Thailand’s Board of Investment (BOI) and the Joint Foreign Chambers of Commerce in Thailand (JFCCT) held the “BOI-Foreign Chambers of Commerce Consultative Meeting” via teleconferencing on Wednesday.

The subjects on the agenda included promoting start-ups in the electric vehicle and electronics industries to attract foreign investment.

The meeting was to enhance the business environment to increase competitiveness, including the follow-up on the progress of solving problems to reduce obstacles in business operations.

Stanley Kang, Chairman of the JFCCT told the reporters on Saturday that at the meeting, the BOI discussed a new policy to attract foreign investors in the electric vehicle and parts and power distribution system in the electronic group, including startups technology businesses.

He said that the meeting has resolved to provide investment privileges for the EV and electric charging station businesses regarding the import tax and electricity bill promotion. Kang added that more details are to be announced by the yearend.

The JFCCT’s chairman also said that in a bid to attract more foreign investors, there should be measures to promote environmental businesses and the government should shift to the one-stop-service method via a digital platform. Meanwhile, he said that issuing a long-term resident visa for high-potential foreigners is a good policy.

Kang also suggested that the Thai labour group needs to reskill and upskill to prepare for the new industrial era, which can be enhanced by having foreign investors providing innovative knowledge to the Thai educational institutions.

Torrential overnight rain pulled down eight Merit Resort Samui villas in a landslide in the wee hours of Saturday.

Surat Thani’s deputy governor Sutthipong Klaiudom said he has instructed related agencies to survey the area.

Meanwhile, Surat Thani governor Wichawut Jinto has warned people living on Koh Samui island to beware of landslides and strong winds.

The resort’s general manager Lalita Lodprajan said she will discuss the repairs with the resort owner and will contact relevant agencies to place drains in the area. She added that another three villas faced collapse.

“All the villas in the resort have been closed and guests relocated. So far, we are still unable to evaluate the damage,” she said.

The general manager added that the resort has never seen a natural disaster like this since it opened 15 years, adding that the likely cause was the construction of a road which led to rainwater flowing in the wrong direction and loosening the soil around the villas.

There were no fatalities, though a few members of staff sustained slight injuries.

Officers from the Cyber Crime Investigation Bureau tracked the Constitutional Court website hacking down to a 33-year-old Ubon Ratchathani resident on Saturday.

The suspect, identified only as Wachira, was arrested at his home in Warin Chamrap district.

The court’s website (constitutionalcourt.or.th) was hacked on Thursday, with home page data being replaced with the clip of a man, believed to be a foreigner, yelling at a vehicle with his hands on his head.

This happened after the court ruled on Wednesday that pro-democracy leaders Arnon Nampa, Panupong “Mike” Jadnok and Panassaya “Rung” Sitthichirawatanakul were aiming to oust the government.

Wachira pleaded guilty, saying that he had hacked the website for fun without any political intent. He added that the clip was from YouTube.

Officers asked the suspect to show them his hacking methods and seized his computer for investigation.

As per law, people who hack into databases can face six months to two years in prison and up to 40,000 baht in fines, while those who destroy or change computer databases can face up to five years in jail and up to 100,000 baht in fines.

The volume of flights from November 1-10 was 9,919, up 25 per cent from October, Aeronautical Radio of Thailand (Aerothai) said on Saturday.

Of the total flights, 2,243 flights were international flights, 6,651 domestic and 1,025 flights across Thai airspace, Aerothai Acting President Tinnagorn Choowong said.

“All thanks to the government’s policy to reopen the country on November 1,” he said.

He said the volume of flights is expected to rise further, especially tourism season from December this year to January next year.

“If there is no new Covid-19 wave, the volume of flights is expected to increase to 30,000-32,000 flights per month, up 10 per cent from the beginning of November,” he said.

He added that Aerothai is cooperating with related agencies on air traffic management to ensure the efficiency of air traffic control.

Ministry of Public Health reported on Sunday (November 14) morning that in the past 24 hours there are 7,079 new patients who tested positive for Covid-19, 171 of whom have been found in prisons.

Death toll increased by 47, while 6,917 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 2,018,410 – 1,902,846 of whom have recovered, 95,528 are still in hospitals and 20,036 have died.

Separately, another 135,251 people were given their first Covid-19 shot in the last 24 hours, 222,237 their second shot and 15,678 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 84,467,731.


According to Worldometer, confirmed cases globally had risen to 253.67 million on Sunday, 229.37 million of whom have recovered, 19.19 million are active cases (77,574 in severe condition) and 5.11 million have died (up by 5,997).


Thailand ranks 24th in the global list of most cases, which is topped by the US with 47.89 million, followed by India with 34.42 million, Brazil with 21.95 million, the UK with 9.52 million and Russia with 9.03 million.

The Thailand Meteorological Department said on Sunday (November 14) that the active low-pressure cell covers the middle South of Thailand. It is expected to move to cover Andaman Sea by today while the rather strong northeast monsoon prevails across the Gulf of Thailand and the South. 

Isolated heavy rains are likely over Phetchaburi, Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, Narathiwat, Ranong, Phangnga, Phuket and Krabi. 

“People should beware of the severe condition that may cause flash floods and overflows. Residents along the Gulf beware of inshore surge,” the department said.

The rather strong wind forces the waves about 2 metres high in the Gulf and the Andaman Sea more than 3 metres high in thundershowers, and 1-2 metres high in the lower Andaman Sea. 

“All ships should proceed with caution, and small boats keep ashore,” the department said.

The weak high-pressure system covers upper Thailand, but it remains cool in the North and the Northeast, the department added.

The 24-hour weather forecast for different regions:

North: Morning cool. Isolated light rain in the upper part; temperature lows of 21-23 degrees Celsius, highs of 28-32 °C; temperature on hilltops is likely to drop to 10-15 degrees Celsius.

Northeast: Morning cool. Isolated light rain in the lower part; temperature lows of 19-23 degrees Celsius, highs of 29-30 °C; temperature on hilltops is likely to drop to 12-15 degrees Celsius.

Central: Cloudy with isolated light rain; temperature lows of 22-25 degrees Celsius, highs of 29-32 °C.

East: Cloudy with isolated thundershowers; temperature lows of 24-25 degrees Celsius, highs of 29-33 °C; waves 1-2 metres high and about 2 metres during thundershowers.

South (east coast): Fairly widespread thundershowers and isolated heavy rain; temperature lows of 23-24 degrees Celsius, highs of 27-33 °C; waves about 2 metres high and above 3 metres during thundershowers.

South (west coast): Fairly widespread thundershowers with isolated heavy rain; temperature lows of 21-24 degrees Celsius, highs of 28-32 °C.

Phang Nga northward: Waves about 2 metres high and above 2 metres during thundershowers.

By the end of this year, Thailand will have procured 155.6 million doses of Covid-19 vaccines, far exceeding the 100-million doses target the government had set in April.

“Of the total 155.6 million doses, 128.6 million doses are Sinovac, AstraZeneca and Pfizer procured by the government, while 27 million are alternative vaccines, namely Sinopharm and Moderna, procured by the private sector,” government spokesman Thanakorn Wangboonkongchana said on Saturday.

“The Centre for Covid-19 Situation Administration [CCSA] has set a new target to be achieved before yearend – 80 per cent of the population must have got at least the first shot and 70 per cent their second shot.”

The CCSA reported that as of Friday, 84.4 million Covid-19 jabs had been administered in Thailand since the vaccine rollout began on February 28. So far, 45.2 million people or 67.3 per cent of Thailand’s 69.8 million population have received their first jab, while 36.5 million or 54.4 per cent have received their second jab. Meanwhile, 3.8 per cent of the population or 2.7 million people have received a booster shot.

Of the total doses, 2.2 million have been administered to foreigners living in Thailand, with 26.5 per cent of expats in the country having been fully vaccinated.

Since the vaccine drive for children aged 12-17 kicked off on October 4, a total of 4.3 million doses have been administered. Of these, 2.8 million doses are first jabs and 1.5 million doses second jabs.

“Prime Minister Prayut Chan-o-cha has instructed the CCSA to set up a system allowing people who do not have Thai nationality or no ID card to get their Covid-19 jabs on a voluntary basis,” he said. “The system will generate an ID code for each vaccine recipient so the Public Health Ministry can issue a vaccine certificate and track symptoms and/or side effects.

“People in these groups include fishing boat crew members in 21 seaside provinces, migrants working for businesses or those living with their employers [both registered and unregistered] as well as refugees fleeing danger in their countries,” Thanakorn added.

The Office of the Attorney General (OAG) announced on Friday that it has not yet issued an order to prosecute Pol Colonel Thitisan Uthanapol and six officers at the police station he headed in Muang Nakhon Sawan.

Deputy spokesperson Prayuth Petchkhun said OAG has ordered the Crime Suppression Division (CSD) to conduct further investigation and ensure all evidence is in hand before the suspects can be indicted. He said the OAG will order their indictment before November 17, the last day they can be held in police custody.

Prayuth added that he will hold a press conference at the OAG headquarters in Bangkok’s Lak Si area at 1pm on Monday to provide further updates.

On November 3, CSD filed a case against Thitisan and six other police officers charging them with malfeasance, abuse of authority, torture causing death and coercion.

Thitisan, 30, better known as Joe Ferrari for his collection of expensive cars, and six officers were accused of suffocating 24-year-old drug suspect Chiraphong Thanapat on August 5 while trying to extort 2 million baht from him.

A clip posted on social media shows Chiraphong’s head being covered by plastic bags during interrogation. He was pronounced dead the following day and Thitisan is accused of telling the doctor to put the cause of death down to drug overdose.

A section of Highway 41 running between Chumphon’s Pathomporn intersection and Lang Suan district has been closed off due to heavy flooding.

The provincial command centre has advised motorists driving from Bangkok to the South to stop in Muang Chumphon, while those heading to Bangkok from Surat Thani have been advised to stop in Lang Suan.

Meanwhile, those heading from the Pathomporn intersection to Wat Phra That Sawi are advised to stop at Muang Chumphon, and those heading out from Wat Phra That Sawi have been told to stop in Lang Suan.

Separately railway services on the southern line between Chumphon’s Sawi and Khao Suan Thurian train stations will be stopped from 8.25pm due to heavy rain and flash flooding.

Eight trains have been cancelled due to flooding. Heavy rain has also inundated Phetchkasem Road or Highway 4, another major route connecting Bangkok to the South.

The State Railway of Thailand is providing food and beverage to all stranded passengers.

No floating lanterns, fireworks near airports during Loy Krathong: AOT #SootinClaimon.Com

The Airports of Thailand (AOT) is calling on people to not release floating lanterns, use laser beams, drones or fireworks near airports while celebrating Loy Krathong on November 19. The statement said this call was sent out to prevent accidents.

This year Loy Krathong Festival will be held on 19th and 20th November 2021. In some areas, people usually launch floating lanterns during this festival because they believe that it will bring them good fortune. 

AOT asks cooperation from the neighbouring areas in avoiding releasing floating lanterns, fireworks, balloons, laser beams and drones into the sky, especially within the air navigation safety zone (airfield and its surrounding areas), which may jeopardize aircraft and pilots’ visual range. 

This request is in accordance with the Thailand Air Navigation Act B.E.2497 (section 59/1 and 59/2) and the Announcement of the Civil Aviation Authority of Thailand (CAAT) on Organizing Activities within Air Navigation Safety Zone B.E.2563 that prohibits the releasing of floating lanterns, rockets, fireworks, laser beams and similar objects into the sky. 

To comply with the Announcement of CAAT on Rules to Apply for Permission and Conditions to Control and Launch Unmanned Aircraft in the Category of Remotely Piloted Aircraft within 9 km. (5 nautical miles) from Airport or Temporary Airfield B.E.2561, using a drone near the airport area must be permitted from an authorized person every time prior to being launched as well as being strictly followed by the established criteria.

For the release of floating lanterns or other flying objects outside the air navigation safety zone, it must ensure conformity with the announcements of Bangkok Metropolitan Administration (BMA) or provinces, which specify the launching zones, and determine to ask for permission from local district chiefs at least 7 days in advance.

Additionally, in some provinces in the northern parts of Thailand where floating lanterns are very popular such as Chiang Mai province, lighting and releasing flying lanterns within the air navigation safety zone and special surveillance area level 1 (Red Zone) are strictly banned in 6 districts namely:

  1. Mueang (all sub-districts)
  2. Hang Dong (all sub-districts) 
  3. Saraphi (Khua Mung, Don Kaeo, Tha Wang Tan, Nong Phueng and San Sai sub-districts)  
  4. Mae Rim (Don Kaeo, Rim Tai, Mae Sa, Muang Kaeo, Rim Nuea sub-districts) 
  5. San Sai (Nong Han sub-district) 
  6. San Pa Tong (Thung Tom sub-districts). 

However, releasing floating lanterns outside the air navigation safety zone in Chiang Mai is permitted from November 19 to 20 between 7 pm. to 1 am of each day which will be divided into small lanterns on November 19 and big lanterns on November 20. Permission from local district chiefs must be given 30 days in advance while Chiang Mai International Airport or local air traffic control centre must be notified of the release of floating lanterns 14 days in advance. 

As a result, some airline operators adjust their flight schedules to avoid any effects caused by the floating objects during this traditional festival. Based on flight information as of Friday, there were 16 flights to be cancelled and 52 flights to be rescheduled.

For the utmost safety of aircraft and passengers at our 6 airports during this festival, AOT has launched a campaign for releasing floating lanterns under safety measurements to give appropriate guidelines and practices in releasing lanterns during the Loy Krathong Festival while AOT also provides photograph kiosks inside Terminal Buildings of its airports to take part in promoting this national tradition.
