The Thailand Meteorological Department said on Wednesday (November 3) that the high-pressure system covers the Northeast and the South China Sea while the easterly and southeasterly winds prevail across upper Thailand. Meanwhile, the easterly wind prevails across the Gulf and the South. In addition, the low-pressure cell covers the east of Malay Peninsula.

Thundershowers are likely over the country with isolated heavy rains in some areas of the South. People in the South should beware of the severe condition and rain accumulation that may cause flash floods and overflows.

The weather forecast for the next 24 hours is as follows:

North: Thundershowers in 40 per cent of the areas; temperature lows of 21-24 degrees and highs of 31-34 degrees Celsius. 

Northeast: Thundershowers in 10 per cent of the areas; temperature lows of 23-25 degrees and highs of 33-34 degrees Celsius. 

Central: Thundershowers in 40 per cent of the areas; temperature lows of 22-25 degrees, highs of 31-34 degrees Celsius.

East: Thundershowers in 20 per cent of the areas; temperature lows of 24-25 degrees, highs of 33-34 degrees Celsius; waves less than a meter high.

South (east coast): Thundershowers in 70 per cent of the areas with isolated heavy rains; temperature lows of 23-25 degrees, highs of 29-33 degrees Celsius; waves a meter high and 1-2 meters during thundershowers.

South (west coast): Thundershowers in 60 per cent of the areas with isolated heavy rains; temperature lows of 21-25 degrees, highs of 31-34 degrees Celsius; waves less than a meter high and over 1 meter during thundershowers.

Bangkok and surrounding areas: Thundershowers in 20 per cent of the areas; temperature lows of 25-26 degrees, highs of 33-35 degrees Celsius.

Majority of Thais prefer domestic vacations next year, survey finds #SootinClaimon.Com

Most Thais will take vacations within the country next year because travel time is shorter and safer, a recent survey conducted by credit-card provider Visa found.

More than half of the respondents (51 per cent) said they preferred to stay in Thailand, though 23 per cent appeared brave enough to plan overseas trips.

The survey also highlighted the top three factors that make Thais comfortable to start travelling again: being vaccinated (67 per cent), a drop in the number of infections worldwide (55 per cent) and the availability of Covid-19 insurance (41 per cent).

Suripong Tantiyanon, Visa Thailand’s country manager, said people are still cautious about travelling and would much rather opt for a safer and more familiar destination. He advised tourism operators across Thailand to focus on these issues when getting ready to welcome tourists again.

Meanwhile, Japan is the most popular overseas destination for Thais, followed by China, Australia, South Korea, Canada and France.

As for travel demand, 48 per cent said they would like to travel through a “travel bubble”, but not in the near future. A third or 33 per cent said they would start booking trips as soon as a travel bubble is launched, while the rest said they would much rather stay in Thailand.

After Thailand opened its doors to fully vaccinated tourists on Monday, the National Security Council (NSC) met with tourism operators the following day to assess the situation.

General Supot Malaniyom, NSC secretary-general, said the council will meet tourism operators every two days and collate data for the Centre for Covid-19 Situation Administration (CCSA), which will be presented every 15 days.

He said the opening of entertainment venues, bars and pubs will rely very much on the trend of new Covid-19 infections, the emergence of clusters and the rate of hospital beds occupied by Covid patients.

He said the first report will be presented on November 15 and if all goes well, the CCSA may consider reopening entertainment venues, bars and pubs in the 17 tourism pilot areas first.

The 45-megawatt hydro-floating solar hybrid project in Sirindhorn Dam, believed to be the largest in the world, began delivering power to the national grid from October 31.

Boonyanit Wongrukmit, governor of the Electricity Generating Authority of Thailand (Egat), said on Tuesday that this solar project will not only strengthen Thailand’s energy security but also reduce the country’s greenhouse gas emissions by about 47,000 tonnes per year.

The project generates electricity from both solar power and hydropower and was built to provide support during peak consumption hours.

The governor said Egat will next build a 24MW solar hybrid project in Khon Kaen’s Ubolratana dam, before moving on to 15 other dams under its jurisdiction. The aim is to produce 2,725MW in the long run and help Thailand achieve its “net-zero” ambition faster.

Pol Colonel Thitisan Uthanapol, the former Nakhon Sawan Police Station chief who is better known as “Joe Ferrari”, and six of his subordinates face four charges related to the torture killing of a suspect, deputy National Police chief Pol General Suchart Theerasawat said on Tuesday.

Thitisan and his gang have been accused of demanding 2 million baht from two drug suspects before suffocating the male suspect with plastic bags on August 5. Thitisan then allegedly ordered the doctor to attribute the death to a drug overdose and told the other suspect to keep quiet before releasing her.

“The other six police officers involved in the fatal interrogation of the deceased include Pol Major Rawirot Disthong, Captain Songyos Klainak, Lieutenant Thoranin Maswanna, Snr Sgt-Major Wisut Boonkiew, Snr Sergeant Major Suphakorn Nimcheun, and Sgt-Major Paweekorn Khammarew,” Suchart said. “All seven will be charged with dereliction of duty, abuse of power that resulted in damages to another person, killing through torture and forcing others to do or not do something by putting them in fear of injury to life, body, liberty, reputation or property of him or another person.”

Suchart added that the National Anti-Corruption Commission (NACC) has made 80 per cent progress in its investigation into Thitisan’s unusual wealth and many people were found to be involved.

Shortly after Thitisan’s arrest on August 26, NACC began looking into the police officer’s assets. Initial investigation revealed that Thitisan, known as Joe Ferrari for his expensive tastes, owns a Bt57 million mansion in Bangkok, a Bt1.5 million condominium unit, 24 luxury cars worth Bt70 million, and 18 guns worth Bt720,000. NACC also found evidence that Thitisan and his team have confiscated over 400 smuggled luxury sports cars to pocket rewards from the Customs Department. Some of these cars had been reported stolen from other countries.

Thailand’s Central Intellectual Property and International Trade Court sentenced an employee of Paddy the Room Trading Company to four years in prison after the suspect confessed to exporting second-hand nitrile medical gloves to the US.

Prayuth Phetchkhun, deputy spokesman of the Office of the Attorney-General, on Tuesday provided details about the case taken to prosecutors by the Consumer Product Police Division (CPPD) in March.

The first accused in the case is the company, the second accused the company’s director Luk-Fei Yang Yang, and the third accused is employee Pipatphon Homjanya.

All three defendants have been charged for producing unauthorised medical devices, producing and selling fake, sub-standard medical devices and using standard labels without authorisation.

They were also charged with using trademarks registered by others and selling products with fake trademarks.

CPPD has taken the company and Pipatphon to court, while prosecutors dismissed the case against Luk-Fei Yang Yang due to lack of evidence.

Prayuth said the state prosecutor took Pipatphon to court for the violation of intellectual property on October 27.

Pipatphon was initially sentenced to eight years in jail, but the term was reduced to four years without parole after he confessed. The second accused, Luk-Fei Yang Yang, is still at large. Police have launched a manhunt and will follow up with legal proceedings later.

In his speech at the 26th Conference of the Parties to United Nations Framework Convention on Climate Change (COP26), Prime Minister Prayut Chan-o-cha proudly announced that Thailand had cut greenhouse gas emissions by 17 per cent in 2019.

He pointed out that this reduction far exceeded the target of a 7 per cent reduction by 2020 that had been set in 2015 when Thailand joined the Paris Agreement.

Many world leaders are attending the COP26, which kicked off on Monday in Glasgow, Scotland.

The @ThaigovSpokesman Facebook page posted on Tuesday that “PM Prayut told the summit that Thailand is committed to solving climate change problems and will cooperate with every country to achieve the global target, for the future of our children.”

At the summit, Prayut said: “We are ready to upgrade our effort in climate change management to the next level, to achieve carbon neutrality by 2050, and completely eliminate the emission of greenhouse gases to 0 per cent by 2065.

“We have no ‘Plan B’ when it comes to remedying the world’s climate, as there is no ‘Planet B’ that we can fall back on,” he said. “I would therefore like to urge every country to take care of our planet.”

After the summit, Prayut met other world leaders to discuss ideas as well as invite them to the Asia-Pacific Economic Cooperation (Apec) summit, which will be hosted by Thailand in 2022. The leaders who Prayut extended the invite to include German Chancellor Angela Merkel, British PM Boris Johnson and Canadian PM Justin Trudeau.

AstraZeneca has increased vaccine production and import doses from other supply chains in a bid to help Thailand overcome the Covid-19 crisis, Managing Director of AstraZeneca Thailand James Teague said on Tuesday.

Details of the open letter are as follows:

Dear friends in Thailand,

As AstraZeneca’s representative here, I am writing to share the latest action we have taken to help Thailand overcome the difficult and ongoing challenges of Covid-19.

We have increased local production by 20%.  

In July I wrote an open letter to update you on how we were leaving no stone unturned to accelerate the supply of our Covid-19 vaccine, including efforts to optimise the production process.

Since then, in partnership with our local manufacturing partner, Siam Bioscience, we have been successful in increasing each manufactured batch size by 20%, from 580,000 doses per batch to on average 700,000. 

This means more doses than anticipated are being produced in Thailand to help vaccinate people across the country and region.

In October we supplied 10.5 million doses to Thailand, taking the total supplied to date to 35.1 million, as part of our overall commitment to deliver 61 million, ahead of a newer agreement to supply an additional 60 million in 2022.

In addition to increased local manufacturing capacity, we will import doses from other supply chains.

In response to the Delta outbreak, another commitment I made in July was to search the 20+ supply chains in our worldwide manufacturing network, to find additional vaccines for Southeast Asia, including Thailand.

We will soon have several of our global supply chains providing doses to Southeast Asia over the remainder of this year, ensuring accelerated supply for each country, including Thailand. Siam Bioscience is forecast to continue exceeding original manufacturing estimates, alongside the import of additional doses.

Spurred on by the heart and strength that has been shown across Thailand during this extremely difficult time, our efforts to provide more vaccine doses faster does not stop here. Everyone at AstraZeneca will continue working to accelerate vaccine supply wherever possible to support Thailand’s pandemic recovery.

A marine expert rejected recent reports saying that 280 whale sharks had been spotted in Thailand last year, saying the possibility is that the same whale sharks were seen 280 times.

Thon Thamrongnawasawat, deputy dean of the Kasetsart University’s Fisheries Faculty, said in a Facebook post on Monday that an official report from the Department of Wildlife and Fishery says only 86 whale sharks were spotted in Thailand in 2020.

The professor said fewer than 100 whale sharks have been seen on average every year over the past five years, so seeing 280 of them swimming near Koh Tao is impossible.

He said whale shark usually swims back and forth, and are solitary animals. They may join a pod comprising four or five whale sharks, but then usually separate.

He added that the top five places in Thailand where a whale shark can be spotted are Richelieu Rock about 200 kilometres northwest of Phuket, Koh Tao’s Red Rock or Nangyuan Pinnacle, Eight Mile Rock off the coast of Koh Lipe, off the coast of Koh Tao and Chumphon province. Recently, whale sharks have also been spotted near Koh Losin and Phang Nga.

Ministry of Public Health reported on Tuesday (November 2) morning that in the past 24 hours there are 7,574 new patients who tested positive for Covid-19, 515 of whom have been found in prisons.

Death toll increased by 78, while 8,279 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 1,927,763 – 1,809,981 of whom have recovered, 98,444 are still in hospitals and 19,338 have died.

Separately, another 160,018 people were given their first Covid-19 shot in the last 24 hours, 333,368 their second shot and 22,453 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 76,226,116.

According to Worldometer, confirmed cases globally had risen to 247.87 million on Tuesday, 224.56 million of whom have recovered, 18.29 million are active cases (73,385 in severe condition) and 5.02 million have died (up by 4,978).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 46.93 million, followed by India with 34.29 million, Brazil with 21.81 million, the UK with 9.1 million and Russia with 8.55 million.
