The Department of Disease Control (DDC) said on Monday that Thailand will stop administering Sinovac once stocks finish next week.

Thailand has been providing the Sinovac-AstraZeneca cocktail of jabs to give people a higher immunity against Covid-19.

“Once we are out of Sinovac, we will consider giving an AstraZeneca-Pfizer cocktail instead,” DDC chief Dr Opas Karnkawinpong said. “Stay tuned for an official announcement.”

Thailand had imported 12 million Sinovac from China in September and October.

Opas also said that the Centre for Covid-19 Situation Administration (CCSA) will announce detailed measures for tourists allowed to enter Thailand without having to quarantine from November 1 onwards.

“I believe the list of more than 20 low-risk countries will be officially announced soon, including the regulations tourism operators need to observe as they prepare for the reopening,” he said.

Under the plan, Thailand will welcome visitors travelling by air from countries have that a low level of Covid-19 infections. Though the tourists will not have to quarantine, they must prove they have received both jabs of an approved Covid-19 vaccine as well as produce a negative RT-PCR test result taken no more than 72 hours before flying.

The export of pet food in the first three quarters of the year soared by 31 per cent, indicating that Thailand will soon become the world’s third-largest pet food exporter, the Department of Livestock Development said on Monday.

Director-general Sorawit Thanito said the pet business has been growing because people are spending more time at home due to the Covid-19 pandemic. As a result, the overall export of pet food from January to September had jumped by 31 per cent compared to the same period last year. In the first nine months of 2021, Thailand exported 525,966 tonnes of pet food worth more than 40.5 billion baht.

Sorawit said canned food was the most popular, accounting for 55 per cent of the total pet food export, followed by pellet food at 41 per cent. The biggest importers are the US, Malaysia and the Philippines.

“Pet food exports should reach approximately 48 billion baht by the end of the year as our trading partners have confidence in our products. The new normal brought on by the pandemic has given us the opportunity to become the world’s third-largest pet food exporter after Germany and the US,” he said.

The Public Health Ministry has announced that people will be able to use the “Digital Health Pass”, which is built into the “MorPhrom” app, as a vaccine passport once the country reopens.

Permanent-secretary Kiatiphum Wongrajit said on Monday that the app will provide three key pieces of Covid-related information, namely:

Vaccination history: Vaccination units nationwide will upload information and the app of double-jabbed users will display the word “vaccinated”.

Test results: Hospitals, clinics, pharmacies and other organisations registered with “MorPhrom” will upload the results of RT-PCR and ATK tests.

Infection history: Doctors will upload information of patients who have recovered from Covid-19.

Kiatiphum added that the application will display users’ basic information, but those requiring more details can scan the QR Code. The new version will have an improved security system, with the user’s private information hidden behind a toggle. Blockchain technology will be employed in this case.

Bangkok governor Aswin Kwanmuang on Monday (October 18) signed an order to establish the Committee to Support the Reopening of Bangkok to Foreign Tourists to prepare for the official reopening next month.

From November 1 onward, Bangkok will welcome foreign visitors from countries with low level of Covid-19 infections without having to quarantine, provided that they have been fully vaccinated and tested negative via RT-PCR method.

The panel will be joined by representatives from each district office, Ministry of Tourism and Sports, Ministry of Public Health, Ministry of Foreign Affairs, Immigration Office and Airports of Thailand. It will also comprise of advisors from Chamber of Commerce and Board of Trade of Thailand, Federation of Thai Industries, Thai Hotels Association and Thai Retailer Association.

The panel will operate from a newly established command centre at Bangkok City Hall 2 in Din Daeng district.

The governor also said that Bangkok currently has 3,307 hotels that are certified under SHA (Safety and Health Administration) standard and 352 hotels that passed the SHA+ standard. These hotels will provide accommodation for foreign visitors while they are waiting for the RT-PCR test result.

“As for the vaccination rate in Bangkok, about 69.77 per cent of total population have been inoculated with two doses of Covid-19 vaccine. We believe that we will achieve the target of 70 per cent soon,” he added.

Police raided “Tapas Music Bar” on Rama I Road of Bangkok’s Pathumwan district at 10pm on Monday following a tip-off that the bar was allegedly serving alcoholic drinks in defiance of disease-control orders during the state of emergency.

Police found 93 guests, 29 males and 64 females, drinking alcoholic beverages while not maintaining social distancing practice, which is a requirement for restaurants under the order of the Centre for Covid-19 Situation Administration.

After being tested for Covid-19, they were charged with violating the emergency decree and Communicable Diseases Act. The bar owner was also charged with selling alcoholic beverages during prohibited time.

Pol. Col. Phansa Amaraphitak, chief of Pathumwan Police Station said that locals have filed a complaint on October 16 that the bar could be violating disease control measures and could be a hotspot for Covid-19 spreading.

“Police officers visited the bar on October 17 and warned the owner to strictly follow the regulations, but the bar still continues to open while serving alcoholic drinks and ignoring disease control measures, which has led to the raid on Monday’s night,” he said.

Ministry of Public Health reported on Tuesday (October 19) morning that in the past 24 hours there are 9,122 new patients who tested positive for Covid-19.

Death toll increased by 71, while 10,731 patients were cured and allowed to leave hospitals.

The country’s total caseload from Covid-19 stands at 1,802,934 – 1,678,981 of whom have recovered, 105,546 are still in hospitals and 18,407 have died.

Separately, another 452,368 people were given their first Covid-19 shot in the last 24 hours, 431,949 their second shot and 30,210 a booster, bringing the total number of Covid-19 vaccine doses administered nationwide to 66,592,321.

According to Worldometer, confirmed cases globally had risen to 241.9 million on Tuesday, 219.24 million of whom have recovered, 17.74 million are active cases (78,505 in severe condition) and 4.92 million have died (up by 4,856).

Thailand ranks 24th in the global list of most cases, which is topped by the US with 45.90 million, followed by India with 34.09 million, Brazil with 21.65 million, the UK with 8.5 million and Russia with 8.03 million.

The Thailand Meteorological Department said on Tuesday (October 19) that the monsoon trough that lies across the upper South region is weakening. Meanwhile, the high-pressure system from China extends to cover upper Thailand and causes the easterly wind to prevail over the Gulf of Thailand, the South and Andaman Sea. Less rain will be likely for upper part of the country with isolated thundershowers in the South.

The weather forecast for the next 24 hours is as follows:

Though the number of cases in Bangkok showed a marked drop on Monday, infections in the four border provinces in the South surged significantly.

The provinces of Narathiwat, Pattani, Songkhla and Yala recorded a combined 2,303 new cases compared to 1,610 in Greater Bangkok, the Centre for Covid-19 Situation Administration said.

Yala logged the most cases at 756, followed by 579 in Songkhla, 502 in Pattani and 466 in Narathiwat.

In a bid to control the infections, Prime Minister Prayut Chan-o-cha ordered the setting up of an ad hoc task force in the South led by his adviser, former National Security Council chief General Nattaphol Nakpanich.

The country also saw the arrival of 24 new cases from overseas, including 12 from Myanmar, three each from Cambodia and Malaysia, two each from the US and Ukraine and one each from Germany and Pakistan.

Transport Minister Saksayam Chidchob said on Monday that the same travel measures should be applied to domestic travellers as those imposed on foreign tourists.

He said all domestic travellers should produce proof of two jabs and a negative RT-PCR test no later than 72 hours before travel.

Initially, these measures may be enforced only for long-distance interprovincial trips via planes, trains or buses.

“We believe the public health standards for local residents and foreigners should be of the same standard. This is the only way we can ensure safety and curb the spread of Covid-19 when the country reopens,” Saksayam said.

After nearly 40,000 people were scammed over the weekend with their bank accounts and credit cards showing inexplicable transactions, the Cyber Crime Investigation Bureau (CCIB) offered a couple of solutions on Monday.

CCIB commissioner Kornchai Klaiklueng said on Monday that the central bank will be advised to have all online stores registered and ensure account holders are notified of all transactions, be they big or small, to prevent such problems in the future.

It is believed that the scammers stole up to 10 million baht by withdrawing small amounts from different accounts. Under the current system, account holders are not notified of small withdrawals.

Police believe the scammers are likely to have used multiple sources to steal the money, including:

• Stealing information via applications that link users’ credit and debit cards to their bank accounts.

• Fraudulent links sent via text messages.

• Credit card and CVV numbers stolen by shop staff and sold in the black market.
