The Cabinet on Tuesday approved the fifth phase of the tourism subsidy scheme with a budget of 2.016 billion baht, Tourism and Sports Minister Phiphat Ratchakitprakarn said on Tuesday.

Speaking to reporters after the weekly Cabinet meeting, Phiphat said the Cabinet had approved the fifth phase of the Rao Thiew Duay Kan (We Travel Together) scheme as well the budget for the subsidy.

Phiphat said the government expected to allow Thai tourists to register for the subsidy from next month. The ministry forecast that the subsidy rights would be grabbed by some 112,000 people and the programme would generate a tourism revenue of 12.539 billion baht.Cabinet approves 5th phase of tourism subsidy scheme

He said the fifth phase of Rao Thiew Duay Kan will have the following conditions:

■ The government will subsidise 40% of room rates with a maximum 3,600 baht subsidy per room per night. A total of 560,000 subsidy rights will be available.

■ Each tourist can receive no more than five room subsidy rights.

■ Each subsidy right will include a cash voucher of 600 baht for buying foods or services.

■ The government will not subsidise airfare as in the previous phases of the scheme.

Phiphat said the ministry had yet to consult Krung Thai Bank on how to prepare the Pao Tang app’s system to accommodate the latest phase of the programme.

The minister added that the Cabinet also had approved a budget of 1.93 billion baht for other tourism promotion measures.

Another 445 million baht would be spent for producing merchandises or holding activities to promote tourism, and 385 million baht would be a PR budget, Phiphat said.

Wat Hong Thong, a popular tourist destination in Chachoengsao province, has opened a glass bridge high above the sea expecting it to serve as a magnet for tourists.

The temple announced on its Facebook page on Sunday that the glass skywalk, which it calls “sea walk”, is now ready to be visited by tourists.

Wat Hong Thong is a well-known temple with a chapel and a three-storey chedi building surrounded by the sea.

Phra Palad Watchara Panyawachiro, abbot of the temple, said Wat Hong Thong built the glass bridge above the sea to install a large Buddha image 2.50 metres wide base and 4.70 metres tall.Chachoengsao temple opens glass bridge above sea as new attraction

The Buddha image will be placed on its base at the end of the glass bridge on February 15, but the temple is already allowing tourists to walk on the glass bridge to enjoy a view of the sea.

The sea walk will be officially opened to tourists in April the abbot added.

The temple initially had 22 rai (3.52 hectares) of land, on which the chapel and chedi building stood, but most of the land was claimed by the sea, leaving only 8 rai of dry land. A large number of female tourists are visiting Phu Lom Lo or the “pink mountain” in Loei province to pose for photos with “Thai Sakura” trees for a virtual experience of Japan.

The trip has become popular among Thai women, who carry their own kimonos.

At this time of the year, the Phu Lom Lo mountain in Tambon Kok Sathon of Loei’s Dan Sai district turns pink with the lush blossoms of the Himalayan cherry trees, known among Thais as “Thai Sakura” trees.

Some women also dressed in Hanbok Korean traditional costume.

A Senate panel on Monday proposed that the government pay each eligible voter a travel allowance of 500 baht as an incentive for them to exercise their right to vote.

The proposal was made by the Senate committee on political developments and public inclusion.

The panel has compiled a list of suggestions for making future elections clean and fair.

The proposals were presented to the Senate meeting by Seri Suwanphanon, chairman of the committee.

Seri said a travel allowance of 500 baht would encourage voters to go to polling stations. The government would need a budget of about 20 billion baht for the allowance.

The panel also proposed changes to the electoral method, using only one ballot for constituency MP election and no ballot for party-list election.

The current method was amended recently from one-ballot to a two-ballot system. The amendments will take effect for the upcoming election, tentatively scheduled for May 7.

The current Senate is known to be dominated by senators appointed by the 2014 coup-makers, led by then Army chief General Prayut Chan-o-cha, who is now the prime minister. The post-coup charter was seen as being written to use a one-ballot system to weaken large parties so that Prayut would have a better chance of becoming the prime minister.

The Senate panel also proposed that MPs who quit before completing the term, must shoulder the cost of holding by-elections.

After the panel presented the report, Senate Speaker Pornpetch Wichitcholchai warned senators against carrying out activities that would affect the upcoming MPs’ election.

Pornpetch also warned the senators against interferring in the work of the government.

He told the senators that once the House finishes its four-year tenure on March 22, the Senate cannot hold meetings until the new House is elected, unless the King grants permission for holding a special Senate meeting.

The opposition Move Forward Party said it is confident it will capture all 33 Bangkok House seats in the upcoming general election.

Move Forward leader Pita Limjaroenrat said on Monday that he based this announcement on the feedback the party received from recent visits to several areas in the capital, namely Bang Kapi, Thon Buri and Yaowarat.

He said the biggest sign was the warm welcome he and tentative Move Forward candidates received when they visited Yaowarat or Bangkok’s Chinatown on Sunday.

“People gave us a warm welcome and provided us with moral support as well as wished us electoral victory,” Pita said.

“This backs our belief that we will win all 33 Bangkok seats.”

The general election has tentatively been set for May 7 provided the incumbent House of Representatives is not dissolved before it completes its four-year term on March 22.

Pita said his party’s election slogan, “Good Politics, Good Economy, Good Future”, indicates that Move Forward does not just want to change the government but also change the country for the better.

“We need to tackle issues at the source by amending the Constitution to prevent the ‘3Ps’ from returning to power,” Pita said, referring to the brothers in arms PM General Prayut Chan-o-cha, Deputy PM General Prawit Wongsuwan and Interior Minister Anupong “Pock” Paochinda.

Bangkok’s Krung Thep Aphiwat Central Terminal was touted as the “smart” future of rail travel in Thailand on Tuesday, days after it took over as the national hub from the century-old Hua Lamphong station.

Krung Thep Aphiwat “is considered the first smart railway station in Asean, with facilities, such as robots called SRT Bots, smart wheelchairs and smart closed-circuit television cameras,” government spokesman Anucha Burapachaisri said.

It also connects with Bangkok’s urban train and bus system to provide seamless travel links to the rest of the city, he added.

Last Friday, the new 34-billion-baht Bangkok terminus in Chatuchak district became the hub for all long-distance trains running North, Northeast and South. Only 14 long-distance services heading East are still using Hua Lamphong.

Anucha noted that a free shuttle bus service is running between Krung Thep Aphiwat and Hua Lamphong to aid passengers during the transition period.

He said the government is confident that Krung Thep Aphiwat Central Terminal will be a worthy successor to the 107-year-old Hua Lamphong station, which holds a special place in the hearts of Thai travellers.

The State Railway of Thailand insists it has no intention to shut Hua Lamphong, whose neo-renaissance arched wooden roof and stained-glass windows have stood as a landmark in Pathum Wan district since 1916.

The Tourism Authority of Thailand (TAT) has come up with guidelines to launch events and festivals to attract tourists in line with the government’s “5Fs soft power”.

The government launched the so-called 5Fs last year, with a focus on five key attractions – food, film, fashion, fighting and festivals – to promote Thailand internationally.

Government spokesman Anucha Burapachaisri said on Monday that TAT plans to announce a year of Thai gastronomy this year, adding that it will also include a walking street and an international food festival.

“In terms of film, TAT plans to launch a film city tour, allowing tourists to visit sites where well-known films and television series were shot,” he said.

For fighting, he said, TAT will launch an “Amazing Muay Thai Festival 2023” at Rajabhakti Park in Hua Hin on February 6 with the aim of attracting more than 3,500 boxing enthusiasts.

Festivals will also be held throughout the year to promote local traditions, wisdom and culture, such as Chinese New Year and Songkran, he said.

The Cabinet on Tuesday approved a budget of 7.5 billion baht as subsidy for household use of electricity for four more months.

Government spokesman Anucha Burapachaisri said the subsidy would be given to household users of electricity from January to April.

A household must not use more than 300 units of electricity to be eligible for the subsidy, he added.

The subsidy will be granted to users of electricity from the Metropolitan Electricity Authority and the Provincial Electricity Authority. Families under welfare of the Royal Thai Navy will also be eligible.

Anucha said the subsidy would be provided in two rates:

– A subsidy of 92.04 satang per unit will be given (100 satang equals one baht) to those using no more than 150 units.

– A subsidy of 67.04 satang per unit will be given to those who use more than 150 units but not more than 300 units.

The spokesman said the government expected 19.66 million families to avail of the subsidy at a total cost of about 1.868 billion baht per month.

Investigation into the case of 80 immigration police officers helping some 5,000 Chinese triad criminal gangs stay illegally in Thailand should be completed by the end of this month.

Deputy National Police chief General Surachate Hakparn said on Tuesday that the case should be wrapped up by next Monday and handed over to the top inspector general to take disciplinary action. He added that all 80 officers have been summoned to testify and that he will meet the investigation team next Monday to wrap up the case. He said the investigation is more than 90% complete.

Surachate, who is also known as Big Joke, led the Immigration Bureau until 2019 before he was suddenly transferred to the civilian post of adviser at the PM’s Office. He was reinstated to the police force in March 2021.

Last week, Surachate said that the 80 suspects, including three generals who were his former classmates from the police academy, were summoned to hear charges. The charges included malfeasance and demanding bribes.

The tip-off quickly led to an arrest warrant being issued for alleged triad kingpin Chaiyanat “Tuhao” Kornchayanant, a Chinese national who gained Thai citizenship by marrying a senior Thai police officer.

Surachate, who led the investigation, said officials were found to have issued student and other visas to some 3,000 Chinese nationals in the Northeast and more than 1,000 in the North from 2020-2021, allowing them to stay in Thailand and engage in illegal operations.

Surachate to wrap up probe against 80 immigration police on MondayHe confirmed on Tuesday that the three generals in question will face criminal charges for violating the Criminal Code’s Section 157 by carrying out nonfeasance and Section 149 for demanding bribes.

Once the three generals are formally charged, the investigation committee will inform the National Anti-Corruption Commission to launch a graft probe against them, he added.

He went on to say that the Immigration Bureau chief will oversee disciplinary action against the 80 officers, with no interference from the higher-ups, including the National Police chief.

Songkran on Unesco list for consideration as intangible cultural heritage

Unesco has included Songkran festival in a tentative list to be considered as Thailand’s intangible cultural heritage.

Thailand now has four items awaiting consideration at the end of this year — Khon, traditional Thai massage, Nora, and Songkran.

Intangible cultural heritage is considered by member states of Unesco in relation to the tangible World Heritage focusing on intangible aspects of culture.

In 2001, the United Nations Educational, Scientific and Cultural Organisation had made a survey among states and non-governmental organisations to try to agree on a definition. The Convention for the Safeguarding of the Intangible Cultural Heritage was drafted in 2003 for its protection and promotion.

Thailand, under the Culture Ministry’s Department of Cultural Promotion, has determined seven categories of the country’s intangible cultural heritage to be submitted to Unesco every year.

The seven categories are: performing arts, craftsmanship, folk literature, sports, traditions, wisdom and languages.

Thailand also aims to propose many other items to Unesco, such as Muay Thai, Phi Ta Khon, rice topped with curry and mango sticky rice.
