A former manager of the Thailand national under-23 football team has called for a review of the NBTC’s “must have” rule, which has created difficulties for Thailand in secure the broadcasting rights for the 2022 World Cup.

In a Facebook post on Wednesday, Watanya Bunnag said that with only 11 days left, it remains unclear if Thai football fans will be able to watch the World Cup.

She also raised the issue of propriety if the National Broadcasting and Telecommunications Commission (NBTC) has to spend 1.6 billion baht to acquire the rights for the broadcast when not everyone in society is interested in football.

Watanya explained that the NBTC had instituted the “must have” rule after the auctions for digital television licences so that people from all sections of society will be able to watch important programmes without restriction, as happened during the 2014 World Cup.

She said that the objective of the rule was to prevent people from getting exploited or placing unnecessary burdens on operators.

However, the rule was twisted as it interfered with the market mechanism, because the cost of broadcasting rights depends on the viewership. Therefore, the cost will be extremely high when compared to other programmes, as the football World Cup is held every four years.

She said that buying the broadcast rights would create no problems if it were worth investing in. However, the “must have” rule was discouraging investors as they do not get exclusive broadcasting rights, which are required to generate revenue and profits.

In the past, the Television Pool of Thailand (TPT) was formed with channels 3, 5, 7, and 9. They invested together for broadcasting rights and spread the broadcast and revenue equally depending on the investment ratio.

TV operators or programme owners must pay the TPT if they want to use the footage or content, including advertisers.

Watanya suggested reviewing this rule, as it would solve the root cause of the problem, even though it might be too late for this World Cup. She said that the government should find a source for the budget otherwise people would question the use of taxpayers’ money for something not beneficial to them.

She said the market mechanism could solve the problem without burdening the government or the people.

Watanya also explained the reason why Thailand’s broadcasting rights were more expensive than other countries.

She said that the Fifa licensee knew that the government must secure the broadcast rights no matter how expensive it is, and that is the reason Thailand pays more than other countries in the region.

She summarised the “must have” rule, which was used to protect the people, is costing tax money and allowing foreigners to extort easily.

Video game developer EA Sports has used its football game “Fifa 23” and come up with a prediction that Argentina will beat arch-rival Brazil in the final to win the 2022 Fifa World Cup.

EA Sports has a track record of correct predictions, picking the eventual winners of the 2010, 2014, and 2018 World Cups, the company said.

For this World Cup, to be held in Qatar, EA Sports used its “Fifa 23” game with dedicated Fifa World Cup 2022 ratings to simulate all 64 matches.

According to the simulation, Argentina would take on Brazil for the first time in the World Cup since 1990, and for the first time ever in the World Cup final.

The game predicted that Lionel Messi would lead Argentina to victory for his first World Cup victory. It would be Argentina’s first World Cup triumph since 1986, and their third overall.

EA Sports also predicted that Messi would win the Golden Boot award, with eight goals in seven games, followed by Memphis Depay with six goals in five matches, and Kylian Mbappé with six goals in seven matches.

With eight goals, Messi is also predicted to win the “Golden Ball” award as the best player in the tournament.

The simulation predicted a four-way tie for the “Golden Glove” award between Rui Patrício of Portugal, Alisson of Brazil, Dominik Livaković of Croatia, and Emiliano Martínez of Argentina.

However, Martinez would pip his rivals as his team would advance the farthest in the tournament, EA Sports predicted.

It also named the team of the tournament in a 4-2-4 formation:

  • Goalkeeper – Emiliano Martínez (Argentina)
  • Defenders – João Cancelo (Portugal), Raphaël Varane (France), Marquinhos (Brazil), Marcos Acuña (Argentina)
  • Midfielders – Leandro Paredes (Argentina), Rodrigo de Paul (Argentina)
  • Attackers – Vinícius Jr (Brazil), Lionel Messi (Argentina), Kylian Mbappé (France), Richarlison (Brazil)

Land prices in the suburbs of Greater Bangkok are increasing due to the rising demand for housing development, the Real Estate Information Centre (REIC) said on Wednesday.

“Land prices in the suburbs of Greater Bangkok are not very high compared to the extremely high rates in the centre of Bangkok,” the centre said.

The top five areas where land prices increased in the third quarter of this year were:

  • Bang Phli, Bang Bo and Bang Sao Thong districts of Samut Prakan province – up 55.7% year on year
  • Muang and Pak Kret districts of Nonthaburi province – up 42.8% year on year
  • ​Muang, Lat Lum Kaeo and Sam Khok districts of Pathum Thani province – up 28.1% year on year
  • Rat Burana, Bang Khun Thian, Thung Khru, Bang Bon and Chomthong districts of Bangkok – up 26.4% year on year​
  • Phra Khanong, Bangna, Suan Luang and Prawet districts of Bangkok –  up 11.6% year on year

The REIC said the price of land near electric train routes also increased in the third quarter of this year on progress in construction and property developers announcing new housing projects.

The top five electric train routes where the land price has increased were:

  • MRT Purple Line: up 9.0% year on year, especially in Nonthaburi’s Muang and Bang Bua Thong districts
  • MRT Pink Line: up 5.8% year on year, especially in Bangkok’s Lak Si and Khan Na Yao districts
  • BTS Sukhumvit Line: up 5.2% year on year, especially in Bangkok’s Chatuchak, Bangna, Phya Thai and Phra Khanong districts
  • MRT Yellow Line: up 4.7% year on year, especially in Bangkok’s Prawet district and Samut Prakan’s Bang Phli and Muang districts
  • MRT Brown Line: up 4.4% year on year, especially in Nonthaburi’s Muang district and Bangkok’s Lak Si district.

The Norwegian Seafood Council (NSC) has launched a 72-million-baht marketing campaign to promote Norwegian salmon, fjord trout, and Norwegian saba in Thai cuisine, with a goal of increasing sales volume by 20 per cent by 2023.

Asbjorn Warvik Rortveit, NSC director for Southeast Asia, told a press conference on Wednesday that the campaign also aims to introduce Norway as a high-quality and sustainable seafood nation.

“This is the biggest campaign we have ever launched in the Thailand market,” Rortveit stated.

He noted that the sales of salmon this year has enabled them to secure a budget for a marketing campaign that would help raise awareness among the Thai public about the innovation, technology, and sustainability of aquaculture in Norway.

He said the campaign was being launched in Thailand as the country has the highest salmon consumption in Southeast Asia, followed by Vietnam and Singapore.

An NSC report showed a record total value of 446 billion baht in the total value of Norwegian seafood exports worldwide from January to October 2022. This represents a 14% increase of 54 billion baht over the same period in 2021, equivalent to 37 million meals per day or 25,000 meals per minute.

Thailand saw a 6% increase in volume, totalling 16,100 tons, and a 55% increase in value, amounting to 5.4 billion baht.

The most significant increase has been in fjord trout, where Thailand has become the second-largest export market behind the United States, with a 51% increase in volume totalling 6,600 tons and a 114% increase in value totalling 2.2 billion baht. Norwegian saba has seen a 23% increase in volume this year, totalling 9,400 tons.

“We see a lot of potential for growth here. Although the increase in salmon prices due to logistics costs and inflation will lower the amount, the demand for salmon and other Norwegian seafood remains positive,” said Rortveit.

During a downturn, people tend to cut back on their purchases of luxury items such as cars, watches, and formal attire. However, good food is an exception because it is one of the few ways people treat themselves to help them get through this difficult time, he explained.

Meanwhile, because Norwegian seafood production is limited in order to protect the overall environment, market prices will remain stable.

“Thailand remains one of our most important markets in Asia and the world, behind China in terms of online purchasing volume, thanks to the popularity of Japanese food. To date, we have had a very satisfying year with total revenue of 72 billion baht. We expect the market value to grow by close to 70% this year,” Rortveit said.

The total marketing budget, he said, would be used primarily to promote the campaign titled “The Story from the North” through various channels such as TV, PR, YouTube, Facebook, Instagram, MRT, BTS, and out-of-home media channels nationwide from August to December 2022.

The campaign will work with Yaya – Urassaya Sperbund, a Thai-Norwegian actress and the first Thai presenter for seafood from Norway to promote the consumption of Norwegian seafood.

The NSC is a publicly traded company, owned by the Norwegian Ministry of Trade, Industry, and Fisheries. It works with the Norwegian fisheries and aquaculture industries to develop markets for Norwegian seafood, representing the country’s seafood exporters and the seafood industry.

Norway is the world’s leading producer of Atlantic salmon and one of the largest seafood exporters in the world. The country has relied on its strict guidelines, close monitoring, and sustained commitment to development. This includes a 620-million-baht investment from fish farmers each year to fund research and development.

Berli Jucker Public Co Ltd (BJC) on Wednesday notified the Stock Exchange of Thailand (SET) that it has not made a decision to relist its subsidiary, Big C Supercentre Pcl, on the SET through an initial public offering (IPO).

The company was responding to a news report by Bloomberg on Tuesday that it was looking to raise more than US$500 million (18.5 billion baht) and was currently in discussions with investment banks to seek proposals for the share sale, which could take place as early as next year.

Bloomberg cited an unnamed source familiar with the matter.

BJC said it would notify the SET once there was progress in the matter.

Big C was established in 1993 by the Central Group. In 2012, the firm raised over 4.2 billion baht through an IPO.

In 2016, French retailer Casino Guichard Perrachon SA agreed to sell a 58.6% stake in Big C to TCC Holding Co, controlled by Thai billionaire Charoen Sirivadhanabhakdi, for 3.1 billion euros. Later in 2017, Berli Jucker Pcl, a subsidiary of TCC, acquired Big C and the company was subsequently delisted.

Big C Supercenter Pcl now operates a chain of supermarkets and convenience stores at 1,792 locations in Thailand, Vietnam, Laos and Cambodia. Earlier this year, the company acquired 18 Kiwi Mart stores in Cambodia under a plan to rebrand them as Big C Mini.

They discussed trade and investment opportunities between CP Group and the Middle East nation.

The meeting was part of Al-Falih’s expedition to Thailand to attend a Thai-Saudi Arabian Investment Forum on Monday.

The forum was held jointly by Thailand’s Foreign Ministry and the Eastern Economic Corridor Office of Thailand to present business opportunities for Thai investors in Saudi Arabia and investment opportunities for Saudi investors in the EEC.

Chinese Premier Li Keqiang held a meeting with Cambodian Prime Minister Hun Sen in Phnom Penh on Wednesday on deepening mutually beneficial cooperation.

Li noted that China and Cambodia enjoy a deep traditional friendship, a high degree of political mutual trust, and fruitful practical cooperation in various fields.

In 2016, Chinese President Xi Jinping made a successful visit to Cambodia. In 2020, Xi awarded Cambodian Queen Mother Norodom Monineath Sihanouk the Friendship Medal of the People’s Republic of China, noting that both events marked new chapters in China-Cambodia friendship.

Pointing out that Hun Sen was the first foreign leader to visit China after the sudden outbreak of COVID-19, Li said he is very glad that his first trip abroad to Phnom Penh amid the almost three-year pandemic is to attend the East Asia leaders’ meetings and pay an official visit to Cambodia.

He said China views all countries, regardless of their sizes, as equals and supports Cambodia in taking a development path that meets its national context and playing a more important role on international and regional platforms.

China stands ready to enhance high-level interaction and communication with Cambodia, support each other on respective core interests and major concerns, and promote continued and sound development of China-Cambodia relations to the benefit of their people.

Li pointed out that next year will mark the 65th anniversary of the establishment of diplomatic relations between the two countries, adding that it will be a good opportunity for them to make the multiple events under the China-Cambodia Year of Friendship a success.

China will increase imports of fine Cambodian agricultural products and support Cambodia in accelerating industrialization, he said.

The two countries will deepen cooperation on science and technology, education and culture, and increase direct flights, Li said, adding that China is ready to do its best to help Cambodia improve people’s livelihood.

Stressing that a stable and prosperous Cambodia has great significance for regional stability, development and the growth of relations between China and the Association of Southeast Asian Nations (Asean), Li said that China fully supports Cambodia in hosting the leaders’ meetings on East Asian cooperation as the current Asean Chair, firmly supports Asean unity and centrality, support the Asean-led regional cooperation architecture as well as a bigger role of Asean in promoting international and regional peace and development.

For his part, Hun Sen said that Cambodia and China are iron-clad friends and the bilateral friendship is endorsed and supported by the Cambodian people. Noting that Cambodia firmly upholds the one-China policy and supports building the Cambodia-China community with a shared future, Hun Sen said that Cambodia will work with China to deepen bilateral relations and cooperation.

The two sides also had an in-depth exchange of views on issues of mutual interest.

After the meeting, Li and Hun Sen jointly witnessed the signing of more than 10 bilateral cooperation documents and inaugurated the Phnom Penh-Sihanoukville Expressway.

On Wednesday afternoon, Li laid wreaths at the Independence Monument of Cambodia and the Statue of King Father Norodom Sihanouk.

Prime Minister Prayut Chan-o-cha, accompanied by his wife Naraporn Chan-o-cha, travelled to Cambodia for the 40th and 41st Asean summits.

The PM and his wife departed from Bangkok on Thursday at 7.30am to participate in the summits from Thursday to Sunday.

The key meetings, held under the theme of “Asean: Addressing Challenges Together”, will also see the conclusion of Cambodia as Asean chair, a role which ends on December 31 before Indonesia officially takes over.

During the meeting, Thailand will focus on strengthening Asean to prepare for the challenges ahead, especially in public health and economy, while also creating future opportunities for a sustainable future and retaining peace and stability in the region.

The Ministry of Foreign Affairs and International Cooperation laid out Prime Minister Hun Sen’s agenda for the upcoming 40th and 41st Asean Summits and Related Meetings and the 2nd Asean Global Dialogue, which will be held in Phnom Penh from November 10-13.

In a press statement, the ministry said the four-day top-level events will consist of the 40th and 41st Asean Summits, and related meetings. They include the 25th Asean-China Summit; the 25th Asean-Japan Summit; the 23rd Asean-ROK Summit; the 25th Asean Plus Three Summit;Asean-India Commemorative Summit to mark 30 years of Dialogue Relations; the 10th Asean-US Summit; the 2nd Asean- Australia Summit; the Asean-Canada Commemorative SummitAsean-United Nations (UN) Summit; and the 17th East Asia Summit (EAS).

King Norodom Sihamoni is expected to meet with Asean heads of State and government ahead of the kickoff of the meetings.

Hun Sen and other Asean leaders will meet with representatives of the Asean Inter-Parliamentary Assembly, Asean Youth and the Asean Business Advisory Council.

“They will also attend the 2nd Asean Global Dialogue on Post Covid-19 recovery which will be participated in by the heads of several major international organisations. The Leaders of some Asean dialogue partners are also expected to attend the dialogue,” said the ministry.

Hun Sen will also have bilateral meetings with some heads of delegations.

Hun Sen will hand over the gavel of the Asean chair to Joko Widodo, President of Indonesia, as the next Asean chair, at the closing ceremony of the 40th and 41st Asean Summits and Related Summits.

During the meeting, Spain and Ukraine are expected to get accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC). A TAC signing ceremony for the two countries is planned and will be presided over by Foreign Minister Prak Sokhonn, according to the statement.
