The Metropolitan Police Bureau and the Foreign Ministry is closing several roads and parts of an elevated expressway on Thursday evening and early Friday for a second rehearsal of motorcades that would transport Apec dignitaries next week.

Deputy government spokeswoman Traisuree Taisaranakul said the rehearsal would be held from 4.30pm to 8pm and from 9pm on Thursday to 3am on Friday.

She said the first rehearsal for the summit next week was carried out successfully on November 6.

According to the spokeswoman, the roads that will be closed from 4.30pm to 8pm are:

– Phitsanulok Road (from Misakawan Intersection to Sisao Thewes Intersection)

– Ratchadamnone Road (from Misakawan Intersection to Phan Fah Leelart Intersection and on to Phan Pipop Intersection to Pom Phadet Intersection)

– Na Phra Lan Road

– Na Phra That Road

– Maharaj Road (from Tha Chang Intersection to Tha Tian Intersection)

– Thay Wang Road

– Sanam Chai Road (from Territorial Defence Command Intersection to Pom Phadet Intersection)

– Pinklao Bridge.

The roads that will be closed from 9pm on Thursday to 3am on Friday are divided into three groups:

Roads on the side of gateways and exits of Rama II/IV expressways:

– Ploenchit Road (from Ratchaprasong Intersection to Ploenchit Intersection)

– Sukhumvit Road (from Ploenchit Intersection to Soi Sukhumvit 22)

– Ratchadamri Road (from Ratchaprasong Intersection to Sala Daeng Intersection)

– Wireless Road (from Ploenchit Intersection to Wireless Intersection)

The Department of Livestock Development’s (DLD) Quarantine and Inspection Canine Unit at Suvarnabhumi Airport was quick to detect three bags of smoked bat, ham and bacon smuggled from China’s Kunming on Thursday.

The team discovered the smuggled items instantly, thanks to well-trained beagle dogs.

The crackdown on animal/carcass smuggling aims to prevent the spread of African swine fever (ASF), which has been found in pigs, and the Nipah virus found in bats.

“The team is seeking the elimination of smuggled items in line with DLD regulations to prevent the spread of diseases,” said DLD director-general Somchuan Ratanamungklanon.

He said the unit is inspecting baggage from both departure and arrival flights, especially flights from countries at risk of ASF and Nipah, such as Cambodia, Malaysia, Taiwan, Laos, Vietnam and China.

Anyone who smuggles animals or carcasses into Thailand will face stern punishment under Section 31 of the Animal Epidemics Act BE 2558 (2015), Somchuan warned.

“The DLD would also like to ask people to consume only warm cooked meat and avoid eating weird animals to stay healthy,” he added.

Police swooped down upon a “suspicious” closed barbecue restaurant in central Pattaya and were shocked to find it was being renovated into a large casino thought to be owned by a Chinese investor. They reportedly seized the building.

Deputy National Police chief Surachate Hakpal had urgently ordered Trat and Chonburi police to investigate the suspicious building in Pattaya owned by the Chinese man who planned to allegedly conduct a shady business.

The building used to be a large Thai barbecue restaurant but it was closed for renovation.

The police, armed with a search warrant, turned up in force at the building and promptly handed it to the person who claimed to be a keeper – a 17-year-old who lives in Sattahip district.

On entering the building, the police were shocked: they found it was being renovated into a large baccarat casino.
Inside they found a carpeted hall, a chip exchange room, two VIP rooms, a security room, a little kitchen, washrooms, storage room and two rooms for accommodation.

The police also came across six baccarat tables, a Dragon Tiger table, 500 dice, around 400-500 decks of cards and other gambling equipment. All furniture was spanking new.

The police seized all items and detained the teen keeper in a bid to find the real owner.

According to a brief investigation, the casino was being built on a 16-rai plot of land. The building has been owned by the Chinese investor since 2016. The land had been separated to construct a boxing stadium, karaoke, Thai barbecue restaurant and Chinese restaurant, which were closed during the Covid-19 pandemic.

The police are conducting a thorough investigation to find the owner as they only know he is a Chinese male named Ming.

The baht opened at 36.17 to the US dollar on Friday, strengthening from Thursday’s close of 36.94 to a two-month high.

The currency will likely move between 36.00 and 36.30 against the greenback during the day, forecast Krungthai market strategist Poon Panichpibool.

The market is in a risk-on state, boosting the baht to near its support level at 36 to the weakening dollar, with foreign investors pouring back into Thai stocks, he said.

However, he warned of exchange rate volatility if worse-than-expected GDP data from the UK confirms recession in the world’s sixth-largest economy, which would see the pound weaken.

He advised that rapid strengthening of the baht may slow and go into reverse if new factors emerge, such as the dollar strengthening or other currencies weakening.

Poon advised investors to use hedging tools such as options to manage risks in a highly volatile currency market.

The private sector is wary of investing in the 2022 World Cup as the purchase of broadcast rights has not been completed yet.

The National Broadcasting and Telecommunications Commission (NBTC) had approved a budget of 600 million baht to acquire the broadcasting rights for the matches.

Media Intelligence director Pawat Ruangdejworachai said there was no clarity in the purchase of the World Cup broadcast rights so product and service brands might wait before spending on marketing campaigns.

However, he said, some brands might use the so-called “ambush marketing strategy”, following the trend of brands, including those to do with beer, soft drinks and hair treatment products, to hit the field with campaigns in advance.

Meanwhile, football fans are eagerly waiting to catch what are expected to be thrilling, world-class matches on TV post-Covid.

“There are two dimensions to the 2022 World Cup – the atmosphere and liveliness,” Pawat said.

If the main advertisement spot goes for just millions of baht, it will not be worth the total investment of 1.6 billion baht to procure the broadcasting rights, he maintained.

If the private sector has to invest 1 billion baht for the broadcast rights, big corporations might broadcast the matches on their channels apart from the government channel, he added.

For example, if CP group invests in the broadcast rights, some matches might be broadcast on its True4U channel.

They also might not sell advertisement packages worth just millions of baht to smaller companies for these firms can steal their spotlight, so they might advertise their goods and services directly to consumers instead, Pawat said.

However, if a single company shells out big money for the broadcasting rights, they might sell advertisement spots for big products such as cars or consumer goods to get back their investment, he said.

“Previously, World Cup advertisement packages were sold at least three months in advance to give brands enough time to draw up campaigns,” Pawat noted.

“There were no such campaigns this time around amid a slowing economy, while the 2022 World Cup will be held in the middle of the English Premier League season so some attention might be diverted.

“However, some brands are using ambush marketing strategies to follow the trend of advertising during big sporting events,” he added.

The One Enterprise chief operating officer Deaw Woratangtrakul was of the opinion that if the cost of the broadcasting rights is 1.6 billion baht for 64 matches, this means it would cost 25 million baht per match. If 25 minutes of advertisements are sold during each match, it will cost 1 million baht per minute.

Currently, the Broadcasting and Telecommunications Research and Development Fund for Public Interest (BTFP) has only 2.8 billion baht left, he said, questioning whether using money to purchase the broadcasting rights is in line with the BTFP’s objectives.

Meanwhile, licences for digital televisions have only seven years left so the TV industry might also question if the investment is worthwhile.

However, Pun Paniangvait, manager of Thai President Foods, the maker of Mama noodles, said his company would surely come out with a marketing campaign for Mama even if there was no clarity on the broadcasting rights as fans are in the habit of consuming the noodles during matches.

Coca-Cola has already spent 50 billion baht on a marketing campaign and released limited-edition soft drinks sporting national flags, while shampoo brand Clear has come out with products featuring Portuguese football superstar Cristiano Ronaldo as the presenter.

According to a business source, the government sector is seeking help from private firms to purchase the broadcast rights for the World Cup, but only two companies agreed to pitch in – CP Group and Thai Beverage.

The source added that NBTC is confident Thai fans will be able to watch the competitions because it had already discussed the issue with the private sector but had not reached a decision on how much each company would need to spend.

There are only a few giant companies in Thailand that can help with the purchase of the broadcasting rights. Most are the same firms that helped in the purchase of the 2018 World Cup broadcast rights.

Fans have booked accommodation in more than 90,000 rooms, tents, apartments, villas and portacabins on each of the peak days of the World Cup, tournament organisers said Wednesday (November 9), adding that at least 25,000 rooms are still available each day.

“The market is still open and (fans) have enough time to decide and to book,” said Omar Al-Jaber, executive director of accommodations for the Supreme Committee of Delivery and Legacy (SC), organisers of Qatar’s World Cup, which begins Nov 20.
 

He stood in a giant tent that will serve as the dining hall for a fan village workers have set up on a stretch of desert hemmed in by expressways south of Doha.

For $200 a night, fans can rent one of 6,000 brightly-painted aluminium portacabins, arranged in long, straight rows.

After the tournament, Qatar will donate the portacabins to “poor countries” to be used as houses, Al-Jaber said.

Qatar is expecting 1.2 million visitors during the month-long tournament, with the peak number expected between Nov 24 and 28, during the busy group stage.

On average, fans will spend seven nights in Qatar, al-Jaber said.

EPSON tour players Pavarisa Yoktuan and Jaravee Boonchant shared the second round lead at four-under par -140 after the second round of the Bt2.5 million SAT-TWT Open Road to World Ranking at Pattaya Country Club in Chonburi on Tuesday.

The 28-year-old Pavarisa carded five birdies before stumbling to a bogey on the 13th hole to finish the day with a 68 at the par-72 6,542-yard layout. She surged atop the leaders’ board which was shared by the up-and-coming Jaravee after the latter submitted her scorecard with an even par.

Hailing from Nakhon Si Thammarat, Pavarisa is making her first domestic event in several months after completed her season on the EPSON Tour at No 23 on the money rankings.

“The flag positions are very tough. Luckily, I played very well on par five holes. I made some good long putts. I was quite happy with my round,” said Pavarisa, also a former LPGA player.

I’m also using this tournament as a warm-up before I fly to the US for the LPGA Qualifying series,” added Pavarisa whose best attempt on the LPGA was a tied fifth position in the Marathon Classic back in 2019.

“My plan for the final is pretty much the same. The court sets up pretty tricky and it’s very windy especially in the morning. I will stick to my game plan and hope things will go my way,” she added.

“Even I hit a 72 today, I’m still satisfied with my round judging from how tough the flag positions are and how windy it is here. I still put myself in a good position and I expect the final round to be very entertaining as everyone will be attempting to shoot scores,” Jaravee said.

Overnight leader Kusuma Meechai was far from impressive after she hit four bogeys, one double bogey against only two birdies for a 76 and a 143 in total. 

The ninth SAT-TWT Open is organized by Thailand Women’s Professional Golf Association (Thai WPGA). It will be competed in a three-day stroke-play format. After 36 holes, top 60 and ties will move ahead to the final round where they will battle it out for the winner’s prize money of Bt367,500.

The SAT-TWT Open Road to World Ranking is sponsored by the Sports Authority of Thailand, National Sports Development Fund, Siam Commercial Bank, P Overseas Steal (Public Company Limited), T.D.C. Steel Group Co.,Ltd., and Pattaya Country Club.
