It will be a long road to recovery for Khao San Road businesses despite the government aims to reopen Bangkok to all-important foreign tourists from November 1, the Khao San Business Association made it clear on Wednesday.

Association president Sanga Ruangwattanakul said that while he was happy to learn that the government had decided to reopen the country on November 1, he was concerned the ban on serving alcohol would continue to badly effect businesses.

Sanga believed that once Bangkok is reopened, Khao San Road will not be as energetic as before the pandemic.

He felt business would recover only in mid-2022 and just by 50 per cent at that.

Sanga pointed out that as much as 90 per cent of businesses on Khao San Road had been closed during the lockdown. In addition, only a total of THB100,000 has been earned in a day compared to THB20 million before the brutal coronavirus took the country by storm.

National Police deputy chief Pol General Damrongsak Kittiprapas confirmed on Wednesday that banks had already returned money to victims of a widespread credit card/debit card scam and that a number of banks would report to the Cyber Crime Investigation Bureau on Thursday.

Damrongsak said around 4,800 people with debits cards were scammed out of THB30 million while 5,300 with credit cards lost money totalling THB100 million.

He added that a thorough investigation would be carried out as soon as the banks provided evidence to the police.

Chonburis Khao Kheow Open Zoo celebrated the second birthday of male pygmy hippopotamus “Moo Toon” (braised pork) on Wednesday, much to the delight of lucky visitors.

Moo Toon is the main character of “Kha Moo [pork leg] and the Gang”, a Facebook page about the daily lives of hippopotamuses at the zoo, with its adorable personality and a habit of doing something funny.

The zoo on Wednesday served up a lot of fruits as a present for Moo Toon, such as watermelon, dragon fruit, grapes, carrots, bananas and of course grass, leaving many of the zoo’s visitors as well as netizens entertained and impressed.

Zoo director Tewin Rattanawongsawat said Moo Toon was born on October 27 to pygmy hippopotamuses Tony and Jona.

Prime Minister General Prayut Chan-o-cha gave opening remarks at the 24th Asean-Japan Summit via video conference from Government House on Wednesday and welcomed Japanese Prime Minister Fumio Kishida to the Asean family, government spokesman Thanakorn Wangboonkongchana said.

“General Prayut also congratulated Japan for successfully hosting the Tokyo Olympics and Paralympic Games this year,” Thanakorn said.

“The prime minister said he is confident the summit would be a great opportunity for the two nations to exchange views on how to keep advancing the Asean-Japan partnership, which has made strides in recent times,” the spokesman said.

“Asean and Japan have cultivated friendship and cooperation for nearly five decades, based on mutual trust and a heart-to-heart, equal partnership,” Prayut said in his remarks.

“Asean appreciates Japan’s continued commitment to promoting durable peace, shared prosperity and sustainable development in the region for the benefit of our peoples,” the PM remarked.

Prayut said Asean appreciated Japan’s support in addressing the Covid-19 pandemic and would like to step up collaboration in public health to better prepare the region for future waves of infections and health crises, as well as emerging diseases.

“Asean would also like to thank Japan for a donation of $50 million [Bt1.6 billion] to establish the Asean Centre for Public Health Emergencies and Emerging Diseases. We look forward to the earliest establishment and operation of the centre,” Prayut said.

The PM added that the regional bloc values Japan’s continued support for Asean centrality, Asean-centred regional architecture and Asean-led mechanisms in various fields, such as in politics, homeland and cyber security, economy, regional cooperation, smart city development, social and cultural exchanges, and climate change management.

“The prime minister concluded that as the Asean-Japan relationship will celebrate its 50th anniversary in 2023, he hoped both parties would review the success achieved and lessons learned over the past five decades and use them to improve the partnership in the future,” Thanakorn said.

“The prime minister also urged Asean members to continue promoting cooperation under the Asean Outlook on Indo-Pacific framework and the Free and Open Indo-Pacific agreement, especially in battling the Covid-19 situation,” Thanakorn added.

92.4 per cent of Thais are concerned about the government’s plan to reopen 17 tourist provinces from November 1 onward, the latest poll result shows.

Under the plan, visitors from low-risk 46 countries may enter Thailand by air without quarantine, provided they have been fully vaccinated and tested negative for Covid-19 prior to arrival. They must also agree to take another test upon arrival.

The Anamai Poll, conducted by Department of Health during October 14-25, has showed that 75.8 per cent of respondents are afraid that the reopening of the country to vaccinated foreign visitors will cause a new wave of Covid-19 outbreak in the country. 

49.7 per cent are concerned that people will let their guard down after their provinces are reopened. 45.1 per cent are afraid that they and their family members will contract Covid-19 virus from visitors. 39.3 per cent are concerned that there will be another lockdown, and 31.7 per cent are concerned about shortage of hospital beds.
 

When asked which businesses/establishments will likely become the source of new cluster cases after the reopening, 89.2 per cent of the respondents said entertainment venues such as pubs and bars, followed by public transport (43.1 per cent), tourist attractions (39.8 per cent), schools (39.2 per cent), markets (37.4 per cent), shopping malls (34.1 per cent), restaurants (28.8 per cent) and hotels (24 per cent).

Majority of respondents (72.53 per cent) agreed that having citizens in tourist provinces fully vaccinated against Covid-19 at least 70 per cent will help make the reopening of Thailand safer. 60.58 per cent said officials must increase security at borders to prevent illegal migrants from slipping into the country. Meanwhile, 49.41 per cent of respondents believed that the government must provide free ATK to people in risky areas to prevent the spiking of new cluster cases.

Ministry of Public Health reported on Thursday (October 28) morning that in the past 24 hours there are 9,658 new patients who tested positive for Covid-19, 218 of whom have been found in prisons.

Death toll increased by 84, while 8,526 patients were cured and allowed to leave hospitals.

Cumulative cases in the country are at 1,884,974 with 19,006 total deaths.

The Thailand Meteorological Department said on Thursday (October 28) that the high-pressure system from China covers upper Thailand while the low-pressure cell covers Cambodia. The easterly and the southeasterly winds prevail over the lower Northeast, the East and the Central. Increasing rainfall and isolated heavy rain are likely in the lower North, the lower Northeast, the Central and the East.

Meanwhile, the easterly and the northeasterly winds prevail across the Gulf and the South, causing isolated heavy rain in the South.

The weather forecast for the next 24 hours is as follows:

North: Thundershowers in 40 per cent of the areas with isolated heavy rain; temperature lows of 21-23 degrees and highs of 32-35 degrees Celsius. 

Northeast: Thundershowers in 40 per cent of the areas with isolated heavy rain; temperature lows of 20-22 degrees and highs of 28-31 degrees Celsius. 

Central: Thundershowers in 40 per cent of the areas with isolated heavy rain; temperature lows of 22-25 degrees, highs of 31-33 degrees Celsius.

East: Thundershowers in 40 per cent of the areas with isolated heavy rain; temperature lows of 23-25 degrees, highs of 31-32 degrees Celsius; waves less than a meter high.

South (east coast): Thundershowers in 40 per cent of the areas with isolated heavy rain; temperature lows of 24-25 degrees, highs of 32-34 degrees Celsius; waves less than a meter high and over 1 meter during thundershowers.

The Kingdom can expect up to 1,000 take-offs and landings daily once it reopens its airports to international flights from November 1, the Aeronautical Radio of Thailand (AeroThai) said on Wednesday.

Up to 27,285 flights can be expected in November, up 1.4 per cent from the 26,905 flights in Thai skies so far this month.

AeroThai reckons this number will rise gradually as Thailand slowly opens up to more countries.

The number of domestic flights has risen since the beginning of October after the government eased travel restrictions nationwide.

Police of Thong Lo station on night of Tuesday raided a pub in Soi Sukhumvit 23 of Bangkok’s Wattana district following a tip-off that the pub was allegedly serving alcoholic drinks in defiance of disease-control orders.

Police found 61 guests, 26 males and 35 females, drinking alcoholic beverages while not maintaining social distance, which is a requirement for restaurants under the order of the Centre for Covid-19 Situation Administration. The guests were charged with violating the emergency decree and Communicable Diseases Act, while the pub owner was also charged with selling alcoholic beverages to dine-in customers.

“Police officers have been inspecting entertainment venues and restaurants in Bangkok to make sure that business owners are following the regulations announced by CCSA and Communicable Disease Act,” said Pol. Col. Duangchote Suwanjarat, chief of Thong Lo station. “It is one of the policies to keep the city safe from Covid-19 provided by the national police chief Pol. Gen. Suwat Jangyodsuk.”

The Thailand Pass, which will replace the COE (Certificate of Entry) system, will boost the number of arrivals significantly when the country reopens on November 1, Tourism and Sports minister Pipat Ratchakitprakan said on Tuesday.

“Hotel bookings under the Phuket Sandbox scheme for November went up considerably after October 21, when the list of 46 low-risk countries from where double-jabbed tourists can arrive without having to quarantine was released,” Pipat said.

“We expect the number of rooms reserved for November to surpass all other months since the sandbox scheme started in July.

“With the introduction of the Thailand Pass, the number of foreign travellers will likely rise from November until yearend, especially among those who had to suspend trips they had planned earlier,” he added. “This will help revive Thailand’s tourism industry, which has been suffering from the impact of the Covid-19 crisis for almost two years now.”

According to the Foreign Ministry, the Thailand Pass system is web-based and designed to make the documentation process for people entering Thailand more efficient. This system collects both travel and health information and will help facilitate the filing of TM6 and T8 forms.

From November 1, the Thailand Pass will replace COE and will be required for all fully vaccinated Thais and foreigners arriving from any of the 46 low-risk countries or those entering under the different sandbox programmes. The system also applies to people who have not been vaccinated or have received just one shot and are entering Thailand under the alternative quarantine programme.

The COE website will stop taking registrations from November 1, though tourists can apply for a COE in advance at the Thai embassy or consulate until November 7. Thailand Pass will start accepting registrations from 9am on November 1 at: https://tp.consular.go.th/.
