HONG KONG – Hong Kong raised its response level to the novel coronavirus outbreak to “emergency” and will extend school holidays for non-tertiary students to Feb 17.

Announcing this at a press conference, Chief Executive Carrie Lam Cheng Yuet-ngor also said the city will cancel its largest marathon to help with disease control efforts.

The Standard Chartered Hong Kong Marathon, originally scheduled for Feb 8 and 9, involves 70,000 people and the government “believes it has to be canceled,” Lam said.

Lam said Hong Kong will also indefinitely halt flights and rail services to Wuhan in central China’s Hubei province where the novel coronavirus outbreak started.

The government said those who arrive in Hong Kong via the international airport, the three ports and six immigration checkpoints at the city’s border with Shenzhen, will be required to declare their health conditions in special forms. Those who provide fake information will be liable to attract up to six months’ imprisonment and a fine of HK$5,000.

The CE will lead a steering committee to address the threat and said that the government will spare no efforts or resources in preventing a community outbreak of the disease.

The government will set up four task forces, designated for disease prevention and control, internal coordination, public participation and public information, respectively.

Lam said the date for all secondary schools, elementary schools and kindergartens to start a new semester will be pushed back to Feb 17.

Lam urged Hong Kong people not to visit Hubei province. She said she has called on the State Council for help to keep the city’s mask stockpile adequate. Pharmacies across Hong Kong have run out of masks aimed at preventing viral infection, prompting authorities to say more will arrive next week.

Toddler infected with coronavirus under quarantine

A two-year-old girl in South China’s Guangxi Zhuang autonomous region has been infected with the novel coronavirus, local health authorities said on Saturday, raising concerns for the virulent illness’s impact on children.

The majority of confirmed cases – which has climbed to over 1,200 in the Chinese mainland – have been in older people and those with underlying health conditions, but health experts have said that children and teenagers also should take precautions against the virus.

According to local health authorities in Guangxi, the infected minor lives in Wuhan, Hubei province – the epicenter of the outbreak. She flew to Nanning, the provincial capital of Guangxi, from Wuhan on Tuesday and then rode a bus to Hechi city, about 250 kilometers north of Nanning.

She visited a local hospital in the early hours on Thursday after showing symptoms of fever and a cough. The girl is now being quarantined for treatment and is in stable condition, local health authorities said.

Previously, South China’s Guangdong province also confirmed infection in young children.

A 10-year-old boy who returned from Wuhan to Guangdong’s Shenzhen city on Jan 4 was hospitalized on Jan 11 and later confirmed to have contracted the virus, local newspaper Guangzhou Daily reported.

The boy is reportedly cured of the illness and was discharged from the hospital on Thursday.

Li Lanjuan, a member of the high-level expert team convened by the National Health Commission, said on Thursday that the elderly population and those with chronic diseases or low immunity levels are more vulnerable to the novel coronavirus, but children and teenagers are not immune to the virus and should take proper protective measures.

China restricts travel for 35 million people to halt spread of deadly virus

BEIJING – China locked down more than 35 million people in an increasingly urgent effort to halt the spread of the deadly coronavirus Friday, as the United States confirmed a second infected person and the respiratory illness found its way to Europe, where the first three cases were announced in France.

The pneumonia-like disease has claimed 41 lives – all in China – and infected more than 1,200 people there. An official at the World Health Organization told reporters that his agency has begun planning for an outbreak that will last for months.

Infections have been confirmed in France, South Korea, Japan, Nepal, Thailand, Singapore, Vietnam, Taiwan,Australia and the United States as the disease spreads outside Asia.

At least 50 people are under observation for the illness in 22 U.S. states, according to the Centers for Disease Control and Prevention.

The second U.S. patient is a woman, a Chicago resident, who traveled to Wuhan, China – where the virus originated – in late December and returned Jan. 13, the CDC announced Friday. A few days later, she began to feel ill and saw a doctor. She was asked about her travel history, then referred to a hospital, which isolated her and arranged for testing.

The woman is in stable condition but will remain in the hospital mainly to ensure she does not spread the virus. On Tuesday, authorities revealed the first U.S. case, a man in his 30s from Snohomish County, Washington, who had recently returned from a visit to Wuhan. Authorities said they are monitoring 50 of the man’s contacts for signs of infection.

The CDC deployed a team to help with the Chicago case. The woman “has not had any extended close contact with anyone outside her home since returning, and that should be very reassuring to the public,” Allison Arwady, Chicago’s public health commissioner, told reporters Friday.

Health officials briefed about two dozen senators Friday. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said he “wouldn’t be surprised if there are additional cases.” But he said public-health authorities acted quickly in Illinois, where they “identified, isolated and did contact tracing on the people with whom that person came into contact. That’s how you get your handle on an outbreak.”

After the briefing, Sen. Rick Scott, R-Fla., called on President Donald Trump to declare the outbreak a public-health emergency.

Although the outbreak is a “very serious public-health threat, the immediate risk to the U.S. public is low at this time,” Nancy Messonnier, director of the CDC’s National Center for Immunization and Respiratory Diseases, told reporters in a briefing Friday.

Circumstances in the United States were overshadowed by the apparently deteriorating conditions in China. The Chinese medical system is struggling to cope with the outbreak, amid reports of overcrowded hospitals, stressed doctors and dwindling supplies.

A doctor who had been working on the front line of efforts to control the disease in Wuhan died on Saturday, Chinese state media reported.

Liang Wudong was 62 and had retired a year ago, according to staff at Hubei Xinhua hospital, but was apparently called back to work to help combat the disease. He fell ill with suspected coronavirus on Jan. 16 before being transferred to another hospital in the city as a patient.

A ban on travel was extended to 14 cities, with a total population of more than 35 million in central China’s Hubei province. Tunnels under the Yangtze River were blocked to stop the flow of traffic, and all ride-hailing services in Wuhan were halted at midday Friday. Only half the city’s taxis are allowed on the road each day.

China Southern, the country’s biggest airline, had already canceled flights in and out of Wuhan airport on Thursday. The other two main carriers, Air China and China Eastern, said they would cancel all Wuhan flights from Friday until at least Feb. 8.

As the Lunar New Year began, authorities have canceled the temple fairs and festivals that normally accompany the nation’s biggest holiday. Large public gatherings could aid the spread of the airborne virus.

Nevertheless, state broadcaster CCTV led its midday news program with a report about a huge banquet in Beijing attended by President Xi Jinping and other Communist Party leaders. None of them was wearing a mask, and the report made no mention of the virus outbreak.

Other senior Chinese officials came under heavy criticism for their slow response to the outbreak. The mayor of Wuhan, Zhou Xianwang, allowed a huge potluck banquet to proceed Sunday, during a weekend when the number of confirmed infections shot up dramatically. The city had arranged a Lunar New Year meal featuring 14,000 dishes for more than 40,000 people, an event it hoped to get listed in Guinness World Records.

Residents were also surprised by photos and video of the two top officials in Hubei province – the Communist Party secretary and the governor – at a dance performance in Wuhan to celebrate the arrival of the Spring Festival holiday. They were sharply criticized for enjoying themselves instead of working on the response to the health crisis.

The Forbidden City in Beijing, which can admit 80,000 people a day and was entirely sold out for the holiday, has been closed until further notice. Shanghai Disneyland, which normally has 10 million visitors a year, announced Friday that it would shut down indefinitely starting Saturday.

Production companies have postponed the release of seven films over the holiday, prompting Chinese cinema companies to close the country’s 70,000 movie theaters.

Schools in Hubei province, due to begin the spring semester after the holiday, will not open their doors as planned but will wait for further guidance from health authorities. The Education Ministry instructed universities around China to delay their opening dates if necessary.

Workers are racing to build a 1,000-bed hospital for people with the disease in Wuhan, an indication that Chinese officials expect, or already have, a much larger number of cases. It is modeled after a medical facility specially built in 2003 for patients with SARS, another respiratory infection that began in China and claimed more than 750 lives in more than a dozen countries. The new virus is closely related to the SARS coronavirus.

China’s state-run Xinhua News Agency said the new hospital is needed “to address the insufficiency of existing medical resources.”

One of the most recent fatalities was a young, previously healthy man in Wuhan, raising concerns about the deadliness of the virus. He had no chronic diseases or other existing health conditions, and had been treated with anti-viral medication and antibiotics since he was admitted to a hospital on Jan. 9.

Until now, the vast majority of victims have been older than 60 with underlying health conditions.

Aside from 1,287 confirmed cases of infection, a total of 8,420 people are reported to be under observation in China.

Despite the escalating toll, some analysts remained concerned that the Chinese government was significantly underreporting the number of cases. A financial analyst for the investment firm Raymond James told clients in a report Thursday night that he believes the numbers are likely at least 10 times the publicly reported total.

With transportation restrictions imposed by China, U.S. officials said Friday they are assessing the extent and duration of screening travelers from Wuhan to airports in San Francisco, Los Angeles, New York, Atlanta and Chicago. The lockdown in Wuhan and nearby cities means fewer travelers from there are arriving in the United States.

The labor-intensive airport screening is being conducted by the CDC. But sick patients with no symptoms might not be detected.

To control the spread of the virus, resources must be focused at the state and local levels, where front-line health officials are trying to rapidly identify cases, said Martin Cetron, director of the CDC’s division of global migration and quarantine.

An academic has warned that the government’s plan to build more sugar factories and biomass power plants may worsen air quality by releasing more particulate matter less than 2.5 microns in diameter (PM 2.5).

Assoc Prof Sataporn Roengtam, an academic at Khon Kaen University’s Faculty of Humanities and Social Sciences, said that the toxic haze in areas nationwide caused by the burning of crops, especially in the northeastern region where people burn sugarcane before cutting them for storage in factories, was causing a large amount of dust to spread throughout the area.

The government’s plan to build another 28 sugar factories with biomass power plants and one bio-hub in the northeastern region will make the situation more severe because the government has to expand the sugarcane plantation area of 7.75 million rai to increase production.

“The dust caused by the burning of sugarcane will hurt people’s health,” he warned, adding, “Although the government has prohibited such activities, farmers will choose to burn their fields instead of using labour to cut sugarcane due to cost advantages and labour shortage.”

He explained that currently there are 20 sugar factories and 5.54 million rai of sugarcane plantations, which generate biomass power of 631 megawatts and produce ethanol of 1.4 million litres a day.

“The current sugarcane production is not enough to feed the existing factories, which will affect people’s lives during the grinding season,” he said.

He cited the case of a sugar factory in Ban Phue district in Udon Thani province with a production capacity of approximately 24,000 sugarcanes a day, which may require 360,000 rai of sugarcane plantation area, or equal to half of the whole district area.

“The study indicated that 20 per cent of the sugarcane plantation area came from clearing forests,” he said. “If this case occurs in other areas, the northeastern region will lose 432,000 rai of forest, equivalent to the Phu Phan National Park of approximately 415,439 rai.”

He suggested that the government zone the area for planting sugarcane, which will not affect the ecosystem, including people’s health.

Anutin calls meeting of three ministries to work out measures on tackling coronavirus

Deputy Prime Minister and Minister of Public Health Anutin Charnvirakul has called a meeting of officials from the Public Health, Transport, and Tourism and Sports ministries on Sunday (January 26) to work out an action plan to deal with the Wuhan coronavirus.

Deputy Government Spokesperson Traisulee Traisaranakul said the plan will be presented to the Cabinet on Tuesday (January 28).

In a related matter, the Ministry of Tourism and Sports will hold a meeting with tour and hotel operators on January 27 to come up with guidelines to prevent the spread of the new coronavirus in Thailand.

The meeting will also examine how many Thais travel to Wuhan and other cities of China every week, as part of Thailand’s efforts to curb spread of the virus.

Prime Minister Prayut Chan-o-cha has ordered all parties to step up measures to deal with the situation.

Integrity Pact ‘successful’ in curbing corruption

The Comptroller-General’s Department has said the Integrity Pact initiative has helped the government save over Bt73 billion of budget since 2015.

Wilawan Phayanoi, the department’s spokeswoman and deputy director-general, said on Saturday (January 25) that as the central agency responsible for monitoring and administering the disbursement of the state budget, the Comptroller-General’s Department had started the Integrity Pack initiative since fiscal year 2015. The aim was to make sure that the government procurement and purchasing procedures are transparent and in compliance with related regulations and standards.

“Under the Integrity Pack, three parties must sign the procurement contract comprising the government agency that owns the project, the entrepreneur providing the products or services, and a third-party observer who possesses knowledge, expertise and experience related to the project,” she said. “All parties agree in writing to the terms and regulations of project’s procurement and all details of the process from request for proposal to the project’s completion must be verifiable by their counterparts.”

The Integrity Pact essentially helps prevent corruption in the procurement process, promotes fair competition and builds confidence among private parties to participate in the public-private partnership, added Wilawan.

“Since 2015 there have been 106 procurement projects that signed the Integrity Pact with combined project value of Bt18.103 trillion,” she said. “Fifty-three projects had already completed the procurement process with combined contract value of Bt160.201 billion and the pact has saved the government some Bt73.047 billion as a result of observer party giving advice to the project owners regarding suitable prices and specifications versus those proposed by the entrepreneurs.”

Fund tasked with restructuring farmers’ debt

Deputy Prime Minister Jurin Laksanawisit has ordered the Office of the Farmers Rehabilitation and Development Fund to study debt restructuring of 46,000 farmers with a debt of Bt15 billion, deputy spokeswoman Ratchada Thanadirek said after a meeting of the Farmers Rehabilitation and Development Fund Committee on Friday (January 24).

“The committee approved the guidelines to solve the debt problem of farmers who are members of the fund to restore their quality of life and save land for agriculture,” she said. “The guidelines were proposed by three parties — farmers, bank associations, and the office’s debt management committee.”

She further explained that the office will pay 50 per cent of the principal amount, while the government will pay another 50 per cent of principal including interest and land loss to the creditors. The debtor must prepare a rehabilitation plan and repay the fund later.

“If the committee reaches a conclusion at the next meeting on February 24, the committee will propose to the Cabinet for consideration,” she said. “All debtors owed formal debt and had paid instalments for a long time.”

She added that the committee approved the Farmers Rehabilitation and Development Fund’s annual budget for fiscal year 2020 to solve problems of 2,700 farmers of Bt2.3 billion, divided into a Bt518-million budget for farmers’ rehabilitation and development and a Bt1.3-billion budget for farmers’ debt management.

“The committee also approved the draft regulation of the Farmers Rehabilitation and Development Fund Committee regarding the rules on the farmers’ collateral assets management which have been sold for repayment (of debt),” she added

“The new regulation will enable the fund to repurchase farmers’ collateral assets, which have been sold to repay creditors, whether the creditors are financial institutions or individuals. This approach will solve the problem of farmers who lost their land to repay debt.”

Coronavirus epdiemic seen impacting Thai economy

The coronavirus epidemic in China and other Asian countries will be a key factor in affecting the Chinese economy and also Thailand this week and maybe the next, experts said.

The Chinese yuan weakened this week (January 20 to 24) as the coronavirus continued to spread during the Chinese New Year festival. The virus has raised concerns about its impact on China’s economy, as well as the overall economic situation in Asia.

The baht appreciated at the beginning of the week, and weakened towards the end. Thai tourism was expected to be hit by the coronavirus epidemic in China and other Asian countries.

CIMB THAI bank predicted that the baht next week (January 27 to 31) would move within a range of Bt30.20 to Bt30.70 to the US dollar.

In addition, all eyes will be on a US Federal Reserve meeting on January 28-29. Also, the US will report its economic growth rate for the last quarter of 2019 on January 30.

CGS-CIMB Securities Thailand forecast that the Stock Exchange of Thailand (SET) Index would possibly fluctuate due to the spread of the coronavirus.

CGS-CIMB Thai suggested that investors monitor the results of the Fed’s meeting, as well as the Constitutional Court’s judgement on the budget bill of 2020. The company predicted the SET Index’s support next week at 1,555 points, and resistance at 1,585 points.

Gold bar price this week was globally at US$1,557.57 per ounce, while the price in Thailand was Bt22,500 per baht weight, up from Bt22,350 per baht on Monday (January 20)

The YLG Bullion International estimated the first support in the future at US$1,569 per ounce. If the price passes this support, the next one would be around US$1,573 to US$1,580 per ounce.

AOT revenue ‘not impacted’ by cancellation of flights from Wuhan

The Wuhan coronavirus would not impact the revenue of Airports of Thailand (AOT), the company president said, adding charter flights would make up for the loss of flights from Wuhan.

The Wuhan coronavirus has affected the AOT’s operations but it would not affect revenue, AOT president Nitinai Sirismatthakarn said. Passengers from Wuhan city were only around 11,000, which was not much compared to more than 200,000 persons arriving daily at Suvarnabhumi Airport, he said.

“The number of passengers was estimated to increase 3 to 5 per cent,” he said. “This year we expect to grow by five per cent, from the Bt64.994 billion we earned in 2019.”

“Presently, flights from Wuhan have been cancelled until February 8, and AOT has provided charter flights to substitute for the cancelled flights,” he added.

He also said that the AOT’s board of directors has issued a policy to lower by 50 per cent the landing fee for those charter flights.

No foolproof way to detect coronavirus infected people

Thai people have been warned to be on high alert for the Wuhan coronavirus as there was no perfect screening procedure to detect infected people as of now, Prof Teerawat Hemachuta, the head of Health Science Centre of Emerging Diseases at Chulalongkorn Hospital, said on Friday (January 24).

“Patient screening presently is at the highest monitoring level” he said. “However if people are infected by the virus, it will take a few days before they show symptoms such as fever. An infected person can pass screening if they are in the undetected period of the disease.”

The coronavirus spreads easily through breath and secretion. The people most at risk are those working in airports and medical staff who screen patients.

The coronavirus causes severe pneumonia like the 2009 flu pandemic. Presently, researchers are developing a vaccine against the disease.

Teerawat suggested that people protect themselves from the disease by eating cooked food, using a fork and spoon and washing the hands regularly. Besides, he advised people to wear a medical mask when they are in crowded places.

In addition, he said the Department of Disease Control’s director-general and Food and Drug Administration’s secretary-general had discussed recently the preparation of an antiretroviral drug to tackle the situation created by the coronavirus.
