaucratic development.

The Tourism Authority of Thailand (TAT) expects Thai tourists to travel across provinces more than before the Covid crisis in 2019.

TAT deputy governor for Domestic Marketing Thapanee Kiatphaibool said on Wednesday that Thai tourists took 200 million trips across provinces by the end of October this year compared to 222 million for the year before the Covid-19 pandemic in 2019.

“The number of trips across provinces was higher than the target of 160 million,” she said.

Thapanee also expects Thai tourists to generate 800 billion baht, higher than the targeted 656 billion baht, on rising domestic family travel and conferences.

She said domestic airlines have increased flights to many areas, especially Chiang Mai, Phuket and Songkhla’s Hat Yai district, as well as flights from overseas to Thailand.

“The passenger load factor has increased 75-80%,” Thapanee said.

Up to 150,000 flight tickets of a total 500,000 under the “Flying Across Thailand” project by TAT and domestic airlines have already been snapped up, she said.

“Another 150,000 tickets would be sold during the remainder of the year,” she added.

The Thai Retailers Association (TRA) and the Association of Vietnam Retailers (AVR) signed a memorandum of understanding (MoU) to strengthen trade between the two countries.

“This MoU aims to boost sales of small and medium enterprises [SMEs],” TRA president Yon Pokesap said on Tuesday.

The agreement is also in line with the five pacts signed by the Thai and Vietnamese governments during the Asia-Pacific Economic Cooperation summit, he said.

Prime Minister Prayut Chan-o-cha and his Vietnamese counterpart Nguyen Xuan Phuc witnessed the signing of the five documents – the Plan of Action on Implementing the Thailand-Vietnam Strengthened Strategic Partnership 2022-2027; an agreement on mutual judicial assistance between Thailand and Vietnam; the forging of Thailand’s Khon Kaen and Vietnam’s Da Nang as sister cities; an MoU between the Thai Board of Trade and the Vietnam Chamber of Commerce and Industry; and a bilateral trade and investment facilitation agreement between the Export-Import Bank of Thailand and Vietnam’s Joint Stock Commercial Bank for Foreign Trade (Vietcombank).

The MoU between the TRA and the AVR focuses on promoting trade and investment between Thailand and Vietnam in order to boost economic growth and the trade value between the two countries to US$25 billion (902.56 billion baht) by 2025, Yon explained.

“Meanwhile, this MoU also focuses on boosting the potential of up to 3 million SMEs in Thailand and Vietnam’s retail and service sectors so they can become the main engine for development of products and innovation,” he said.

The MoU promotes trade and investment opportunities via an exchange of knowledge, trade facilitation and business matching for sustainable growth, Yon said.

“It also helps business operators achieve net-zero carbon emissions by promoting eco-friendly products and waste and energy reduction,” he added.

Thai, Vietnamese retailers sign pact to boost trade

The General Statistics Office of Vietnam said the country’s retail sales and services as of October was 486.40 billion dong (704.57 million baht), up 2 per cent month on month and 17% year on year.

The Vietnamese Ministry of Industry and Trade, meanwhile, said the country’s retail sector is expected to expand from the current $142 billion to $350 billion in 2025, accounting for 59% of Vietnam’s gross domestic product.

The ministry also expected Vietnam’s retail sector this year to grow by 20% year on year on rising demand, especially during Vietnamese New Year during the latter part of January 2023.

“Vietnam’s retail sector would also gain positive sentiment from a number of festivals in the latter part of this year, such as Black Friday and Christmas,” the ministry added.
