The Foreign Ministry announced on Saturday that another 17 countries have been added to the list of low-risk countries and territories.

This means double-jabbed tourists from 63 countries can enter Thailand without having to quarantine.

Restaurants and eateries in Bangkok will be allowed to serve alcoholic beverages until 9pm, provided they meet all prevention measures and SHA standards, the Bangkok Metropolitan Administration said on Saturday.

Pubs, bars, karaoke outlets and other entertainment venues remain closed.

This move is in line with the Centre for Covid-19 Situation Administration’s decision to use the capital as a tourism pilot area initially.

The following venues can reopen under strict prevention measures and conditions from November 1 until announced otherwise:

• Child and senior daycare centres can reopen based on the Health Department’s decision.

• Restaurants, eateries and other food outlets that pass SHA standards can serve alcoholic beverages until 9pm.

• Convenience stores, fresh markets and flea markets can operate as usual.

• Libraries and museums can open but no food or drink can be served and no group activities held.

• Cinemas can fill 75 per cent of seats.

• Beauty salons, spas and massage parlours can serve customers via appointment only.

• Public parks, sports venues, swimming pools and water-sports venues can reopen.

• Gyms and fitness centres can reopen under strict Covid-19 preventive measures.

• Stadiums can host matches but every audience member must show evidence of full vaccination or negative ATK or RT-PCR test taken within 72 hours.

• Events can be held in exhibition and convention centres, but no alcohol can be served and meals must be prepared separately.

• Shopping malls and community malls can operate as usual but must refrain from holding activities that trigger gatherings.

• Theatres, martial arts schools and dance studios must inform the Health Department before reopening.

• Weight loss clinics, amulet centres, zoos and aquariums can operate as per normal.

• Playgrounds can reopen under the direction of the relevant district office.

• Saunas, amusement and water parks can reopen provided all prevention measures are strictly observed and customers provide proof of vaccination or negative ATK or RT-PCR test taken within 72 hours.

Ministry of Public Health reported on Sunday (October 31) morning that in the past 24 hours there are 8,859 new patients who tested positive for Covid-19, 330 of whom have been found in prisons.

Death toll increased by 47, while 8,253 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,912,024 with 19,205 total deaths.

Thundershowers are likely over the country with heavy rains in some of the South, Thailand Meteorological Department said on Sunday (October 31). 

The high-pressure system covers the Northeastern part and the South China Sea while the easterly and the northeasterly winds prevail across Thailand and the Gulf. 

The 24-hour weather forecast for different regions:

North: Scattered thundershowers; temperature lows of 22-24 degrees Celsius, highs of 27-34 °C.

Northeast: Isolated thundershowers; temperature lows of 22-24 degrees Celsius, highs of 32-34 °C.

Central: Scattered thundershowers; temperature lows of 22-25 degrees Celsius, highs of 32-34 °C.

East: Scattered thundershowers; temperature lows of 23-25 degrees Celsius, highs of 32-34 °C; waves below 1 metre high.

South (east coast): Fairly widespread thundershowers and isolated heavy rains; temperature lows of 23-26 degrees Celsius, highs of 32-33 °C; waves below 1 metre high and above 1 metre during thundershowers.

South (west coast): Fairly widespread thundershowers and isolated heavy rains; temperature lows of 20-25 degrees Celsius, highs of 32-34 °C; waves below 1 metre high and above 1 metre during thundershowers.

Bangkok Metropolitan Administration (BMA) this week announced the list of 63 schools in the province that will offer on-site classrooms from November 1, the start of second semester of academic year 2021.

“Schools that will reopen must comply to Ministry of Education’s “Sandbox: Safety Zone in School” measures, which include the implementation of DMHT-RC and SSET-CQ practices,” said Bangkok governor Aswin Kwanmuang on Saturday.

The DMHT-RC refers to Distancing, Mask wearing, Hand washing, Testing for Covid, Reducing crowdedness, and Cleaning. Meanwhile, the SSET-CQ practices include Self-care, using serving Spoon, Eating hot foods, Tracking movement, Checking oneself, and Quarantine.

“In case a new confirmed patient was found in a classroom, BMA will issue an order to shut down the class for three days for cleaning,” said Aswin. “If confirmed patients were found in more than one classes, the school may consider shutting down the entire grade for three days for cleaning.”
 

Aswin added that if students, teachers or staffers suspect that they might have contracted Covid-19, they can stay in home isolation for 14 days to monitor their symptoms. The persons that have close contact with suspected patients can continue coming to school while closely monitoring their symptoms.

BMA also reported that as of Saturday, 34,287 students aged 12-18 years in Bangkok have applied to get Covid-19 jabs. Of these, 30,135 students are of middle school level and 4,152 students are of high school level. So far, 27,039 middle school students and 3,502 high school students in Bangkok have received their first jabs.

Two men were arrested in the wee hours of Saturday morning as they were trying to smuggle 23 Myanmar nationals into Thailand via the Mae Ramat checkpoint in Tak province.

Danai Pattanapayadee and Nukue Kampeepanich, both 25 years old, were nabbed along with the illegal migrants hidden in the pick-up trucks they were driving.

Border checkpoint police gave chase when the pick-ups refused to stop for a check and blocked them soon after.

Initial investigation shows the Tak locals ran a Facebook page offering Myanmar nationals a job in Thailand in exchange for a fee of 20,000 baht per person. This group was allegedly being taken to Bangkok.

The demand for migrant workers has increased now that Thailand is getting ready to reopen on November 1.

The Lao National Television took it upon itself to disprove a Thai Facebooker’s claim that the “Bung Fai Phaya Nak” (Naga fireballs) are actually flare guns shot by Lao villagers on the other side of the Mekong River.

The “PhisucnBangfiPhyanakh” (Proof of Naga Fireballs) Facebook page claimed that 10 Laotian villages shoot flare guns to trick Thais and called on the Laos Embassy to look into the case.

Meanwhile, as part of a special report broadcast by Lao National Television on Thursday evening, reporters visited four Laotian villages along the bank of the Mekong.

There they asked village chiefs, soldiers, police officers and villagers if they had shot any flare guns. The villagers rejected the claim saying the Laos government has banned the use of any fireworks during the festival marking the end of Buddhist Lent.

Meanwhile, soldiers and police officers said they patrol the coast of the Mekong River all night and confirmed no flare guns were shot.

Every year, glowing red “fireballs” can be seen shooting up into the sky from the Mekhong River on the night of Wan Ok Phansa or the end of Buddhist Lent in late October. The number of fireballs sighted can range from hundreds to thousands.

Thais can celebrate the annual Loy Krathong festival this year provided every Covid-19 prevention measure is observed, Prime Minister Prayut Chan-o-cha decreed on Saturday.

Ratchada Thanadirek, deputy government spokesperson, said Prayut has also advised related agencies to strictly prohibit the use of fireworks, crackers and fire lanterns.

Public health officials will also be required to check event sites one week in advance, and events that do not meet safety requirements will have to be cancelled, Ratchada said.

Loy Krathong is marked on the full moon of the Lunar calendar’s 12th month every year. On this day, people gather around lakes, rivers and canals to float lotus-shaped rafts decorated with candles, incense and flowers as an offering to the goddess of water. The festival falls on November 19 this year.

Chiang Mai International Airport director Wichit Kaewsaithiam on Friday took the press around the airport to show how it has been prepared for the country’s reopening on Monday.

Upon arrival, passengers will have their temperature and health documents checked before they proceed to immigration, baggage pick up, customs inspection, and then can meet their tour operators to be taken to their hotel.

Wichit said the airport can process up to 100 passengers per hour and it will take up to three hours to clear passengers from one flight.

Departing passengers will be checked for their temperature upon entering the building before they go forward to file for VAT return, check in, load their baggage, undergo security check, passport check before moving on to the waiting lounge for boarding.

Adjustments have been made in the airport’s departure area, including the addition of more X-ray machines, more passport checking counters and an expanded waiting hall to allow for social distancing.

Wichit said Jeju Air will land in Chiang Mai from Incheon every Friday, with the first flight arriving on November 5 at 10.30pm and taking off again at 11.30pm.

Taxes collected during the 2021 fiscal year, which ended on September, have fallen short of the target by 11.5 per cent, the Fiscal Policy Office (FPO) reported on Friday.

FPO director Pornchai Teerawet said 2.37 trillion baht was collected over the past year, or 307 billion baht less than originally targeted.

Tax collection in 2021 was also 0.7 per cent lower than in the 2020 fiscal year.

He put the reduced amount of taxes collected down to the Covid-19 crisis, which has hit the Thai economy badly.
