Police look for more suspects in Chiang Mai toddler abduction case

The Royal Thai Police on Friday widened its investigation into the mysterious case of a toddler “Gina”, who went missing but was later found.

Police believe that there is more than one suspect in the case.

The toddler, Ponsiri “Gina” Wongsilaroongruang, went missing from her residence in Chiang Mai on August 5.

Three days later, a Myanmar national – who was a friend of the toddler’s father – confessed to police that he had kidnapped the child and left her at a cave some 3 kilometres away as a sacrifice to spirits.

The missing Gina on the same day was found safe in a hut near her neighbourhood at around noon.

Police suspect that there are other persons related to the abduction case, in addition to the Myanmar man.

On Friday, National Police chief Suwat Jangyodsuk ordered his high-ranked subordinates to investigate the case at the remote village of Ban Huay Fak Dab in Chiang Mai’s Mae Taeng district, where Gina and her family lived.

Meanwhile, Provincial Police Region 5 in Chiang Mai reported that Gina appeared very tired but had no wound on the body. The Myanmar man is currently detained at Mae Taeng Police Station.

New application gives public quick access to government services

A mobile application “Tang Rat” (the state’s way) has been launched to serve as a portal to all government digital services.

The app, launched by the Digital Government Development Agency (Public Organisation), aims to develop a digital government capable of providing services to people in a fast, comprehensive and transparent manner, Prime Minister’s Office Minister Anucha Nakasai said on Friday.

Speaking at a virtual seminar “DGA Live”, Anucha said: “Tang Rat is a one-stop shortcut to all state services that is accessible to every citizen from a smartphone or other supported platform,” he said. “It includes both existing and new services that are made possible by digital technology, including bill payment using QR Code. The application will be available 24/7 and will help reduce overlapping procedures and delays caused by the traditional way of contacting government agencies.”

DGA director Supot Tiarawut said that in the first phase (fiscal year 2021), the Tang Rat application will include information on various government schemes such as social security, newborn baby allowance, national health security benefits, land maps from Department of Lands and Credit Bureau database.

“In the second phase [fiscal year 2022], more services will be added, including filing of land tax and vehicle tax, licence plate application, farmer registration and more,” he said.

“In the last phase, or fiscal year 2023, specialised services will be included, such as application for special loan programmes, agricultural produce certification and online marketplace for farmers’ products.”

Tang Rat is available in both App Store and Google Play, and ID verification is required for registration. Current users of D.DOPA application by Department of Provincial Administration can register for Tang Rat application directly in just a few steps.

Monsoon spell over most of Thailand with isolated heavy rains in all regions

A strong southwest monsoon prevails across the Andaman Sea, Thailand and the Gulf of Thailand, while an active monsoon trough lies across the lower North, the upper Central, and the Northeast, the Thailand Meteorological Department said on Saturday.

Thundershowers are forecast for most of the country with isolated heavy rains in some areas.

People should beware of flash floods, the department said.

Waves in the Andaman Sea are expected to be 2-3 metres high and above three metres in thundershowers. All ships should proceed with caution and small boats should keep ashore, the department said.

Meanwhile tropical storm “Conson” over the South China Sea is moving west. It is expected to intensify and make landfall over middle Vietnam on September 12-13. The storm would bring continuous rain to Thailand with isolated heavy to very heavy rains in some areas.

The weather forecast for the next 24 hours:

North: Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 22-24 degrees Celsius, highs of 29-33°C.

Northeast: Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 32-34°C.

Central: Thundershowers in 80 per cent of the areas with isolated heavy rains; temperature lows of 24-25°C, highs of 32-34°C.

East: Thundershowers in 80 per cent of the areas with isolated heavy to very heavy rains; temperature lows of 24-26°C, highs of 29-33°C; waves two metres high and over two metres during thundershowers.

South (east coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-25°C, highs of 32-34°C; waves two metres high and over two metres during thundershowers.

South (west coast): Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 20-25°C, highs of 29-32°C; waves 2-3 metres high and over three metres during thundershowers.

Thailand recorded 15,191 Covid-19 cases and 253 deaths on Saturday.

Ministry of Public Health reported on Saturday (September 11) morning that in the past 24 hours there are 15,191 new patients who tested positive for Covid-19, 726 of whom have been found in prisons.

Death toll increased by 253, while 18,721 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,368,144 with 14,173 total deaths.

CCSA extends controls in Dark Red provinces till Sept 30

The Centre for Covid-19 Situation Administration (CCSA) on Friday extended Covid-19 restrictions in 29 Dark Red provinces including Bangkok until September 30.

The restrictions include the curfew and work-from-home measures. The CCSA urged people in Dark Red provinces not to leave home unnecessarily between 8pm and 4am. It said business and other activities can be conducted as usual except for entertainment businesses. Alcohol consumption in restaurants is still banned.

Separate restrictions for the 37 provinces under highest controls and 11 “controlled” provinces will also remain in place until September 30.

The CCSA said it has increased the intensity of control and supervision under the Covid-free setting measure and policy for closure of at-risk locations.

Covid insurers plead for patience as delayed-payment complaints soar above 3,000

Thailand’s non-life insurance industry has asked customers to be patient over delayed Covid-19 payments, saying insurers are being overwhelmed by claims.

Total Covid claims exceed 9 billion baht this year, according to the Thai General Insurance Association (TGIA), which comprises all 56 non-life insurance companies.

“Most of the claims have been made during July and August. We estimate that by the end of September the total claim amount could reach Bt12 billion,” said TGIA president Anon Wangwasu.

Insurance claims during the Covid-19 outbreak are about 10 times higher than normal, he said.

Insurance companies need to prepare at least Bt3-4 billion to cover Covid-19 related claims, he added.

“Some companies are starting to sell their assets, shares and bonds as well as increase their capital to secure enough cash to honour the claims.”

However, this did not indicate financial vulnerability, as the companies normally retain shares, bonds, assets or other investments that generate higher returns than cash, he added.

“Currently total investment asset of the loss insurance industry amounts to Bt334 billion, 29.3 per cent of which is cash deposits, 23.9 per cent is in shares, 15.82 per cent in debentures, 6.62 per cent in funds, and the rest in other forms of investment.”

Meanwhile, the Office of Insurance Commission (OIC) reports that as of September 3, it had received 3,145 complaints of insurance companies failing to pay Covid compensation on time.

“Most of the complaints are about ‘Jer Jai Jop’ insurance, which promises to pay immediately upon testing positive for Covid-19,” said OIC secretary-general Suthipol Taweechaikarn.

Customers can submit complaints online at https://complaintportal.oic.or.th/ppms/login, via the 1186 hotline or at the OIC head office on Ratchadapisek Road.

No row simmering with China, says Foreign Ministry

The Foreign Ministry on Thursday dismissed rumours of a conflict brewing over the Thailand-China high-speed railway project, saying bilateral ties were perfectly healthy.

Teacher, 59, caught in Facebook honeytrap by ‘gorgeous’ Kalasin woman

Buriram police are investigating after photos and clips of a 59-year-old teacher in sexually compromising positions were sent to his colleagues in a case of apparent blackmail.

The teacher told police in the Northeast province he was being scammed by a beautiful 32-year-old woman from Kalasin.

The victim produced a profile picture of the woman and the chat log record as evidence.
He said the woman had contacted him on Sunday via her Facebook page, which had a gorgeous profile picture under the name “Sorn Laaiad”. She sent a message asking him to accept her friend request. When he did so, she began sending nude pictures of herself to him.

They agreed to meet up on Wednesday in Buriram, where he took her for a meal before they went back to a hotel together. He admitted to having consensual sex with the woman and transferring three payments totalling 13,700 baht to her bank account.

He believes the woman resorted to blackmail after he cut off contact and refused to transfer any more money to her account.

South Korean embassy to deliver happiness bags to Korean War veterans in Thailand

The embassy of South Koreans is preparing “Happy bags”, a safety and food kit for the Covid-19 era, and deliver it to 66 living Korean War veterans and their families in Thailand.

The project, named “Happy Bag For Our Heroes”, will be from September 6 to October 12, and covers six provinces: Bangkok, Chonburi, Ayutthaya, Chachoengsao, Prachinburi and Satthahip.

The embassy said it has organised various events for Korean war veterans in Thailand every year, such as the annual testimonial dinner. However most of these events have been cancelled due to Covid-19. Therefore, the embassy said it decided to visit each house of war veterans, as most of them are around 90 years old, who have difficulties in buying goods and foods by themselves.

The embassy put the necessaries of life — rice, canned food, masks, etc. – and health foods like Korean red ginseng extract in the “Happy bag”.

The Korean Cultural Centre in Thailand also prepared healthy Korean foods such as kimchi and samgyetang (Korean chicken soup with ginseng) for each family, and the Korea Veterans Association in Thailand supported hand sanitisers.

Once the embassy visits each house, the delivery will be done in front of the house, not inside, to avoid unnecessary contact and to comply with the Covid-19 guidelines, the embassy said.

In addition, some families will be awarded a scholarship during this project, depending on their environment. The embassy said it has supported not only war veterans, but their descendants by awarding scholarship, or providing Korean language and taekwondo education hosted by KCC Thailand.

Colonel Kim Kyoung-Youl, Defense Attaché of the embassy said, “We would like to give practical help to our heroes by visiting their homes, as we may cancel or delay various events for them this year”.

The embassy said it would continually support the Korean War veterans in Thailand to express gratitude for their sacrifices for Koreans.

Boy narrowly escapes shooting in Trang, which kills both his parents

A latex trader and his wife were shot dead inside their car on Thursday, while their son reportedly escaped the attack with a broken leg.

The incident took place in Trang’s Ratsada district. Police arrived to find a Toyota Fortuner at the scene with two bodies – Weerayut Khun-in, 39, behind the wheel and his wife Waraporn Piandee, 39, on the passenger seat. Their son Wasitpon Khun-in was in the back seat with a broken leg. He was later taken to Thung Song Hospital in Nakhon Si Thammarat for treatment.

Initial investigation showed that the family was returning from Nakhon Si Thammarat’s Thung Song district and were very close to their home. Then a pick-up truck came from behind and several shots were fired at the Fortuner before the pickup disappeared.

Officials believe the crime may have stemmed from personal or business conflicts or Weerayut may have been involved in illegal dealings.

Police said they have some idea of who may have been behind the shooting and will check local CCTV cameras and images captured on dashboard cameras of cars nearby.
