The Thailand Meteorological Department said on Saturday (November 6) that the weak high-pressure system covers upper Thailand while the northeast monsoon prevails over the Gulf and the South. Cool weather in the morning is forecast in upper Thailand with thundershowers and isolated heavy rains in the lower South.

From November 7 to 13, another strong high-pressure system from China will extend to cover upper Thailand and the South China Sea, bringing thundershowers and strong winds in the area, followed by a decrease in temperature by 3-7 °C in the Northeast and 3-5 °C in the North, the Central including Bangkok and its vicinity, and the East regions. 

The strengthening northeast monsoon across the Gulf of Thailand and the South will lead to more rains with isolated heavy to very heavy rains in the South. Waves in the Gulf will be 2-3 meters high and above 3 meters high in thundershowers. People in the South should beware of the severe condition and rain accumulation that may cause flash floods and overflows. Residents along the Gulf’s shore should beware of inshore surge. All ships should proceed with caution, and small boats should keep ashore.
 

The weather forecast for the next 24 hours is as follows:

North: Cool weather in the morning with thundershowers in 10 per cent of the areas; temperature lows of 21-23 degrees and highs of 32-35 degrees Celsius. Temperature on hilltops is likely to drop to 9-12 degrees Celsius.

Northeast: Cool weather in the morning with thundershowers in 10 per cent of the areas; temperature lows of 22-23 degrees and highs of 34-35 degrees Celsius. Temperature on hilltops is likely to drop to 12-14 degrees Celsius.

Central: Thundershowers in 10 per cent of the areas; temperature lows of 22-25 degrees, highs of 32-35 degrees Celsius.

East: Thundershowers in 30 per cent of the areas; temperature lows of 24-26 degrees, highs of 31-35 degrees Celsius; waves less than a meter high.

South (east coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees, highs of 28-34 degrees Celsius; waves a meter high and 1-2 meters during thundershowers.

South (west coast): Thundershowers in 40 per cent of the areas with isolated heavy rains; temperature lows of 20-25 degrees, highs of 33-34 degrees Celsius; waves less than a meter high and 1-2 meters during thundershowers.

Bangkok and surrounding areas: Thundershowers in 10 per cent of the areas; temperature lows of 25-26 degrees, highs of 33-35 degrees Celsius.

The 90 teachers and students from Mukdahan’s Khamsoipittayanasan, who tested positive on Thursday using the ATK kits, were released on Friday morning when their RT-PCR tests came out negative.

The disease control committee said it had tested 72 teachers and 1,202 students using the antigen test kits, and 90 tested positive. They were isolated at the Wat Phudantae field hospital and tested again using the RT-PCR method, which came up negative.

Parent Taweesak Nareenuch, 45, said he was glad his daughter had tested negative and that he could take her home.

Parents, teachers and students have been advised to monitor symptoms and inform public health officials if they develop a fever, phlegmy cough, sore throat or have trouble breathing.

The Pattaya Music Festival 2021, which kicks off on Friday, will give travellers a great reason to head to Chonburi at the weekends.

Afree-for-all musical extravaganza featuring big names from the local entertainment scene will be held almost every weekend until December 11.

Only 500 people will be allowed to attend, and all attendees are required to present proof of vaccination or negative test results taken no more than 72 hours prior.

The main stage this weekend has been set up at Central Pattaya Beach, and another two near Dusit Thani Hotel and the Royal Garden Plaza. The Pattaya Beach Road will be closed to traffic from 4pm to 1am on Saturday (November 6).

Next weekend, performances will be held at Jomtien Beach as well as on Koh Larn’s Nuan Beach.

Ministry of Digital Economy and Society (DES) on Friday warned people of a website claiming to let visitors register for Thailand Pass, a new system for vaccinated visitors who wish to enter Thailand that has replaced the Certificate of Entry (COE) since November 1.

“The website address is www.thailandpass.org,” said DES spokeswoman Nopphawan Huajaiman. “The ministry’s Information Department has investigated and confirmed that it has no affiliation with the DES or any government agency.”

“To apply for Thailand Pass, you must visit https://tp.consular.go.th, which has opened for registration since November 1 at 9am,” she said.

Nopphawan added that the Ministry of Foreign Affairs has been working with Digital Government Development Agency (DGA), the developer of Thailand Pass registration platform, to ensure the smooth operation for all registrants. “Since the registration platform is still new, some users might experience some problems when using the website. The responsible agencies are aware of this and will fix them as soon as possible,” she said. “DGA is also working on optimizing the Thailand Pass website for mobile phone users.”

Businesses in Pattaya have asked the government to explain why they are still not allowed to serve alcohol when the ban has been lifted in restaurants and hotels in four other provinces.

Thanet Suparashasrangsi, acting president of Chonburi’s tourism council, said on Thursday that tour operators are wondering why the government will not allow restaurants in Pattaya City and other areas in the province popular with tourists to serve alcohol.

SHA-certified restaurants and hotels in Bangkok, Krabi, Phuket and Phang Nga have been given the okay to serve alcoholic beverages until 9pm. However, this does not apply to other “blue zone” areas that have been opened to tourists since November 1.

“There are more than 800 new infections daily in the capital, while Chonburi gets only about 200 cases per day. Our infection rate is a lot lower than in Bangkok, yet we are not allowed to serve alcohol. The government could allow only SHA-certified restaurants and hotels in Pattaya to serve booze initially. Once the infection rate drops, then the authorities can consider reopening entertainment venues,” Thanet said.

Commerce Minister Jurin Laksanawisit said on Thursday that the scandal of used medical gloves being exported to the US has not affected Thailand’s export sector.

This was in response to rumours that many foreign buyers had cancelled their orders.

Jurin said the export of medical gloves is continuing as per normal as confirmed by the Thai Rubber Gloves Exporters Association.

“The ministry’s Department of International Trade Promotion is cooperating with the Thai Rubber Gloves Exporters Association,” he added.

Meanwhile, he said, an employee of Paddy the Room Trading Company, which was behind the scandal, has been sentenced to four years in prison. The police are also hunting for a Hong Kong national who served as the company’s director.

He added that officials from SkyMed, another local manufacturer of medical gloves, have been summoned by police for questioning.

Border patrol units arrested 112 Myanmar nationals in three separate groups as they were trying to sneak into Thailand via natural borders in Kanchanaburi on Thursday.

Also arrested were six Thais, who were helping the migrants slip into Thailand.

The first group, comprising 38 men and 31 women, was arrested near the border. They did not have any documentation.

The second group, comprising 15 men and five women, was caught at a natural channel in Nong Lu subdistrict of Sangkhla Buri district. This group was reportedly accompanied by five Thais.

The last group, comprising 13 men and 10 women along with a Thai guide, were nabbed in Thongphaphum district as they were trying to make their way into Thailand. The vehicle they were in was also seized.

One of the detainees reportedly said they had paid 18,000 to 20,000 baht to an agency that promised to find them jobs in Bangkok, Samut Sakhon, Nakhon Pathom, Pathum Thani, Nonthaburi and Samut Prakan. Most of the migrants hailed from Myanmar’s Dawei, Bago, Myawaddy and Mandalay provinces.

The detainees and their guides have been put in isolation for Covid-19 testing, after which they will undergo legal procedures.

Deputy National Police chief Pol General Damrongsak Kittipraphas told the press on Thursday that the problem is worsening, with the number of illegal migrants doubling in October compared to the previous month, while the number of Thais helping them has also tripled.

“Extra border patrol units will be deployed at all border provinces in the North, West and South because more migrants are expected to enter the country illegally in the next few months,” he said.

The Finance Ministry has called on the Excise and Customs departments to come up with a tax rate for electric vehicles (EVs) soon, as part of Thailand’s dream to achieve zero emissions by 2065.

Deputy Finance Minister Santi Promphat said PM Prayut Chan-o-cha reminded world leaders at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) that there is no “Planet B”.

The premier also promised that Thailand would aggressively tackle climate change and strive to reach carbon neutrality by 2050 and net zero emissions by 2065.

Many world leaders are attending COP26, which kicked off in Glasgow, Scotland on October 31 and will wrap up next Friday.

Santi said relevant agencies must come up with an attractive tax rate that encourages more people to use EVs and draws investors to use Thailand as a manufacturing base.

He said that once a tax rate is set, it will be presented to the National Electric Vehicle Policy Committee for approval.

Santi added that the development of EVs is important in the battle against global warming, but said the shift should be made gradually as Thailand still does not have a proper network of charging stations. Instead, he said, the government should initially support the use of hybrid vehicles.
