Rice exporters buoyed by bagging lion’s share of Philippine imports

FOUR Thai exporters have won contracts to supply 212,500 tonnes of rice to the Philippines in a sales coup that makes up 85 per cent of that country’s imports of that rice type in the latest round of government to government (G2G) bidding.

Commerce Minister Sontirat Sontijirawong said the Philippines’ National Food Agency (NFA) had invited bidding on 250,000 tonnes of the variety – white rice graded at 25 per cent. The balance of the rice will be provided by Singapore as a result of the city state’s trading in the commodity.

Delivery of the rice is scheduled for July and August. The four export deals follow the country’s success in winning a bid from the Philippine food agency for 120,000 tonnes of the same grade of rice on the G2G basis. Delivery from that deal is for this month and June.

The latest round of bidding success will help boost Thai export and maintain the country’s share of the rice market in the Philippines, which is the world’s biggest rice importer, the Ministry of Commerce said.

It would also help to stabilise prices for Thai rice.

By May 22, rice exports this year totalled 4.276 million tonnes, up 2.64 per cent year on year – by 4.166 million tonnes. By value, the gain was 23.26 per cent, to US$2.182 billion.

The main destinations for Thai rice are China, South Africa, Indonesia and the Philippines.

This year, shipments of rice are expected to achieve the sales target of 10 million tonnes.

Adul Chotinisakorn, director-general of Department of Foreign Trade (DFT), said the global prices for rice are expected to remain high – especially for the Hom Mali variety – in the third quarter of this year.

Hom Mali rice is trading at around US$1,225 per tonne, compared with $1,300 per tonne in 2008. White rice of 5 per cent grade is priced at $451 per tonne.

Demand for rice remains high in several countries, including Indonesia, Adul said. Earlier, Indonesia purchased 1.3 million tonnes of Thai rice and is expected to buy more, given that an election next year is likely to stoke demand for rice.

For an upcoming sale of 43,700 tonnes of rice for the home market, the bids submitted will be presented to a government subcommittee on Monday for consideration before they are forwarded to the National Rice Policy Committee. Nine producers placed bids.

An anonymous source from the DFT said that the department planned to meet exporters, rice traders and rice millers to devise a management plan for off-season rice in 2018 and in-season rice in the 2018-19 production year. This would see the rice reach the market in September and October this year. Neighbouring countries such as Cambodia have had low export prices.

“The rice industry has been concerned over high the high levels production, with the adequate water available for rice fields and this year being the 10th in the Thai rice cycle when price prices usually peak, as in 2008-09,” the source said.

Pig industry faces dilemma

THAILAND’S food safety standard is under threat as the United States Trade Representative (USTR) is putting pressure on the Thai government to lift an import ban on US pork, forcing Thailand to choose between securing $4.2 billion worth of trade deals and the health of consumers.

Last week, The USTR office accepted the request from National Pork Producers Council (NPPC) to reconsider Thailand’s trade benefit under the US Generalised System of Preferences (GSP), a tariff privilege that give an a competitive advantage to over 1,000 of Thai products in US market.

The US pork council wants the Thai government to eliminate its restriction on US uncooked meat, allowing them to gain full access to the market. Jim Heimerl, president of NPPC cited unfair treatment as the reason behind the council’s petition.

“Thailand’s treatment of US pork provides a clear basis for removing or limiting its GSP benefits.” He said.

The US pork has been banned by Thailand due to the use of ractopamine, a feed addictive commonly used by US pork producers for muscle leanness and enhancing growth rate. Thai government claims that there is not enough evidence to prove the drug is safe for the consumers in the long term.

Dr Chaiyapoom Bunchasak, associate professor from Department of Animal Science Faculty of Agriculture at Kasetsart University, recently was quoted on Thaipost newspaper earlier this month, saying that the drug helps pigs to generate more protein and, therefore, rapidly enhances pig growth rates, helping the farmers to lower the cost of operation and maximising the productivity.

Ractopamine is also approved by The Codex Alimentarius Commission, the internationally recognized food standard setter, at a limit amount.

Chaiyapoom added that Thailand has long held Zero Tolerance Policy on the use of beta-agonists (including Ractopamine). Moreover, the drug is still restricted or banned in 160 countries (such as members of the European Union, China and Russia).

The effect of Ractopamine residue in human is still unknown. However, the drug has been linked to several harmful impacts on farm animal such as agitation, dyspnea, cardiac rates, stress, disabilities and death.

It is also important for consumer to know that the drug effect can pose great dangers to consumers with history of heart disease and high blood pressure.

Prayad Thirawong, lecturer at Kasetsart University and Animal Husbandry Expert, recently wrote an article on SiamRath, a Thai local newspaper, describing the US pig offal as ‘a ticking time bomb’ for other countries. He noted that the higher concentration of Ractopamine residue can be found in pig organs such as liver and intestine than the other parts.

Prayad added that pig parts, especially those considered to be ‘unwanted’ in US market such as head, giblets and offal will be flooded into Thailand where food safety is the top priority.

On the impacts to local pig farmers, The US pressure is viewed by the people in the industry as a unilateral attempt to take over the local market with substandard products.

The fate of the Thai pig industry is in a dilemma.

The Thai government has set up a working group to consider the risks from US pork and may take a year to make a decision.

Efficiency and fairness in era of disruptive technology

TECHNOLOGICAL change and modern innovation can lead to tremendous and fast-paced impact on the economy. In the past, these changes are driven by a parade of technologies that have developed exponentially within a short period of time; be it digital communication technology, machine learning, artificial intelligence, autonomous vehicles, advanced genomics, fintech or digital assets etc.

The state’s crucial role in developing the economy to effectively and fairly adapt to disruptive technology in the 4.0 Era is not only about skill development, technology capabilities, or investments in infrastructure. Institutional factors also serve as a key to unlock opportunities for small businesses to pioneer new frontiers despite the higher risks and to bear the rising costs if they remain competitive in the market system.

What, then, are these ‘institutional factors’?

To obtain tangible and practical answers, let’s first discuss the issue of “Institutional factors related to economic efficiency” with an example from European history, particularly the transitional period from the Middle Ages to the Renaissance. During this period, cultural and beliefs changes paved way for people to accept the idea of “interest rates on loans” which was previously considered illegitimate in the medieval times. This change in institutional factor helped relinquish the medieval beliefs on the limitation of capital ownership (and new financial innovations that were invented by Jewish people at the time), leading to an increase in “private property rights in financial instruments”.

As a result, the average cost of debt in the market in the form of interest, paid by European retailers in the 17th century, was significantly reduced to just one tenth of the cost of borrowing in the 15th century.

This is due to the fact that the capital market has become more efficient because of the change in the aforementioned institutional factors, which eventually led to unprecedented expansion of the economy.

However, economic efficiency alone cannot bring about sustainable economic growth in the long run. When the economy continued to grow to a certain level, capitalists, politicians, and leaders in Europe began cooperate to construct laws and regulations that gives commercial and economic privileges to their groups by claiming improvement in economic efficiency, which is grounded in the principles of individualistic capital ownership rights, as an excuse. Consequently, concentration of capital and wealth within small but powerful groups in the society ensued. At the same time, social exploits in various forms were ubiquitous. Eventually, this led to economic turmoil caused by uprisings of workers and the poor in the societies who were discontented with their living conditions and the current economic and social disparities. They called for a change in institutional factors that will contribute to a more fair and just society.

What are the institutional factors relating to economic fairness in the society?

A clear example in the case of a change in institutional factors that may lead to greater economic fairness and directly affect the principles of “the individual ownership of capital” besides a system of tax that fosters fairness and reduces inequality, are the principle of community title deed and community forest, which are currently gaining steam. As for recent innovations, one might look at examples of social business models or the Grameen Bank microfinance system in Bangladesh. But overall, the main limitation of the concepts and principles of these initiatives is that the effects are still limited.

That is, most of the aforementioned initiatives will yield desirable outcomes when the project size is still small or the numbers of projects are limited.

In conclusion, the policy implications of all the analysis above culminates in a demand or expectation for governments and delegations of the world’s altruistic nations to keep in mind that the power of the state to issue laws and social rules is solely intended to provide long-term welfare and economic benefits that are fair for the society at large.

Aussie Lee celebrates birthday with LPGA victory

Australia’s Minjee Lee celebrated her 22nd birthday with a victory in the LPGA’s Volvik Championship in Michigan, a birdie at the final hole lifting her to a one-shot win over Kim In-kyung.

Lee, who took a two-shot lead into the final round, fired a four-under par 68 for a 16-under par total of 272.

A three-putt bogey at 17 had dropped her into a tie for the lead with Kim, who had capped her 67 with a tap-in birdie at the last for a 15-under total of 273.

At Travis Pointe’s par-five 18th, Lee’s second shot landed just right of the green. She chipped to within three feet and drained the putt for her fourth LPGA victory and her first since 2016.

“I’ve been playing pretty solid the whole year,” said Lee, whose five prior top-10 finishes in 2018 included a playoff loss to Lydia Ko in San Francisco in April.

“It’s nice to have a win before the Open,” added Lee, already looking ahead to the US Women’s Open that starts Thursday in Shoal Creek in Alabama.

“Next week is going to be a totally different week, so I’ll just try my best. I know I’m hitting it pretty solid, I’m putting solid, so hopefully I’ll have a good week.”

Lee had maintained her two-shot lead through the first nine holes, picking up birdies at three of her first five holes as she produced a string of straight drives and precision iron shots.

Kim, one-under for the day through nine, gained steam with four birdies in five holes from the 10th through the 14th.

She was 14-under after a bogey at 15 but put the pressure on Lee with her closing birdie, settling for solo second one stroke in front of Thailand’s Moriya Jutanugarn who carded a seven-under 65.

Australian Su Oh carded a 68 and American Lindy Duncan a 69 to share fourth on 275.

Stacy Lewis, who is expecting her first child in November, started the day with a share of second but settled for a one-under 71 that left her equal seventh on 277 alongside Ariya Jutanugarn and Danielle Kang.

Beaten champion Ostapenko fumes after ‘terrible day at the office’

Jelena Ostapenko was left fuming after a “terrible day at the office” on Sunday, when she became only the second woman in the Open era to see a Roland Garros title defence end in the first round.

The Latvian served 13 double faults and made 48 unforced errors in an error-strewn display as she slumped to a shock 7-5, 6-3 loss to little-known Ukrainian Kateryna Kozlova on Philippe Chatrier Court.

The 20-year-old’s performance was the total opposite of the scintillating attacking tennis that took her to the title 12 months ago.

“I think it was a terrible day at the office today for me,” Ostapenko said.

“I mean, in general I played maybe like 20 percent of what I can play. Made like 50 unforced errors and so many double faults. Like couldn’t serve today.

“Everything together just brought me a really bad result.”

The fifth seed is only the sixth woman in the Open era to lose in the first round of a Grand Slam tournament as defending champion, after Steffi Graf at Wimbledon in 1994, Jennifer Capriati (2003 Australian Open), Anastasia Myskina (2005 French Open), Svetlana Kuznetsova (2005 US Open) and Angelique Kerber (2017 US Open).

Ostapenko said that she was hampered by a leg injury suffered during her quarter-final defeat by Maria Sharapova in Rome last week, and by a personal matter earlier on Sunday.

“It’s more personal, but, just in general… Just woke up, you’re like, your mood was not amazing, you just woke up and kind of some things went wrong, and then you are kind of pissed off, in the practice you’re pissed off,” she said.

“And then you go to the match and try to be positive, but everything goes not your way, and you still try to be positive, but then you lose the match and of course you cannot be positive anymore.”

The French Open is the only Grand Slam event that begins on a Sunday, and Ostapenko felt that a later start would have helped her regain full fitness in time.

“I think if I was scheduled on Tuesday, I think Monday or Tuesday, at least one extra day would help me a lot, but unfortunately yesterday I didn’t feel that I was in a great form.”

 

– The opponent ‘didn’t matter’ –

Kozlova 

It was a third defeat in as many meetings with world number 66 Kozlova for Ostapenko, after previous losses at S-Hertogenbosch in 2016 and at an ITF event in Italy two years before.

But she insisted that her form was so poor that she would have lost no matter who she played.

“Any player who could hit like five shots back I think probably could beat me today because I didn’t really play well and didn’t really matter who was on the other side, because she was just waiting for me to miss,” bemoaned the Latvian.

For Kozlova, this was the biggest win of her career, coming over two months since she feared she might need knee surgery after suffering an injury in Indian Wells qualifying in March.

She only returned to the court earlier this week in Nuremberg, and also needed medical attention after struggling with blisters on Sunday.

“Sometimes I have some blisters on the foot and I have this problem. And, yeah, it was ugly and disturbing me a lot,” said Kozlova.

“But after medical time-out, yeah, the physio did a good tape. It helped me to survive.”

Kozlova next faces either former world number one Victoria Azarenka or Katerina Siniakova of the Czech Republic for a place in the last 32.

China’s men regained their badminton pride in the Thomas Cup on Sunday, coming from behind to beat Japan 3-1 for their first victory in six years, at Impact Arena in Bangkok.

It was their 10th in a biennial tournament they won in 1982, 1986, 1988, 1990 and between 2004 – 2012 (biennial) before Japan, and then Denmark, deposed them in 2014 and 2016.

Japan drew first blood when Kento Momota stamped his authority over Rio Olympic Games gold medalist and 2014-15 world champion Chen Long 21-9 21-18, his second win over the world No 4 after beating him in the Asian Championships in Wuhan, China, last month.

World Championships men’s doubles winners and world no 3 pairing Liu Cheng and Zhang Nan put China back on track as they easily picked off Takuto Inoue and Yuki Kaneko 21-10 21-18.

China took the lead when 2018 All England winner Shi Yuqi, the world No 3, survived a late fightback from the 14th-ranked Kento Nishimoto to win 21-12 21-17.

Then two-time Asian Championships winners Li Junhui and Liu Yuchen clinched the overall victory, saving two match points at 20-19 down to beat Keigo Sonoda and Yuta Watanabe 17-21 21-19 22-20 in a thrilling battle that lasted 70 minutes.

With the victory, the fifth rubber between former world No 1 and Olympic gold medalist Lin Dan and Kanta Tsuneyama was cancelled.

Japan will still return home with some pride after the women’s side beat Thailand 3-0 for their sixth Uber Cup win on Saturday.

Six of the best as Pavit bounces back from injury with record win

2014 Order of Merit winner Pavit Tangkamolprasert set a record of six Asian Development Tour titles winning the Betagro Championship in Nakhon Pathom on Sunday.

The 29-year-old, who shot a season’s best 62 on Saturday, signed off with a 69 and a total of 19 under-par-269, beating fellow Thais Sattaya Supupramai and Thitiphun Chuayprakrong by two strokes at the par-72 Suwan Golf & Country Club course.

It represented a fine comeback for the one-time Asian Tour winner [in Macau 2016], who had been on the sidelines for a month with a wrist injury.

“I’m so happy to be back in the winner’s circle again. I didn’t expect to win this tournament as I just wanted to have some practice,” said Pavit after collecting his winner’s cheque for Bt450,000.

“But it turned out I played better than I expected perhaps because I came out with a pressure-free mindset.”

Pavit was chased by several players and Thitipun actually caught up with him at 20 under after 15 holes before losing his chance with two bogeys on the 16th and 18th holes.

“Thitiphun was on fire in the group ahead and breathing down my neck but he made two bogeys at the end. Lucky for me,” said Pavit, whose five previous ADT titles came at the 2013 Jakarta Invitational, 2014 Terengganu and Championships in Malaysia, 2014 Chang Hwa Open in Taiwan and 2016 Yeangder ADT, Taiwan.

Four Thais have won on the ADT since January: Kiradech Aphibarnrat won the Brunei Championships in March and earlier this month Nitithorn Thippong triumphed in the Penang Championship  and Varunyu Rattanaphiboonkij at the Phuket Open.

Meanwhile, there has been more good news from overseas, where several Thai players have been doing their country proud in prestigious tournaments.

Thai No 1 Kiradech Aphibarnrat fired a third-round 71 to be tied for seventh, five shots off the lead on eight-under 208 at the PGA Championships in Wentworth, England.

Former Thai No 1 Thongchai Jaidee, now ranked 10, is having one of his finest weeks in a long time – he carded a three-under 69 to be just two strokes further back.

Northern Irish golf star Rory McIlroy admitted he struggled in his third round but was proud he battled through to share the lead with Francesco Molinari going into the final round climax.

The 29-year-old quadruple major champion came in one-under par to join last year’s runner-up Francesco Molinari on 13 under par.

The Jutanugarn sisters are again among the leaders, this time at the LPGA Volvik Championship in Michigan.

Ariya carded a two-under 70 in her third round to be four shotys behind leader Minjee lee of Australia, while older sister Moriya’s 71 left her one stroke further back.

Paris – A young Malian man was hailed a hero on Sunday after he sprang into action to save a four-year-old child hanging from a fourth-floor balcony by single-handedly scaling the facade of the building and hauling the youngster to safety.

Without a thought for his own safety, Mamoudou Gassama took just seconds to reach the child in a spectacular rescue captured on film and viewed millions of times on social networks.

The incident took place at around 8:00 pm (1800 GMT) on Saturday in northern Paris.

Film of the rescue shows Gassama, 22, pulling himself up from balcony to balcony with his bare hands as a man on the fourth floor tries to hold on to the child by leaning across from a neighbouring balcony.

On reaching the fourth floor Gassama puts one leg over the balcony before reaching out with his right arm and grabbing the child.

Firefighters arrived at the scene to find the child had already been rescued.

“Luckily, there was someone who was physically fit and who had the courage to go and get the child,” a fire service spokesman told AFP.

Paris mayor Anne Hidalgo praised the young migrant on Twitter for his “act of bravery” as well as phoning him personally to “thank him warmly”.

“He explained to me that he had arrived from Mali a few months ago dreaming of building his life here.

“I told him that his heroic act is an example to all citizens and that the city of Paris will obviously be very keen to support him in his efforts to settle in France,” she added.

The young Malian will next be honoured for his brave rescue by French President Emmanuel Macron who has invited him to the Elysee Palace on Monday, his office told AFP.

Tracked down by reporters 24 hours after the heroic rescue, Gassama said he had acted without thinking.

“I saw all these people shouting, and cars sounding their horns. I climbed up like that and, thank God, I saved the child,” he said.

“I felt afraid  when I saved the child… (when) we went into the living room, I started to shake, I could hardly stand up, I had to sit down,” he added.

According to initial inquiries by the authorities, the child’s parents were not at home at the time.

The father was later held for questioning by police for having left his child unattended and was due in court later, a judicial source said. The child’s mother was not in Paris at the time.

World religious figures called  for a peaceful reconciliation in religious and ethnic conflicts in Rakhine state, Myanmar, during their meeting with Myanmar’s de-facto leader Aung San Suu Kyi last week.

President Joko “Jokowi” Widodo’s special envoy for interfaith and civilization dialogue and cooperation, Din Syamsuddin, who is also former Muhammadiyah chairman, said the world religious leaders met with Suu Kyi in Naypyidaw on Friday.

They include three Buddhist figures, including Supreme Patriachs from Sri Lanka and Cambodia and Risho Kosakai from Japan; Bishop Gunnar Stalsett from Norway; Vinu Aram from India and Rev. Koichi Sugino, the vice secretary-general of New York-based Religions for Peace International.

“The religious leaders called to the government and the people of Myanmar to resolve the religious and ethnic conflicts in Myanmar in the spirit of humanity, peace and reconciliation,” Din said in a statement on Monday.

Din further said Aung San Su Ki welcomed them in “an open and intimate dialogue” where she stated that Myanmar had adopted democracy and therefore highly respected human rights and democratic values. She said the problems in Rakhine province and other areas in Myanmar would be resolved with a spirit of peace and reconciliation.

Din said the latest developments in Myanmar, especially in Rakhine state had raised concerns in the region and needed to be addressed appropriately.

”There was no other way to do it except to develop peaceful coexistence and the recognition of common citizenship for all people,” he said, adding that he had asked for recognition and citizenship rights for Rohingyas “who happened to be Muslim.”

The religious figures also proposed an international conference on Myanmar in October. The conference is expected offer solutions to justice-related issues in Myanmar .

Boyband BTS make K-Pop history topping US album charts

Seoul – Korean boyband phenomenon BTS have become the first K-Pop group to rise to the top of the US album charts, a vivid illustration of the genre’s growing global appeal.

Known for boyish good looks, floppy haircuts and meticulously choreographed dance moves, the septet has become one of South Korea’s best known and most lucrative musical exports.

On Sunday, they passed a new milestone — becoming the first K-Pop group to top the Billboard 200 music charts which ranks albums via sales, downloads and streams.

“It’s the first No. 1 for the seven-member group, and the first K-pop album to lead the tally,” Billboard wrote in its online report detailing the latest chart ranking.

While plenty of older music listeners in the West might be asking “who?”, it’s hard to underestimate the popularity of BTS and their seven stars Suga, J-Hope, Rap Monster, Jimin, V, Jungkook and Jin.

According to one data analysis, they were they most talked about phenomenon on Twitter in 2017, with nearly double the number of mentions on the social media platform than US President Donald Trump and Canadian badboy heartthrob Justin Bieber combined.

Throw in their similarly massive appeal across the globe — they have huge social media followings in Japan, China, Southeast Asia and parts of Latin America — and you have a truly global supergroup.

Their new album “Love Yourself: Tear” toppled “Beerpong and Bentleys” by rising hip-hop star Post Malone, whose facial tattoos are the very antithesis of BTS’ wholesome, meticulously manicured image.

While BTS sing in Korean, their style successfully fuses the catchy earworms of K-Pop with hip-hop and R’n’B.

Last year, their previous release “Love Yourself: Her” became the first K-Pop album to make it into the top 10 US album charts, rising to number seven, and hit the number one spot on iTunes in more than 70 countries.//AFP
