One of Russia’s top spies forecast on Wednesday that the Nato military alliance would fail to inflict a “strategic defeat” on Moscow, despite sending billions of dollars worth of weapons and military hardware to Ukraine.

Sergei Naryshkin, who heads up Russia’s SVR Foreign Intelligence Service and is a close ally of President Vladimir Putin, accused Nato of upping the ante in the conflict by supplying Kyiv with more advanced weapons.

“Nato is raising the stakes because they still have dreams of a strategic defeat over Russia,” Naryshkin said in a televised interview with the state-run Ria news agency released on Wednesday.

“But this will not happen.” His comments come as the United States is readying its latest package of military aid for Ukraine, worth some $2 billion. Supplies are expected to include rockets with a range of up to 150 kilometers (94 miles) for the first time.

Washington has previously been hesitant to supply Kyiv with such long-range weapons, apparently fearing they could be used in attacks on Russia itself, which could bring Moscow and Nato closer to the brink of direct conflict.

Naryshkin criticized Washington’s latest promises of military aid, saying Moscow had “taken note of the expansion in both the volume and the range of military equipment being supplied.”

He said the United States and its allies were “determined to wage war with Russia to the last Ukrainian.”

Following promises by the United States, Germany and several other European countries to deliver dozens of tanks to Ukraine, Russian officials such as Foreign Minister Sergei Lavrov and Kremlin spokesman Dmitry Peskov have accused Nato countries of taking a more active role in the war.

Kyiv and the West say military supplies are vital to help Ukraine defend itself against what they say is an illegal war of aggression being waged by Russia which sent tens of thousands of troops into Ukraine in February last year in what it called a “special military operation.”

Following the easing of China’s pandemic measures and the reopening of cross-border travel, Chinese travellers are once again planning overseas trips and Thailand is their #1 preferred destination based on guest searches.

Recent Airbnb data shows that within 24 hours of the government’s announcement on 26 December 2022 to lift inbound quarantine requirements, Thailand ranked as the top most searched outbound destination amongst guests from China on Airbnb.

Among the more than 60 Categories of unique stays launched by Airbnb last year, the number of guests searching for historical homes, domes, boat houses and camping tents has also risen rapidly, becoming the most anticipated searches by Chinese users in 2023.

Notably this Chinese New Year, Thailand emerged as one of the most popular destinations globally for nights booked by China guests on Airbnb, once again alongside the United States and Japan.

“After more than two years of travel restrictions, the desire for international travel amongst Chinese guests is at an all-time high. The opposition Pheu Thai Party alerted police on Thursday after a small handmade bomb was thrown at a campaign billboard erected outside its office in Bangkok’s Don Mueang district.

Suthanapoj Kijthanapitak, who is tipped to be Pheu Thai’s election candidate for the Don Mueang constituency, said that a pillion rider on a motorcycle threw a “ping-pong bomb” at the signboard outside his campaign office in the morning.

“Luckily, nobody was hurt,” he said, adding that the billboard was just erected on Wednesday.

The large signboard appeared to be undamaged by the explosion.

The politician said that he was concerned about the people living in the neighbourhood. He asked police and community leaders to increase safety measures for residents.

Suthanapoj is expected to contest the next general election under Pheu Thai’s banner, replacing its former MP Karun Hosakul, who left the core opposition party to join the newly formed Thai Sang Thai Party.

In the afternoon, Puangpet Chunlaiad, the Pheu Thai member in charge of the party’s campaign in Bangkok, visited the Don Mueang office to inspect the damage.

She said that Pheu Thai filed a police complaint about the incident, adding that an investigation was underway to find the culprit.

The Supreme Court on Thursday issued an arrest warrant for Tarit Pengdit, a former Department of Special Investigation (DSI) director-general, after he failed to attend the reading of a verdict in a criminal case against him.

Tarit requested seven postponements of the court’s reading of the verdict over the past year.

In April last year, the Supreme Court granted his request for postponement after he informed the court that he was being treated for Covid-19.

In his latest request submitted on Wednesday, Tarit said he needed three more months for treatment of kidney disease.

His lawyer informed the court that Tarit underwent an operation at Siriraj Hospital on January 29 and needed time for recovery and medical monitoring.

Tarit and three other DSI officers are accused of abuse of power and malfeasance by former prime minister Abhisit Vejjajiva and his deputy premier Suthep Thaugsuban for filing murder charges against them over the crackdown on red-shirt protests in 2012.

In March 2020, the Appeals Court overturned the Criminal Court’s acquittal of Tarit and sentenced him to two years in prison. The three other DSI officers were also found guilty of malfeasance and given two-year terms.

The court found them guilty of abuse of authority in favour of the Yingluck Shinawatra government, which succeeded Abhisit’s Democrat-led administration.

After considering the documents submitted by the defendant, the Supreme Court on Thursday found that his doctor’s letter did not state that Tarit’s condition was so serious that he could not attend the court hearing on Thursday.

The court said the defendant had made multiple requests for postponement over the past year. This could be considered a delaying tactic to allow the defendant time to escape, so the court issued a warrant for Tarit’s arrest to force him to attend the verdict reading.

The Supreme Court scheduled March 24 for its reading of the verdict in Tarit’s case. His surety of 300,000 baht was seized and the court ordered his guarantor to pay a fine within 15 days.

The three other defendants showed up for the court’s hearing on Thursday.

The Move Forward Party alleged on Thursday that the Royal Thai Air Force (RTAF) wasted more than 200,000 baht by flying two F16 fighter jets during post-cremation rite for the father of a former Air Force chief last year.

Two MPs from the opposition party, Phicharn Chaowapatanawong and Nattacha Boonchaiinsawat, and one of the party’s tentative candidates for a Bangkok constituency, Tanadej Pengsuk, made the allegation during a press conference at the Parliament.

They backed up the allegation with a video clip they claimed they received from an RTAC officer who was angered that state property was being diverted for personal use.

Tanadej said the incident took place in August last year during the ashes scattering rite of the father of former Air Force chief Napadej Dhupatemiya.

The clip showed two F16s were flown over the ceremony.

The formula and practices for distributing House seats and dividing constituencies in the upcoming election has been in use since 2015, an election commissioner said on Wednesday.

Commissioner Pakorn Mahannop made the comment at a press conference in response to criticism from Somchai Srisutthiyakorn, a former election commissioner and now a member of the Seri Ruam Thai Party.

Somchai had said it was wrong for the commission to count stateless residents as part of the population figure used to divide constituencies, after the commission announced on Tuesday its formula for distributing House seats.

Pakorn said law-abiding but stateless residents of Thailand have been part of the population figure used for calculating the number of MPs since 2015, following advice from the Council of State.

The Council of State advised the commission that stateless people, who live legally in the country, must be counted as part of the population for calculating House seats. Pakorn said the commission also divided and distributed House seats for the 2019 general election based on this advice.

The commission announced on Monday it had approved the distribution of 400 House seats for 400 constituencies nationwide based on Thailand’s population of 66,090,475. That figure was announced by the Provincial Administration Department on December 31.

The commission then distributed the number of constituencies based on the formula of one for 164,226 Thais.

The new MPs Election Act increased the number of constituencies from 350 to 400.

As a result, Bangkok will have 33 MPs. Nakhon Ratchasima province will have 16. Khon Kaen, Chiang Mai and Ubon Ratchathani provinces will have 11 each, while Chonburi province will have 10.

Pakorn also said that the commission on Monday had approved five directives on the election and political parties, and that these will be published soon in the Royal Gazette so that they will take effect before the upcoming election.

The commission has set a tentative election date for May 7 on the condition that the House is not dissolved before it concludes its four-year tenure on March 22.

Pakorn said the commission has several more steps to implement for the election. They are:

– Provincial and Bangkok election directors will fit districts, tambon or villages into the number of constituencies distributed to each province. The dividing of the constituencies in provinces and Bangkok must be done in three forms at least and done in three days.

– The three forms of constituencies must be published in the provinces for local people and political parties contesting in the provinces to express opinions. The announcements on public notice boards in the provinces must be made from February 4 to 13.

– Provincial election committees must gather opinions and report them to the commission for consideration.

– The commission will hold a meeting to select one form for dividing each province’s constituencies.

– The finalised list of constituencies for the election will be published in the Royal Gazette.

Pakorn said the commission had plenty of time to hold the election. If the House completes its four-year tenure, the election will be held 45 days later, he said. If the House is dissolved before this, the election will be held 60 days later, he added.

Provincial committees will not gerrymander constituencies to benefit any political party – as feared by some parties – but will create the boundaries of constituencies fairly, Pakorn said.

The government should legalise vaping devices in order to eliminate smuggling of the devices into Thailand and extortion related to their use, Digital Economy and Society Minister Chaiwut Thanakamanusorn said on Thursday.

His comment follows rising public confusion about the devices after Bangkok police allegedly took a bribe from a group that included a Taiwanese actress after finding they had vaping devices.

Two police captains and five sergeants from Huay Kwang station are facing disciplinary and criminal charges after detaining actress Charlene An for carrying a vaping device on January 5 and then letting her go in exchange for 27,000 baht.

Former politician and massage parlour tycoon turned whistleblower Chuwit Kamolvisit asked on his Facebook page on Wednesday why vaping devices are still illegal in Thailand even though cannabis was legalised in June of last year.

Chaiwut said vaping devices are used daily by some Thais and are legal in many countries, including the US, Japan, Malaysia and Singapore.

Making vaping devices illegal in Thailand resulted in smuggling for sales both offline and online, as well as extortion, he said.

“We should legalise vaping devices,” he said, adding that the government can generate revenue from taxing them.

Chaiwut, who is also deputy leader of the Palang Pracharath Party (PPRP), said he would push for vaping device legalisation as part of the party’s platform in the upcoming general election.

“If PPRP is allowed to set up the government again, we will legalise vaping devices,” he said.

Chaiwut said that 12 online lottery platforms had been shut for overpricing so far, but some lottery platform operators were still opposing government regulations. He expects the court to rule on the remaining operators soon.

“It is up to the police and Department of Special Investigation to collect evidence as lottery platform operators may be involved in other issues, such as money laundering,” he said.

Operators of resorts and hotels should cater to the needs of LGBTQIA+ communities who are known to be big spenders and like to travel either with friends or alone, according to the results of a recent survey.

The advice came from SCB Economic Intelligence Centre (SCB EIC), the research arm of Siam Commercial Bank.

The EIC conducted a consumer survey from July 8 to 22 last year on the tastes of LGBTQIA+ communities when they want to take a vacation.

Kamonmarn Jaenglom, a senior analyst of SCB EIC, said on Wednesday that the survey had uncovered several interesting aspects of LGBTQIA+ travellers that could help resort and hotel operators gain more worthy customers if they learn to adapt to this group’s travel lifestyle and demands.

Among other things, LGBTQIA+ tourists love lifestyle, convenience and foods as well as special services that can be customised for them, according to the senior analyst.

Kamonmarn said in his analysis that LGBTQIA+ travellers are “unique” and they have been adding new colour and diversity to the tourism business.

The survey found that more than 30% of LGBTQIA+ respondents make more than five trips a year. Hence, paying attention to this group and understanding its needs could create new business opportunities for the tourism sector in the future, the research said.

The study found that LGBTQIA+ tourists like to travel with friends or with their life partners. The survey found that 32% of communities prefer to travel with friends and 28% with spouses. They like to make short trips of two or three days at a time but they can travel frequently.

Kamonmarn said 26% of the respondents like to travel alone and about 40 per cent of these lone travellers like to make long trips of more than four days each time.

He said three key factors that affect the choice of destinations of LGBTQIA+ travellers are: convenient transportation, chic and lifestyle hotels or resorts, and special promotional deals.

LGBTQIA+ travellers love rooms that are decorated in style and hotels and resorts that offer discounts. They also choose accommodations near chic cafes.

They pay more attention to safety and hygiene standards of the places they visit more than general tourists, the analysis added.

The survey found that more than 80% of LGBTQIA tourists like to visit places like retreats, and relax. They also love to hang out at beautiful cafes or like to look for delicious meals at restaurants in their destinations. Many of them also love to combine work and travel and hence sought facilities that would allow them to work from hotels.

Kamonmarn said 56% of the group who travel with friends like to seek blessings and pay their respects to famous sacred things at temples, while most lone travellers like to make cultural trips to study the way of life of local people.

Interesting resorts and hotels for LGBTQIA+ travellers must be close to nature but must have modern communication facilities and must be decorated in style, the analysis added.

Kamonmarn said more than 44% of the respondents attached importance to having modern communication facilities and 40% focus on the decorations of their rooms, especially those who travel with spouses.

The survey found that most who travel alone or with families preferred staying near shopping sites or in the heart of towns for convenience.

Moreover, more than 40% would select 4-5 star hotels and 74% of the respondents would book their accommodations via online booking platforms.

The analysis also offered three strategies for operators of hotels and resorts or tour operators to woo LGBTQIA+ travellers.

Tour operators should offer exclusive packages to those who like to travel with friends, and the packages should cover chic rooms in a quiet atmosphere at retreats with special meals and parties at night. Special and attractive deals could also draw the attention of this group.

The hotels and resorts should have advanced communication facilities to allow LGBTQIA+ travellers to work in line with the “work from anywhere” trend.

The survey found that LGBTQIA+ respondents pay attention to “work from hotel” facility more than general tourists by two times.

Resorts and hotels operators should also decorate their places to look unique and memorable. They should also offer services that can be customised to each traveller of this diversified community and they should promote customisable services via several communication channels to reach the LGBTQIA+ communities, the survey said.

The Ministry of Education has revoked its regulations on hairstyle of students and will allow each school to frame their own rules, with input from students and related parties.

The ministerial regulation signed by Education Minister Trinuch Thienthong dated January 16, 2023 was published on the Royal Gazette website on Thursday, stipulating that the 2020 ministerial regulations on student hairstyles is being revoked with immediate effect.

Last week, Trinuch had said that the ministry would allow students, parents, school directors and related parties to jointly decide on acceptable hairstyles for each school. She hoped that the new approach would help eliminate the controversy of students lacking freedom in managing their own body.

The aim of the new approach is to find a mutual ground for hairstyle that makes every party happy, while maintaining the order of educational institutions, she added.

The hairstyle regulations updated in 2020 allowed male students to have longer hair than allowed under previous regulations, but banned perming and colouring.

Many Thai students have been protesting against the hairstyle regulations since it was updated in 2020, with the group, “Bad Students”, claiming that it was still not granting enough freedom for students to express themselves, while many schools are still enforcing rules framed in 1975.

The Department of Fisheries has debuted a new breed of gender-fluid clownfish that it hopes will spur sales of Thai-produced decorative fish with its unique pattern.

The new breed, called “Gold x Thunder Maroon”, is a hermaphrodite, said department director-general Chalermchai Suwannarak.

Males of the species can turn into females, but females cannot change into males, he explained. The male can start breeding at six months, while the female has to wait until she reaches 18 months of age, Chalermchai added.

The new breed is a cross between Gold Nugget Maroon and Thunder Maroon clownfish, and the latter can only be bred in captivity, he added.

“The project started in 2020 by studying purebred Gold Nugget Maroon and Thunder Maroon clownfish … Then, we cross bred them to produce a unique pattern that is passed on to the next generation,” he explained.

The new species can be distinguished by its maroon-spotted white sides. The fish can grow to an average of 17 centimetres and can live up to 15 years.

The department is studying the cost of breeding a large volume to determine whether it can be a viable option for local fish breeders.

“We hope that the [new] clownfish can be a new attraction for fish enthusiasts,” Chalermchai said. He warned, however, that clownfish should not be kept in the same aquarium as hunter fish.

The cross-bred fish must never be released into natural water sources as it could affect their ecology, he added.
