Baht expected to move sideways as investors await clarity on various issues


The baht opened at 32.50 to the US dollar on Tuesday, weakening from Monday’s closing rate of 32.45.

The Thai currency is likely to move between 32.40 and 32.55 during the day, Krungthai Bank market strategist Poon Panichpibool said.

Poon predicted that the baht would drift sideways in the short term. Investors are waiting for many new factors, especially the Covid-19 situation in the country, which had led to many foreigners selling Thai assets — stocks and bonds.

Investors are waiting for the European Central Bank’s meeting, as it might signal a decrease in quantitive easing (QE), which will affect the currency. Currently, the trend of the euro and dollar are not clear yet.

Poon added that the International Monetary Fund is disbursing US$650 billion to help members under which Thailand will get $4.4 billion (THB130 billion) as special drawing rights. He said investors should speculate how the government and the Bank of Thailand would use the funds to support the economy and solve the Covid-19 situation.

Parliament restores 2-ballot voting system


A government’s charter-amendment bill to restore the two-ballot electoral system was approved by Parliament in its third and final reading on Friday.

The bill means voters in future elections will cast one vote for their constituency MP and a separate vote for their preferred party.

It also increases the number of constituency MPs from 350 to 400 while cutting party-list MPs from 150 to 100. Party-list MPs will be calculated from the percentage of preferred-party votes.

Constitutional amendments require support from more than half of Parliament, (367 votes), including at least 20 per cent of opposition MPs (43) and at least one-third of the Senate (84).

Friday’s bill passed with support from 472 parliamentarians.

Of the total 467 MPs, 323 voted in favour, 23 against and 121 abstained.

Of the total 225 senators, 149 voted in favour, 10 against, and 66 abstained.

The bill will be forwarded for royal endorsement in 15 days. Meanwhile, MPs can file an appeal to the Constitutional Court for a decision within 30 days.

Jurin Laksanawisit, leader of the coalition’s Democrat Party, thanked government parties, opposition and senators for approving the bill.

Former deputy agriculture minister Thammanat Prompow did not attend Friday’s Parliament session. Thammanat was removed from his post on Wednesday.

Thammanat ousted from govt after ‘plot’ against PM


Thammanat Prompow has been removed from his position as deputy minister of agriculture, according to an announcement in the Royal Gazette on Thursday. The announcement was published an hour after Thammanat announced he was resigning from the ruling Palang Pracharath Party.

Last week, Thammanat reportedly plotted against PM Prayut Chan-o-cha during the no-confidence debate in Parliament.

The controversial politician had risen through the ranks of the ruling party despite spending four years in an Australian jail after being convicted in a heroin-smuggling case in the 1990s.

On Thursday, Thammanat said he wants to return to work for his hometown of Phayao, adding that many political parties had invited him to join.

Deputy Minister of Labour Narumon Pinyosinwat was also removed from her position, according to the Royal Gazette announcement.

The Cabinet on Tuesday approved elections for Subdistrict Administrative Organisations (SAOs), to run from November 28 to December 12.

Guidelines to make the SAO elections Covid-safe will be announced in October.

However, a Cabinet decision on the dates for governor elections in Bangkok and Pattaya is still pending.

The Cabinet gave the green light for the Interior Ministry to prepare a budget for the SAO elections and assigned the Election Commission to issue regulations for the polls.

US embassy marks 20th anniversary of 9/11 attacks


The US embassy held a memorial ceremony at the Chancery in Bangkok on Saturday to mark the 20th anniversary of the September 11, 2001 terrorist attacks.

Acting deputy chief of mission James Wayman joined embassy officers in a wreath-laying ceremony.

The National September 11 Memorial & Museum in the US also will hold the 20th anniversary commemoration. The programme will commence at 8.30am eastern time (7.30pm Thailand time). A moment of silence will be observed at 8.46am. The ceremony will be exclusively for 9/11 family members. President Joe Biden and first lady Jill Biden will visit all three sites of the attacks.

On the morning of September 11, 2001, four planes were hijacked by 19 al-Qaeda terrorists. The first plane hit the North Tower of the World Trade Center, while the second plane hit the South Tower. The third flight crashed into the west side of the Pentagon. The fourth flight was flown to Washington DC, but it did not hit the target and crashed in a field.

There were 2,977 victims including 344 firefighters; 71 law enforcement officers; 25,000 people were injured.

4.5 million adolescents to get Pfizer vaccine from October


The Ministry of Public Health has approved the Pfizer vaccine for those aged between 12 to 18.

Public Health Minister Trinuch Thienthong revealed on Friday that a meeting of the Centre for Covid-19 Situation Administration approved vaccination for 4.5 million adolescents with the Pfizer vaccine.

The inoculation will start in October in 29 “dark red” provinces.

Students who volunteer to get the Pfizer vaccine will need consent from their parents.

The ministry will educate the adolscents about the vaccine next week. After that, the ministry will seek the consent of parents for vaccination. Schools will make a list and send it to provincial education offices. Provincial education offices will meet with provincial health offices to summarise the vaccination plan.

Siam Niramit ceases Bangkok operations


Siam Niramit Bangkok, where spectacular shows had entertained and educated visitors on Thai culture and history for close to two decades, is closing down due to the ongoing Covid-19 crisis.

According to a report in Thansettakij newspaper, the theatre’s executives this week told over 200 staffers about the permanent closure, as well as the compensation.

Before this decision, Siam Niramit Bangkok had been closed temporarily since March 17, 2021.

The theatre was built on a leased site near the Thailand Cultural Centre in the Ratchada area. Although the lease contract had another seven years to go, the Ratchada Niramit company did not think it would be worth continuing the business, as it would take a long time for Thailand’s economy and tourism to recover.

However, Siam Niramit Phuket has not been closed permanently, though it has been shut temporarily.

Siam Niramit Bangkok opened on October 27, 2005.

NACC denies dragging its feet in probing alleged misuse of police aircraft


The National Anti-Corruption Commission (NACC) is close to reaching a conclusion in the case of police planes being allegedly used to smuggle liquor from Hat Yai, the deputy secretary-general of the NACC, Niwatchai Kasemmongkol, said on Friday.

He was responding to a post on Facebook page “@Watchdog.ACT” which questioned progress of the investigation into the case. The alleged incident took place in March 2018 when two planes of the Royal Thai Police model CN235-220M and Falcon 2000 were reportedly sighted transporting liquor from Hat Yai International Airport in Songkhla province to the Thai Police Aviation Division (TPAD) in Bangkok.

Over 20 cases of liquor were reportedly covered with black plastic bags before being unloaded from the planes to a pickup truck at the TPAD while two police officers reportedly supervised the operation. A similar incident reportedly happened in May 2018, prompting related agencies to file a case with the NACC for immediate investigation.

“Although the incidents had taken place in 2018, the case was actually filed at the NACC only in October 2020, which is less than a year ago,” said Niwatchai.

“The commission found that there is prima facie evidence for two offences: using police airplanes to smuggle liquor without going through Customs procedures, and using police flight training allowance for wrongful propose.

“The NACC has carefully investigated all evidence and witnesses and is nearly at the conclusion stage. The case has not been delayed or interfered with by other parties as rumoured,” he added.

Meanwhile, National Police chief Pol General Suwat Jangyodsuk said that he has ordered Internal Affairs chief Pol General Wisanu Prasatthong-osot to investigate the incident and report the findings as soon as possible.

Thailand reports decline in new Covid cases but deaths higher


Thailand logged 15,191 new Covid-19 infections and 253 deaths over the past 24 hours on Saturday. Of the new cases, 726 were in prisons.

On Friday, 16,031 cases were reported with 220 deaths.

Meanwhile, 18,721 patients have recovered and been discharged over the past 24 hours.

Thailand’s total caseload from Covid-19 stands at 1,368,144 – 1,216,112 of whom have recovered, 137,859 are still in hospitals and 14,173 have died.

Separately, another 323,285 people were given their first Covid-19 shot in the last 24 hours, 432,647 their second shot, and 2,571 a booster shot, bringing the total Covid-19 vaccine doses administered nationwide to 39,631,862.

India donates 300 oxygen concentrators to Thailand


The Indian Embassy in Thailand on Friday handed over oxygen concentrators to the Ministry of Public Health.

India’s ambassador Suchitra Durai presented them to Deputy Minister Sathit Pitutecha. The ambassador said that India stands with the Thai government and people in tackling the Covid-19 situation.

She emphasised the importance of the longstanding relations and friendship between the two countries.

Thailand and India are members of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.

The Indian government donated 300 oxygen concentrators to Thailand. They were sent by INS Airavat and reached Thailand on September 3.
