Kuala Lumpur – Three people were killed and 24 injured Tuesday when a powerful explosion rocked a shopping mall in the Malaysian state of Sarawak, but a fire official said it was not caused by a bomb.

    The official Bernama news agency said the blast could have been caused by a leaking gas tank.

Wan Abdul Mubin, head of the fire rescue department in the state capital Kuching, told AFP his office received an emergency call at around 0737 GMT.

“We scrambled 39 officers to the scene. We are investigating the cause of the explosion. It is one of the worst tragedies in the state in years. But it is not a bomb,” he said.

    “We recovered the bodies of three men. And we have helped in the evacuation of 24 people injured to the nearby public hospital,” he added.

Wan Abdul said the explosion happened near a store on the ground floor of the shopping mall that was undergoing renovation.

A video clip of the aftermath showed the facade of the store torn apart, with some people screaming for help.

“I was purchasing a pizza in front of the shop when suddenly a strong explosion occurred,” George Sting, 39, told Bernama.

“The workers in the shop immediately ran out,” he said, adding that some were seriously injured.

Wina Simion, 46, who was sitting near the store with her family members said the explosion caused their table to flip.

Thailand extends detention of refugee footballer from Bahrain

Bangkok – A refugee footballer from Bahrain has been detained for another 12 days in Thailand, an immigration official said Tuesday, as a rights group decried the “tug of war” over his fate.

    Hakeem Alaraibi, a former player for Bahrain’s national side, was stopped on an Interpol red notice after arriving in Thailand from Australia on November 27 for a vacation with his wife.

The 25-year-old was granted refugee status in Australia in 2017 and has spoken out about being arrested and beaten at the start of Arab Spring protests in the Gulf state in 2012.

He was convicted in absentia on charges of vandalising a police station but said he was out of the country playing in a match at the time of the alleged offence.

    Thailand’s immigration chief Surachate Hakparn told reporters Alaraibi had been remanded for 12 days starting December 3 to give authorities time to examine documents submitted by Bahrain.

The Australian ambassador told him Canberra wants to get the footballer back, Surachate said.

“If there is proof that the arrest warrant is invalid… then immigration will repatriate him to Australia,” he added.

The Bahrain embassy in Bangkok did not immediately respond to a request for comment.

Alaraibi told AFP in an interview Tuesday he believes Bahrain is “very angry” with him for interviews he gave in 2016 with mainstream media outlets about his treatment in custody.

“I’m not feeling well because I don’t know what’s going on,” he said, adding that he feared being killed if sent back to Bahrain.

The oil-rich Sunni-led country, home to the US Fifth Fleet, crushed Arab Spring protests by its Shiite majority.

Alaraibi believes he was targeted because he is Shiite and due to his brother’s political activism.

He also opposed the FIFA presidential candidacy of Sheikh Salman bin Ebrahim al-Khalifa, a member of Bahrain’s ruling monarchy and president of the Asian Football Confederation.

Alaraibi plays for semi-professional club Pascoe Vale FC in Melbourne and came to Thailand for a holiday before going back to train.

The football club has been tweeting out a GoFundMe drive in a bid to help raise money for legal fees.

Thailand does not recognise refugees and has faced international criticism for sending them back to countries where they could face persecution.

Brad Adams, Asia director at Human Rights Watch, said the Interpol red notice should have been lifted because of Alaraibi’s status as a refugee.

“What we’re seeing develop is a Thai-sponsored tug of war between Australia and Bahrain in which Bangkok is conveniently forgetting that Hakeem is a refugee recognised by Canberra,” Adams said.

Thailand has no reason to return him to Bahrain “where he will face torture and imprisonment for daring to speak truth to power,” he added.

Use your common sense. That was the advice of Presidential Spokesperson Salvador Panelo on Tuesday to the public to determine whether President Rodrigo Duterte is joking or not.

Panelo issued the statement after Duterte on Monday said he was using marijuana to keep himself awake but later retracted it and said he was only joking.

So when is the President serious and when is he joking?

In a speech in Malacaang, Duterte cited his hectic schedule during the 33rd Association of Southeast Asian Summit in Singapore and admitted he was using marijuana to stay awake.

But in an interview with reporters, he said he was not serious when he said the statement.

In the speech, the President complained about the punishing schedule of last month’s summit of Southeast Asian leaders in Singapore, where he created a buzz for skipping four meetings and a gala dinner to take power naps.

He said he had to rise early and attend a flurry of sessions during the summit.

Staying awake

“It’s a killing activity and I think my age … me, not that much, because I take marijuana to stay awake. Others may no longer take it,” the 73-year-old leader said in Malacañang.

A few of his audience during the awarding ceremonies for the Association of Southeast Asian Nations (Asean) Organizing Council chuckled at the admission of the President, whose brutal crackdown on drugs has claimed thousands of lives and stirred international furor.

The President has openly admitted his support for medical marijuana.

Marijuana is at the top of the list of dangerous drugs under the Comprehensive Dangerous Drugs Act of 2002.

Panelo explained that marijuana was not a “stimulant.”

This was not the first time Duterte issued a statement and later on clarified that it was a joke.

For instance, the President earlier said saints were “fools” and “drunkards” but his spokesman later said the chief executive was only kidding.

KUALA LUMPUR: Malaysia will issue a protest note to Singapore over the operation of the instrument landing system (ILS) to be used by Seletar Airport near its border with Johor, says Transport Minister Anthony Loke.

The protest note by Wisma Putra comes in wake of Singapore’s decision to start broadcasting the ILS at Seletar Airport early next year despite Malaysia’s decision not allow it on grounds that it will infringe the nation’s sovereignty and airspace near Pasir Gudang, Johor some 2km away.

“The broadcast is against the principle of national sovereignty as accorded under the Convention of Civil Aviation 1944.

“The government, through Wisma Putra, will issue a protest note immediately to Singapore in connection to the breach of this principle of sovereignty,” he said when answering a question raised by Hassan Abdul Karim (PH-Pasir Gudang) during Minister’s Question Time in Parliament on Tuesday (Dec 4).

Loke informed MPs that the ILS would affect development in Pasir Gudang as there would be height restrictions imposed on structures and also affect shipping activities at the Pasir Gudang port.

“The government had decided not to allow Singapore to broadcast its ILS, with this decision conveyed to Singapore on Nov 28 and 29,” he said.

However, despite this, Loke said Singapore would begin broadcasting its ILS on Jan 3.

“The government is committed towards defending our sovereignty and to ensure that the nation’s interest is safeguarded,” Loke said to thumps of approval from lawmakers.

Loke also said that Malaysia had informed Singapore that it would be taking back its delegated airspace in phases, which was accorded to Singapore in 1974 under the Operational Letter of Agreement Between Kuala Lumpur And Singapore Area Control Centres Concerning Singapore Arrivals, Departures And Overflight (LOA 1974).

He said the nation’s airspace would be reclaimed between 2019 and 2023.

To a supplementary question by Datuk Seri Ahmad Maslan, Loke said that Malaysia would not take a confrontational approach over the issue but would engage Singapore in further discussion.

Paris – French DJ Martin Solveig apologised and said he was taken aback by the stormy reaction online after he asked the inaugural women’s Ballon D’Or winner Ada Hegerberg whether she could “twerk” live on stage.

    The awards co-host in Paris provoked a torrent of complaints about sexism with his question about the sexually suggestive dance, which received a blunt “No” from the unamused Norwegian striker.

The incident was a major talking point despite Hegerberg’s achievement in becoming the first winner of the women’s Ballon D’Or, an award which has been handed to male footballers since 1956.

Solveig, a musician and radio host, apologised in person to Hegerberg and said he was “astonished” at the reaction.

    “Guys I’m a little bit amazed, astonished by what I’m reading on the internet,” he said in a video posted on Twitter.

“Of course I didn’t want to offend anyone. This was from a distortion of my English level and my English culture level which is obviously not (high) enough.

“This was a joke, probably a bad one and I want to apologise for the one I may have offended,” Solveig added.

Hegerberg, 23, whose goals propelled Lyon to a record fifth Champions League title and their 12th consecutive domestic crown, played down the controversy and said it hadn’t marred her evening.

“I didn’t feel it was like that at all to be honest and I am sad if people thought about the situation like that,” Hegerberg said after the show.

She added: “He came to see me after and apologised. The Ballon d’Or is the most important thing.”

Before the ceremony, Hegerberg told The Guardian that she found it “really frustrating” that sport remains “such a man’s world”.

“Sometimes it’s really frustrating, I must say. Sometimes you have episodes or situations where you feel like, damn, we’re in such a man’s world,” she said in an interview.

“But at the same time I’ve never looked at myself different from men’s football. I’ve always felt the same — I work hard to try to achieve my dreams, like every other girl out there.”

Asean urged to stay strong while drafting code of conduct

ASEAN is being urged to make no concessions to China, especially over the contentious issue of the South China Sea, as the grouping pushes ahead with negotiations on a Code of Conduct (COC) to bind the parties.

Though the two sides are working on including freedom of navigation in the COC, it is likely that Asean will end up accepting China’s interpretation of the principles, said Professor Ken Jimbo from Keio University’s Faculty of Policy Management.

The code should accept principles in line with the 1982 United Nations Convention on the Law of the Sea (UNCLOS), but the term “freedom of navigation” is interpreted differently by China and the US, he said.

“While China’s interpretation is that you cannot really have freedom of navigation as long as military activities are ongoing, the US interpretation is completely different,” he told The Nation. “According to the US, anybody can enter the area as long as nobody is harmed during passage, even while training, practice, intelligence sharing and gathering activities are ongoing. China considers such activities as hostile and requires explicit provisions on freedom of navigation.”

Several Asean members have been at loggerheads with China over territorial disputes in the South China Sea for many years now. A joint working group is preparing the COC, and both sides have agreed to have the text ready by 2019, during Thailand’s Asean chairmanship.

Unless the COC comes up with a resolution that is legally binding, it will be a repeat of the Declaration on the Conduct of Parties in the South China Sea (DOC), which was signed by both sides in 2002, but failed to control the behaviour of any country, he said.

While Asean and China have agreed to ease tensions and boost understanding, countries like the US, Australia and Japan may face problems when they want to hold military activities in the contentious area.

“We don’t want Asean to make concessions, especially on maritime security,” Jimbo said. “The COC debate is ongoing and the agreement Asean will try to get with China will certainly spill over to the East China Sea and beyond, so we want Asean to be resilient on this issue,” he said.

Professor Jimbo, who is an expert on security matters, was in Thailand yesterday to deliver lectures on Indo-Pacific strategy at Thammasat University and King Prajadhipok’s Institute.

Though Japan is part of the US Indo-Pacific Strategy and shares commonality as they try to be part of a rule-based international community, help private investment and promote infrastructure, Japan’s version of the strategy is more broadly defined, he said.

While the US has enhanced its national base trade and investment policy and is pretty much focused on so-called fair trade – backed by the core supporters of President Donald Trump in the US traditional manufacturing sector – Tokyo is focusing on the promotion of institution-building of the Trans Pacific Partnership standard. Even without the US, Japan is a leading regional economic order, he said.

Geographically, the US Indo-Pacific Strategy goes beyond the Asia-Pacific and includes the Indian Ocean, but Japan wants to combine the Pacific and Indian oceans as well as the two continents – Asia and Africa – given that Japan Prime Minister Shinzo Abe announced the strategy for the first time in Nairobi in 2016.

Asean, on the one hand, might be worried it will dilute the strategy creation process, as only the US, Japan, Australia and India are on board, but on the other hand, it is uncomfortable with anything that sounds anti-China, he said.

“We support Asean’s political resilience and that’s the basic platform of our relationship and it remains the same. We want a strong Asean to be addressing the regional order,” he said. “Asean as a driving force can actually be relevant and engage all the major elephants in the room, namely the US, Japan, China and India.

E-commerce gives Tibet a lift

FARMERS in poverty-stricken areas of the Tibetan plateau in Southwest China have found ways to sell their crops and related products to customers worldwide, thanks to a newly built marketing system.

By the end of 2014, about 75 per cent of Tibet’s population were living in rural areas, data from the Tibet Yearbook showed. They rely on agriculture for subsistence. Rice, barley, wheat, honey, and meat are the main products they trade.

For a long time, local farmers have faced challenges in selling their produce, due to inadequate communication networks like transport systems. That hindered access to customers. But that is about to change. Cui Taifu, general manager of the Tibet Supply and Marketing Cooperatives, said the organisation expects to build offline stores in 20 to 50 major Chinese cities to display and sell Tibetan goods.

A new e-commerce platform will complement the efforts to increase sales and bring wealth to the natives of Tibet. “Most of the rural areas are remote. Some of Tibet’s crops may rot within three months. So if farmers can’t sell their crops in time, they would lack motivation to produce food,” Cui said. “We aim to build the whole marketing channel to help enlarge production and income for them.”

These days, Liu Yali, sales manager of Tibet Jishun Biological Technology Co Ltd, is busy stocking highland barley vinegar on the shelves of a company store in Lhasa. The store opened in September.

“Tibet has very rich resources. The highland barley, for example, can help ease high blood pressure, diabetes and hyperlipidemia,” she said. “The water and air are also clean.”

However, doing business in Tibet is not easy, since the costs of raw materials, human resources and production are very high due to a poor living environment on the plateau, she said. For example, Tibet does not have bottle suppliers, so local merchants have to buy bottles from inland, which increases the cost by 1.5 times, she said.

Jishun Biological’s revenue reached about 5 million yuan (Bt23.6 million) last year, but it still has not broken even.

“The biggest problem is how to increase sales,” she said, adding franchisers and agents charge fees, but the cooperatives provide free space to exhibit and sell their products, which will help them enter such stores in other cities later.

“It’s too expensive to cover the huge Chinese market by ourselves. We are happy to have such a platform,” Liu said.

Yi Chuanhu, general manager of Chamdo Junqin Agricultural Technology Development Co Ltd, a highland barley cornmeal, powder and rice producer, said: “Highland barley is the most common agricultural product in Tibet. I hope more people can know about the green plateau products by joining the cooperatives.”

Tenzin Yonten, a young entrepreneur, put his wheat-based edible chopsticks on the shop shelves, expecting to attract customers with innovative agricultural products and promote the idea of environmental protection. Yonten, a native, returned to his hometown to run his own business with two of his friends after graduating from Southwest Minzu University.

“Locals used to plant crops and consume the stuff themselves, with residual stock sold at cheap prices,” he said, adding the cooperative approach is a good channel to link potential clients and business partners.

The Supply and Marketing Cooperatives is a nationwide system initiated by the central government in the 1950s. It has been a key platform for the distribution of agricultural products in rural areas over the past decades.

The Tibetan branch of the Cooperatives plans to set up 50 sites across Tibet before 2020 to supply daily goods and agricultural materials, teach technical skills, purchase agricultural products for farmers, as well as conducting preliminary processing, according to Cui.

Each site is expected to increase income of the natives by 250 million yuan, serving 25,000 people.

Since early 2017, the company has helped five local companies link up with inland sales agencies, which increased the amount of raw agricultural products bought by up to 10 million yuan per year, Cui said.

Peiqiang Meat Industry is one of those five companies. Wu Zhiqiang, its general manager, said its sales grew by 60 to 70 per cent after joining the cooperatives. Its products were sold to Beijing, Shanghai, Chengdu and Central China’s Hunan province. Customers tend to trust products bearing the trademark of the cooperatives and those sold on an official platform, he said.

Resona’s cashless platform for banks targets restaurants, retail

MAJOR BANK GROUP Resona Holdings Inc plans to sell regional banks a cashless settlement platform for retail and restaurant businesses, its president Kazuhiro Higashi said.

With the platform, including settlement terminals at outlets, “Resona can make a foray into the market of regional banks while they can provide [settlement] services without development costs,” Higashi said. The holding company developed Resona Cashless Platform, which enables customers to settle their payments with credit card, electronic money and quick response, or QR, codes on a single terminal at the outlet. Resona now accepts orders from retailers, restaurants and others.

The company has received inquiries from around 10 regional banks, Higashi said, seeing a chance to develop collaboration with such lenders.

Higashi also referred to the Resona Group app, launched in February, a smartphone app through which depositors can transfer money, buy investment trust funds and make other transactions. “We’ll consider offering the service to regional banks as well if their reactions are positive,” he said.

Regarding other major banking groups’ plan to make their automated teller machines available to each other’s depositors, Higashi said Resona’s participation is “possible but not being considered. Joint ATM operations may make it difficult to take a differentiation strategy,” Higashi said, adding his group is trying to make ATMs a next-generation communication tool, not merely a cash machine.

THERE are currently over 3,000 start-ups in Vietnam with increased interest from global investors.

Vietnamese and foreign start-up businesses have the same challenges and opportunities, as Vietnam has an open policy for innovative foreign start-ups investing in the country.

Deputy Prime Minister Vu Duc Dam spoke at the high-level policy dialogue about startup ecosystem developments during TechFest 2018. He pointed out difficulties in the startup business environment for foreign businesses and risk investment foundations seeking opportunities in the country.

“We welcome all startup businesses and do not distinguish between Vietnamese and foreign businesses,” Dam said. “We shared our challenges and hope foreign startup investors can turn them into opportunities.” The deputy PM said Vietnam’s government would include a startup programme in the curriculum to encourage young people to think big in the future.

“There is no doubt that Vietnam is going through a golden period of innovation,” said Caitlin Wiesen, country director of UNDP Vietnam. “The startup ecosystem continues to grow as there are currently over 3,000 startups in Vietnam with increased interest from global investors. This is a considerable growth from 2012 when there were merely 400 startups.

“But at the same time, we know that Vietnam continues to face significant challenges to the country’s continued economic, social and environmental development,” she said.

She said economic inequality, environmental degradation, increasing energy and food demands, some remaining pockets of poverty and the effects of climate change are all problems the government cannot address on its own.

Meeting challenges

“We are not going to meet the ambition of the 2030 Agenda and achieve the Sustainable Development Goals (SDGs) by 2030 without startups and entrepreneurship, and it is critical for the government of Vietnam to connect startups to these challenges to tap into the commitment, creativity and vision of this new generation of young Vietnamese entrepreneurs to solve some of the biggest challenges this country faces,” she said.

Emmet McElhatton, commercial manager of New Zealand G2G Partnerships Office, said: “New Zealand is a large country but with a small population, far away from the rest of the world. And that means we need to make innovation part of our survival DNA. To survive as an economy, we have to innovate.”

He said focus should not be on physical buildings and spaces, but on programmes and activation. Co-working spaces do not contribute to economic development, and are simply modern office spaces.

“There are a limited number of sustainable funding models that support the ecosystems,” he said. “Income for incubators and accelerators can be generated from education and training, innovation services, fund management and, to a lesser degree, commercialisation and equity. Engagement of the ecosystem is driven through innovation expertise and brand.”

He said it was healthy to talk about failure, as only three out of every 100 ventures succeed.

“I emphasise the importance of government thinking and behaving in a lean and agile manner,” he said. “We have the duty to our citizens to improve services and embrace what comes out of the private sector in terms of new ways of working and providing support to our citizens.”

Aaron McDonald, CEO and co-founder of Centrality – Australia’s largest and one of the world’s top Blockchain projects – said Centrality sees Vietnam as a hot spot for highly skilled and trained developers.

He said the crypto and developer community in Vietnam is growing fast and Centrality would like to build on its network. Centrality’s tools offer options to create consumer apps and to monetise ideas.

“We think there are great opportunities for businesses and individuals in Vietnam to take advantage of the decentralised economy,” he said. “There is a talent pool of skilled developers and some great entrepreneurial ideas in Vietnam. Distributed ledgers and blockchain technology have the potential to provide a real boost to the economy. Blockchain is an incredibly powerful and disruptive technology which provides real opportunities for ground-breaking innovation.”

A document-signing ceremony was also held last week between the Ministry of Science and Technology of Vietnam, Enterprise Singapore, Action Community for Entrepreneurship (Singapore), Start-up Thailand, Malaysian Global Innovation & Creativity Centre, World Start-up Festival (the US) and German Accelerator Southeast Asia. The document expressed support for the development of an innovation startup ecosystem. The Vietnam Posts and Telecommunications Group and EON Reality Inc from the US also signed a memorandum of understanding on developing virtual and augmented reality.

Chinese marketers tap AI to reach out to customers

ARTIFICIAL intelligence is playing an increasingly prominent role in helping marketers in China capture the right audience and engage with existing users, according to an industry veteran.

Fast-moving consumer goods, maternity and baby products, as well as automobiles are among the top three sectors embracing smart data management tools to optimise customer outreach, said Ren Peiyu, chief product officer and president of nEqual, a data technology firm providing such services.

“In China, we notice a growing urgency for brands to trace where their marketing budget goes and how well ads are tapping into prospective customers,” Ren said.

He referred to the use of the Data Management Platform, in essence a unifying platform to manage, organise and activate any form of data from any source and convert it in a way that is useful for marketers, publishers and other businesses to know their audiences.

According to Ren, the most relevant ways data firms activate data managed in DMP is creating a set of audiences based on a range of similar characteristics like demographics, geography and behaviour, creating a unified customer view. AI has the ability to continuously learn from data inputs and adjust decisions based on evolving patterns, which can help assist the creation and quality of targeted audiences.

Ren referred to one of his clients, who was looking to reach pregnant women as potential customers.

Algorithms can pinpoint these people via several gauges, such as family status or if they click ads related to toys or baby diapers, or if online searches include key words such as “delivery process”.

“This will reduce the need for marketers to understand every signal and define an audience, amidst an influx of high-velocity and high-variance data,” he said.

With new avenues such as the emergence of new social media platforms, AI’s probabilistic decision-based process can help marketers adapt to changes in customer experience and target the audience with better precision.
