Online traffic tickets take effect this week

Deputy police spokesman Pol Colonel Krisana Pattanajaroen announced on Monday (December 16) that the new online traffic ticket system will be fully operational on December 19 as scheduled.

“This project is a collaboration between the Department of Land Transport (DLT) and Royal Thai Police Headquarters,” he said. “It essentially stores data on traffic tickets issued by the police to each vehicle user online, and enables the users of those vehicles to pay fines for pending traffic tickets at any branches of the DLT office when they pay their annual vehicle tax.”

The new system follows the signing of an MoU on electronic data linkage between the two agencies to improve the efficiency of traffic law enforcement, he added.

The idea of paying for ticket at DLT is not new, as the project was initiated in March 2017 but failed because the databases of DLT and police were not completely linked, causing overlapping data and confusion. “However, after a great deal of tweaking and system improvements, the test run of online traffic ticket and payment service has run stably without any major problems since September,” he said.

The Royal Thai Police Headquarters has also established a website https://ptm.police.go.th/eTicket/#/ for people to learn how to pay their traffic tickets at DLT office and check their record of tickets received. “Moreover, we have cooperated with CAT Telecom in developing a mobile application “Khab Dee” (good driving), which allows you to check your driver’s license status, tickets received and points remaining at any time,” he said. “The MoU was signed on December 4 and the application is expected to be operational soon.”

Excise Department deputy director-general and spokesperson Wiwat Khaosakul on Monday (December 16) denied reports on social media that the prices of tampons and sanitary pads are high because the government is classifying them as luxuries and therefore taxing them at a high rate.

“Currently there is no excise tax imposed on tampons and sanitary pads, as they are not listed in the products subject to excise duties,” he said. “They are only subject to value added tax or VAT.”

Wiwat further explained that excise taxes are applicable only to goods that adversely affect health, social morality, environment and luxury products that are not necessary to daily life. “Tampons and sanitary pads are clearly necessary products therefore they are not luxuries,” he added.

According to an announcement in the Royal Gazette on July 4, 2019, 46 products and 6 services are subject to price control by the Cabinet, with effect for 1 year. Tampons and sanitary pads are listed as no 31, under the consumer product category, along with laundry detergent, shampoo, soap, toilet paper, and diapers. Prices of controlled products and services cannot be raised above the rates specified by Ministry of Commerce.

Former prime minister Yingluck Shinawatra complained through her Facebook page on Monday (December 16) about “double standards” being applied regarding her assets due to the “junta-backed government”.

Yingluck wrote that she was unhappy as she was separated from her son, family and supporters, as well as the assets she earned before becoming prime minister.

“My house was taken by the present government, while each asset was sold by the Legal Execution Department. I have used all legal procedures to fight for the assets but cannot stop those officers who carried out the operation without caring for the law, under Article 44 of the Interim Constitution of 2014,” she said.

“Prayut Chan-o-cha has used the article since he seized power and plunged Thailand into military rule,” she said. “Until now, the article has been effective, and those officers did not care that they cannot sell my assets unless I am judged by the Administrative Court as a lawsuit loser.”

Yingluck said her downfall was unlike other leaders’ in history, and to “place the article’s privilege over the courts verdict is illegal”. For her, the article’s use over sovereign power was a destruction of fundamental people’s freedoms.

“I have fought for every asset including those was given by my parents, but I cannot protect even one of them,” she added. “Every time I heard that my assets were sold, I was deeply moved.”

Yingluck concluded her post by saying she will not be stuck in the past because there are many people putting their hope in her hands.

In 2017, the former prime minister and other defendants were accused of negligence in their official duties that led to corruption and massive financial damage to the state while implementing their government’s rice-pledging scheme.

Article 44 was invoked and Yingluck was found liable for damages caused to the state budget by the rice-pledging scheme. Her assets were frozen or seized by the Legal Execution Department.

She fled Thailand in August 2017, a few days before the Supreme Court’s Criminal Division on Political Office Holders was scheduled to deliver a verdict in the case against her.

In late September, News agencies reported that the Serbian government had announced that Yingluck had been granted Serbian citizenship and a passport in September.

Off-season longan boost Thai export figures

The Bank of Thailand (BOT)’s Northern Region Economy announced on Monday that exports of longans were the highest ever in 2018 earning Bt27.72 billion in total.

Altogether Bt17.219 billion of fresh longans and Bt10.507 billion of dried and frozen longans were sent overseas, most of them to China, followed by Indonesia.

This is a remarkable turnaround for a fruit than has suffered various setbacks in the past, with farmers obliged to destroy unsold longan from 1989 to 1996, deal with an oversupply from 2002 and 2005 before drying the fruit for export in 2007. Demand then grew exponentially and farmers started planting off season longan.

In Thailand, more 200,000 farmers grew 1,138,561 rai of longan nationwide. 70 per cent of them in the northern region, 28 per cent in the east and 2 per cent in the northeast region.

Before 2007, the price of longan was low and subject to fluctuation. However, since 2007, despite an increase in quantities, the price has remained stable thanks to concerted efforts by the government, educational institutions, and farmers.

Research looked into the proper use of potassium chlorate and instructions were given on improving the quality of off-season longan. Post-harvesting technologies and preservation methods were also introduced, allowing the fruit to be exported year round.

Exports are expected to remain strong given the high demand in China and efforts to improve the quality of the fruit through applying the Good Agricultural Practice (GAP) to the crops.

The business sector also has a role to play by improving the technology used in preserving and processing longan and in creating golden dried longan, which is becoming popular.
