Pink Floyd co-founder Roger Waters on Wednesday addressed the UN Security Council at Russia’s invitation, condemning Moscow’s invasion of its neighbour as illegal – though adding he believed it was provoked – and calling for a ceasefire.

The High Representative for Disarmament AffairsIzumi Nakamitsu, said that in Ukraine, “The prospect of a negotiated settlement of the conflict seems, at present, to be slim as long as the current military logic continues to prevail.”

Briefing the Security Council on Feb 8, on Ukraine, Nakamitsu stressed that the large-scale influx of weapons into any armed conflict “amplifies concerns regarding the escalation of the conflict and risks of diversion.”

The Office of the High Commissioner for Human Rights has recorded 18,657 civilian casualties. This total includes 7,110 killed and 11,547 injured. According to the High Representative for Disarmament Affairs, the actual figures are likely considerably higher.

Explosive weapons cause most civilian deaths and injuries with wide-area effects, including heavy artillery, multiple-launch rocket systems, and missiles. Aside from destroyed homes, schools, roads, bridges, hospitals, and health facilities have also been attacked.

Nakamitsu said, “The disruption of water, gas, heating and electricity caused by Russian attacks on energy infrastructure is causing the humanitarian crisis in Ukraine to reach even more dire dimensions.”

The High Representative for Disarmament Affairs stated that these attacks constitute “an unacceptable escalation of the war, and civilians are paying the highest price.” She said, “further escalation and prolongation of the conflict will only bring more unbearable suffering. The transfer of military equipment in support of Ukraine must not derail the aspiration for peace.”

She then reiterated the General Assembly’s call to support the de-escalation of the situation and a peaceful resolution of the conflict, with respect for Ukraine’s sovereignty and territorial integrity within its internationally recognized borders and by the principles of the Charter.

Roger Waters, artist and civil peace activist, also addressed the Security Council. He asked, “What are your goals, by the way? And here, maybe I direct my inquiries more to the five permanent members of this council. What are your goals? What is the pot of gold at the end of the rainbow? Bigger profits for war industries? More power globally? A bigger share of the global cake? Is Mother Earth a cake to be gobbled up?

Waters also stated, “The invasion of Ukraine by the Russian Federation was illegal. I condemn it in the strongest possible terms. Also, the Russian invasion of Ukraine was not unprovoked. So, I also condemn the provocateurs in the strongest possible terms.”

He concluded, “From the 4 billion or so brothers and sisters in this voiceless majority – who, together with the millions in the international anti-war movement, represent a huge constituency – enough is enough. We demand change. President Biden, President Putin, President Zelenskyy, USA, NATO, Russia, the EU, all of you, please change course now. Agree to a ceasefire in Ukraine today.”

Representing his country, Vasily Nebenzya, Permanent Representative of Russia to the United Nations, said to the Council, “The problem is that the leavers that could influence the pursuit of a peaceful settlement to the conflict around Ukraine have ended up in the hands of western arms companies and corporations, and they, as you will fully understand, are the last people who would be interested in peace.”

Zhang Jun, Permanent Representative of China, Richard Mills, Deputy Permanent Representative of the United States, and Sergiy Kyslytsya, Permanent Representative of Ukraine, briefed the Council, too.

Zhang Jun, Permanent Representative of China, said the Ukraine crisis is “global and multifaceted in nature to which there is not a purely military solution.” He added, “In the past year, parting on sanctions and upgrading weapons did not calm the situation but instead made the conflict more acute and issues more complicated, pushing the situation to a more dangerous precipice.”

Richard Mills, Permanent Representative of the United States, said, “The security assistance, including weapons that the United States and more than 50 other countries are providing and will continue to provide, is for Ukraine’s self-defence.” He stressed, “This distinction cannot be more important. Ukraine is using its weapons to repel the invading Russian forces that are committing war crimes on Ukraine’s territory.”

Sergiy Kyslytsya, Permanent Representative of Ukraine, said, “If the Security Council remains immobilized by the evil-doer himself and cannot punish it, let us and all responsible nations do this work for the Council and for our common good, as the first lines of the UN Charter read ‘…to save succeeding generations from the scourge of war.’”

Twelve years ago, Abdel-Karim Abu Jalhoum fled war and poverty in the Palestinian territory of Gaza for safety in Turkey. On Monday (February 6), the massive earthquake that devastated parts of Turkey and Syria killed him and his entire family.

The Palestinian foreign ministry said Abu Jalhoum, his wife Fatima, and their four children, were among 70 Palestinians who had been found dead. The overall death toll in the quake has shot beyond 11,000.

At the family house in Beit Lahiya, Abu Jalhoum’s mother, Wedad, prayed their bodies could be returned home for burial.

“I haven’t seen my son, nor his children for 12 years,” the weeping mother said, dressed in black and surrounded by neighbours trickled into the family’s house on Wednesday (February 8) to pay respects.

“I want my children, I want to see them and bid them farewell.” She added.

Abu Jalhoum had worked as a taxi driver in Gaza but struggled to support a growing family and left in 2010 for Turkey. There, he worked in a wood factory in Antakya, and Fatima and their children joined him once he was established.

“My brother went to Turkey to seek a better life away from wars and blockades here in Gaza,” Abu Jalhoum’s brother, Ramzy, 43, told Reuters.

In Antakya, life was promising for the 50-year-old father, 33-year-old Fatima and their children, Noura, 16, Bara, 11, Kenzi, 9 and Mohammad, their 3-year-old who was born in Turkey. Six months ago, they had moved to a new apartment, according to the family.

In the hours after the tremors, the extended family desperately tried to make contact, calling everyone who could offer any information. On Tuesday (February 7), they recognised the family in a photo showing them buried under the rubble, lifeless.

In the picture, Abu Jalhoum is seen embracing his children, seemingly trying to protect them with his own body as their home collapsed on them.

There are no exact figures as to how many Palestinians live in Turkey, but many, especially from Gaza, have in recent years moved to Turkey, fleeing a densely populated territory that has witnessed frequent wars that have left the economy in ruins.

The United Nations relief agency UNRWA estimates around 438,000 Palestinian refugees live in Syria.

The Palestinian Authority, which has limited rule in the Israeli-occupied West Bank, said it had sent a rescue mission to the impacted areas.

The confirmed death toll in Turkey and neighbouring Syria has now risen to 12,391.

Chiang Rai’s annual International Balloon Fiesta has been cancelled again this year, but that won’t stop Valentine’s couples from taking their love sky-high over Singha Park Chiang Rai.

The Muang district attraction will still be hosting a Valentine’s Day event for couples from February 12-15. The highlight will be romantic balloon rides for a bird’s eye view of Singh Park and Chiang Rai city.

The balloons will take off twice a day, at sunrise and sunset.

Before the pandemic, the International Balloon Fiesta was a major annual attraction during the week of Valentine’s Day in the northern province.

Professional balloonists from across the world lined up to compete for total prize money of over 500,000 baht during the day while light and sound shows lit up the night. The international balloon extravaganza is expected to be refloated when tourism recovers and international arrivals increase.

Election Commission secretary general Sawang Boonmee on Thursday declined to confirm May 7 as the date of the general election, but he said the commission is prepared to organise an early election if the House of Representatives is dissolved before its term ends.

In response to a question on whether a House dissolution expected in early March would affect the commission’s tentative schedule of May 7 for the next general election, Sawang said that the agency was well prepared for any possible date.

The current House of Representatives’ four-year term ends on March 23 so a House dissolution in early March would not have any significant impact on the commission’s preparations to organise the election, he said.

When asked if the election date would still be May 7, he responded: “Do I still have to answer that question?”

Prime Minister General Prayut Chan-o-cha is empowered by the Constitution to dissolve the Lower House before its term ends, which will result in an earlier election date.

Sawang also said on Thursday that the commission has improved its vote-reporting system to rectify flaws in the system used in the last general election in March 2019.

The updated system will report unofficial results of the vote count in real time with accuracy and speed, he said.

Captain Thammanat Prompao, once called a renegade of the ruling Palang Pracharath Party (PPRP), has led 11 other Settakij Thai Party MPs back into the arms of the ruling party.

Thammanat and 20 MPs loyal to him were expelled from the PPRP in January 2022 for allegedly planning to topple Prime Minister General Prayut Chan-o-cha in a censure debate.

The group then joined the Settakij Thai Party, which Thammanat later took control of as party leader.

However, after Prayut formally severed his ties with the PPRP by joining the United Thai Nation Party and announcing his intention to become its prime ministerial candidate, speculation has been rife that Thammanat and his group would return to the PPRP.

On Monday, Thammanat, who is close to PPRP leader and Deputy Prime Minister General Prawit Wongsuwan, and the other 11 members of his party began the process of re-applying to become members of the PPRP. As a result, all of them lost their MP status immediately because they had resigned from their party to join a new one.

The 11 Settakij Thai MPs, who followed Thammanat to the ruling party, are Phai Lik (Kamphaeng Phet), Jiradej Sriwiraj (Phayao), Kasem Suparanon (Nakhon Ratchasima), Sathira Puakpraphan (Chonburi), Pornchai Insook (Phichit), Panya Jinakham (Mae Hong Son), Jomkwan Klubbankoh (Samut Sakhon), Thassanaporn Ketmethikarun (Nakhon Ratchasima), Pakphum Boolpramook (Tak), Yutthana Pothasuthon (party-list) and Somsak Khunngern (Khon Kaen).

Two other party-list MPs of the Thammanat group – Boonsing Warinrak and Yongyuth Thepjamnong – previously rejoined the PPRP.

In another development, a key faction of the PPRP – the Sam Mitr (“Three Friends”) group – has reportedly sent some members to join the Pheu Thai Party.

On Monday, Sukhothai MP Chusak Khirimathong – who is close to Justice Minister Somsak Thepsutin – resigned as a PPRP member to run for a House seat in Sukhothai as a Pheu Thai candidate. Somsak is a co-leader of the Sam Mitr group.

It has been reported that the Sam Mitr group, which once supported Prayut as the prime minister, is distributing its members to various parties so that it will still have a chance to retain some power after the election.

Earlier, two Sam Mitr members – Phudit Insuwan, former Phichit MP, and Chakkawal Chaiwiratkul, former Sukhothai MP – announced they would be Pheu Thai candidates in their respective provinces.

The Election Commission on Thursday defended its decision to include stateless people in calculating the distribution of House seats and has no intention to seek a ruling on the issue from the Constitutional Court.

EC chairman Ittiporn Boonprakong insisted that the EC had complied with Section 86 of the Constitution by counting stateless people in Thailand as part of the population when calculating the distribution of 400 constituency House seats in 77 provinces nationwide.

Ittiporn said Section 86 stated that the EC must distribute the number of constituency House seats based on the population announced by the household registrar of the Provincial Administration Department in the year before the general election.

Ittiporn said the the country’s population numbers announced by the department included stateless people who lived in Thailand.

He added that the EC had used the same principle in distributing House seats in previous elections.

As of December 31, Thailand’s population was 66,090,475, and the drawing up of constituencies was based on the formula of one MP for 164,226 Thais.

Based on this formula, Bangkok would have 33 MPs, Nakhon Ratchasima 16 MPs, and Khon Kaen, Chiang Mai, and Ubon Ratchathani 11 MPs, for example.

Ittiporn was reacting to a comment by Deputy Prime Minister Wissanu Krea-ngarm, who said earlier this week that it was not right for the EC to count stateless people when calculating the number of MPs for each province.

Wissanu argued that stateless people cannot vote although they are counted as part of Thailand’s population by the Provincial Administration Department. Wissanu said counting them would distort the number of House seats, especially in border provinces where there are a lot of stateless people.

Wissanu suggested that the EC seek a ruling from the Constitutional Court on the matter.

Replying to a question by a reporter about Wissanu’s suggestion, Ittiporn dug his heels in and said the EC had no intention to approach the Constitutional Court.

Ittiporn was speaking to reporters after he met and consulted with representatives of political parties on the ceiling on spending for each political party and election candidate during the election campaign.

The meeting, which was held at the EC head office, also discussed rules for putting up campaign signs and how parties would conduct primaries before selecting candidates.

Ittiporn said the EC Office had prepared three models for setting the ceiling on spending, which were discussed with political parties during the meeting on Thursday.

In the first model, each candidate would be allowed to spend no more than 6.5 million baht and a party 152 million baht if the House completes its term on March 22. If the House were to be dissolved before completion of its term, the ceiling would be reduced to 1.74 million and 40.6 million baht, respectively.

The first model took into account the daily minimum wage rates, the consumer price index and diesel price as well as prices of plywood and vinyl boards, Ittiporn said.

He said the second model also took into account opinions of the Finance Ministry, the Bank of Thailand and the Commerce Ministry while the third model also took into account the inflation rate.

Prime Minister General Prayut Chan-o-cha dropped a big hint on Wednesday that the general election will be held in May this year.

Whether deliberate or not, Prayut’s reference to a “May election” as he answered reporters’ questions effectively silenced speculation he would dissolve Parliament to call an early election.

The Election Commission has set a tentative date of May 7 for the national poll, based on the Constitution’s rule that an election must be held within 45 days of the end of the House of Representatives’ four-year term. The current House term ends on March 23.

Answering media questions on Wednesday, Prayut said he did not know how long he would be interim premier until a new government is formed “after the May election”.

Prayut was speaking after chairing this year’s first meeting of the National Strategy and Reform Committee. Also in attendance were Senate president Pornpetch Wichitcholchai, House Speaker Chuan Leekpai, Deputy Prime Minister Wissanu Kreu-Ngam and Interior Minister General Anupong Paochinda.

Prayut told the press after the meeting that the next government could still make adjustments to the National Strategy and Reform plan but cannot cancel it completely as it is mandated by the Constitution. He added this practice has been adopted by many countries.

Prayut said he, Chuan and Wissanu had also discussed the repeated collapse of Parliament meetings due to missing members, plus approaches to speed up the consideration of draft bills that remain pending.

Asked about the Subdistrict Administrative Organization (SAO)’s request to adjust the remuneration for SAO members, Prayut said the Interior Ministry has accepted the request and is considering if the adjustment is possible under the current budget.

The Thai Red Cross Society has promised to contribute 2 million baht (about US$60,000) to the relief efforts for victims of the earthquake that devastated large areas of Turkey and Syria on Monday.

Lt-General Dr Amnat Barlee, director of its Relief and Community Health Bureau, said on Thursday that the Thai Red Cross also welcomed donations from members of the public for the red crescent societies of Turkey and Syria, which are part of the International Red Cross and Red Crescent Movement.

Donations can be transferred to the Thai Red Cross Society’s account at Siam Commercial Bank (045-3-04637-0).

Amnat said he attended a meeting with the Ministry of Foreign Affairs as well as representatives from the Thai Red Cross Society’s foreign relations division to discuss preparations to send assistance to Turkey and Syria.

The 7.8-magnitude earthquake occurred in southern Turkey and northern Syria, leaving over 15,000 people dead and affecting millions more in both countries.

As of Thursday afternoon, the number of dead had reached 15,865 – 12,873 in Turkey and 2,992 in Syria.

There has been an increase in the longevity of Thai people over the past three decades, with men living six and a half years longer and women eight years more than in the 1980s, according to the National Economic and Social Development Council (NESDC).

The latest census in 2018 showed that on average Thai men live to 72.2 years, compared to 65.6 in the 1980s, while Thai women on average live to 78.9 years, compared to 70.9 in the 1980s, the NESDC said.

However, the average period of good health is much lesser – 68 years for Thai men and 74 years for Thai women.

The main reasons for the loss of good health among Thais include road accidents, HIV and diabetes in younger people, and stroke, dementia, and chronic obstructive pulmonary disease in older people, the NESDC said.

Between 2016 and 2019, deaths resulting from road accidents ranged from 23.8 to 30.2 per 100,000 population.

Non-communicable diseases caused about 320,000 deaths per year, or more than 75% of the population. Five diseases – cancer, stroke, heart attack, diabetes, and high blood pressure – caused about 75,000 deaths per year.

Deaths from HIV, the virus that causes Aids, also increased from 12,863 in 2016 to 14,731 in 2017, or 22.5 per 100,000 population.

Meanwhile, drowning was the main cause of premature deaths of Thai children aged below 15, according to Public Health Ministry records. As many as 692 children aged under 15 were reported to have drowned between January 1 and September 2020.

Moscow Creative Tech Highlights, an exhibition that aims to exchange Russia’s innovations and creative technology with Thailand, is being held at Thailand Creative and Design Centre in Bangkok’s Bang Rak district.

The “Created in Moscow” exhibition, organised by Creative Industries Agency (Moscow), is a part of Bangkok Design Week 2023, which is being held across the capital until Sunday.

Evgenia Markova, founder of JM Create and Connect Agency, said Thai-Russian relations in creative industries are experiencing a new phase of development.

“After participation in Chiang Mai Design Week in December 2022, the Moscow industry continues to develop ties with the Thai creative and business communities,” she said.

The objective of the event is to strengthen business and cultural ties between Thai and Russian creative communities. Russia is ready to cooperate with Thailand in other areas, such as boosting the potential of small- and medium-sized enterprises, and the development of the film and animation industry, Markova said.
