Government stimulus schemes are expected to inject Bt100 billion into the economy in the last three months of this year, Deputy Prime Minister Supattanapong Punmeechaow told the Krungthep Turakit newspaper.

The Bt100-billion injection will come both from government spending and from people’s spending under three stimulus measures.

Under the first measure, 14 million welfare cardholders will receive an extra monthly discount of Bt500 from October to December on their shopping. The budget for this scheme is Bt21 billion.

Meanwhile under the “Kon La Khreung” (Let’s Go Halves) measure, 10 million people will get daily discounts of up to B100 on food, beverages and household essentials (not including alcohol, tobacco or lottery tickets). The subsidy is capped at Bt,3000 per person.

The Cabinet has given the green light to both schemes.

Supattanapong said the third measure will serve wealthier citizens with tax incentives to encourage them to spend.

Meanwhile on Tuesday the Cabinet approved a budget of Bt19.5 billion to help the private sector hire 260,000 new graduates by paying half their salaries.

Supattanapong, who also serves as Energy Minister, predicted the economy would improve next year but said it might be two years before Thailand’s economic growth returns to its pre-coronavirus level.

He said the country’s existing budget would be enough to boost the economy provided there is no second wave of Covid-19. However, given uncertainty caused by the pandemic, the government stands ready to borrow more if necessary, since Thailand’s current debt is not high compared to other countries.

He added that the government was proceeding with utmost caution in budget spending in order to stay financially healthy in the post-outbreak era.

Business registrations fall 7% in August

EconSep 25. 2020

By The Nation

The number of newly registered companies fell to 5,538 in August, down 7 per cent year on year and 2 per cent from July.

“Total share capital of companies registering their business in August was Bt14.31 billion,” said Department of Business Development deputy director-general Sorada Lertapachit.

Meanwhile a total of 1,337 companies closed in August, down 24 per cent year on year, but up 6 per cent compared to July.

“Combined share capital of companies that closed [in August] was Bt5.40 billion, down 81 per cent year on year from Bt23.52 billion,” she said.

In the Eastern Economic Corridor (EEC), 4,353 new companies registered from January to August, down 12.5 per cent year on year. The majority (3,087) were located in Chonburi province and most (60.63 per cent) were in the services sector – property, construction, and food – followed by retail and manufacturing businesses.

Foreign investors hold a combined 40.51 per cent stake in the new companies – dominated by Japan (48.19 per cent), China (11.11 per cent) and Singapore (5.46 per cent).

Most new foreign investment (52.97 per cent) was in Rayong province and focused on automotive parts manufacturing.

Investment was being boosted by government efforts to mitigate the Covid-19 impact, and growth of businesses meeting demand in the “new normal” era, Sorada said.

However, a second Covid-19 wave after the country reopens to foreign tourists next month would hit business and investor confidence, so the government should impose strict health screening for tourists, she added.

Reopening to tourists will benefit the service and tourism sectors, including transportation, accommodation, restaurants, and travel businesses, she said.

“Therefore, we expect business registrations to hit the target of 70,000 companies or 5,500 companies per month at the end of this year.”

Thai banks strictly adhere to law against money laundering, bankers’ association says rejecting ICIJ report

By The Nation

The Thai Bankers’ Association and its members place great importance to strict compliance of the law and guidelines to combat money laundering, its chairman Payong Srivanich said.

His remark came in response to the International Consortium of Investigative Journalists (ICIJ)’s allegation that banks in some countries, including four in Thailand, were involved in suspicious transactions.

He added that all local banks follow a strict process of verifying clients and have name lists of the countries they are prohibited from doing transactions with.

The banks also constantly examine clients’ transactions to see if there is anything suspicious. If suspicious transactions are found, they will be reported to the Anti-Money Laundering Office as per normal.

The ICIJ published a report based on leaked reports of suspicious activities submitted to the US Treasury Department’s Financial Crimes Enforcement Network (FinCEN).

The investigation was led by 108 international media outlets from 88 countries. In Thailand, the ICIJ found 92 transactions involving four Thai banks, comprising US$9.6 million in receipt and $31.75 million in remittance between 2000 and 2017, which were flagged as suspicious.

The four Thai banks named in the report are Bangkok Bank, Kasikornbank and state-owned Krungthai Bank and Export-Import Bank of Thailand.

Recently the Export-Import Bank of Thailand (Exim Thailand) issued a statement, dismissing the allegations.

The ICIJ report also provided information about US-based correspondent banks that facilitate transactions in US dollars in more than 150 countries. The records include more than 2,100 suspicious activity reports filed by nearly 90 financial institutions to FinCEN.

The transactions do not necessarily establish any criminal conduct or other wrongdoings. The data offers an overview of how money flagged as suspicious, and in some cases linked to corruption, fraud, sanctions evasion or other crimes, flows around the globe via networks of correspondent banks, according to the ICIJ.

SCGP coming out with IPO to raise Bt45 billion

CorporateSep 24. 2020

By The Nation

SCG Packaging (SCGP), a subsidiary of Siam Cement (SCC), will launch an initial public offering (IPO) to raise approximately Bt45 billion of capital.

SCGP will sell not more than 1.12 billion IPO shares, accounting for 26.5 per cent of company stock. The firm may allocate another 169.1 million over-allotted shares.

The IPO share price is between Bt33.5 and Bt35, accounting for a price-to-earnings ratio (P/E) of 23 times, while the company will allow investors to request an IPO share subscription from September 28 to October 7 this year.

SCGP Chief Executive Officer Wichan Jitpukdee said Bt27 billion from this fundraising will be used for business expansion, of which Bt8.2 billion will go to increase the company’s production capacity in Thailand, Vietnam, the Philippines and Indonesia.

Wichan said Bt13 billion will go for repaying debts to financial institutions and Bt4.5 billion will be used as circulating funds.

“This fundraising will help expand SCGP’s business in Asean countries, especially in Thailand, Vietnam, Indonesia, the Philippines and Malaysia,” he said.

The SCGP shares are considered large-cap shares, with the firm’s market capitalisation after IPO sales being Bt140 billion, with a listing in the SET50 Index, Chief Financial Officer Kulachet Dharachandra said.

“SCGP’s business was able to escape volatility as company sales from 2016 to 2019 increased by 6.1 per cent yearly to Bt89 billion, while sales in the first half of this year increased by 10.5 per cent to Bt45.9 billion,” he said.

Merchant Partners Asset Management senior director Prakit Siriwattanaket believes there is a possibility institutional investors will reduce their investment in stocks to buy SCGP shares because the company’s business is growing.

He said Bangkok Commercial Asset Management shares would face mass sell-offs because institutional investors were holding a large proportion of these shares.

“There are 16 institutional investors who have the right to buy 600 million SCGP shares worth Bt21 billion,” Prakit added.

JTS set to penetrate hyperscale data centre and cloud services market

Sep 24. 2020

Jasmine Telecom Systems (JTS) and South Korea’s KT Corporation have signed a strategic collaboration agreement in which JTS will enter the hyperscale data centre and cloud service market in a bid to attract global cloud service providers to Thailand.

JTS director and acting president Somboon Patcharasopak, right, with KT chief executive officer Hyeon-Mo Ku.

JTS director and acting president Somboon Patcharasopak, right, with KT chief executive officer Hyeon-Mo Ku.

“The hyperscale data centre and cloud service business will be a foundation to add value to Jasmine Group’s network business,” said JTS director and acting president Somboon Patcharasopak. “This strategic partnership with KT will bring together global cloud service partners for further expansion of other services.”

KT will act as a strategic partner in business development and collaboration with global cloud service providers.

Somboon said JTS’s experience, starting with providing telecommunication services to corporate customers, including cloud infrastructure as a service, allows the understanding of rapid change in customers’ needs and realises the importance of data in today’s business environment.

Storing data in various formats, including text, images and videos, all of which are also constantly updated, requires large storage space and needs more efficient processing. There is also a risk of data loss or data being unusable in the case of a single point of storage, something the company’s cloud service and data management service will address.

Furthermore, collaborating with global cloud service providers will require the company to arrange a hyperscale-class data centre to support the expansion and storage space.

KT is currently the number one telecommunications operator in South Korea and has been an IDC specialist in that country for more than 10 years, while JTS is equipped with service providing experience in data centres from its affiliated companies, and infrastructure as a service, including international private leased circuits.
