A severe tropical storm “Nesat” in the upper South China Sea is expected to become a typhoon on Monday, the Thailand Meteorological Department (TMD) said on Monday.

In a Facebook post, the TMD said the tropical storm with sustained winds of about 100 kilometres per hour is expected to move through China’s southern Hainan to the coast of upper Vietnam between Thursday and Friday (October 20 and 21).

The TMD added that the high-pressure system over upper Thailand and the South China Sea will force the storm to decline rapidly.

“This phenomenon would cause Thailand to become more cloudy,” the department said.

Earlier on Sunday, the TMD forecast torrential rains for southern Thailand from Monday to Friday, with coastal provinces expected to see waves up to three metres high, and even higher during thunderstorms.

“People should beware of the severe conditions that may cause flash floods and overflows,” the TMD said, adding that people on the southwest coast should beware of inshore surges.

The department advised all ships to proceed with caution, advising small boats in the Andaman Sea to keep ashore from October 17 to 21.

The Ministry of Natural Resources and Environment (MNRE), by the Department of Environmental Quality Promotion, will hold a press conference to promote the latest activity of the Ministry: “MNRE Meets the People” in four regions of Thailand toward the end of 2022.

The press conference will be held on Thursday, October 20 from 1.30 pm at the 101 Meeting Room of the Pollution Control Department’s building.

“MNRE Meets the People” aims to promote public awareness of natural resources and environment conservation by adding value to existing resources, which will help improve the quality of life in the surrounding community and drive Thailand toward the goal of low carbon society.

Somsak Sapphakosonkul, department director-general and president of the organisation committee, has said that the event would also help facilitate the exchange of knowledge and understanding in environmental fields among agencies under the MNRE, as well as promote their achievements in the past year to the public.

“MNRE Meets the People” is scheduled to be held in four regions of Thailand to ensure maximised public coverage. The third event will move South to Patong Beach, Phuket province during November 25-27, before wrapping up the last event of the year in Chiang Mai on December 2-4. The last event will also celebrate Thailand Environment Day and Natural Resources and Environment Volunteer Day on December 4, during which the Ministry will announce its operational plan “Thailand Green Plan” to the public.

Somsak further added that the press conference on Thursday will provide an outline of the activities available during the “MNRE Meets the People” event in each location, in a bid to invite interested people in the four provinces and nearby areas to attend the activities. Porsche-driving French tourists accused of beating Thai man unconscious on Samui

Two French tourists have been arrested on Koh Samui after allegedly beating a Thai motorcyclist unconscious on Saturday night.

The victim’s wife said the tourists were driving a Porsche Panamera when they signalled her husband to stop before exiting the car and and beating him without explanation.

Police identified the suspects as Vincent Raymond Bugeya, 34, and Julien Gerard Rene Vincent, 28.

They were arrested by police from Borphut Station at a bar not far from the spot where they allegedly attacked Somkhuan Songkot, 43.

The pair were detained at the police station pending a hearing at Samui Court to bring formal charges.

Somkhuan’s wife, 47-year-old Lakkhana Salao, told police the assault took place at 9pm while her husband was taking her home by bike after work.

Lakkhana said Somkhuan overtook the Porsche at Phru Chawaeng Intersection but the driver sounded the horn and drove after them. The driver then signalled the couple to stop in front of Wassana shabu shop.

Lakkhana said the passenger threw a punch, felling Somkhuan, who then tried to escape into the shabu shop. She said the Frenchman followed him, still throwing punches until Somkhuan fell to the pavement, hit his head and was knocked unconscious.

Lakkhana said the incident was recorded by a customer in the shop who later shared the clip with her.

Shop customers also called an ambulance and the police.

Lakkhana said doctors treating her husband had diagnosed a brain haemorrhage and ordered surgery to drain the blood.

Pol Col Yutthana Sirisombat, chief of Borphut police station, said the two suspects had arrived from Hua Hin to tour Koh Samui. Police will seek permission from Samui Court on Tuesday to detain them pending further investigation before they are formally charged in court, he added.

People in Phuket are being called to come out and help clean up the mud and debris left on roads, public buildings and people’s homes now that the floods are subsiding.

Phuket governor Narong Woonciew launched the big cleaning campaign on Monday to help bring life back to normal.

Continuous heavy rain from Saturday to late Sunday flooded all three districts in the province, affecting more than 6,080 people from 1,850 households in 80 villages.

The inundation also damaged five roads and three bridges, while water and electricity in some areas were cut off due to landslides. No casualties were reported due to the landslide.

Provincial authorities have set up temporary shelters at the administration premises of Thep Krasattri, Kamala, Kathu and Talat Yai subdistricts.

A 40-year-old Thai man from Qatar has become Thailand’s 11th monkeypox case, the Department of Disease Control (DDC) said on Monday.

DDC acting director-general Tares Krassanairawiwong said the patient, a masseur working in Qatar, developed a fever and rash on October 8 before returning to Thailand on October 15.

He went to a private hospital in Pathum Thani where doctors diagnosed monkeypox and sent him to Bamrasnaradura Infectious Diseases Institute in Nonthaburi.

A test at the institute’s laboratory confirmed the diagnosis.

Tares said his department was tracing the patient’s travel history and contacts.

A total of 72,198 monkeypox cases in 109 countries worldwide had been reported as of Thursday (October 13), with most cases in Europe, he said.

The top five countries affected by the disease are the US (26,594 cases), Brazil (8,461), Spain (7,239), France (4,043) and the UK (3,654).

The number of monkeypox deaths worldwide has risen to 28 – seven in Nigeria, five in Brazil, four in Ghana, two each in Spain, Cameroon and the US, and one each in Belgium, Ecuador, India, Sudan, Cuba and Czech Republic, Tares said.

Meanwhile, Thailand’s 10 previous monkeypox cases have recovered, said DDC deputy director-general Sophon Iamsirithaworn.

DDC officials are also monitoring 10 close contacts of the cases for symptoms, he added.

He asked hospitals to contain the spread of the disease by testing and quarantining suspected cases until the results come back.

He also urged people to wear face masks, wash hands regularly, avoid sharing utensils, eat clean food, avoid crowded places or countries at risk of monkeypox, and avoid close contact with people who have fever, rash or blisters on their bodies.

“People can get a monkeypox test at their local hospital if they develop a rash and blisters after a fever, sore throat, muscle pain and swollen lymph nodes,” he said.

The Department of Disaster Prevention and Mitigation (DDPM) on Monday issued a warning of flash flooding and high waves for residents in the South.

Torrential rain is forecast from Monday to Friday, with coastal provinces expected to see waves rise to 3 metres, and higher in thunderstorms.

Nine southern provinces at risk of flash floods: Chumphon, Surat Thani, Nakhon Si Thammarat, Ranong, Phang Nga, Phuket, Krabi, Trang and Satun.

Meanwhile, the six provinces at risk of strong waves are Ranong, Phang Nga, Phuket, Krabi, Trang and Satun.

DDPM said agencies in the nine flood-risk provinces are monitoring forecasts and rain volume closely. Agencies in six coastal provinces have been ordered to set up beach signs warning people not to enter the water and consider a ban on sailing if the weather worsens.

Provincial agencies have also been told to issue warnings in risky areas and prepare officials and equipment for 24-hour emergency response operations.

The department urged residents in at-risk areas to follow the weather forecast and information from government agencies, and brace for severe conditions.

Lumpini police on Sunday fined a Canadian national 1,000 baht for using Sukhumvit Road in downtown Bangkok as a rollerblading track.

Jordan McIver, 37, appeared in a TikTok video weaving his way through traffic on the busy road on Friday.

The poster said the video was filmed between Soi Nana to Soi On Nut, meaning the enterprising McIver saved 37 baht on the Skytrain fare.

However, police didn’t see it that way and the Canadian ended up with perhaps the most expensive ticket ever to travel the 7-kilometre route.

After spotting the viral video online, the cops tracked down the Canadian to a condo in the Lumpini area.

Locals in Bangkok’s Lat Krabang district gathered along the Lam Pla Thio canal to observe the Mon tradition of giving alms to 100 monks on Sunday.

The “Tak Bat Phra Roi” (giving alms to 100 monks) ceremony is held on the first Sunday after the end of Buddhist Lent every year.

On the day, 100 monks row up to either side of the canal in boats made of “takian” or ironwood to collect alms at around noon, while locals hold boat races down the canal later in the day.

The National Water Command Centre (NWCC) is keeping a close eye on 24 dams nationwide as heavy rain has brought their reservoirs close to brimming point.

In its daily report on Sunday, the NWCC said it was monitoring the levels of Mae Ngad, Kiew Khor Ma, Kiew Lom, Mae Mok, Kwae Noi, Thap Sela, Pasak Jolasid, Krasiew, Huay Luang, Chulabhorn, Ubonrat, Lam Takong, Lam Phra Ploeng, Mool Bon, Lam Sae, Lam Nang Rong, Khun Dan, Klong Si Yad, Bang Phra, Nong Plalai, Narue Bodin, Bueng Boraped and Nong Han dams.

The centre said it would continue monitoring the dam levels even though the Thai Meteorological Department announced that the Sonca tropical storm had weakened into a low-pressure mass as of 1pm on Saturday.High alert as water levels in Thailand's 24 major dams cross red line

The department said the low-pressure mass will only bring scattered rain or medium showers in the Northeast, East and Central provinces including Greater Bangkok.

The NWCC explained that the 24 dams had exceeded their capacity due to heavy rain triggered by tropical storms and the monsoon season.

It added that 34 provinces are still flooded, including:

Central: Lopburi, Saraburi, Pathum Thani, Ayutthaya, Ang Thong, Singburi, Chai Nat, Uthai Thani, Suphanburi, Kanchanaburi, Nakhon Pathom and Nonthaburi.

Northeast: Nong Bua Lamphu, Chaiyaphum, Khon Kaen, Roi Et, Mahasarakham, Yasothon, Ubon Ratchathani, Nakhon Ratchasima, Si Sa Ket, Surin, Buri Ram and Kalasin.

East: Chachoengsao, Prachinburi and Nakhon Nayok.

The NWCC added that the heavy discharge from Krasiew Dam will increase the level of Tha Chin River in Suphanburi by about half a metre.
