Line pushes Thai startups to scale up

THAILAND, with a population of 69 million, is messenger platform Line’s second-largest market after Japan. In fact, 90 per cent of the country’s mobile internet users are connected via Line, with the monthly number of active users amounting to 44 million.

However, the company is now shifting from a messenger tool to an all-in-one app that provides various services ranging from e-commerce to content. This not only corresponds to the increasing demand by customers who want to do everything in one app, but also mobile companies’ efforts to increase the time spent on their apps.

To increase time spent on Line platform, which is now an average 63 minutes a day or one-third of the total time spent on a smartphone in Thailand, the company has been betting big on the hyper-localisation of its services and operations.

This is why unlike other global internet companies that have a presence in Thailand, Line has hired several hundred local employees and created various services. Those services range from content that including that of Line TV and Line Today to an online-to-offline service such as delivery service Line MAN in order to appease local demand and tastes.

Time to scale up

Another way of localising the messenger platforms is to play a significant role in boosting Thailand’s startup ecosystem, which is lagging behind other Asean nations.

“In the last two years, more and more startups have successfully finished accelerator or incubating programmes, which is a positive change,” Jayden Kang, executive director of Line ScaleUp, told |The Korea Herald in a recent |interview.

Nevertheless, Thailand’s startup scene is still nascent with deal value in 2018 totalling only about US$61 million (Bt1.94 billion) for 35 deals, according to a report by Techsauce, a Bangkok-based tech media. And 75 per cent of those deals were either seed or series A funding from 2017 to 2018.

There were only three merger and acquisitions, two of which were bought by Line. “We identified three pain points that Thailand startups are facing, and how to build a global mobile platform that can help address them,” Kang said.

He said the three main challenges are how to secure additional funding post-accelerator phase, how to scale up and how to expand globally.

Kang, who oversees Line’s business in Thailand, Myanmar and Cambodia, launched Line ScaleUp last year to help solve these issues.

Line ScaleUp offers Thai startups access to Line messenger platform’s API for free for a year and funding opportunities from Line Ventures, the company’s venture capital arm. Line ScaleUp and Line Ventures will invest up to $20 million in Line ScaleUp winners once the programme this year finishes in November.

In return, Line eyes long-term benefits from ScaleUp as it can cooperate with startups with innovative ideas that could create positive synergy.

And also it would give the company an opportunity for handsome financial gain by discovering promising startups.

Much needed unicorns

Kang hopes that together with the Thai government, Line can help bring a much-needed success story to the Thai startup scene and help the country be better prepared to build a healthy ecosystem, which has become an important economic pillar for many countries, as well as get ready for a race with its neighbours. Other Asean nations, particularly Indonesia and Singapore, have eight unicorns together and have become global startup hubs.

Kang, who has observed the Thai market for several years as a consultant before joining Line, attributed Thailand’s underdeveloped startup scene to the very low unemployment rate – standing at 0.9 per cent in 2018, according to the Bank of Thailand -– a lack of role models or success stories, and the belated government policy transition to digitalisation. “Amid low unemployment, big companies such as banks and telecommunication companies absorbed good talent while the lack of a success story did little to encourage skilled people to join startups,” Kang said. “But if you don’t see a unicorn in three to five years, it’s possible that the country’s startup ecosystem would lose a chance to mature.”

The executive is determined to make that happen under his helm.

“I don’t want to predict when Thailand is likely to see a unicorn, because it would take too long if you simply sit and wait. Rather, I want to help make it happen.”

Private-sector rockets launch business opportunities

THE SUCCESSFUL launch of MOMO-3, a small rocket developed by a startup company, represents a first step in a new era in which the private sector is expected to play a part in commercialising outer space, which has so far been led by the Japanese government.

The rocket, which blasted off on May 4, was developed by Interstellar Technologies Inc, based in Taiki, Hokkaido.

“We demonstrated from a technical aspect that it is possible to produce low-priced rockets,” chief executive officer Takahiro Inagawa said at a press conference after the launch.

The firm, established in 2013, launched MOMO-1 in 2017, but the rocket suffered damage in flight.

The launch of MOMO-2 also ended in failure in 2018 when it failed just after liftoff, and burst into flames. At long last, the 10-metre-tall MOMO-3 became the nation’s first space rocket developed single-handedly by the private sector that could reach outer space.

The development of the nation’s leading rockets, such as H2A, with a total height of 53 metres, has been led by the Japan Aerospace Exploration Agency (JAXA) and other organisations. In recent years, however, private companies have entered the field.

Four companies, including Canon Electronics Inc and Shimizu Corp, jointly established Space One Co in Tokyo in 2018 with the aim of developing its own 18-metre-high rocket and launching it in fiscal 2021. More than 100 companies around the world are said to have embarked on the development of small rockets. US startup Rocket Lab succeeded in making a commercial launch last November.

Companies’ moves to develop small rockets come amid an increasing demand for the launch of microsatellites, which weigh 100 kilograms or less. Early satellites, laden with custom-made equipment, were large in size with high production costs. However, it has become possible in recent years to manufacture smaller satellites at a lower cost. A US research company estimates that 2,000 to 2,800 microsatellites weighing from 1 kilogram to 50 kilograms are waiting to be launched in the next five years.

University of Tokyo Professor Shinichi Nakasuka, who specialises in satellite engineering, said, “If a large rocket like the H2A launches a microsatellite, it will have to piggyback other satellites as well, and thus there will be no freedom in choosing the time of the launch. Expectations for small, flexible rockets are high.”

Boeing acknowledges flaw in simulator software

Boeing acknowledged on Saturday that it had to correct flaws in its 737 MAX flight simulator software used to train pilots, after two deadly crashes involving the aircraft that killed 346 people.

“Boeing has made corrections to the 737 MAX simulator software and has provided additional information to device operators to ensure that the simulator experience is representative across different flight conditions,” it said in a statement.

The company did not indicate when it first became aware of the problem, and whether it had informed regulators.

Its statement marked the first time Boeing had acknowledged there was a design flaw in software linked to the 737 MAX, whose MCAS antistall software has been blamed in large part for the Ethiopian Airlines tragedy.

According to Boeing, the flight simulator software was incapable of reproducing certain flight conditions similar to those at the time of the Ethiopian Airlines crash in March or the Lion Air crash in October.

The company said the latest “changes will improve the simulation of force loads on the manual trim wheel”, a rarely used manual wheel to control the plane’s angle.

“Boeing is working closely with the device manufacturers and regulators on these changes and improvements, and to ensure that customer training is not disrupted,” it added. – AFP-Jiji

Kia launches Korea’s first EV service centre

Korea’s second-largest automaker Kia Motors has established a service centre dedicated to electric vehicles for the first time in the country, the firm said on Sunday.

The automaker has set up an EV Workbay at six service centres nationwide, operated by Auto Q. It hopes to enhance the efficiency of EV customers’ vehicle inspection and mechanics’ work convenience.

The launch comes in line with the imminent launch of its new EV lineup – including Niro EV and Soul Booster EV.

While setting up five more EV Workbay centres by the year-end, including one on Jeju Island, the company will also make it mandatory for new service centres to equip themselves with the facility.

“Customers have been expressing concerns over the lack of EV facilities, despite the growing number of EV users here. Kia will put more effort to expanding the infrastructure and help customers have easy access to services,” said an official.

As of May, Kia has installed 21 high-speed battery chargers for EVs at its service centers. The company has been operating an emergency service for EV customers with low battery charge to tow their cars free of charge to destinations within 80 kilometres, four times a year. – The Korea Herald/ ANN

China accelerates construction of IoT, cloud computing infrastructure

China is continuing to build infrastructure for cloud computing and the internet of things (IoT) as the country’s informatisation entered an intellectual stage featuring data mining.

In 2018, China had over 700 million IoT connections with a market scale surpassing 1 trillion yuan (Bt4.6 trillion), said Wang Qinmin, an official with e-government affairs.

In terms of cloud computing, the private cloud market scale reached 52.46 billion yuan and the public cloud market scaled at 38.25 billion yuan, according to Wang.

Cloud computing and the IoT are not confined to the internet industry, and they are penetrating into traditional industries, including manufacturing, finance, communication and medicare, Zhang Feng, chief engineer with the Ministry of Industry and Information Technology noted.

Last year, the overall scale of the cloud industry in China reached around 330 billion yuan, while that of the IoT industry exceeded 1.2 trillion yuan, according to Zhang.

Microsoft opens largest AI, IoT lab in Shanghai

Microsoft Corporation has established an artificial intelligence and internet of things (IoT) insider lab in Shanghai to aid digital transformation across industries.

Located in a 2,800-square-metre building in the Zhangjiang Hi-Tech Park of the Pudong New Area, the lab, which began operation on Wednesday, is established in partnership with the state-run Zhangjiang Group. It is the fourth and also the largest such lab run by Microsoft around the world.

Microsoft said the lab provides “all-around support” for enterprises inside and taps into the IoT and AI technologies to fuel the digital transformation taking place across industries, including manufacturing, retail, healthcare, finance and urban construction.

Thirty Chinese and foreign businesses have been selected out of some 300 applicants as the first batch of “enterprises of empowerment” in the lab. They include both startups, among which 21 are based in Shanghai, and multinational corporations, such as ABB Engineering (Shanghai) Ltd and Pan Asia Technical Automotive Centre Co Ltd.

The lab will provide support for the enterprises in the next three to six months, offering hardware and software resources, cloud service and access to the Microsoft ecosystem, according to Microsoft.

“The combination and application of AI and Internet of Things technologies are becoming the latest trends leading global digital transformation,” Alain Crozier, Microsoft corporate vice-president, chairman and CEO of Greater China Region, said at a launch ceremony on Wednesday.

HAVING TROUBLE telling one giant panda from another?

A facial recognition app developed by the Chengdu Research Base of Giant Panda Breeding with researchers from Singapore’s Nanyang Technological University and Sichuan Normal University will make identifying the bears easier.

Wan Yongqing, a Beijing photographer, visits Sichuan province every second year to take photos of pandas. He has watched them for more than a decade at the Chengdu facility and other sites associated with the China Conservation and Research Centre for the Giant Panda in Sichuan.

“Friends call me a die-hard panda fan. It is a shame I find all pandas look the same, with black eyes and white fur. It does not matter as all the bears are cute to me,” he said.

But discerning one bear from another does matter to researchers, according to Zhang Zhihe, chief of the Chengdu base. Identifying individual bears is important for their conservation management and research.

For captive pandas, it is key to their daily feeding schedules, genealogy and archival management. For wild pandas, it helps researchers study their population structure and provides scientific support for their protection and management, he said.

China has carried out four scientific surveys on wild pandas, obtaining a large volume of valuable data about the animals. The number of wild pandas in China has been basically ascertained. However, it is still difficult to clarify their population distribution, age, gender, health and other information. The wild panda population structure focuses on overall population density, age, sex ratio, birthrate and mortality, Zhang said.

It is difficult to track and monitor the structure because of wild pandas’ solitary living habits in deep mountains and their vast geographical habitat, Zhang added.

In 2017, the Chengdu base together with its two partner facilities began researching individual panda identification technology by analysing images. Over the past two years, they have built a database of more than 120,000 images and over 10,000 video clips, and completed cataloguing of nearly 10,000 images. Using the databank, researchers have launched a facial recognition app that can accurately recognise captive pandas by analysing and comparing the unique features of panda faces with database analysis.

Panda researchers hope algorithms and AI technology will help them analyse data for both captive and wild pandas.

China’s fourth panda census is the latest. Its results were released in 2015 and showed 1,864 wild pandas and 375 captive pandas worldwide as of the end of 2013. That compares with 1,596 wild pandas and 164 captive pandas worldwide in the third census carried out from 2000 to 2002.

China to expand IT use to improve flight safety

CHINA WILL expand the use of new information technologies in the civil aviation sector to improve air travel safety and boost industrial development, according to the national civil aviation authority.

The Civil Aviation Administration of China signed cooperation agreements with the Chinese Academy of Sciences and telecommunications giant Huawei last week.

Through such collaboration, researchers at the CAS will help the CAAC seek integration into the aviation sector of advanced information technology such as artificial intelligence, big data and cloud computing, and provide comprehensive analysis of key information, Gao Hongjun, deputy secretary-general of the academy, said on May 16.

The agreement was signed on May 14.

Huawei, a leading Chinese manufacturer of telecom equipment, struck a cooperation deal with the CAAC the following day, which covers a wide range of services and infrastructure projects, from security maintenance and management of airlines, to drone applications and internet access during flight.

“Such innovative tools are expected to lift the safety level of the aviation industry to a record high,” Feng Zhenglin, head of the CAAC, said during the 2019 China Civil Aviation Development Forum held in Beijing, which concluded last Friday.

Feng said the global rate of fatal incidents has peaked at around 0.3 to 0.5 per million flights in recent years.

“The number of flights is set to rise further. If no substantial progress in ensuring safe air travel can be achieved, risks associated with flying will continue to climb,” Feng said.

He said emerging technologies that excel in precision, forecasting and coordination will equip civil aviation workers with sharper capability to make predictions on flight operations and allow round-the-clock monitoring and management of aircraft.

Safety is the core principle of transportation, according to Guo Ping, rotating chairman of Huawei. He said artificial intelligence, and facial recognition in particular, is capable of offering maximum convenience for flight passengers while securing the safety of a passenger’s journey from check-in to boarding.

“By setting up facial recognition devices at the airport, travellers will go though rounds of security screening with minimal, if any, noticeable disruption,” he said.

“It is estimated that about 50 per cent of all airports in China will use facial recognition at all points of contact by 2021.”

As of August, about 70 airports out of a total of 218 in China had rolled out facial recognition systems at more than 600 security checkpoints. The system was developed by Chongqing Institute of Green and Intelligent Technology of the CAS, Xinhua News Agency reported.

Guo also noted that 5G wireless technology, embraced worldwide for its ultrahigh bandwidth and rapid data transfer, will play a key role in improving administration of the surging volumes of equipment, assets and vehicles – driverless cars included – at airlines hubs, Guo said.

For instance, he said, by implementing an artificial intelligence model that optimises gate assignments at the Shenzhen International Airport, an average 4 million passengers each year are spared the hassle of riding a shuttle bus to get aboard.

Bomb blast hits tourist bus near Egypt pyramids, injuring 17

A bomb blast hit a tourist bus near Egypt’s famed Giza pyramids on Sunday, wounding at least 17 people, including South Africans, in the latest blow to the country’s tourism industry.

The roadside bomb went off as the bus was being driven in Giza, also causing injuries to Egyptians in a nearby car, medical and security sources said.

There were no deaths reported.

“A device exploded and smashed the windows of a bus carrying 25 people from South Africa and a private car carrying four Egyptians,” the security source said.

Video footage captured by AFP showed the bus and car with broken windows on the side of the road.

According to the security source, the wounded were being treated for scratches caused by the broken glass.

Ndivhuwo Mabaya, spokesman for South Africa’s department of international relations, told AFP that “there might be South Africans involved” but declined to give any figures.

Sunday’s incident comes after three Vietnamese holidaymakers and their Egyptian guide were killed when a roadside bomb hit their bus as it travelled near the Giza pyramids outside Cairo in December.

It also comes just little more than a month before the African Cup of Nations hosted by Egypt is to kick off.

Egypt has been battling an insurgency that surged especially in the turbulent North Sinai region following the 2013 military ouster of Islamist president Mohamed Morsi, who was replaced by former army general Abdel Fattah al-Sisi.

In February 2018, the army launched a nationwide operation against militants, focusing mainly on the North Sinai region.

Some 650 militants and around 45 soldiers have been killed since the start of the offensive, according to separate statements by the armed forces.

Since first being elected in 2014, Sisi has presented himself as a bulwark against terrorism, promising stability and increased security.

Recently, the country’s vital tourism industry has started to slowly rebound after suffering strong blows due to deadly attacks targeting tourists following the turmoil of the 2011 uprising that toppled longtime ruler Hosni Mubarak.

Figures by the official statistics agency showed that tourist arrivals reached 8.3 million in 2017, compared with 5.3 million the previous year.

Authorities have gone at great lengths to lure tourists back, touting a series of archaeological finds and a new museum next to the pyramids, as well as enhanced security at airports and around ancient sites.

But that figure was still far short of the record influx of 2010 when more than 14 million visitors flocked to see the country’s sites.

India’s acrimonious election comes to an end

Voting in one of India’s most acrimonious elections in decades entered its final day Sunday as Hindu nationalist Prime Minister Narendra Modi scrambled to hang on to his overall majority.

The seventh and final round of voting ended the world’s biggest election with 900 million eligible voters from Goa’s beaches to Mumbai’s slums and Ladakh’s Himalayan monasteries.

Long queues formed outside polling stations in eight northern states electing the final 59 candidates to India’s 543-seat lower house. Polls close at 1230 GMT with vote counting on Thursday.

Heavy security was imposed in West Bengal, which has seen street battles between followers of Modi’s Bharatiya Janata Party (BJP) and opposition groups.

An improvised bomb was thrown from a motorbike at one polling booth in the state capital Kolkata but no one was injured, officials said.

One group attacked a makeshift BJP office in the city and police also cleared other activists blocking polling stations.

Modi’s constituency in Varanasi, the holy city in Uttar Pradesh state, was also among those to vote.

The conservative BJP has campaigned aggressively on Modi’s strongman image and played up recent cross-border air strikes against Pakistan. The opposition, led by the Congress party and its leader, Rahul Gandhi, have accused him of pursuing divisive policies and neglecting the economy.

Modi and Gandhi have hurled insults at each other on a near daily basis with the prime minister calling his rival a “fool” while Gandhi derides Modi as a “thief”.

 Jaded voters

The animosity has taken a toll on voters.

“All the abuse and misconduct claims suggest that standards in Indian politics have slipped badly,” Asit Banerjee, a history teacher in Kolkata, said as he queued to vote.

“Endless mudslinging and bitter comments pervaded the campaign. We are losing hope in democracy, it is time for a reset,” the 60-year-old told AFP.

Writing in the Hindustan Times, political commentator Karan Thapar said Modi’s message “played on our insecurities and strummed upon our deep inner fears”. He also criticised Gandhi’s campaign.

Pollsters say Modi remains personally popular but his party’s overall majority is at risk from a backlash.

The 68-year-old Modi has held 142 rallies across India during the campaign, sometimes five a day, but pollsters say the BJP could lose dozens of the 282 seats it won in its 2014 landslide.

On Saturday Modi, dressed in a long robe and saffron sash, trekked to a Himalayan shrine to meditate. Indian media widely used images showing him seated on a bed inside a cave in the country’s north.

The Delhi-based Centre for Media Studies estimates that the outlay on this election could top $7 billion, making it one of the priciest contests globally — with the lion’s share of the spending by the BJP.

Much has been spent on social media advertising and messages, with the parties using armies of “cyber warriors” to bombard India’s hundreds of millions of Facebook and WhatsApp users.

Fake news and doctored images have abounded, including of Gandhi and Modi having lunch with Imran Khan, prime minister of arch rival Pakistan, or of a drunk Priyanka Gandhi, a politician and the sister of Rahul.

Violence has also broken out. Maoist rebels killed 15 troops and their driver in the western state of Maharashtra on May 1, the latest attack in a decades-long insurgency.

Gandhi, 48, has tried several lines of attack against Modi, in particular over alleged corruption in a French defence deal and over the plight of farmers and on the economy.

Modi’s government has fallen short on creating jobs for the million Indians entering the labour market every month, the shock introduction of a cash ban in 2016 caused huge disruption to livelihoods, and Indian banks are gasping under bad debts.

Lynchings of Muslims and low-caste Dalits for eating beef, slaughtering and trading in cattle have risen during Modi’s tenure, leaving some of the country’s 170 million Muslims feeling threatened and anxious for their future.

Starbucks opens first store with sign language capability in China

For hearing impaired customers at a Starbucks in Guangzhou’s Yuexiu district, ordering coffee can be much easier. Starbucks China on Sunday opened its first store with sign language capability in the city’s oldest downtown area to offer more possibilities to the deaf and hard of hearing community.

The store employs people with hearing challenges and provides equal training opportunities. All employees in the store are professional baristas and can communicate in sign language.

The store also is aimed at raising awareness and understanding of deaf and hearing impaired experiences in the workplace, according to Starbucks.

Starbucks employs over 100 people with special needs in China.

To nurture talent and create more opportunities for the deaf workforce, Starbucks has partnered with the Guangdong Deaf People Association to offer professional skills training and sign language courses.

“Diversity and inclusiveness is the general trend of community development. Thanks to Starbucks, deaf partners are empowered to develop their careers in a vibrant and supportive environment, while the store provides a strong platform to drive societal awareness around deaf culture and the needs of the community,” said Fan Yitao, vice-chairman of China Deaf People Association.

“We also hope that more social forces will join us in the future, and we will achieve equal employment in the future nationwide,” Fan added.

The coffee chain has more than 3,800 stores in the country; the move is part of its ongoing efforts to get closer to local communities.

“Starbucks China will continue to build a different kind of company and use our large scale of operations to create the perfect place for everyone in China, no matter what their needs are,” said Belinda Wong, chief executive officer of Starbucks China.

The store design has taken special needs into consideration. Sign language symbols are printed on umbrellas in front of the store, and there are indicators throughout. All baristas will wear aprons with the word “Starbucks” embroidered in sign language, while deaf employees will wear an additional pin.

The store is equipped with a customized “easy-ordering” system. Customers and partners will be able to communicate using notepads and two-way digital displays.

For customers new to sign language, there will be a dedicated area for customers to write down their orders on an electronic board and wireless vibrating pagers will notify customers when their orders are ready.

To create an inclusive environment and encourage customers to learn more about the deaf community, the store also will offer sign language lessons and coffee workshops in sign language, in partnership with the Guangdong Deaf People Association.

This is Starbucks’ third signing store worldwide, after Kuala Lumpur and Washington.

May to make MPs a final ‘bold offer’ on Brexit deal

British Prime Minister Theresa May said Sunday she was preparing to make a “bold offer” to MPs in one final attempt to get them to back her Brexit deal.

May said that when she brings the Withdrawal Agreement Bill before parliament early next month, it will come with a new package of measures attached that she hopes can command majority support.

“I still believe there is a majority in parliament to be won for leaving with a deal,” May wrote in The Sunday Times newspaper.

MPs three times rejected the deal May struck with Brussels, forcing Britain’s EU departure date to pushed back from March 29 to April 12 and again to October 31.

The bill is needed to ratify the divorce agreement struck with the European Union.

On Thursday, May agreed to set out a timetable for her departure following the vote in the week beginning June 3, regardless of whether MPs back her deal at the fourth time of asking.

It is thought that she will trigger a contest for the leadership of her governing Conservative Party once the bill either falls or completes all of its stages through parliament.

– ‘New and improved’ –

“When the Withdrawal Agreement Bill comes before MPs, it will represent a new, bold offer to MPs across the House of Commons, with an improved package of measures that I believe can win new support,” she told the newspaper.

“Whatever the outcome of any votes, I will not be simply asking MPs to think again. Instead I will ask them to look at a new and improved deal with fresh pairs of eyes — and to give it their support.”

The bill is expected to include new measures on protecting workers’ rights, future customs arrangements with the EU, and on the use of technology to avoid the need for border controls between the United Kingdom and the Republic of Ireland, an EU member state and the UK’s only land neighbour.

It will not, however, seek to re-open the withdrawal agreement, which Brussels repeatedly insisted could not be re-negotiated, despite many MPs voting it down due to concerns about its so-called “backstop” clauses on Northern Ireland.

May is expected to set out the details of her proposals in a speech later this month.

Her gambit on Sunday comes ahead of the European Parliament elections, to be held in Britain on Thursday.

The opinion polls make dire reading for the Conservatives, with the newly-formed Brexit Party forecast to win the most seats, ratcheting up the pressure on May.

The latest survey out Sunday put eurosceptic figurehead Nigel Farage’s single-issue party way ahead on 34 percent, with the main opposition Labour Party on 20 percent, the pro-EU Liberal Democrats on 15 percent and the Conservatives on 11 percent.

Furthermore, the poll said the Brexit Party had overtaken the Conservatives in general election voting intentions too, with Labour leading on 29 percent, Farage’s party on 24 percent and the Conservatives on 22 percent.

Opinium Research conducted an online survey of 2,004 British adults between Tuesday and Thursday for The Observer newspaper.

Health Secretary Matt Hancock said Saturday that whoever replaces May, calling an early general election risked “killing Brexit” and making veteran socialist Labour leader Jeremy Corbyn prime minister.

“A general election before we’ve delivered Brexit would be a disaster,” he told The Daily Telegraph newspaper.

“A general election before that not only risks Jeremy Corbyn, but it risks killing Brexit altogether.”

The next Conservative leader is set to be chosen by the centre-right party’s members. Former foreign secretary Boris Johnson is the clear front runner, according to a YouGov survey of grassroots Conservatives for The Times newspaper.

Johnson was on 39 percent, ahead of former Brexit secretary Dominic Raab on 13 percent, interior minister Sajid Javid and Environment Secretary Michael Gove on nine percent each and Foreign Secretary Jeremy Hunt on eight percent.

Boeing acknowledges flaw in 737 MAX simulator software

Boeing acknowledged Saturday it had to correct flaws in its 737 MAX flight simulator software used to train pilots, after two deadly crashes involving the aircraft that killed 346 people.

“Boeing has made corrections to the 737 MAX simulator software and has provided additional information to device operators to ensure that the simulator experience is representative across different flight conditions,” it said in a statement.

The company did not indicate when it first became aware of the problem, and whether it informed regulators.

Its statement marked the first time Boeing acknowledged there was a design flaw in software linked to the 737 MAX, whose MCAS anti-stall software has been blamed in large part for the Ethiopian Airlines tragedy.

According to Boeing, the flight simulator software was incapable of reproducing certain flight conditions similar to those at the time of the Ethiopian Airlines crash in March or the Lion Air crash in October.

The company said the latest “changes will improve the simulation of force loads on the manual trim wheel,” a rarely used manual wheel to control the plane’s angle.

“Boeing is working closely with the device manufacturers and regulators on these changes and improvements, and to ensure that customer training is not disrupted,” it added.

Southwest Airlines, a major 737 MAX customer with 34 of the aircraft in its fleet, told AFP it expected to receive the first simulator “late this year.”

American Airlines, which has 24 of the aircraft, said it had ordered a 737 MAX simulator that will be delivered and put into operation in December.

“As a result of the continuing investigation into both aircraft accidents, we are looking at the potential for additional training opportunities in coordination with the FAA (Federal Aviation Administration) and Allied Pilots Association,” it added.

Certification process 

The planes have been grounded around the world, awaiting approval from US and international regulators before they can return to service.

Only Air Canada has a MAX simulator, industry sources told AFP.

Currently, there is only one flight simulator specific to the 737 MAX in the United States, and it is owned by Boeing, according to FAA documentation.

US airlines train their pilots flying the MAX on a simulator built for the 737 NG, the version preceding the 737 MAX in the 737 aircraft family.

Southwest said that’s because during the certification process for the MAX, Boeing stressed that there were only minor differences with the NG and simple computer and online training could accommodate for the differences.

The FAA, the European Union Aviation Safety Agency and Canadian regulators had approved those recommendations, Boeing stresses.

However, the 737 NG lacks an MCAS, specially designed for the MAX in order to correct an aerodynamic anomaly due to its heavier motor and to prevent the plane from stalling.

Pilot training will likely be at the heart of the meeting of international regulators in Forth Worth, Texas on Thursday when the FAA will try convince its counterparts of the robustness of its certification process for the modified 737 MAX.

The American regulator has maintained that training pilots on a simulator is not essential, a position with which pilots and its Canadian counterpart disagree.

Boeing said Thursday that it completed its software update on the 737 MAX.

The proposed fix, which addresses a problem with a flight handling system thought to be a factor in both crashes, must now win approval from US and international regulators before the planes can return to service.

US airlines have targeted August as the date they expect to resume flying on the 737 MAX.
