The problem of fires at sugarcane plantations requires cooperation from all sectors, Sitiwuth Siempakdee, vice president of Thai Sugar Miller Co, said.

Meanwhile, sugar factories are campaigning to cut raw sugarcane for processing. They have suggested that the government offer funding at low interest rates to farmers to buy harvesters as the prices of the equipment are quite high. They are priced in the range of Bt6 million to Bt12 million. They also urged the government to purchase electricity from biomass power plants as some plants could not sell the power to the Electricity Generating Authority of Thailand (Egat).

“No farmer wants to burn their field but the cost of labour is high. Factories must sign contracts with farmers to help with the harvesting. Factories can encourage farmers by buying raw sugarcane while some sugarcane can be left for generating power,” Sitiwuth said.

Sugarcane harvesting started on December 1, 2019. Cane output was 42.62 million tonnes. Fresh sugarcane was 21.69 million tonnes (15.83 million tonnes in the previous year), burnt sugarcane was 20.93 million tonnes (20.58 million tonnes), cane sugar production was 43.73 million bags (34.80 million bags), representing a yield of 102.61 kilograms of sugar per tonne (95.59 kilograms per tonne) and the sweetness average was 12.20 Commercial Cane Sugar (CCS) (11.46 CCS).

“The increase in sugarcane output over the previous year was because there were three new factories,. Also, factories increased the efficiency of their machines, improved sugar extraction as a result cane extraction capacity average is 1.0-1.1 million tonnes per day,” Sitiwuth said. “However, as the impact of drought increases, sugarcane output this year will be lower than 30-40 per cent of the previous year, or only 90 million tonnes. Sugarcane extraction will be less than last year by 3 to 4 million tonnes,” said Sitiwuth.

Chinese woman dodges airport screening in France, travellers told to heed checks for Wuhan virus

HONG KONG – Chinese citizens travelling overseas have been urged by their embassies to comply with airport health checks put in place in response to the coronavirus outbreak. The move came after a woman from Wuhan, the Chinese city which lies at the epicentre of the outbreak, travelled to France and said in a social media post that she had taken medicines to bring down her temperature before the plane landed at the airport. “I had a fever and a cough before I left – I was so scared,” the Chinese traveller wrote on social network WeChat, according to Chinese news platform Sohu.

“I quickly took some medicine and checked my temperature.

“Luckily the temperature was controlled and I had a smooth journey through the border,” she said.

She was identified by the Chinese embassy in France as “Ms Yan”.

It is not known which airport in France she travelled to or when she arrived.

Her post attracted critical comments. The Chinese embassy in France out a notice on Wednesday (Jan 22) night, asking citizens to comply with border checks.

“Our embassy has received multiple phone calls and e-mails from Chinese nationals regarding a woman from Wuhan who posted on social media about deliberately taking fever medication in order to evade the airport temperature checks,” the notice posted on the embassy’s website read.

“We attach high importance to this incident and were able to contact Ms Yan, who is involved in this incident. We have requested that she call the French emergency hotline (for her case) to be handled by the relevant departments.”

French authorities meanwhile said they would separate any passengers arriving in the country who had a fever so that they could be assessed by emergency health personnel.

Other Chinese embassies, including in the United States, South Korea and Thailand, have issued similar notices to nationals travelling abroad.

In a separate notice on Thursday, the Chinese embassy in Washington said travellers from Wuhan would face extra quarantine measures at five US airports – New York, San Francisco, Los Angeles, Atlanta and Chicago.

The US reported two cases of the coronavirus.

In Britain, passengers arriving in London from Wuhan are being placed in isolation to be screened for symptoms.

The death toll in China’s viral outbreak has risen to 25, with the number of confirmed cases also leaping to 830, the government said on Friday.

Thailand has reported four cases, Japan and Vietnam two apiece, and South Korea, Taiwan, Singapore and the United States one each.

A second possible case was being tested in the US and the BBC reported five people being tested in Scotland. Patients in these cases were either residents of Wuhan or recent visitors to the city.

After days of concern, Bangkok air quality now ‘excellent’

The Pollution Control Department (PCD) has reported air quality in Bangkok and neighbouring provinces are at “excellent” to “moderate” levels with PM2.5 under the safety standard used by the department.

As of 7am on Saturday (January 25), the average particulate matter smaller than 2.5 microns (PM2.5) in the air was around 16 to 46 micrograms per cubic metre, which is below the department’s safety standard of 50µg/m3. However, it is still over the safety standard of the World Health Organization of 25 µg/m3 in a 24-hour mean.

Charts from the PCD show that air quality in Bangkok is mostly in “blue” (excellent) and “green” (good) levels, while certain districts such as Wangthonglang and Bang Kho Laem were “yellow”, which means the air quality is at a moderate level. The department said that all outdoor activities are safe for all groups.

NokScoot Airlines gets approval for Bt200m loan from its major shareholder

NokScoot Airlines has got the nod to to receive financial aid in the form of a loan of Bt200 million from Hathairat Jurangkool, its biggest shareholder.

Nok Airlines Pcl (Nok) notified the Stock Exchange of Thailand (SET) that the company’s board of directors on January 23 had approved the proposal of its affiliate NokScoot Airlines Co.

According to the contract, the company agreed to pay back the loan within 12 months, or before December 11, at an interest of 6.30 per cent per annum, which is lower than the average 6.9263 per cent per annum (as of January 22, 2020) interest rate of commercial banks for first class customers.

Hathairat currently holds 757.63 million shares in Nok Airlines, or 24.37 per cent, and had granted loans to the company totalling Bt3 billion during 2018-19 in the form of promissory notes for 180 days at an interest of 7.715 per cent per annum. Nok has paid Bt215.25 million per year in interest alone.

Last week the company’s extraordinary meeting of shareholders decided to issue 888,147,358 ordinary shares at a face value of Bt1 per share to existing shareholders on rights basis at the ratio of one new ordinary share for 3.5 existing ordinary shares. The offer price is Bt2.50 per share, with combined value not exceeding Bt2.22 billion. The shares are expected to be offered from February 3-7.

The company’s decision to increase its capital is due to Nok’s substantially weaker financial status in the past few years. In the first nine months of 2019, the company had accumulated a loss of Bt9.55 billion and shareholders’ equity was negative Bt2.7 billion.

Firebreaks cleared in Chiang Rai forest

Chiang Rai residents joined state officials from both Thailand and Myanmar on Friday (January 24) clearing firebreaks in the woods in the hope of curbing wildfires and PM 2.5 dust pollution.

Natural Resources and Environment Minister Varawut Silpa-archa was on hand for the initial “rehearsal” in Ban Chalo in Mae Fah Luang district and presented participants with the gear they needed.

“Forest fires and smog in the North occur every year during the dry season because farmers clear-burn crop fields to prepare the next planting,” Varawut said.

“The government has since 2015 placed a high priority on preventing these problems by cooperating with the relevant authorities on action plans that bring in all sectors to try and solve the problems at their origin.”

The Energy Ministry is pushing to have all vehicle operators who use benzene to switch from gasohol 91 to gasohol E20 by mid-year. Minister Sonthirat Sonthijirawong said on Friday (January 24) the price of palm oil had stabilised somewhat after the ministry promoted the use of gasohol B10 as the preferred diesel fuel.

“The next measure is to promote gasohol E20, which is 20 per cent ethanol, as the most commonly used benzene fuel in the country,” he said.

“The aim is to increase the price of energy crops such as cassava and sugarcane, which are the raw materials for making ethanol. We also want to reduce the number of benzene fuels sold at petrol stations by removing gasohol 91 altogether.”

Cassava used to produce ethanol accounts for 27 per cent of total production, Sonthirat noted.

“If we can promote the use of cassava to produce ethanol, it will increase the value of agricultural products and improve the farmers’ quality of life.”

SET dips amid negative factors

The Stock Exchange of Thailand (SET) closed at 1,569.55 on Friday (January 24), down 4.15 points (0.26 per cent) from Thursday’s, with Bt47.51 billion in total trade. The SET index moved between 1,567.07 and 1,576.68 during the day.

Tisco Research had predicted a slide in the SET index due to falling oil prices, outbreak of the coronavirus affecting tourism, and further delay to the annual budget for fiscal year 2020.

Elsewhere in Asia, Japan’s Nikkei Index closed at 23,827.18, up 31.74 points, or 0.13 per cent.

Hong Kong’s Hang Seng Index closed at 27,949.64, up 40.52 points, or 0.15 per cent.

The Shanghai Stock Exchange was closed ahead of the Chinese New Year on Saturday (January 25).

94,000 meth pills found hidden behind bumper of a car .

Chiang Mai police held a press conference on Friday (January 24) on the discovery of 94,000 methamphetamine pills hidden behind the rear bumper of a Honda HRV.

The car was put on auction on January 15, after which the new owner took it to a shop for a new coat of paint on the bumpers.

The stash, hidden in 11 wrapped boxes, was found by a worker who then notified the new owner and the police.

The previous owner of the car was arrested on April 10, 2019 for possessing 100,000 methamphetamine pills while some of his properties and the vehicle were confiscated.

Police have taken temporary possession of the vehicle.

Another tourist from Wuhan, China, has been confirmed as the fifth person to be treated in Thailand suffering from the potentially deadly novel coronavirus.

Deputy Health Minister Satit Pitutacha announced on Friday afternoon (January 24) that the 33-year-old woman, who arrived in Bangkok on Tuesday with her seven-year-old daughter, had tested positive for the recently identified virus designated 2019-nCoV.

She’d sought treatment for mild fever, a runny nose and muscle ache.

She is being treated and closely monitored at Rajavithi Hospital.

The daughter appears to be well.

Protective facemasks were much in evidence at Chinese shrines in Bangkok on Friday (January 24) as people marked the beginning of another Lunar New Year.

But they were worn more out of concern over the dense clouds of incense smoke than the still-hazardous PM2.5 air pollution.

The Chinese New Year Festival continues through Monday.

The Chao Por Pak Khlong Shrine near the Pak Khlong Market Flower Market was busy and billowing with smoke.

Administrators at Mangkon Kamalawat Temple, also known as Wat Leng Noei Yi, have this year banned a festival staple – the burning of silver and gold paper – in deference to efforts to reduce PM2.5 pollution.

Silpakorn University researchers were in the Yaowarat area, Bangkok’s Chinatown, checking both PM2.5 and noise levels.

They were happy to demonstrate the gadget they used for reporters and curious passers-by, explaining that the survey was a part of the university’s “Development of Artistic and Cultural Capital in Yaowarat” project.
