TEHRAN – Visiting Chinese State Councilor and Foreign Minister Wang Yi on Saturday signed an agreement here with his Iranian counterpart Mohammad Javad Zarif to enhance comprehensive cooperation between the countries.

The plan for China-Iran comprehensive cooperation is the result of both sides’ efforts after they issued a joint statement on establishing a comprehensive strategic partnership in January 2016, said Wang.

Under the new deal, the two sides will tap the potentials in economic and cultural cooperation and make plans for long-term cooperation, said Wang, adding that he believes this will promote the continuous upgrading of the China-Iran comprehensive strategic partnership so as to better benefit the two peoples.

During his meeting with Iranian President Hassan Rouhani, Wang said the agreement will map out an overall blueprint for boosting the China-Iran comprehensive strategic partnership, which will not only benefit the two peoples, but also make China-Iran contributions to maintaining regional and world peace.

China, Wang said, firmly supports Iran in defending its national sovereignty and dignity, and safeguarding its chosen development path.

No matter in the past, at present or in future, China is consistent in opposing the unreasonable unilateral sanctions imposed on Iran by other countries, because they violate the international law, especially those based on lies and false information, which are immoral and unpopular and constitute an affront to human conscience, Wang said.

China stands ready to work with Iran and other countries to jointly oppose the acts of bullying by powers, uphold international equity and justice, and defend the basic norms of international relations, the Chinese diplomat said.

Zarif said that the signing of the comprehensive cooperation plan will inject new impetus into further strengthening their mutually beneficial cooperation.

Wang said that, since the establishment of diplomatic ties 50 years ago, China and Iran have maintained close communications, shown mutual understanding and support, and continuously deepened the political mutual trust.

Noting the world is facing new changes, he urged China and Iran to continue mutual support on the issues related to each other’s core interests and major concerns so as to safeguard their legitimate rights and interests, the basic norms of international relations, the common interests of developing countries including China and Iran, as well as equality and justice in the international community.

China stands ready to strengthen cooperation with Iran in fields such as fighting epidemics and protecting public health, and push forward the construction of a community of health for mankind, Wang said.

He also called for enhancing the China-Iran cooperation within the framework of the Belt and Road Initiative to promote further development of the bilateral relations.

The two countries, said the Chinese diplomat, should take the 50th anniversary of their diplomatic ties as an opportunity to actively carry out cultural and people-to-people exchanges and enhance the friendship between the two peoples.

China welcomes Iran to send a delegation to the 2022 Beijing Winter Olympic Games, Wang added.

Zarif said that Iran attaches great importance to its relations with China, and strengthening cooperation with China is a strategic choice made by Iran.

Iran congratulated China on successfully containing the COVID-19 pandemic and the great achievement made by China in protecting the safety of its people, appreciated China’s help to Iran’s fight against the virus, and hoped to continue to promote the anti-epidemic cooperation with China, said the Iranian minister.

The Iranian diplomat also praised China’s firm support for Iran’s opposition to illegal unilateral sanctions imposed by the United States, while vowing to stand with China and oppose some Western forces’ ungrounded pressures on China.

Iran looks forward to participating in the 2022 Beijing Winter Olympic Games and will resist any attempt to sabotage the games, said Zarif.

On the Iranian nuclear issue, the Iranian top diplomat stressed that the United States, instead of making unreasonable demands on Iran, should take the first step, lift unilateral sanctions against Iran, and return to the Joint Comprehensive Plan of Action (JCPOA).

Calling China as a reliable partner on this matter, Zarif said Iran is willing to work closely with China to push the JCPOA back on track.

Wang said that the current situation of the Iranian nuclear issue was caused by the unilateral withdrawal from the pact by the United States.

He urged the United States to lift its illegitimate sanctions against Iran, cancel its measures of long-arm jurisdiction over third parties, and resume the implementation of the JCPOA comprehensively and unconditionally.

The relevant parties should lay the ground for restoring the JCPOA through formulating a roadmap with synchronization and reciprocity, and seeking early results, said the Chinese diplomat, adding that China is willing to continue to play a constructive role in this regard.

The two ministers also exchanged views on international and regional issues of common concern, and attended the exhibition of historical documents on the China-Iran friendly exchanges.  

After the meeting, they signed the document on the plan for China-Iran comprehensive cooperation.

The Philippines will raise China’s continued construction work at an artificial island built on a reef in the West Philippine Sea in the next meeting between Filipino and Chinese officials, Manila’s envoy to Beijing said on Saturday.

Ambassador Jose Sta. Romana was reacting to a recent report by Simularity, a US-based research company that analyzes satellite data, that there had been “significant construction activity” on the island that was built by the Chinese on top of Zamora (Subi) Reef.

Zamora is just 26 kilometers southwest of Pag-asa, the biggest island occupied by the Philippines that is within the country’s 370-kilometer exclusive economic zone (EEZ).

Sta. Romana said during Saturday’s Laging Handa briefing that the country had long protested China’s artificial island that the Chinese built with land reclaimed from the reef.

He said the Department of Foreign Affairs was studying the matter and would decide based on that.

“There will be discussions, diplomatic discussions, that are being planned to discuss these issues of concern and we hope to bring this up as one of the issues with China,” he said.

Simularity said in a March 24 report that it had monitored “mostly land-related reshaping and reconfiguration” from Nov. 6, 2020 to March 7.

“The volume of change is significant and may indicate the early phase of major construction on Subi Reef,” it said.

In 2017, after China had constructed about seven artificial islands in the disputed waters, then Foreign Secretary Alan Peter Cayetano and his Chinese counterpart, Wang Yi, signed an agreement to maintain the status quo in the South China Sea.

Defense Secretary Delfin Lorenzana said the agreement prohibited the construction of new structures and only allowed improvement of existing facilities.

In lieu of a binding code of conduct in the South China Sea, China and the 10-member Association of Southeast Asian Nations signed in 2002 a “Declaration on the Conduct of Parties in the South China Sea,” which required claimants to parts or the whole of the strategic waterway to maintain the status quo.

China, however, reclaimed land and built artificial islands on reefs in the Spratlys chain, including some within the Philippine EEZ.

The construction works at Zamora Reef could add a fresh irritant to the maritime relations between two countries after Manila filed a diplomatic protest last week against the presence of around 200 Chinese vessels at Julian Felipe (Whitsun) Reef, also within the country’s EEZ, and demanded their immediate withdrawal.

The Chinese ambassador to Manila, Huang Xilian, met with President Duterte and explained that these were Chinese fishing boats that sought shelter at the reef due to bad weather. About 180 of them were still at the reef as of last Monday.

Sta. Romana said the Philippines must be vigilant about the Chinese vessels at Julian Felipe and monitor the area to see if there was any movement after Beijing said the ships were staying there only temporarily.

But he also said that while the Chinese vessels were a cause for concern, there was no reason for the country to panic because they could resolve the matter with an “abundance of diplomacy.”

“Vigilance is the price of sovereignty and that’s why surveillance and monitoring are important,” he said.

The Philippine military and the country’s allies believe the ships belong to China’s maritime militia, and their presence undermined the country’s sovereign rights in its EEZ.

France airs concern, too

The ambassador of France, Michèle Boccoz, on Saturday was the latest diplomat to support the Philippines on this issue.

Boccoz included a German flag and a French flag in a Twitter post where she expressed concern over the presence of Chinese militia vessels in the Julian Felipe Reef, joining the number of foreign envoys who sounded the alarm on Twitter.

Officials and diplomats from the United States, United Kingdom, Canada, Australia and Japan had also expressed concern about the Chinese vessels that had swarmed the reef.

British Foreign Minister Nigel Adams shared London’s “concerns” on developments in the South China Sea, including “actions which raise tensions there.”

Canada’s ambassador, Peter MacArthur, said on Twitter on Thursday that his country “opposes recent Chinese actions in the South China Sea, including off the coast of the Philippines, that escalate tensions and undermine regional stability and the rules-based international order.”

Steven Robinson, the Australian envoy to Manila, said his country “remain[s] concerned about destabilizing actions that could provoke escalation” in South China Sea.

Luc Véron, the European Union ambassador to the Philippines, also in a tweet, said the European Union stood by the rules-based order and the United Nations Convention on the Law of the Sea (Unclos).

Veron’s tweet quoted Josep Borrell Fontelles, representative of the EU for Foreign Affairs and Security Policy, who said: “We cannot allow countries to unilaterally undermine international law and maritime security in the #SouthChinaSea, thereby representing a serious threat to the peaceful development of the region.”

The Chinese Embassy in Manila had dismissed the concerns of the other countries, saying they were not parties to the South China Sea dispute. Major telecommunications companies are making efforts to use “flying base stations” in the sky to send and receive the radio waves that are needed to support cell phones on the ground below.

When the Great East Japan Earthquake hit the nation 10 years ago, some base stations were damaged, and disaster-stricken areas were blacked out, making cell phones unusable over wide areas of the nation.

In the event of disasters, the flying stations are expected to cover the role normally played by base stations on the ground to provide an environment in which immediate communication is possible, thereby preventing the damage from getting worse.

Major cell phone company KDDI Corp. conducted a training session using a helicopter-borne base station in Sendai on Feb. 25.

The portable base station, weighing about 7 kilograms, was placed on a helicopter in the training session, and successfully sent radio waves from the sky.

The company hopes the base stations in the sky will allow people to communicate not only in disaster-hit areas, but also on distressed ships and in other situations. It also hopes they will be used to search for people in need of rescue by receiving signals emitted by those people’s cell phones.

“Disaster preparedness has developed over the past 10 years. We want to make it possible for people to use our services with greater peace of mind,” said Yasuo Okouchi, general manager of the Operations Division of KDDI’s Technology Sector.

In the March 2011 disaster, 29,000 base stations of major mobile operators in the Tohoku and Kanto regions were knocked out. This was more than 20% of the total of 132,000 stations in the regions.

In 2019, a power outage in Chiba Prefecture caused by a typhoon resulted in a prolonged communications disruption.

Major telecom companies are working to develop technology to ensure that communications as a lifeline will not be interrupted even in times of disaster.

An unmanned aerial vehicle with a 78-meter wingspan is being tested by HAPSMobile Inc., a subsidiary of SoftBank Corp. It can stay aloft for several months at 20 kilometers above the ground using solar cells on its wings, sending radio waves to an area of ground with a 200-kilometer diameter.

The firm calculates that 40 stations will be enough to cover all of Japan. They are expected to be put into practical use after fiscal 2023. “We can provide a communication environment for depopulated areas as well,” Ryuji Wakikawa, director of HAPSMobile, said.

Last month, NTT Docomo Inc. signed a memorandum of understanding for joint research with European aviation giant Airbus SE and Finnish telecommunications giant Nokia Oyj for similar projects.

In the aftermath of the 2016 Kumamoto earthquakes, SoftBank sent communication relay equipment aloft on a balloon.

When an earthquake hit Hokkaido in 2018, KDDI dispatched a base station aboard a ship to cover the disaster-hit area from the sea.

Such telecom giants also are developing small drones to carry flying base stations.

In June last year, the Radio Law was partially revised to allow the operation of drones for use as base stations.

“Mobile phone reception is important in our daily lives today, and it is important to keep mobile connections alive by various means,” Toyo University Prof. Isao Nakamura said.

BEIJING — The International Olympic Committee (IOC) has decided to grant accreditation only to those who have essential and operational roles at this summer’s Olympic Games in Tokyo, significantly reducing the number of accredited people at the Games.

The decision was made by the IOC’s executive board on Friday as it has either canceled or reduced the IOC Guest Programme, invitations to former Olympic athletes and a number of other programmes. It will also not grant accreditation to any accompanying guests in any category.

The IOC said the Japanese government required a very significant reduction in the numbers of accredited participants who do not have essential and operational responsibilities for the Olympic and Paralympic Games.

The IOC added that it had discussed the matter with and received support from all national and regional Olympic committees, as well as all the international federations.

“Many of them are already making a big effort to significantly reduce their numbers of accredited people and are also seeking in this respect the guidance and leadership of the IOC,” the IOC said in a statement.

“IOC members as the ultimate decision-making body of the IOC are playing such an essential and operational role and will attend the Games.”

As a countermeasure against COVID-19, the Tokyo 2020 organizing committee has already barred overseas spectators from entering Japan during the Games, and has also decided not to allow non-Japanese volunteers to serve the Tokyo Olympic and Paralympic Games this summer.

North Korea will hold a conference early next month of the secretaries of “party cells,” the grassroots units of the ruling Workers Party, state media reported Sunday, as the country tries to achieve goals laid out in a party congress earlier this year.

“The Secretariat of the Central Committee of the ruling party decided to convene the sixth conference of cell Secretaries to discuss and guide the affairs in prioritizing the position and role of the Party cells”, the Korean Central News Agency (KCNA) said.

It will also be about “consolidating the WPK organizationally and ideologically, as required by a new high stage of the developing revolution,” the KCNA said.

Party cells refer to the party’s most elementary units consisting of five to 30 people.

North Korea has been trying to achieve new economic goals that were unveiled by its leader Kim Jong-un during the eighth party congress held in January in the face of global sanctions and the prolonged campaign against the COVID-19 pandemic.

Kim has admitted to a failure in his previous economic development plan and rolled out the new five-year development scheme at the party congress, with an emphasis on self-reliance.

The planned conference also comes amid heightening tensions after Pyongyang fired two short-range ballistic missiles Thursday, in a first such test since US President Joe Biden took office.

During the eighth party congress, North Korea said it revised its party rules to hold the congress every five years and that will be also applied to the conferences of the cell secretaries and lowest-level party secretaries. (Yonhap)

The government will ban eating at mass gathering establishments like sports stadiums, libraries and museums starting Monday, officials said, amid an uptick in COVID-19 cases.

Eating will be banned at 21 types of public places, which also include karaoke bars, public saunas and movie theaters, and violators will be fined 100,000 ($88) starting April 5 after a one-week grace period, officials said.

Other facilities subject to the ban include cram schools, hair dressers, gyms, casinos and exhibition halls. But exceptions can be applied, however, if the facility has a separate area within the establishment that has been approved for eating.

On Friday, the government extended the current Level 2 social distancing rules in the densely populated greater Seoul area, the third highest in its five-tier system, until April 11, citing signs of a new spike in virus cases. It retained Level 1.5 for the rest of the country for another two weeks.

Gatherings of five or more people will continue to be banned, and restaurants and other public facilities in the greater Seoul area will be allowed to remain open until 10 p.m.

The government has picked 33 types of establishments used by large numbers of the public, including the 21 places, and called for stringent efforts to comply with basic distancing rules, which also includes keeping a register of every visitor without exception.

South Korea reported the highest number of daily COVID-19 cases of 505 in about a month Saturday, amid little sign of a letup. On Sunday, the country added 482 more cases, with the total infections reaching 101,757. (Yonhap)

The Climate Summit will be Modi’s second multilateral virtual meeting with Biden.

US President Joe Biden has invited 40 heads of state, including Indian Prime Minister Narendra Modi, to join him for the World Leaders Summit on Climate to be hosted by his administration on April 22-23.

The other leaders including Presidents Xi Jinping of China and Vladimir Putin of Russia, and Prime Ministers Sheikh Hasina of Bangladesh and Lotay Tshering of Bhutan have also been invited to the virtual meeting to highlight the urgency of action to combat climate change, the White House said on Friday.

European leaders including German Chancellor Angela Merkel, French President Emmanuel Macron and UK Prime Minister Boris Johnson were invited.

So were Saudi King Salman bin Abdulaziz, Brazilian President Jair Bolsonaro and Turkish President Recep Tayyip Erdogan.

“The Leaders Summit on Climate will underscore the urgency, and the economic benefits, of stronger climate action. It will be a key milestone on the road to the UN Climate Change Conference (COP26) this November in Glasgow,” the White House said.

The virtual summit will be live-streamed for people everywhere to watch the proceedings.

Biden has made fighting climate change a pillar of both his foreign and domestic policies and one of his first actions on taking office in January was to have the US rejoin the Paris Climate Change Agreement.

The summit is meant to position Biden, and the US, as the global leader in meeting the climate change challenge and boost his stature.

“By the time of the summit, the US will announce an ambitious 2030 emissions target as its new Nationally Determined Contribution under the Paris Agreement for limiting the damage from climate change, the White House said.

Biden has asked all US government agencies to come up with ways to cut greenhouse emissions and harness green energy.

He appointed former Secretary of State John Kerry to be his international emissary for climate change reflecting the high priority it has on his agenda.

He is reaching out to the leaders of China and Russia, who he has harshly criticised over their human rights record and their international rivalry with the US to work together on the climate agenda despite their differences.

Biden wants countries around the world to take steps to limit emissions to a level that would limit planetary warming to 1.5 degrees Celsius “in order to stave off the worst impacts of climate change”, the White House said.

“The President urged leaders to use the Summit as an opportunity to outline how their countries also will contribute to stronger climate ambition.”

India will be under US pressure to cut its greenhouse gas emissions by being shown as the world’s third-highest emitter of greenhouse gases after Beijing and Washington.

However, that picture is misleading as on a per capita basis the US emissions were nearly nine times that of India.

An Indian emitted only 1.96 tonnes of greenhouse gases in a year, while an American was responsible for 16.56 tonnes.

For all the posturing and preaching, Biden or the climate change activists in the US are not going to bring down the US per capita emissions anywhere near the Indian level while demanding that India cut down its emissions overall.

India is already promoting green energy to eventually eliminate fossil fuel-generated electricity.

It is reportedly working on a goal of achieving a net-zero emissions by 2050. Net-zero emission is achieved by removing all greenhouse gases that are put out by various means ranging from aforestation to technologies to capture the emissions.

The Climate Summit will be Modi’s second multilateral virtual meeting with Biden.

Earlier this month, Biden and Modi were joined by Prime Minister Yoshihide Sugo of Japan and Scott Morrison of Australia at a summit of the Quad.

BANGKOK – Myanmar on Saturday (March 27) witnessed the deadliest violence since the Feb 1 coup as junta chief Min Aung Hlaing declared that he would protect the people and safeguard democracy. 

At least 114 people were killed by police and soldiers trying to suppress nationwide demonstrations against the military regime on the highly symbolic Armed Forces Day, according to Myanmar Now news agency on Saturday night.

The toll included 40 deaths in Mandalay and 27 deaths in Yangon, it reported.

In images widely circulated online despite broad Internet restrictions, many people – including children – were seen shot in the head or chest.

“Dear world, we don’t need Nobel or anything. Just protect our young people and children,” tweeted Myanmar’s Civil Disobedience Movement. 

The activist network coordinating work stoppages to thwart the military regime was earlier nominated by Norwegian academics for the Nobel Peace Prize.

Baseball teams and stadiums are making efforts to prevent coronavirus infections and improve the fan experience ahead of the opening of Japan’s professional baseball season.

The Yomiuri Giants and Tokyo Dome, for example, have introduced measures utilizing digital technology aimed at mitigating the so-called 3Cs — closed spaces, crowded places and close-contact settings — while securing a clean and safe environment at the stadium and providing comfortable services for spectators.

■ OK with masks or glasses

Called the Giants x Tokyo Dome Digital Transformation Project, new measures utilizing digital technology have been introduced on a trial basis this season for customers and general operators in preparation for the full-scale introduction of digital admission controls and payments at shops.

In the admission-control system, even spectators wearing masks or glasses can be authenticated, reducing the risk of identity theft and use of unauthorized tickets.

The measures are also expected to reduce waiting times by streamlining entry into the stadium and ordering and payments at shops.

■ Pay by QR code

As another measure introduced in this project, spectators will be able to order and pay for boxed lunches and drinks in advance using their smartphones or other means. Those who make a purchase in advance can move straight to a pickup window, reducing the time spent in lines and allowing spectators more time to watch the action.

Ahead of the planned complete transition to cashless transactions from 2022, shop will accept QR codes in addition to credit cards as means of payment from this year.

Automatic ticket gates that read bar codes on paper tickets or electronic tickets displayed on smartphone displays have been introduced. Aiming to reduce human contact and speed up the admission check, ticket collectors who used to check and tear off part of tickets have been abolished.

■ More restrooms for women  

To further ease congestion, the number of women’s restrooms and other facilities has been increased by 1.7 times the previous number. In some of the new women’s restrooms, urinals for children and diaper-changing stations have been installed.

The Tokyo Dome Alert system, which was introduced last year to provide information about the coronavirus, also allows visitors to check the levels of congestion near the gates and restrooms.

The state-owned Myanmar National Airlines (MNA) and Air KBZ resumed domestic flights starting from March 23. 

The MNA reallowed flights to Mandalay, Sittwe, Thandwe, Kyaukphyu, Ann, Kyaingtone, Myeik, Dawei, Nay Pyi Daw and Myitkyina. It had also announced its flight schedule starting from March 31 on its Facebook page. 

Air KBZ announced that it will be flying to Mandalay, Kyaingtone, Heho, Dawei, Myeik, Lashio, Sittwe and Thandwe from March 26 until the 31st as well as saying that the Yangon-Mandalay-Heho flights will be flying daily. 

Air KBZ also says Yangon-Sittwe-Yangon round trip will be flown twice per week, Yangon-Myeik-Yangon on Tuesdays, Thursdays, Saturday and Sunday. Yangon-Mandalay-Kyaingtone-Mandalay-Yangon flights will be on Wednesday, Friday and Saturday as well as saying that other flight schedules will be announced on Facebook.

Tickets for Air KBZ will be purchasable via its website, mobile app and K7 Chatbot.

The Ministry of Health and Sports had announced that all passengers no longer needs COVID-19 checkup certifications to both buy plane tickets and travel but still must observe health guidelines as well as be compliant with any orders issued at their arrival destination.
