US Ambassador Michael George DeSombre and his counterparts from Australia, Britain, Germany and Japan have urged the Thai government to ease business restrictions in Thailand in order to attract more foreign direct investment in the post-Covid era.

The five foreign missions proposed 10 steps for Thailand to crack the top 10 in the World Bank’s global ease of doing business index.

The proposals are the outcome of consultation with Chambers of Commerce of four countries – Australia, Germany, Britain and the US – under the Foreign Chambers Alliance (FCA), DeSombre told press at his Bangkok residence on Friday.

Among the 10 proposals is a call for Thailand to open up to foreign skilled labour.

While the Board of Investment (BOI) and Eastern Economic Corridor (EEC) policy committee have offered incentives for foreign investors to bring in skilled workers, foreign businesses want a wider easing.

“We strongly encourage Thailand to open up to foreign skilled labour in general, not just through various exceptions or otherwise for the benefit of Thai people,” said DeSombre.

Thailand should make it easier for advanced manufacturing firms to establish plants here, he said. The country should not be afraid of opening up the labour market since foreign skilled workers would help train the next generation of Thai workers, he added. Thirty years ago, Dow Chemical and Siam Cement Group launched one of Thailand’s first petrochemical joint ventures with over 30 per cent of foreign workers, who helped to train Thai workers, said DeSombre. Today the same joint venture employs just one foreigner in a workforce of 1,000 people, he said, adding that a similar pattern could be seen at Ford Motor’s project in the EEC.

Meanwhile Japanese Ambassador Kazuya Nashida urged the Thai government to lift the 14-day quarantine requirement for short visits by investors from Japan. Foreign business travellers just wanted to visit Thai factories, not go shopping or to public places, and did not have more than two weeks to spare, he said.

Japan currently offers a fast-track lane for businesspeople from South Korea, Singapore and Vietnam.

He also called on Thailand to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Vietnam has an advantage over Thailand as it has already joined the CPTPP, and has other free trade agreements with the European Union and US, he said.

Germany’s Ambassador Georg Schmidt said German investors in Thailand were complaining about too much paperwork for customs clearances, tax refunds, invoices and renewal of licences and visas. Each investor has to sign about 100 such documents per week, said Schmidt.

He also praised Thailand for its digitisation efforts but called for faster development of electronic payment systems to ease business transactions. Several such initiatives are being trialled by Thai authorities.

A pivot to digital commerce is among the FCA’s 10 steps for Thailand to reach the top 10 in the ease of doing business index.

Others include simplifying and digitising cross-border clearances, simplifying BOI applications and applicability, establishing account-based customs processing, simplifying access for skilled labour, and improving bankruptcy processes.

Thailand has made impressive gains in the World Bank’s Ease of Doing Business index, moving from 46th to 26th to 21st in recent years.

“By implementing the 10 measures the FCA proposes, we predict Thailand could quickly move into the top 10 of the World Bank index,” said the statement issued by the ambassadors.

Thailand is currently facing a shortage of skilled labour. Pre-Covid, the country also faced a shortage of unskilled labour, leading to the importation of migrant labour from neighbouring countries.

Bangchak pours big bucks into overseas lithium mines to make batteries for cellphones, EVs

Bangchak Corporation Plc has diverted 18.5 per cent of its investment budget to foreign lithium mines with the aim to make battery for electric vehicles (EVs) and mobile telephones, the company’s president and chief executive officer, Chaiwat Kovavisarach, said.

“The mines are now under construction in Argentina and Nevada, United States, while the factories to produce pure lithium should be finished by the year-end,” he said.

“The investment will give Bangchak the right to buy high-quality lithium at 6,000 tonne per year, which is enough to produce 3kW/hour batteries for 150,000 EVs, or batteries for 200 million mobile phones.”

Chaiwat added that Bangchak was also planning to sign MoUs with a European battery manufacturer and Chinese partners to develop lithium-related industries that serve the need of Thailand.

“In the early phase of this project, we plan to establish a battery factory in Europe with an investment of $200-300 million within 2024, in accordance with our prediction that battery technology would start to stabilise during 2023-24 in terms of charging time, durability and power output,” he said. “We also expect that by 2025, Europe would manufacture 3-4 million EVs, while Thailand would produce 750,000 vehicles by 2030.

“Also, by 2024 there should be a single standard EV battery announced which every manufacturer must follow, which will cause the EV battery market to expand even faster,” he added.

“We will need to see higher domestic demand for electric vehicles in order to establish a factory to produce lithium ion batteries in Thailand,” added Chaiwat.

“The government needs to promote the use of electric-powered public vehicles, starting from taxi motorcycles. Banchak estimates that Thailand would see 2 million new motorcycles per year, and if these were to be electric-powered it would significantly increase domestic demand for batteries. Then, we should expand the coverage to public buses and minibuses by building charging stations along their routes.

“We should learn from China, which has tackled its air pollution problem by substituting gas-powered motorcycles with electric ones in big cities, then expanded to cars and trucks,” added Chaiwat. “As a result, their pollution situation has gradually improved while their battery industry has also expanded rapidly.”

“Lithium ion battery is eco-friendly as it can be fully recycled or used as electricity storage in power stations when its efficiency drops to 70 per cent. It will help generate battery recycling business and other battery related businesses,” he added.

Stimulus schemes to inject Bt180bn in fourth quarter

By The Nation

The two latest economic stimulus measures will inject about Bt180 billion into the Thai economy in the fourth quarter, the government announced on Friday.

The “Khon La Khrueng” (Let’s Go Halves) subsidised-shopping scheme and the personal-income-tax-deduction scheme are expected to inject Bt60 billion and Bt120 billion, respectively, said government spokesman Anucha Burapasri.

The “Khon La Khrueng” scheme, which runs from October 23 to December 31, offers about 10 million citizens discounts of up to Bt150 per day on purchases at participating stores, capped at Bt3,000 throughout the period.

As of Thursday (November 12), the scheme had racked up Bt13.4 billion in shopping purchases, half of which (Bt6.8 billion) was paid by the government. Registered shoppers have spent an average Bt208 daily.

The second scheme grants deductions on personal income tax of up to Bt30,000 per person. It runs from October 23 until December 31 and applies for the 2020 tax year. Around 4 million people will be eligible for this scheme.

EEC primed to attract large amounts in foreign investment next year: Finance Minister

By The Nation

Finance Minister Supattanapong Punmeechaow, who chaired the fourth Eastern Economic Corridor (EEC) committee for this year on Thursday, said the plan to build a smart agricultural sector in the region was making good progress.

The system aims to employ technology in the agriculture industry to boost the quality of products, and subsequently increase farmers’ income, while making farming sustainable and meeting demands.

The plan focuses on five clusters, namely fruit, fisheries, plants for bio-chemical products, herbs and high-value agricultural goods.

The EEC will implement key projects with relevant agencies, such as establishing the Eastern Fruit Corridor (EFC), giving farmers knowledge of e-commerce, developing cosmetics from agricultural products and growing organic vegetables.

As for 5G network development, the committee has signed a memorandum of understanding (MoU) with TOT to start building 5G infrastructure immediately. The project should kick off within three months in Map Ta Phut Industrial Estate and Rayong’s Ban Chang district, and create up to 100,000 jobs and establish income generating opportunities. It also hopes to lure foreign investment.

Supattanapong said the EEC Office and related agencies have continued to push for the 2022 EEC integration plan through cooperation with 18 ministries and 103 agencies with missions such as infrastructure development, tourism promotion, boosting education to improve the country’s workforce, research, technology and innovation, and improving the quality of life in mind.

He said the integration plan requires a budget of Bt300 billion, but only 20 per cent or about Bt20 billion will come from the state budget. The minister said the rest of the funding needs to come from private investment, which he hopes will start flowing in from next year.

“To attract investment in 2022, we will take proactive steps with both the Board of Investment [BoI] and the EEC. Main projects should close their deals this year, with the last one being the Laem Chabang Port. We will try to have the contracts signed within December to prove to investors that Thailand is ready,” he said.

At the same time, real signs of investment can be seen in the EEC. The BoI has said it issued more investment promotion certificates for the EEC and the third-quarter figures from the National Economic and Social Development Council to be announced on Monday should show clear signs of economic improvement.

Kanit Sangsubhan, EECO’s secretary-general, said a report on the EFC is being prepared for the upcoming EEC meeting next month, which will be chaired by the prime minister.

The fruit corridor project requires PTT and other partners to set up a cold storage system for storing 4,000 tonnes of fruit as well as building a piping system to service Map Ta Phut Industrial Estate, among others.

Narit Therdsteerasukdi, BoI’s deputy secretary-general, said in the first nine months of this year, 313 projects had applied for the promotion of investment valued at Bt109.43 billion, marking a 16 per cent rise from the same period last year, which saw applications for 309 projects worth Bt185 billion.

644 Thai firms well-armed in case an EU-US carbon war erupts

With Joe Biden set to be sworn in as US president on January 20, 2021 if all goes well, many countries are wondering if the US-China trade war will come to an end or if a technology war will erupt.

People are also waiting to see if Biden decides to return to the Paris Climate Agreement and invest more than US$2 trillion in clean energy and moves to reduce global warming.

President Donald Trump had announced on June 1, 2017, that the United States will cease all participation in the 2015 Paris Agreement.

Biden’s decision, however, may possibly lead to a carbon war and force partner countries to require labelling of carbon footprint and impose a carbon tax on products exported to the US.

Wisit Limluecha, vice chairman of the Thai National Shippers’ Council, said Thailand is ready to cope with this.

So far, more than 4,472 products in 18 key industry groups have passed the carbon footprint assessment (assessment of the amount of greenhouse gas emitted over the lifecycle of a product or service from raw material source, transportation, use and post-use waste management) and obtained the carbon footprint label from the Thailand Greenhouse Gas Management Organisation.

Most of the products are in the food and beverage industry followed by construction, petroleum and jewellery. More than 644 companies have registered for the label.

“Most products exported by large firms already have the carbon footprint label. Though the system is expensive to set up, it helps reduce costs in the long run. Thailand is considered to be the most alert and ready country in the Asean region in terms of carbon footprint. From now on, it will be necessary to help small businesses follow climate-friendly practises to help boost their competitiveness. Neither Europe nor the US require carbon footprint labelling yet, but we have to prepare. Many exporters are taking advantage of the label to boost their exports,” Wisit said.

The European Union is expected to impose an additional tax on goods that are manufactured using processes that emit carbon dioxide or greenhouse gases and do not meet EU standards. This scheme is should be enforced in 2023.

GSB wins Best Retail Bank of the Year award for fifth consecutive year

Nov 13. 2020

By THE NATION

Government Savings Bank (GSB) was named “Best Retail Bank of the Year 2020” and the “Best Bank in Deposit Aspect” after voting by attendants of the Money Expo this year.

The event is being held at Central Festival Hat Yai in Songkhla province until November 15.

The voting was organised by Money and Banking magazine and Suan Dusit Poll of Suan Dusit Rajabhat University.

The bank won the Best Retail Bank of the Year title for the fifth consecutive year. Most of the respondents said they chose GSB for its stability and attractive interest rates and other benefits.

“This year, GSB is focusing on becoming a social bank that promotes the savings habit as well as grants Thai people access to funding sources to help maximise their income potential,” said the bank. “We are proud to be an important part in developing the country’s grass roots economy and improving people’s quality of life.”

Earlier this week, GSB was rated “AAA” by TRIS Rating for the fifth year running. The country’s biggest state-owned lender was handed the highest credit status along with a “stable” outlook in Tris Rating’s latest report.

BGrim reports Bt1.24 bn net profit

Nov 12. 2020

By THE NATION

Industrial power producer BGrimm Power Plc (BGrim) reported a net profit of Bt1.24 billion in the third quarter, up 13 per cent from the previous quarter, the company said in a press statement. The continued increase in BGrim’s generation capacity, a sharp 28 per cent rebound in industrial power demand from the second quarter and continuous power plant optimisation have become key drivers to the rise in profitability, Chief Executive Officer Preeyanart Soontornwata said.

Earnings before interest, taxes, depreciation and amortisation (EBITDA) “soared with a high margin of 30.4 per cent in the quarter, while the company’s financial position was solid with more than Bt20 billion in cash on hand”, the statement said.

However, BGrim’s pursuit of “natural hedge” by borrowing in foreign currencies to curtail income risk has resulted in an unrealised foreign exchange loss of Bt310 million in the third quarter, due to the baht depreciation against the US dollar, it said.

But such items are regarded as accounting expenses that do not affect cash flow but has nevertheless depressed BGrim’s net profit in the quarter to Bt859 million, Bt501 million of which is attributed to the parent company.

For the rest of the year, BGrim expects to see its electricity sales to industrial customers continue to show an upward swing.

The amount of electricity sold to industrial customers had already bottomed out in May this year and there has been a significant recovery since then, the statement said.

Sale volumes have largely returned to normal levels in September and October.

BGrim’s projects under construction have made significant headway, the firm noted.

Ray Power’s 39-megawatt solar power project in Cambodia and the Bo Thong Wind Farm 1&2 project with an installed capacity of 16 MW are moving towards commercial start-up sometime between the fourth quarter of 2020 and first quarter of 2021.

In addition, BGrim is proceeding with seven other co-generation facilities with a combined capacity of 980 MW, which are scheduled to come on line commercially between 2022 and 2023, according to the plan.

BGrim also aims meet its targeted power sales of 7.2 gigawatts by 2025, the statement added.

As Airbnb Inc. prepares for its long-awaited Nasdaq debut, other consumer-facing technology companies are joining the going-public party, which had been dominated so far this year by enterprise software listings.

Food-delivery service DoorDash Inc., online discount retailer Wish Inc. and installment loans provider Affirm Inc. could join Airbnb in making their financials public in the next few weeks, according to people familiar with their plans. All would seek to hold their IPOs before the end of 2020, the people said.

That would add billions of dollars to the record total of more than $140 billion raised on U.S. exchanges this year, according to data compiled by Bloomberg. That includes special purpose acquisition companies, or SPACs, which have reached all-time highs, the data show.

IPO advisers are expecting to see a record amount of listing activity during the period between the U.S. Thanksgiving and Christmas holidays. Companies that sat out the market chaos during the early days of the Covid-19 pandemic are now rushing to go public, after also waiting for the result of the U.S election before making their move.

Airbnb will seek to raise about $3 billion in its IPO, people with knowledge of its plans have said, making it the largest of the four. The home rental company had intended to make its IPO filing public on Thursday, but decided to wait until next week to avoid its news being overshadowed by the aftermath of the U.S. election, Bloomberg News reported.

The public filing — or flipping — of listing documents marks an important milestone in the IPO process, giving investors their first full look at a company’s finances as well as details of its operations and ownership. Fifteen days after a prospectus becomes public, a company can begin taking investor orders for shares in the IPO.

San Francisco-based DoorDash is racing ahead with its plans after it helped pass a California ballot proposition that allows it and other gig economy companies to treat drivers and delivery workers as independent contractors rather than employees. The company, which said in February that it had confidentially filed with the U.S. Securities and Exchange Commission for an IPO, could flip its listing plans as soon as this week, people with knowledge of the matter said.

Online retailer Wish filed confidentially in late August for a listing and is likely to reveal its prospectus within two weeks, people familiar with its plans said. The Milpitas, California-based company, a sponsor of the National Basketball Association’s Los Angeles Lakers, was last valued at $11.2 billion in August 2019, a statement at the time showed.

A public filing from Affirm, which lets online shoppers pay in installments, could also be imminent, said people with knowledge of the matter. The Mountain View, California-based company said in October that it had filed with the SEC confidentially.

Investors won’t have to wait much longer to see the stock market debut of video game platform Roblox Corp., last privately valued at $4 billion. The San Mateo, California-based company said in October it had submitted confidential paperwork.

Timing for all the listings could change and discussions about valuations of the companies are ongoing, the people said. Representatives for Doordash, Affirm and Wish declined to comment.

The incoming wave of consumer technology listings follows a rush of enterprise software companies that came to market in September, when seven software makers, including Snowflake Inc., Unity Software Inc., Asana Inc. and Palantir Technologies Inc., went public.

The tech IPO boom is likely to keep rolling into 2021. Grocery startup Instacart Inc., which hit a valuation of $17.7 billion in an October funding round, could list next year, as could $10 billion software maker UiPath Inc. Used-clothing platforms Poshmark and ThredUp Inc. have each filed confidentially for a listing, while online mortgage lender Better.com has tapped banks to help it go public in 2021. Dating app Bumble is also preparing an IPO for early next year, which could value it at $6 billion to $8 billion.

Disney’s profits plummet as coronavirus keeps its core businesses flailing

CorporateNov 13. 2020

By The Washington Post · Steven Zeitchik · BUSINESS
A year ago this month Disney was riding high as it revealed it had racked up nearly $70 billion in revenue and $15 billion in operating income for fiscal 2019 while also celebrating the launch of Disney Plus.

On Thursday, the company announced darker news for 2020: amid the coronavirus, it saw operating income drop 45% for the year to just $8.1 billion, and a whopping 82% for the fourth quarter to just $600 million. Once taxes are factored in, the company lost $700 million during the quarter, which encompassed the July-September period.

The company has been battered by the pandemic, which has kept it from attracting large numbers to its theme parks and from opening new movies in theaters. Both realms are usually very popular in the summer.

Disney did disclose that it now had 73 million global subscribers to Disney Plus, making the streaming service a juggernaut in its first 12 months of operation. And there were other silver linings: Revenue for the quarter of $14.7 billion were higher than analysts’ forecasts of around $14 billion, while its loss per share was about 20 cents compared to expectations of 70 cents.

But the revenue figure was still down 23% compared to 2019. And once all expenses and taxes are included, the company lost about $700 million in the quarter after running in the black many previous summers (in 2019, it took in nearly $800 million once expenses and taxes were factored in).

In response to the challenges, the company has sought to tighten its belt. It laid off 300 workers from ESPN earlier this week and has also drastically pared down the number of employees at theme parks.

Disney Plus has been a platform for a number of social media hits, including “The Mandalorian,” whose new season came out last month. The company is aiming to release at least one piece of major content each quarter, with the Pixar original “Soul” coming in December. On Thursday, Disney announced “WandaVision,” the service’s first Marvel series, will be released on the platform in January.

But Disney Plus’ success is tempered by the investment costs associated with it. A MoffettNathanson report says the division could lose $2 billion each this year and next; Disney had acknowledged it won’t be profitable until 2024.

The company also did not reveal numbers for “Mulan,” which cost Plus subscribers $30 to watch. Disney Chief Executive Bob Chapek said the experiment was successful enough in the company’s eyes that it could well be repeated with other movies.

“We saw enough very positive results,” he said, “to know we’ve got something here in terms of the premiere access strategy. He added, “What we’ve learned from Mulan is there will be a role for it strategically with our portfolio of offerings.”

Disney has been battered by a host of coronavirus factors, including the closure of movie theaters in many states, forcing it to shift much of its movies to 2021. Disneyland remains closed as California Gov. Gavin Newsom has maintained strict reopening requirements. Walt Disney World in Florida is open, but executives have acknowledged business has been slower than anticipated.

Chapek attempted to put a good spin on the news. “Even with the disruption caused by COVID-19, we’ve been able to effectively manage our businesses while also taking bold, deliberate steps to position our company for greater long-term growth,” he said in a statement.

But in a call, he also acknowledged the difficulties in theme parks and pointed the finger at Newsom.

“We are extremely disappointed that the state of California continues to keep our theme parks closed despite our proven track record,” he said, as he referred to re-openings in Florida and Asia. “We believe state leadership should look objectively at what we’ve achieved. . .as opposed to setting an arbitrary standard.”

Minor suffers major loss of Bt5.59bn in third quarter

CorporateNov 13. 2020

By The Nation

Minor International (MINT) has recorded a third-quarter net loss of Bt5.59 billion, down 223 per cent from the same period last year as Covid-19 took a big toll on the hospitality giant.

MINT’s third-quarter revenue was Bt14.88 billion, down 50 per cent year on year, while the company’s net loss in the first nine months was Bt15.81 billion, down 328 per cent from the same period last year.

MINT’s chief financial officer Brian James Delaney predicted the company’s performance would improve over the fourth quarter and into next year as its post-Covid business plan kicks into gear.

“We expect MINT’s performance to move into positive territory by next year on hopes of a Covid-19 vaccine and the company’s asset-circulating strategy,” he said.

“Meanwhile, the company will continue to manage expenses to maintain liquidity while seeking opportunities to generate revenue amid unexpected crises.”

He added that MINT’s third-quarter revenue had doubled from the previous quarter after the company’s hotels, restaurants and retail businesses were able to reopen following the easing of lockdown restrictions.
