A total eclipse of the Moon will occur during the Loy Krathong festival on November 8, according to the National Astronomical Research Institute of Thailand (NARIT).

The Earth’s shadow will fall across the moon from 3.02pm to 8.56pm, Thailand time.

The moon will be totally eclipsed for almost an hour between 5.44pm and 6.41pm, NARIT explained.

After that, the Earth’s shadow will slip to reveal a partial eclipse until 7.49pm.

This will be followed by a penumbral eclipse – when the outer shadow of the Earth brushes the edge of the Moon.

The lunar eclipse will end at 8.56pm, NARIT said.

People can watch the lunar eclipse for free at Thailand’s observatories – including the Princess Sirindhorn AstroPark in Chiang Mai and regional observatories in Nakhon Ratchasima, Chachoengsao and Songkhla.

A lunar eclipse occurs when the Sun, Earth and Moon are closely aligned.

A sparkling Loy Krathong extravaganza will be held by the lake of Nonthaburi’s Impact Muang Thong Thani on November 7 and 8.

The organiser’s spokesperson, Jintana Pongphakdee, said on Saturday that a special pier will be set up for people to release their krathongs from, which will then float towards the 8-metre-tall yellow duck in the middle of the lake.

Also featured will be a concert, open-air films and more than 30 stalls selling souvenirs and food.

Jintana said an area has also been set aside for students to freely exhibit and sell their artwork. Loy Krathong, which is marked on the full-moon night of the 12th month of the lunar calendar, falls on November 8 this year. Thais release little floats with a candle, incense, flowers and money as an offering to the water goddess. At least one Thai was among the 151 people killed in a Halloween stampede in Seoul on Saturday night, the Royal Thai Embassy in South Korea reported on Sunday.

In a Facebook announcement posted at noon, the embassy said it had received a report from South Korean police that at least one Thai national was killed in the crush.

The embassy said it was coordinating with South Korean police for more information on the Thai casualty so that it could inform the victim’s family as soon as possible.

The embassy said it would assist the family in repatriating the body to Thailand.

Earlier on Sunday, the embassy had said that there were no reports of Thais among the 151 victims of the stampede.

South Korea’s fire department told AFP news agency that 19 of the 151 people killed during the incident were foreigners. Yonhap news agency added that nationals from Iran, Uzbekistan, China and Norway were among the dead.

Deputy Prime Minister Prawit Wongsuwan will call a meeting with relevant state agencies next week to take tougher action against online crimes as the problem appears to be worsening.

Digital Economy and Society (DES) Minister Chaiwut Thanakamanusorn said on Saturday that Prawit, who oversees the suppression of online crimes, was focusing on a new case in which state officials are being accused of selling people’s personal information to fake call-centre gangs.
Prawit is expected to instruct the relevant agencies to work harder for “more concrete results”, Chaiwut said, adding that tackling criminal activities urgently was in line with the prime minister’s instructions issued ahead of the Apec Summit due next month.
Chaiwut said on Saturday that so far 184 cases of online scams have been cracked, with suspects being arrested for preying on social media users.
He added that the DES Ministry was working with several agencies to tackle the problem of online crimes, including fake call centres, Ponzi schemes, online gambling and e-commerce scams.

The DES Ministry is working with the Department of Special Investigation, Cyber Crime Investigation Bureau, Securities and Exchange Commission, Bank of Thailand, and Finance Ministry, among others.
As for state officials allegedly selling people’s personal data to criminals, Chaiwut said they violated the Personal Data Protection Act and will be punished if found guilty in court. He explained that selling personal data carries a maximum penalty of one year in prison for every count.
“If you sell the information of 10 people, you can get 10 years behind bars. If it is 100 people, it will be 100 years,” he said.

Providing clues on counterfeit banknotes can win people up to 100,000 baht, the Digital Economy and Society (DES) Ministry’s Anti-Fake News Centre announced on Saturday.

The centre said people who have found fake banknotes can provide information on where and from whom they got the notes at nearby police stations or Bank of Thailand offices.

The Finance Ministry will offer the following rewards:

  • Up to 100,000 baht or 30 per cent of the value of counterfeit money confiscated if the mastermind is also caught.
  • Up to 100,000 baht or 30 per cent of the value of the counterfeit banknotes seized.

Police officers cracking the case are also eligible for 25 per cent of these rewards.

The reward will be paid in two lots, half when the prosecutor releases a prosecution order and another half when the court issues a guilty verdict.

Application for the reward can be sent within 90 days of prosecution of offenders at the following places:

  • Bangkok: Treasury Department
  • Other provinces: Provincial governor’s office.

Would-be dentists from Chulalongkorn University made time last week to tend to people with dental problems in the southern province of Narathiwat.

As part of a project initiated by the Royal Initiative Discovery Foundation, free dental services were provided on Wednesday and Thursday to 2,090 people from the districts of Rusoh, Joh I Rong, Si Sakhon, Yi-ngor and Bacho.

The event held in Rusoh district included filling teeth, extraction of rotten teeth, scaling and extraction of wisdom teeth.

It is now legal to import cannabis and hemp seeds to Thailand, following a Department of Agriculture announcement published in the Royal Gazette website on Saturday.

The announcement stipulated that seeds of both plants can be imported from any country provided they meet the following criteria:

– The seeds must not be genetically modified.

– They must contain no organic or inorganic contaminants, including soil, sand, insects, etc.

– Importers must present lab evidence that they have been treated for or protected against pests, namely Pseudomonas syringae py cannabina, Xanthomonas campestris pv cannabis, Ditylenchus dipsaci, Arabis mosaic virus, Alfalfa mosaic virus, Orobanche ramosa, Cuscuta spp and Striga spp.

– Importers must present a phytosanitary certificate for export or re-export issued by the National Plant Protection Organisation (NPPO) in the country of origin.

– The seeds must pass Department of Agriculture screening customs.

Thailand legalised marijuana and hemp on June 9, allowing the former narcotics to be grown freely, but recreational use of the plants remains prohibited. Selling to persons under 20 years old, pregnant and nursing women is also banned.

All extraction, processing, sales, import and export of marijuana must be approved by authorities. Furthermore, tetrahydrocannabinol (THC) in marijuana or hemp products for sale must be lower than 0.2 per cent.

The upper parts of Thailand will experience a cold snap with temperatures falling by up to 4 degrees Celsius until next Friday.

The Thai Meteorological Department’s 7-day weather forecast said that from Saturday to Tuesday, a moderate high-pressure system from China will bring light rainfall, strong winds and cooler temperatures in upper Thailand. The Northeast will be hit by the cold snap first before it spreads to the rest of the upper parts of the country.

From Tuesday to Friday, another high-pressure system will cover the upper regions of Thailand and the Northeast monsoon will also become stronger, bringing the temperature down by another 2 to 4 degrees.

The mercury is expected to drop to 15ᵒC in the North and Northeast, 19ᵒC in the Central region and 20ᵒC in the East.

The department added that over the next week, the South will experience continued and isolated heavy rain due to a monsoon trough, which will also create up to 2-metre high waves during thundershowers.

Bangkok hospitals will offer free Covid-19 vaccination in November to raise the level of protection against the virus in the capital.

Covid-19 was downgraded to a “communicable disease under surveillance” on October 1 but vaccination is still considered an important defence against illness and death, especially for those in risk groups.

The Bangkok Metropolitan Administration (BMA) is providing free red-cap Pfizer vaccine for children aged six months to four years at all BMA hospitals. Three doses will be administered at intervals of four and then eight weeks.

Elsewhere, the Queen Saovabha Memorial Institute in Bangkok is providing free Pfizer vaccination with second, third, fourth, and fifth doses for adults aged over 18 who register at https://qsmi-booster.kcmh.or.th/. Vaccination is available at the institute Monday to Friday (October 31-November 4).

The Chakri Naruebodindra Medical Institute in Samut Prakan is also offering 30 free Covid-19 jabs per day for children under five on six days in November. The jabs will be administered from 9am to 1.30pm on November 2, 4, 9, 11, 23, 25 and 30.

Public Health Minister Anutin Charnvirakul said the government aims to administer at least 2 million Covid-19 shots by the end of this year. Separately, the Public Health Ministry announced that Thailand has donated 100,000 doses of Pfizer’s mRNA vaccine for children in Myanmar.
