Hybrid romance scams cheated victims out of 861.49 million baht in the eight months between March 1 and October 31 this year, the Royal Thai Police said on Sunday.

The scams use the promise of a romantic relationship to lure victims into investing large sums of money.

A total of 2,123 complaints of hybrid romance scams were filed via www.thaipoliceonline.com between March and October 1, said police spokeswoman Noppawan Panya.

“A total of 189 cases worth over 150 million baht were filed in October alone,” she said.

Hybrid romance scammers usually use fake profiles on dating apps, Line, Facebook or Instagram to lure their victims, she said.

The criminals often use photos of good-looking men or women in their profiles.

“After gaining their victim’s confidence, the scammer will advise them to invest a small amount of money via a fake app or website,” she explained. The

At first, victims will be able to withdraw their cash or make a profit, Noppawan said. But after they invest larger sums, they will find that the criminals demand extra fees to withdraw the money. The scammers will often then disappear along with the money invested.

The government project to build homes for squatters living along the Klong Prem Prachakorn canal is progressing smoothly and some 15.77% is either completed or on its way to completion.

Government spokesman Anucha Burapachaisri said new homes for 1,007 families in 10 communities along the canal are either being built, ready to be built or were completed at the end of October.

The progress of the project along the canal, which runs through Pathum Thani and Bangkok, is as follows:

• 634 finished houses: 356 in Bangkok’s Chatuchak district and 88 in Lak Si district, 190 in Tambon Lak Hok in Pathum Thani’s Muang district. This constitutes 9.93% of the project.

• 352 houses underway: 133 in Chatuchak, 71 in Lak Si, 120 in Don Mueang district and 28 in Lak Hok. This constitutes 5.51% of the project.

• 21 houses ready to be built: 7 in Lak Si and 14 in Don Mueang or 0.33% of the project.

The project, which was given Cabinet approval on April 9, 2019, aims to do away with the untidy, shaky wooden shacks that blocked and slowed the canal’s flow. Houses encroaching on the canal will be demolished to make way for two-storey concrete houses along the canal’s banks instead.

Anucha said the project aims to provide permanent homes to people living in 38 communities in four districts of Bangkok and Pathum Thani, namely 32 in Don Mueang, Lak Si and Chatuchak and six in Tambon Lak Hok in Pathum Thani’s Muang district.

The project is being organised in cooperation with the Community Organisation’s Development Institute, the Social Development and Human Security Ministry and other relevant government agencies.

He said 6,340 families have agreed to move into new homes, though the remainder have yet to agree.

Of the families that agreed:

• 621 live in five communities in Chatuchak

• 2,248 in 13 communities in Lak Si

• 2,542 in 14 communities in Don Mueang

• 929 in six communities in Lak Hok.

Once the project is completed, the families will be able to live in new homes while the canal will be able to drain floods at its full capacity, the spokesman said.

The much-coveted “เศรษฐี 7” or Millionaire 7 licence plate fetched as much as 8.54 million baht at an auction of special plates with desired numbers and auspicious Thai words.

The Department of Land Transport (DLT) put 95 such plates under the hammer on Saturday at its headquarters in Bangkok’s Chatuchak district.

This is the third auction and results were published on the Road Safety Fund’s Facebook page.

Unlike ordinary licence plates, these special plates have a colourful background and can be transferred to others and used with different registered cars.

Apart from “เศรษฐี 7” (Millionaire 7), the plate “เฮง 888” (Lucky 888) fetched 5.84 million baht, while “โชค 9999” (Luck 9999) was snapped up for 5.01 million baht, DLT deputy director-general Seksom Akraphand said.

“This auction generated 194.16 million baht for the Road Safety Fund,” he said, adding that the other two auctions had won a total of 498.57 million baht.

He said the proceeds will be spent on promoting road safety and buying equipment for people disabled by road accidents.

Both sides discussed promoting cooperation in multi-faceted areas, including on climate change and under the Asia-Pacific Economic Cooperation (Apec).

The Thai Meteorological Department issued a warning of flash floods and runoffs across the South due to heavy rainstorms on Sunday.

The department forecast continuous heavy to very heavy rainfall from the monsoon trough across the lower South and a depression over the lower Andaman Sea.

“People should beware of severe conditions that may cause flash floods and overflows, especially along the waterways near foothills and lowlands,” the department said.

The forecast for upper Thailand is a cool morning with light fog in many parts, though the temperature will rise by 1-2 degrees Celsius.

An easterly wind in the lower Northeast and East will bring isolated rain,” the department said.

It advised people to take health precautions in the variable weather conditions.

24-hour forecast:

North: Morning cool and light fog, temperature lows of 16-19C and highs of 31-34C. Temperature on hilltops likely to drop to 8-14C.

Northeast: Morning cool with light fog and isolated light rain mostly in lower parts. Temperature lows of 16-22C and highs of 31-32C. Temperature on hilltops likely to drop to 10-14C.

Central: Cool morning with light fog. A rise in temperature of 1-2C. Temperature lows of 20-22C and highs of 31-33C.

East: Cool morning with light fog. Temperature rise of 1-2C. Isolated rain mostly in Chonburi, Rayong, Chanthaburi and Trat. Temperature lows of 22-24C, highs of 31-33C; waves about 1 metre high, and higher offshore.

South (east coast): Fairly widespread thundershowers and isolated heavy to very heavy rain in Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala and Narathiwat. Temperature lows of 21-24C, highs of 28-31C; waves about 1 metre high, rising higher to two metres in thundershowers from Prachuap Khiri Khan to Chumphon.

For a long time, Teflon and plastic floats clogged up waterways during Loy Krathong in Thailand until creative people came up with more eco-friendly versions made from bread and banana leaves.

Now a woman in Nakhon Ratchasima (aka Korat) has gone one step further and come up with krathongs made from a long-overlooked farm waste – corn husks.
Nonglak Inthamart, 30, said her village in the Northeast province’s Soeng Sang district grows maize and is left with huge amounts of husks after harvest. So, she decided that maybe this waste can be put to good use and turned into floats.
So she looked for DIY tutorials on the net and came up with her first set of corn-husk floats after some trial and error.

For her floats, she cleans and dyes the husks with natural pigment before folding them to look like lotus petals and glueing them together to make krathongs.
Nonglak has put her ingenious krathongs on sale at her village shop for the upcoming Loy Krathong. Prices range from 30 baht to 200 baht, depending on the size and intricacy. However, she said, the medium-sized floats going for 100 baht are the most popular.
She said she received more than 200 orders for her colourful floats after she posted photos on Facebook. Inquiries can be made by calling Nonglak at (092) 541 4130.
This year’s Loy Krathong Festival, or “festival of floating lanterns”, falls on November 8 – the full-moon night of the Thai lunar calendar’s 12th month.

Police swooped in on entertainment venues in Pattaya’s Walking Street in the early hours of Saturday to hunt down drugs, guns and illegal migrants.

Their aim was to ensure security ahead of the high tourist season and was inspired by a recent crackdown in Bangkok.

On October 26, 237 Chinese nationals were arrested at an alleged drug party in Bangkok’s Sathorn area. Also detained were 29 Thai and Cambodian employees. The so-called restaurant/karaoke joint is now being investigated for involvement in drug trafficking and money-laundering operations possibly being run by foreign gangs.

The inspection on Saturday was led by Muang Pattaya Police Station in collaboration with Tourist Police Division 1 and Chonburi Immigration Police Bureau.

Police officers checked pubs, restaurants and karaoke joints on both sides of Walking Street to see if alcohol was being served to minors, if any drugs were being sold or consumed and if anyone was carrying a gun. They also checked foreign patrons’ passports and travel documents to ensure nobody had entered the country illegally, was overstaying or using fake IDs.

After the operation, police declared nothing illegal had been found and it was business as usual.

Pattaya on the east coast of Thailand is known as the “city of sin” due to its growing sex industry and buzzing nightlife. Prostitution is still illegal in Thailand, though authorities generally overlook it.

Loy Krathong revellers can float their lanterns online on Tuesday as Thailand seeks to reduce the mountain of waste that clogs rivers, canals and lakes during the annual festival.

Local authorities around the country will organise the usual watery Loy Krathong festivities but three websites will offer eco-friendly alternative ways to celebrate.

The Culture Ministry is inviting people to visit https://ecard.m-culture.go.th, where they can create electronic Loy Krathong greeting cards until Thursday.

All users have to do is choose a design, fill in the receiver’s name and message, click the “สร้างการ์ด” (create card) button, and then share or download their creation.

Or there’s Longdo, which allows users to float their krathongs at its map website https://map.longdo.com/loykrathong.

Users select a location to launch their krathong and then follow its journey as it floats along the digital waters.

Meanwhile the Old Siam Shopping Plaza near the Grand Palace is seeking to clean up the historic area’s riverside and canals at https://theoldsiam.co.th/loykrathong.

Head to the website to choose a krathong, add your prayer, and then launch it into cyberspace.

The Bangkok Mass Transit Authority (BMTA) will extend the operating hours of 2,845 city buses by an hour to ensure Bangkokians get home safely on Loy Krathong night. Many public buses normally terminate at 10pm.

The Bangkok Metropolitan Administration (BMA) also announced earlier this week that it is opening 33 public parks until midnight on Tuesday to accommodate the floating of krathongs. A special fair featuring live performances and stalls is also being held at the foot of Rama VIII bridge on the Thonburi side.

People celebrating Loy Krathong next week have been warned they could face the death penalty if they release airborne lanterns in safety zones.

Lanterns, balloons, fireworks, laser lights, drones and other items that might damage aircraft are banned around Thailand’s six main airports on Tuesday and Wednesday, Airports of Thailand (AOT) said on Friday.

The six AOT airports are Suvarnabhumi and Don Mueang in Bangkok, Chiang Mai, Chiang Rai (Mae Fah Luang), Phuket and Hat Yai in Songkhla.

Skies in Chiang Mai and across the North are usually full of khom loi or candlelit paper lanterns at Loy Krathong.

In a Facebook announcement, AOT said it was enforcing the Air Navigation Act, which bans the release of floating lanterns, rockets, fireworks, laser beams and similar objects in air safety zones.

According to the act, causing damage to an aircraft that renders it incapable of flight, or which endangers or is likely to endanger its safety in flight, is punishable with the death penalty, life imprisonment and/or and a fine of 600,000-800,000 baht.

People who want to launch airborne lanterns outside air safety zones should seek permission from their local provincial administration, AOT said.

In Chiang Mai, airborne lanterns are banned in six districts. The ban covers Muang Chiang Mai, Hang Dong, Saraphi (Khua Mung, Don Kaew, Tha Wang Tan, Nong Phueng and Sansai subdistricts), Mae Rim (Don Kaew, Rim Tai, Mae Sa, Muang Kaew, Rim Nuea subdistricts), Sansai (Nong Han subdistrict), and San Pa Tong (Tung Tom subdistricts).

Launching airborne lanterns during Loy Krathong is permitted outside of air safety zones in the hours between 7pm and 1am, AOT said.

So far, 53 flights have been cancelled and 24 flights rescheduled over the festival period.
