THE KING Prajadhipok’s Institute (KPI) has been accused of promoting networking among participants of its many courses that attract the political and business elite, as well as senior bureaucrats and other important people from many circles.

Critics have said that many participants in the institute’s courses were selected because of their status rather than their qualifications. They point out that those courses are often full of people who want to make personal gain through connections and networking.

The political reform committee of the National Reform Steering Assembly (NRSA) has called for a review of the KPI’s roles and duties, as well as a reform of its courses.

In its report presented to the NRSA, the panel suggested amendments to the 1998 law on the KPI to pave the way for the recommended reviews. With approval from the NRSA, the report will next be forwarded to the National Legislative Assembly.

The KPI has dismissed the allegations. In response to the criticism, the institute recently issued a statement denying that its courses were mainly aimed at building connections among participants.

The institute said it has many courses that encourage the improvement of local community leaders, the potential of participants in helping build a better society, and working for the public interest. Those are in addition to courses that promote moral values and self-improvement among the participants, it said.

“We would like to maintain that the King Prajadhipok’s Institute is firmly determined to truly provide knowledge for development of Thailand’s democracy,” the KPI said in its statement. The institute said that it has clear criteria in selecting participants of its training courses, and its committee members consist |mainly of experts.

The KPI has a total of 28 training courses mainly focusing on public administration, democracy, law and management. The number of course participants ranges from 70 to 140. The tuition fee for certain courses is high – up to Bt59,000 and Bt75,000 each.

Seree Suwanpanont, chairman of the NRSA’s political reform committee, said that despite its many years of existence, the KPI had failed to help improve the standard of Thai politics.

“Also, the institute’s structure is full of influential figures in parliamentary circles. So nobody want to bother with them, although there are a lot of problems. There are so many courses and most of them are used to build connections for the benefit of the participants,” he said.

The KPI, which is a unit under the Parliament, has been in operation since 1998. The report by Seree’s panel calls for different groups of people, such as politicians and senior bureaucrats, to be enrolled in separate courses, as a way to prevent them from building connections.

Thavinvadee Burikul, an executive member of the KPI and director of its research and development unit, said it was difficult to prevent participants from building up connections and networking, as it was their personal business. But she admitted that there were some weak points in the institute’s courses that needed to be rectified. She said the focus would be more on improving the participants’ awareness of the public interest and encouraging them to serve social causes. She said it was true that some participants were selected to attend the KPI’s courses because of their connections.

“But they need to be fully qualified and have to undergo an interview test in line with the institute’s regulations,” she said, adding that people from the same family were not allowed to attend the same course.

Political activist Sombat Boonngamanong, who attended a KPI course on peace building, said that networking among the participants does exist but he did not think that it was a serious problem.

He also said it was not a secret that some participants were selected because of their connections. To solve the problem, he suggested that the selection committee be truly transparent. The red-shirt activist backed KPI offering its courses to a wider group of people – and not just a limited group, as is the case today.

“You are strong, tolerant, and have high integrity worth respecting.” These are the words Prime Minister Prayut Chan-o-cha has used to cheer up farmers in the latest poem he has penned.

The poem urged them to not lose their morale or leave their homes. The government has been trying to solve their problems with its Pracha Rat (people’s state) policy and trusted that this was the way to get them out of trouble, the poem says.

The government would hurry to solve these issues as soon as possible, the “Farmers’ Soul Soothing Poem” reads.

PM Prayut penned his previous poem for his Cabinet just last week, aimed at boosting their morale by encouraging them to remain focused and work tirelessly for the people.

The poem urged them not to give up if they encountered struggles along the way when working for the people, and to use their wisdom instead to overcome problems.

“Be focused and correct things, one after another. People’s happiness is in our hands,” read the final lines of his morale-boosting verse.

The poem – titled “Morale for you, the Cabinet” – was the third of three recently written by the PM. He continued writing despite the fact that he had earlier said he would “rather keep his mouth shut” after his previous poems sparked a brief verbal tussle among established poets. The poets were split over the PM’s verse, and some appended new stanzas to his efforts.

PHUKET: An American tourist and a tuk-tuk driver were fined Bt2,000 each after they quarreled and landed blows on each other outside a hotel in Patong on Sunday.

A video of the incident, recorded by a passerby, was shared on social media. The video showed the tourist and driver arguing and fighting in front of Poppa Hotel at Patong Beach.

The tourist, Nicholas Martin De Haan, 28, was visiting Phuket with his girlfriend, Emma Frances.

Police were able to apprehend the driver, Burin Sukhontaros, 26, on Prabaramee Road the same day.

“We brought De Haan and Burin to talk at the police station. Haan admitted that he was at fault for not paying the fare that he had initially negotiated with the driver,” said Ekkarat Plaiduang, a traffic policeman in Patong.

“Burin informed us that while he was parked at Rat-U-Thit 200 Phi Rd, Haan and his girlfriend asked to be driven to their hotel in Soi Jintana. The agreed upon fare was 200 baht. However, when they arrived at their destination, De Haan only gave the driver 40 baht. He admitted to being drunk at the time, and the two of them then got into a fight,” said Ekkarat.

Frances was not injured during the altercation.

Both men were charged with ‘quarreling in a public place’.

YouTube prankster Nate Bartling, better known on Facebook as My Mate Nate, on Monday apologised to State Railway of Thailand’s (SRT) deputy governor over his video clip in which he placed several coins on a railway track to test their strength.

He said after meeting with Thanongsak Pongprasert that he would use this incident as a lesson and was ready to take responsibility for what he had done.

Meanwhile Pol Colonel Alongkorn Sirisongkram, of Prawes district police station, said that Bartling would be summonsed to meet police on Wednesday as he was alleged to have broken railway rules in connection with his latest video clip.

The summons followed a complaint by State Railway station officials that he broke the Railway Act by entering SRT lands without permission and damaging the railway’s property.

Bartling and a friend were seen in a video clip posted on the internet placing several coins on a railway track and waiting for a train to run over them.

He said in the clip that he wanted to test the strength of the coins to know which country’s coins were the strongest.

His video drew negative criticism, with many writing that he should find something useful to do.

A pre-dawn storm ravaged hundreds of rai of durian orchards, whose ripe fruit were due to be harvested in a few days, and para-rubber plantations in Chumphon’s Patho district on Monday.

Several homes were also damaged by fallen trees due to gusty winds.

The cost of damage caused by the storm – which struck from 3am to 6am and was followed by heavy rain until almost 10am -– was at least Bt10 million, according to a village headman, Khomtawan Sangkaew, in Tambon Pang Wan.

Many durian growers affected by the storm feared that they would not get any compensation from the authorities. Under the compensation rules, each grower must lose at least one rai of production, so some farmers who have lost up to 10 trees may not be eligible,

Police have arrested former lawyer Pisit Sammalert and a woman in Bangkok over their alleged roles in cheating a 14-year-old road accident victim out of Bt4 million in compensation.

Pisit, who offered his legal service to the girl’s mother for free, told police that he deducted a Bt500,000 lawyer’s fee from the Bt4 million compensation he had received on the victim’s behalf, city police chief Lt-General Sanit Mahathavorn told a press conference on Monday. He claimed the money was to fund his PhD education, Sanit said.

Pisit also sent Bt3.5 million to his close female friend Pornpaveen Chukaew to help with her financial problems, Sanit said.

Pornpaveen, 44, is currently jailed over a separate drug case involving 500,000 yaba pills in Chumpon after her arrest in April.

Police previously filed charges against her for this case.

Pisit, 59, and another close female friend named Thitapa, or Pattharawadee Sawasdee, 39, were nabbed at about 3am on Monday in a condominium parking lot in Soi Ram-Indra 125 in Bangkok’s Min Buri district.

Taling Chan provincial court had earlier issued arrest warrants for the duo, along with Pornpaveen for using a forged document to cheat Porntip Chantharat, 44, and her wheelchair-bound 14-year-old daughter, Pattarada “Beam” Kaewpong, out of Bt4 million in compensation following a 2005 road accident.

Porntip, who identified the two suspects, said she was glad that police had finally captured Pisit. She said she wished to ask him whether this was the way to deliver on his promise of giving his “best effort to help” her family.

After the police interrogation, Porntip and her daughter talked with Pisit and Thitapa behind closed door for two hours.

Porntip said later that Pisit apologised to her but she did not say much to him.

Porntip admitted she worries whether they will get the compensation money back.

Saying that the authorities’ attempts to retrieve the assets to repay the damaged persons would take some time, city police chief Sanit presented a sum of assistance money from his own pocket to Porntip to help with the family’s expenses.

When reports of the alleged swindle surfaced, the Lawyers Council of Thailand (LCT) stripped Pisit from its list of qualified practitioners on the grounds that he was declared insolvent.

Porntip has launched a civil lawsuit against Pisit to seek compensation. The trial is set to begin on August 28.

Pisit and Pornpaveen have no assets to be seized and sold to repay Porntip’s family, an initial check by the lawyer’s council found, a source said.

Sanit said police officers would bring Pisit and Thitapa to apply for the first 12-day detention period at the Taling Chan court on Tuesday and object their bail release on the grounds they are considered a flight risk.

Sanit also instructed investigators to complete the probe in 12 days to make an example of Pisit so people would not abuse the power of their position and public trust to cheat others.

Thonglor Police Station has not yet submitted documents to get Red Bull heir Vorayuth “Boss” Yoovidhya extradited to face charges related to a fatal hit-and-run accident in 2012, a high-level source at the National Police Office (NPO) revealed on Monday.

The source provided information in the face of growing criticism over the perceived delay in the extradition of Vorayuth.

Vorayuth, a grandson of Red Bull co-founder Chaleo Yoovidhya, is accused of running over and killing a police officer in Bangkok’s Thonglor five years ago.

Earlier this year, he slipped out of Thailand to evade prosecution.

“The Metropolitan Police Bureau … has not yet submitted documents related to the case to us,” the source said yesterday.

Speaking on condition of anonymity, the senior police officer said the extradition process would start only after the English translation of the investigation report reached the hands of the NPO’s Foreign Affairs Division for review.

“If all documents are complete and fine, the extradition request will be forwarded to the national police chief to be endorsed. The case will then move forward,” he said.

Amnat Chotchai, a senior official at the Attorney General Office’s International Affairs Department, said earlier that he had urged the NPO to urgently submit documents for the extradition.

“We have made it clear since our last meeting that police must submit an extradition request. But to date, we have not yet got it,” he said.

Born to a billionaire family, Vorayuth is believed to hold passports of several countries.

A source said the NPO had already asked 190 other countries to help locate Vorayuth. However, no country has responded.

Influenza has already affected nearly 40,000 people in Thailand this year, and four of them have succumbed to the disease.

The Disease Control Department’s director-general, Dr Jedsada Chokdamrongsook, however, firmly denied reports that the four deaths included a hospital staff member.

In dismissing the reports, he said that a hospital staff member who died had tested negative to influenza viruses A and B.

“Doctors have the opinion that cardiac arrhythmia (an irregular heartbeat) was the cause of his death,” Jedsada said.

The Disease Control Department advised people to take good care of their health by having enough rest and taking regular exercise.

“Wash your hands often and avoid contacts with ill people,” it said.

The department’s advice emphasises that if people have a high fever and headache, they should see a doctor.

A 63-year-old Lop Buri woman, who has been missing since Friday night, was found dead and naked inside her own car at a market in the central province on Monday.

Pol Lt-Colonel Wachirakan Watana, deputy inspector of Muang Lop Buri police station, said the body of Thaweesup Singphan was found in a car in front of the Saothong market in Tambon Thakae in Muang district.

She was on the back seat with her face down.

Thaweesup’s husband, Decha Singphan, 68, said his wife left home Friday night and had been unaccounted for since then.

Decha said his wife often went to temples to meditate with friends, so he thought that she might be at a temple and had declined to pick up her phone.

The car was found the couple’s son outside the beauty shop where Thaweesup worked as a hairdresser. The son, who said he did not know that the body was inside, called his father to tell him that his mother’s car had been found.

Decha used a spare key to unlock the car and found the body. He said he did not understand why his wife had taken off her clothes.

An non-governmental organisation has urged the Department of Special Investigation (DSI) to probe police investigators, who allegedly twisted facts linked to a bust at a massage parlour in Bangkok’s Saphan Kwai entertainment area to help the wrongdoers get away with crimes.

The chief investigator of Nvader, Ronnasit Proeksayajiva, submitted a petition with Justice Minister Suwapan Tanyuvardhana, via justice permanent secretary Wisit Wisitsora-at, in a bid to have the DSI probe the police investigators who decided not to file charges in relation to the case.

Ronnasit, whose NGO combats human trafficking, claimed that underage girls working at the business were forced into prostitution and they didn’t know who owned the business.

Ronnasit said “patron advisers”, who help customers select prostitutes, were prosecuted instead of the brothel’s owner(s).

The underage prostitutes told a court during the trial that they were told to give fact-twisting testimonies and claimed that their compensation as human-trafficking victims had been “deducted”, Ronnasit said.

Meanwhile, a Justice Ministry sub-panel mulled at a meeting on Monday taking disciplinary actions against 50 state officials accused of involvement in human trafficking.

A source at the ministry said the 50 include public school teachers, military personnel and police officers who were allegedly involved, by way of business operations or protection bribes, with various entertainment establishments linked to prostitution and human trafficking.

The source said the allegations against these people are based on clear evidence in the form of payslips of bank transactions, cell phone numbers and CCTVs recordings showing monthly bribe collections.

The source said the sub-panel also discussed how to respond to officials linked to alleged bribe taking at Bangkok massage parlor Nataree Entertainment, where police last year rounded up dozens of sex workers including 15 underage girls.

The source said state officials were also involved in twisting the facts, such as incorrectly stating that underage prostitutes were aged over 18 or getting employees to confess to running establishments.
