A little more than three weeks after he was released from hospital, former US president George H. W. Bush was re-admitted on Sunday with low blood pressure and fatigue, his spokesman said.

“The former president is awake and alert, and not in any discomfort,” Jim McGrath said on Twitter.

The 41st president will likely remain at Southern Maine Health Care, in the state of Maine, under observation for a few days, McGrath wrote.

Bush, 93, spent more than a week at a Houston, Texas, hospital in late April and early May, immediately after the funeral of his beloved wife Barbara Bush.

At that time, Bush contracted an infection that spread to his blood and initially left him in intensive care.

Bush, who suffers from Parkinson’s disease and is wheelchair-bound, has been hospitalized on several occasions in recent years.

Bush is the father of George W. Bush, who served as president from 2001 to 2009.

The elder Bush was elected president in 1988 but served only one term, going down to defeat against Democrat Clinton in 1992.

‘Hero’ Malian saves child, 4, in spectacular Paris rescue

A young Malian man was hailed a hero on Sunday after he sprang into action to save a four-year-old child hanging from a fourth-floor balcony by single-handedly scaling the facade of the building and hauling the youngster to safety.

Without a thought for his own safety, Mamoudou Gassama took just seconds to reach the child in a spectacular rescue captured on film and viewed millions of times on social networks.

The incident took place at around 8:00 pm (1800 GMT) on Saturday in northern Paris.

Film of the rescue shows Gassama, 22, pulling himself up from balcony to balcony with his bare hands as a man on the fourth floor tries to hold on to the child by leaning across from a neighbouring balcony.

On reaching the fourth floor Gassama puts one leg over the balcony before reaching out with his right arm and grabbing the child.

Firefighters arrived at the scene to find the child had already been rescued.

“Luckily, there was someone who was physically fit and who had the courage to go and get the child,” a fire service spokesman told AFP.

Paris mayor Anne Hidalgo praised the young migrant on Twitter for his “act of bravery” as well as phoning him personally to “thank him warmly”.

“He explained to me that he had arrived from Mali a few months ago dreaming of building his life here.

“I told him that his heroic act is an example to all citizens and that the city of Paris will obviously be very keen to support him in his efforts to settle in France,” she added.

The young Malian will next be honoured for his brave rescue by French President Emmanuel Macron who has invited him to the Elysee Palace on Monday, his office told AFP.

Tracked down by reporters 24 hours after the heroic rescue, Gassama said he had acted without thinking.

“I saw all these people shouting, and cars sounding their horns. I climbed up like that and, thank God, I saved the child,” he said.

“I felt afraid when I saved the child… (when) we went into the living room, I started to shake, I could hardly stand up, I had to sit down,” he added.

According to initial inquiries by the authorities, the child’s parents were not at home at the time.

The father was later held for questioning by police for having left his child unattended and was due in court later, a judicial source said. The child’s mother was not in Paris at the time.

Fourth petition in a fortnight – this time Dr M’s nomination for Nobel Peace Prize

PETALING JAYA: Mahathir Mohamad has become the subject of an online petition lobbying for the Prime Minister to be nominated for a Nobel Peace Prize this year.

A Change.org petition, comparing Dr Mahathir to anti-apartheid revolutionary Nelson Mandela, was launched on Saturday (May 26) and has since received over 26,300 signatures.

Started by Alexandria Abishegam, the petition which was addressed to the Nobel Foundation, wants Dr Mahathir to be nominated for The Nobel Peace Prize in recognition of his determination to return to politics at age 92 and casting aside his political prejudices to work with his former detractors for the purpose of “saving our nation”.

“The fact that Dr Mahathir has also openly admitted his own faults and apologised for his mistakes of the past makes him truly a ‘Giant of a Man’ and a leader to emulate,” the petition read.

Empowered by their democratic right that saw the nation’s first transfer of power since gaining independence from the British in 1957, Malaysians have been taking to petitions to voice their thoughts on the new Government.

This is the fourth Change.org petition that has been launched since Pakatan formed the Government on May 10.

The first petition was launched on May 19 in response to dissatisfaction over the appointment of the new Education Minister.

One petition called for Dr Mahathir to retain his decision to helm the Education portfolio despite criticisms of him violating a clause in the Pakatan manifesto stating that the Prime Minister would not hold ministerial positions.

At the same time, a second petition was launched in support of Dr Maszlee Malik as the Education Minister.

On Monday (May 21), a third petition was launched asking for Home Minister Tan Sri Muhyiddin Yassin to ban controversial preacher Zakir Naik from Malaysia.

Kuala Lumpur – A four-month-old panda cub made her first public appearance Saturday at the Malaysian zoo where she was born, to the delight of visitors.

    The fluffy little cub was the second born to Liang Liang, who has been on loan to Malaysia since 2014, aong with a male panda, a rare success story for natural reproduction among giant pandas which are notoriously clumsy at mating on the rare occasions they are actually in the mood.

The family of three were in good health, said Mat Naim Ramli, director of the national zoo’s panda centre outside Kuala Lumpur.

“The cub weighs nine kilograms (20 pounds). She is so cute. Her growth is quite fast and she is already able to move slowly,” he told reporters.

The cub’s sister Nuan Nuan was born in August 2015 and sent to China in November last year as part of Beijing’s agreement with Malaysia that cubs born in captivity must go back at the age of two.

Mat Naim attributed the success of having two baby pandas born in Malaysia to having a healthy pair that “are able to accept each other”.

Inside a glass pen, the baby panda crawled slowly towards photographers but for most of the time was content to lie on her belly.

“I love pandas. They are so adorable. I want to cuddle the baby because it is so fluffy,” visitor Karene Lee, 25, a business consultant, told AFP.

Mat Daim said the only diet at the moment for the baby panda was its mother’s milk.

Chinese ambassador Bai Tian said he was pleased to see the cub was “comfortable and happy”.

“We will have an online competition to name the baby,” he said.

Liang Liang and the male, Xing Xing, came to Malaysia are on a 10year loan.

It costs zoo authorities some 56,000 ringgit ($14,000) a month to maintain the panda centre.

The International Union for Conservation of Nature classifies the giant panda as “vulnerable”. There are an estimated 2,000 left in the wild, in central China.//AFP

Moonwalking astronaut-artist Alan Bean dies at 86

US astronaut Alan Bean, the fourth person to walk on the moon, has died, his family announced in a statement released by NASA. He was 86 years old.

The moonwalker who went on to become a painter died Saturday in Houston after suddenly falling ill weeks before, the statement said.

He was among the elite group NASA chose for its third group of astronauts in 1963, having served as a test pilot in the US Navy.

He twice ventured into space, originally in 1969 on the Apollo 12 moon landing mission, and later as commander of the second crew to fly to the first US space station Skylab in 1973.

His second foray outside of Earth’s atmosphere saw Bean log a record-breaking 59-day, 24.4 million-mile flight (39.3 million kilometers).

He retired from NASA in 1981 to embark on a third career as an artist, creating Apollo-themed paintings textured with lunar boot prints or using acrylics infused with small bits of his mission patches sprinkled with moon dust.

Fellow astronaut Harrison Schmitt called Bean “one of the great renaissance men of his generation — engineer, fighter pilot, astronaut and artist.”

Born March 15, 1932 in Wheeler, Texas the future moonwalker earned a degree in aeronautical engineering from the University of Texas in 1955.

He is survived by his wife, sister and two children from a prior marriage.

Walt Cunningham, who flew on Apollo 7 and called Bean his best friend of 55 years, said “we are accustomed to losing friends in our business but this is a tough one.”

“Alan and I never missed a month where we did not have a cheeseburger.”

In 1994 Bean told The New York Times the otherworldly perspectives he got in space inspired him to devote the latter half of his life to art, to the surprise of many of his colleagues.

“Every artist has the Earth or their imaginations to inspire their paintings,” he said. “I’ve got the Earth and my imagination, and I’m the first to have the moon, too.”//AFP

THANATHORN Juangroongru-angkit was predictably chosen yesterday to be the leader of the Future Forward Party, which he co-founded with the agenda of not only becoming the prime minister but also dumping the current, junta-written 2017 Constitution.

The scion of the Thai Summit Group won 473 votes with one abstention during the party’s first official meeting, attended by more than 700 founding members from all provinces nationwide and a couple of thousand people at Thammasat University’s gymnasium hall.

Voting members raised their hands to approve the party’s name, logo, policies as well its executive board. Piyabutr Saengkanokkul, another co-founder and a former campaigner to amend the lese majeste law, was elected secretary-general.

The four party deputies were Lt-General Pongsakorn Rodchompoo, who was removed as deputy secretary-general of the National Security Council by an Article 44 order in 2015, the former chairman of Amnesty International Thailand, Chamnan Chanruang, education advocate Kunthida Rungruengkiat and IT expert Ronnawit Lorlertsoonthorn.

The board also includes representatives from the labour sector, young generation from the IT sector as well as representatives from all regions of Thailand.

The hashtag #futureforwardparty showed that social media users appeared to be pleased with the choice of party officials.

“I just feel that [the party] is a hotspot of leftist, front-row intellectuals,” tweeted a Twitter user @mizzphor.

The party aims to raise Bt350 million to fund its campaigning ahead of the election and will start accepting new members in August, when it is expected to be fully endorsed by the Election Commission.

After the voting, the party meeting made a presentation on how Thailand had been locked up in a decade of political conflicts with a rap singer moaning about the junta government.

Thanathorn reiterated that while the party was still barred from spelling out its national policies under current law, it would stick to its goal of dumping the current charter, which he said only “stuck Thai politics in the same, old loop”.

“We all know that fixing this charter is hardly possible, topped by the fact that any amendment has to be approved by junta-appointed senators,” Piyabutr told a press conference.

“We have to campaign for a nationwide consensus that the 2017 charter cannot go any further. We will also have to revoke its Article 279 that empowers the current junta to overrule all laws,” the law expert continued.

He was referring to how PM General Prayut Chan-o-cha has been granted absolute power by Article 44 of the defunct, interim 2014 charter. Article 279 still empowers the Prayut-headed National Council for Peace and Order with such a power until the NCPO becomes defunct.

The party’s agenda is also to call for the NCPO to revoke all its orders that obstruct the movements of political parties to “ensure freedom of expression and a free and fair election”, he said.

This will also ultimately include an amnesty for all political prisoners under the NCPO era once the party gains power, Thanathorn added.

“The sooner the election is held, the better it would be for the country and for the NCPO itself,” Thanathorn said. “Because the NCPO will only see its ratings decline continuously the longer it stays in power.”

He added that he would attend the NCPO’s planned meeting with political parties next month but only on the condition that the meeting is broadcast live.

PM Prayut heads to Europe on highprofile trip with business deals high on agenda.

PRIME MINISTER Prayut Chan-o-cha wants to use his planned trip to Europe next month to raise his international profile as the junta inner circle has seen a softening in the stance of western countries on democratisation to enhance economic engagement with Thailand.

Prayut is planning a high-profile visit to France, Germany and the United Kingdom, diplomatic sources told The Nation. The mission has become possible since last December when the EU decided to resume political engagement with Thailand at all levels, after distancing itself from the junta government following the 2014 coup.

The EU is desperate to improve its relations with military-ruled Thailand, as it is losing economic opportunities to other competitors such as China, which never makes ideological choices, a senior diplomat said on condition of anonymity.

The EU trip, packed with business deals, would be a strong confidence boost for the PM amid the changing international political landscape.

Though it maintains its crucial role at the regional level, the Thai government is starting to have more visibility in the international arena through its commitment to modern values, security issues and economic partnerships.

The junta has maintained its out-reach programme, occasionally inviting ambassadors in Bangkok to witness key events of the national agenda – from human rights to the Thailand 4.0 initiative – mainly focusing on the role of modern technologies in driving the economy.

The ideas have also been sold during Prayut’s overseas trips since he took the premiership in 2014.

From 2015 to 2017, to soften his reputation for shackling democracy, Prayut made at least three promises to different international figures on the so-called road map to democracy.

The promise, each time, has been different. While the uncertainty over the return of democracy remains a concern for human rights organisations, the promises have helped buy time and legitimacy in the eyes of the international community.

The EU softened its stance when Prayut last year promised to hold elections by this November, a promise he has gone back on.

The ambassador of the European Union to Thailand, Pirkka Tapiola, said he would not speculate whether the election organised under the junta government would lead to a democratic outcome for Thailand.

“I will be sticking to [the road map] and would not predict too far,” Tapiola said in a recent group interview. “Pointing fingers [at other countries] would be just arrogant. Lecturing others is not EU style.”

With Thailand set to chair Asean next year, internal preparations have already started.

While Thailand is not a party to prominent regional security issues like the Korean Peninsula or the South China Sea, it has chosen to stay neutral and adhere to international consensus. Thailand has also been silent on the Rohingya issue in Myanmar, a country that has a long border with Thailand. Though Thailand has participated in humanitarian assistance to troubled areas in Myanmar, it has not directly attributed the root cause of the problem to Myanmar’s ruling authorities in its own interests.

The tough previous US stance against the Thai junta changed when billionaire businessman Donald Trump took office in 2017. After a hundred days in the White House, Trump made direct phone calls to several leaders, including Prayut. With less focus on traditional Western-style values, Trump invited Prayut for bilateral talks, a rare chance for the Thai premier to enter the Oval Office. The talks ended with initial trade agreements with the US, which had earlier singled out Thailand among others as countries with whom the US has a large trade deficit.

Security cooperation between Thailand and the US also seem to be going smoothly as far as military deals go.

Deputy PM and Defence Minister General Prawit Wognsuwan recently visited the US Department of Defence. Democratisation was not on the agenda. Secretary James Mattis expressed confidence that the future for the Thai people would be positive as they regain their democratic footing.

The Brexit referendum that took place in 2016, reflecting a growing trend of protectionism, was also viewed as a global phenomenon that could influence Thailand’s referendum on the junta-written charter draft. The charter secured majority support in a referendum held two months later.

Since the coup, Thailand has been seen as tilting towards China – from making controversial submarine deals to economic reliance, notably for development of the Eastern Economic Corridor. China is among the few countries that have refrained from commenting on Thailand’s domestic political developments, joined in recent months by many other western countries.

Four more celebrities linked to controversial Magic Skin products reported to police on Monday after being summoned, and insisted they had tried the products before giving “product reviews” used in advertising.

So far, 17 celebrities of the 37 summoned have testified to police over advertising for Magic Skin products, said national police deputy chief Pol General Weerachai Songmetta. Another 10 celebrities will soon be summoned over their product endorsements, he added.

Weerachai also said that police are now considering charges for manufacturing and distributing fake food products – punishable by a 10-year imprisonment – against Wannapa Puangson, 34, owner of Magic Skin, and her husband-accountant Korn Puangson, 37. Charges of violating around 10 laws are expected to be filed.

The latest four celebrities to meet with Weerachai at the Royal Thai Police headquarters were singer Pichaya “Golf” Nitipaisalkul, singer/actress Wanida “Gybzy” Termthanaporn, actresses Sudarat “Tukky” Phonamkham (formerly Butprom) and Lukkana “Aum” Wattanawongsiri.

The foursome also apologised to the Thai public and vowed not to make the same mistake again.

Wanida said she had tested the product and checked its label in the general way that any other consumer would before submitting a “product review” advertisement. She was given a one-time payment for the job and no share of product sales.

She has also been implicated in a case regarding the controversial weight-loss product Kalow, which has been accused of containing the dangerous appetite suppressant sibutramine. Its manufacturer’s office was raided on May 21.

Wanida said she had done the Kalow product review ad a long time ago, and had read a script given to her about the product’s properties.

Sudarat said the Magic Skin product review was her first job of its kind, and insisted she had tried the product beforehand. She said she would be more careful in future and warned the public about the dangers of some products.

Lukkana said that she, too, had tested the product before giving the review and apologised to the public for her act, which she said was a result of ignorance.

Pichaya admitted that the use of his celebrity status could affect the opinions of youths and the public, and so would in future be more responsible in his actions and ensure the accuracy of information he promoted to the public.

Business operators on Monday urged Prime Minister Prayut Chan-o-cha to cancel a Consumer Protection Board measure implemented on May 1 to protect customers from being overcharged on utility fees by hostels, apartments or rented rooms in residential buildings.

Another measure prohibits landlords from removing the belongings of a tenant alleged to have breached a rental contract and to instead take the matter to court.

The new regulations cause them a financial burden, the 60-strong business group pleaded, as they filed a petition to the premier at the Public Service Centre in Government House.

It was impractical to follow the new requirement to charge no more then the electricity and tap-water fees charged by the authorities to the business, they said, because an individual apartment’s monthly bill cycle date might not match the dates on the bill from power and water authorities.

If they abided by the new rule, landlords would carry this burden, they said. And so they could not adhere to the new regulation and would risk punishment, they said.

A new rule allowing tenants to cancel a rental contract before an agreed period without consequence, would affect the landlords’ business and marketing planning, and create additional room-repairing costs whenever a tenant left prematurely, they said.

Another new rule prohibiting landlords from cancelling a rental contract without giving the tenant a 30-day advance notice also “overly protects” tenants who had disturbed others or broken the law from being evicted, said the petitioners.

The group’s leader Ratchata Tantiwittayakul said the board had also failed to seek prior input or ask for cooperation from the businesses most affected before implementation. She said a new announcement on the matter should be made and reflect the input of owners of room-rental businesses.

THE FOURTH round of investigations into the embezzlement of state funds meant for temple development has found at least another 30 temples alleged to have broken the law, with damages worth Bt100 million, a source at the Counter Corruption Division (CCD) of Royal Thai Police revealed yesterday.

The latest round targeted 60 temples in 13 provinces of upper Thailand, with 30 out of the 40 temples checked so far found to have committed wrongdoing, the source said.

CCD chief Pol Maj-General Kamol Rienracha, however, said the agency’s investigation into the National Buddhism Office’s (NBO) budget allocated for temple development during 2011-2016 was only about half completed and was still ongoing.

Although investigators have detected wrongdoings involving civil servants and monks, he declined to give the exact number of temples and suspects as that information wasn’t yet concluded pending further careful enquiries.

Meanwhile, Crime Suppression Division (CSD) commander Pol Maj-General Maitree Chimcherd warned against aiding two senior monks wanted for alleged embezzlement of state funds meant for the Dhamma schools. Any disciple who provided lodging or by any means assisted in enabling the two senior monks to avoid arrest could be punished with imprisonment not exceeding two years or a fine not exceeding Bt40,000, or both.

Phra Phromsitti, the abbot of Sa Ket Temple, and Phra Phrommedhi, an assistant abbot at Samphanthawongsaram Temple, who were believed to be in hiding in Thailand, had not yet contacted police to surrender, Maitree said.

Phra Phromsitti might have fled the temple on May 23 afternoon with the help of close aides, and he might be hiding at one of their homes, said CSD 1 superintendent Pol Colonel Thongchai Yooket.
