JAKARTA

BANK INDONESIA (BI) has raised its policy rate as it seeks stability amid lingering external pressures, while hinting at further increases down the line.

The central bank’s seven-day reverse repo rate was increased by 25 basis points to 4.50 per cent, while lending facility and deposit facility rates were also raised by 25 bps, to 5.25 and 3.75 per cent, respectively.

“Bank Indonesia will continue to monitor the development of the economy and is ready to undertake stronger measures to ensure macroeconomic stability is maintained,” said Bank Indonesia Governor Agus Martowardojo in Jakarta on Thursday.

As part of its policy mix, the central bank also decided to keep its counter-cyclical capital buffer at 0 per cent in a bid to maintain stability of the financial system and encourage banking intermediation.

Agus also said BI would continue its effort to maintain stability of the rupiah in accordance with its fundamental values, while pushing for market mechanism through monetary market operations directed toward ensuring sufficient liquidity in the market.

External risks

Among external risks that the central bank has continued to monitor are the increase of the United States treasury yield and the Federal Reserve’s interest rate, the increase in the global oil price, tension between the US and China over trade, and geopolitical risks from the US decision to call off the Iran nuclear deal.

Agus said the previous policy mix and the current policy response aligned with its target to maintain inflation between 2.5 and 4.5 per cent in 2018 and 2019.

PHILIPPINES’ GOVERNMENT will spend up to 80 billion pesos on the rehabilitation and reconstruction of war-torn Marawi City, with groundbreaking slated for mid next month.

Task Force Bangon Marawi chair Eduardo Del Rosario told reporters that the rehabilitation of “ground zero,” or the area most affected by the five-month fighting between government forces and Islamic State supporters last year, was estimated to cost 22 billion pesos.

Another 55 billion pesos will be allocated for intervention in surrounding areas, according to Del Rosario.

The total cost of rebuilding Marawi and its outskirts in the next four years could reach 80 billion pesos, Del Rosario said, adding that the final figure would be determined by the first week of June.

The government had already allocated 10 billion pesos under the 2018 national budget, while the Bureau of the Treasury planned to issue so-called “Marawi bonds” to raise funds, Finance Secretary Carlos Dominguez III said.

“We will be issuing bonds specifically for Marawi, and they will be retail bonds because we think every Filipino will want to share in the rehabilitation of Marawi.

“We will also offer international agencies and countries an opportunity to participate in the financing of the rehabilitation of Marawi,” Dominguez said.

ANZ sells majority stake in JV bank in Cambodia

AUSTRALIA and New Zealand Banking Group (ANZ) has announced that it had reached an agreement to sell its 55 per cent stake in Cambodian joint venture ANZ Royal Bank to J Trust, a Japanese holding company listed on the Tokyo Stock Exchange.

The decision to sell its stake is in line with ANZ Group’s ongoing strategic review of international partnerships, in order to simplify their business and operate wholly owned entities in the region, according to the announcement.

The company did not disclose the value of the deal and said the transaction has been approved by the Royal Group, the local partner in the venture.

The proceeds, however, including transaction costs, taxes and the release of accumulated foreign currency translation reserves equates to a A$30 million (US$22.5 million) loss on sale completion for ANZ, according to the announcement.

The agreement remains subject to final regulatory approval from the National Bank of Cambodia and the Ministry of Commerce.

ANZ Group Executive Farhan Faruqui said this joint venture has been beneficial to both ANZ and the Royal Group over the past 13 years, with ANZ Royal now a strong and successful bank.

“We view the business environment in Cambodia as attractive and recognise it’s an important growth economy in the Asean region; however the sale is in line with our efforts to exit minority investments and partnerships to focus on our Institutional business in Asia”, said Faruqui.

ANZ also announced a withdrawal from the Philippines and the sale of Shanghai Rural Commercial Bank in China.

“We remain committed to our Institutional presence in Asia. Our regional network is an important differentiator for ANZ and key to our ambition to be the best bank to support companies with trade and capital flows throughout the region,” said Faruqui.

J Trust is a Japanese diversified financial holding company listed on the Tokyo Stock Exchange with a current market capitalisation of $800 million.

In the press release on Thursday, Royal Group, owned by tycoon Kith Meng, expressed thanks to ANZ for its efforts over the past 13 years in building a strong world-class bank and welcomed J Trust as a new partner Royal Group said it looks forward to an exciting period of growth and expansion for the bank.

“Cambodia’s economy will continue its impressive growth and J Trust along with Royal Group will be actively assisting this growth,” the group said.

J Trust has operations in five countries including banking operations in South Korea and Indonesia.

ANZ will continue to own its 55 percent stake and manage the ANZ Royal business for up to 12 months, working closely with J Trust to ensure a smooth transition of ownership.

The relationship between ANZ and the Royal Group has seen some controversy in the past.

Last year, the Australian financial institution distanced itself from its local partner following a report by Cambodia’s National Police that linked Meng to illegal timber smuggling operations.

A report published by Cambodia’s National Police this week accused Royal Group, owned by Meng, of laundering illegal timber through the Lower Sesan II hydropower project. It accused the conglomerate of using its licence to clear the reservoir area as cover for its subsidiary’s laundering of timber from elsewhere.

The British Embassy is hosting a four-day exhibition in Bangkok to celebrate the royal wedding of Prince Harry and Meghan Markle that is taking place in the UK on Saturday.

The photo exhibition at Siam Paragon shopping mall, which started on Friday and ends on Monday, includes stories and rare photos of the couple, and photos from past British Royal Family weddings.

The exhibition is also giving people in Thailand the opportunity to write congratulatory messages to the couple, said Executive of Siam Paragon, Chadatip Chutrakul. The messages will eventually be sent directly to Kensington Palace to present to the couple with the help of the British Embassy, she said.

Thailand and Britain have long historical ties and both countries have much in common, especially related to them both having constitutional monarchies.

At the “Siam Paragon Celebrates the Royal Wedding in Collaboration with the British Embassy Bangkok”, there are the exhibitions narrating the love story between the royal couple, as well as information about other wedding ceremonies involving the British Royal Family.

The event includes many zones, including Prince Harry and Meghan The Royal Wedding Journey, Royal Wedding and The Tiara, The Royal Engagement and Royal Wedding Dress through the Ages.

Prince Charles will walk Meghan Markle down the aisle during her marriage to his son Prince Harry after her father pulled out of the ceremony for health reasons, Kensington Palace announced Friday.

UN mulls sending international war crimes probe to Gaza

The UN Human Rights Council will meet Friday to decide whether to send international war crimes investigators to probe the deadly shootings of Gaza protesters by Israeli forces.

The special session of the UN’s top rights body will consider a draft resolution calling for the council to “urgently dispatch an independent, international commission of inquiry”, the UN’s highest level investigation.

The special session comes after a month and a half of mass protests and clashes along the Gaza border, calling for Palestinian refugees to be able to return to their homes now inside Israel.

The largest demonstrations coincided with the move of the US embassy in Israel from Tel Aviv to Jerusalem on Monday, which saw Israeli forces kill some 60 Palestinians, pushing the overall toll well over 100.

Israel has justified its actions, saying they are necessary to stop mass infiltrations from the blockaded Palestinian enclave run by Islamist movement Hamas.

The draft resolution discussed Friday, presented by Pakistan on behalf of the Organization of Islamic Cooperation and backed by 47 UN member states, said the investigators should look into “all violations of international humanitarian law and international human rights law … in the context of the military assaults on large scale civilian protests that began on 30 March 2018”.

It said the aim should be to “establish the facts and circumstances” around “alleged violations and abuses including those that may amount to war crimes and to identify those responsible”.

The special session of the council came at the request of Palestine and the United Arab Emirates, on behalf of Arab countries in the council, the UN said earlier this week.

In addition to the Arab countries, China, France, Brazil, Sweden, and Switzerland were among the 51 countries who supported the special session.

The UN human rights chief Zeid Ra’ad Al Hussein is expected to speak at the opening of the session, as is the UN Special Rapporteur on the situation of human rights in the occupied Palestinian Territory.

A Russian climber died just below the summit of Lhotse, the world’s fourth highest peak, in at least the third fatality of the spring climbing season in the Nepali Himalaya, officials said Friday.

Rustem Amirov was alone on the 8,516 metre (27,940 feet) mountain, which neighbours Mount Everest, when he died of altitude related complications on Thursday.

“He was climbing solo without any guides with him. The body has not been brought down to the base camp yet,” Gyanendra Shrestha, a government liaison officer at Everest base camp, told AFP.

Climbers attempting Lhotse use the same base camp as those aiming for Everest’s summit.

They follow the same route up the mountain, scaling the sheer Lhotse Face — a 1,125 metre wall of ice — before the path to the neighbouring summits divides.

Amirov, an experienced climber who had previously led an expedition on the 8,201 metre Cho Oyu peak — also in the Nepali Himalaya — only arrived at Everest base camp in early May, according to his Facebook page.

Most climbers arrive in April and spend at least a month acclimatising to the harsh, low oxygen environment.

Altitudes above 8,000 metres are known as the “death zone” among climbers. The air contains less than a third of the oxygen at sea level and humans cannot survive at those heights for long.

Deprived of oxygen, fluid builds up on the lungs and brain, which is fatal if climbers do not reach a lower altitude in time.

Most climbers use bottled oxygen to reduce the effects of high altitude. It was not clear if Amirov was climbing with supplemental oxygen.

A post on Amirov’s Facebook page said that a rescue team was sent but failed to reach him in time.

“High altitude porters were sent to rescue him, and help him down to camp two. Unfortunately it was too late. He was unconscious when he passed away,” the post said.

Hundreds of climbers are attempting to reach the summit of Everest during the April-May climbing season. Just a few dozen are aiming for the top of Lhotse.

Nepal is home to eight of the world’s 14 highest peaks and foreign climbers that flock to its mountains are a major source of revenue for the country.

The rapid growth of the climbing industry has created sharp competition among companies for business, but also led to fears that some are skimping on safety measures for climbing at extreme altitudes.

Indonesian prosecutors Friday demanded the death penalty for a radical cleric over his role in a 2016 terror attack committed by a group linked to wave of suicide bombings this week.

Dozens of officers from an elite unit were sent to guard the trial of Aman Abdurrahman who is accused of authorising a gun and suicide attack in the capital Jakarta two years ago that left four attackers and four civilians dead.

They were the first attacks claimed by Islamic State in Southeast Asia.

Abdurrahman — considered the de facto head of all IS supporters in Indonesia — is also the spiritual leader of local extremist network Jamaah Ansharut Daulah (JAD).

Authorities said JAD was behind the 2016 attack and suicide bombings in Indonesia’s second-biggest city Surabaya this week.

Two families — including a 9 and 12 year old girl — blew themselves up at churches and a police station, killing 13.

Authorities have not charged Abdurrahman, 46, over this week’s attacks.

On Friday, prosecutors called for Abdurrahman to be executed for the 2016 attacks.

“We demand this panel of judges sentence Aman Abdurrahman to death,” lead prosecutor Anita Dewayani, told the South Jakarta district court.

Abdurrahman is already in jail on a separate terror conviction.

The families who committed the suicide bombings knew each other and belonged to the same religious study group, along with third family linked to the attacks.

All had ties to JAD with the father of the church suicide bombers identified as a local leader in the group.

THE PHEU Thai Party yesterday threatened to counter-sue the junta after it faced charges over a public statement the party made ahead of the fourth anniversary of the 2014 coup.

Chusak Sirinil, who heads Pheu Thai’s team of legal advisers, said he would wait for the formal charges to be pressed by police after legal officials from the National Council for Peace and Order (NCPO) on Thursday filed a complaint against key party figures.

“If we find the charges are too severe, we will exercise our legal right to take legal action against them in order to protect our rights,” he said.

The politician said that as representatives of the people, the former ruling party had the duty to protect the country’s and the public’s interests.

“Whether it has been elected or not, the government is accountable to the people. It can be criticised for bad work and damage done to the country,” he added. Chusak is one of eight senior Pheu Thai figures named in a complaint the NCPO officers filed with the Crime Suppression Division on Thursday night.

The others named are caretaker party leader Wirode Pao-in, caretaker secretary-general Phumtham Wechayachai, Watana Muangsook, Chaturon Chaisang, Noppadon Pattama, Chaikasem Nitisiri, and Kittiratt Na-Ranong. Police investigators have summoned the eight Pheu Thai politicians, as well as administrators of the party’s website, to acknowledge the charges against them by next Tuesday, deputy national police chief Pol General Sriwara Ransibhramanakul, said yesterday.

They are accused of violating the junta ban on political gatherings of five or more people, inciting civil commotion or sedition, and entering false information into a computer system.

Phumtham yesterday said the Pheu Thai figures involved simply exercised their constitutional rights and liberties in criticising the government.

On Thursday, Pheu Thai held a press conference under police surveillance at the party’s headquarters. Three key Pheu Thai figures read a five-page statement accusing the junta of failing to achieve key promises made when staging the coup, including reconciliation, fighting corruption, protecting rights and democracy, and improving the economy.

“The past four years under the NCPO will take the country into a dark and dangerous future … It is the duty of all Thai people to return to a constitutional monarchy and not allow the absolute regime to destroy democracy any further,” the Pheu Thai statement said. NCPO spokesman Maj-General Piyapong Klinphan yesterday maintained that the police complaint was not meant as persecution or bias.

“The NCPO has tried to keep peace and order in the country. We need to take legal action when there is provocation for public commotion or violation of the NCPO’s orders,” he said. “We won’t tolerate violation of law. We have to maintain peace.”

The spokesman said that Pheu Thai leaders had ignored a warning by police officers present at its headquarters that the NCPO ban on political activities had not yet been lifted. “They refused to cancel the press conference, so the NCPO had to take legal action accordingly,” he added.

Deputy Premier and Defence Minister General Prawit Wongsuwan yesterday was asked by a reporter if the NCPO’s legal action would lead to the dissolution of Pheu Thai.

Deputy Prime Minister Wissanu Krea-ngam said he did not think the NCPO’s legal action would lead to the party’s dissolution.

However, he said, it was possible the Pheu Thai figures involved could be deprived of electoral rights – and barred from contesting future elections – if they were found guilty.

“This could be a problem for them,” said Wissanu.

THE secretary-general of the House of Representatives, Sorasak Pienvej, has backtracked and agreed to review the controversial budget for the construction of new Parliament buildings and especially its information technology system.

The sophisticated system, with a price tag of more than Bt6 billion, was this week rejected by the Cabinet.

The construction budget approved by the House for this fiscal year was more than Bt8.5 billion, with more than 70 per cent of it earmarked for an IT system with top-notch equipment.

Prime Minister Prayut Chan-o-cha on Tuesday complained that some of the items were too expensive. Subsequently, the president of the National Legislative Assembly (NLA), Pornpetch Wichitcholchai, ordered involved agencies to clarify the matter.

Sorasak insisted that the Bt8.5-billion budget was not too high but said he had given up some of the items that were targeted for criticism such as the microphone systems, which were priced at Bt700,000 per set, and a Bt75,000 clock.

The purchase plan had been made taking into consideration future technology, he said. In addition, all the equipment in the plan matched the needs and use of Parliament, he added.

They were of industrial grade, Sorasak explained, noting their durability would have ensured they could take heavy workloads such as continuous use for over 24 hours, which was in line with the parliamentary affairs.

Some of the technology planned in the purchase had also been designed as a solution for Parliament work, the official added, such as preventing illegal voting by MPs on behalf of their absent colleagues. The new voting system also involved fingerprint scans for identity verification in addition to the use of an ID card, Sorasak said.

However, he admitted that the prices quoted in the budget plan did not refer to those set by the Bureau of the Budget. He said the equipment with such specific specifications for Parliament were generally not available in the market.

Both the National Anti-Corruption Commission (NACC) and the Public Sector Anti-Corruption Commission (PACC) had already sought information from the office and may investigate the issue, he said.

Following a furore over the additional Bt8.5-billion budget, Sorasak said involved agencies had considered reducing the quality as well as quantity of equipment. For instance, from planning to give each MP their own microphone, now two MPs might have to share a microphone, the official said.

‘Critical to pass budget plan’

The working committee would convene next Monday to reach a conclusion, he added.

But it was not clear by how much the initial Bt6.5-billion budget could be reduced, Sorasak said.

“But we hope that the budget plan will pass this time. If does not, it would affect the whole construction plan,” he said.

Completion of construction of the new Parliament had already been delayed a couple of times. Officials were now concerned that the construction company would exploit the rejection of the budget as an excuse to further delay the plan.

Currently, officials had set December next year as deadline to make sure it would be ready for the new Lower and Upper Houses expected also next year.
