To teach a love of reading, Corrina Reamer starts by writing.

Each fall, she pens a letter to her 11th grade English class at T.C. Williams High School International Academy in northern Virginia. She tells the students who she is: where she’s from, the jobs she has held, which TV shows she favors. Then, she asks for a reply.

“I read all of those letters,” Reamer said. Over the next few weeks, “I think about it. I come up with three to five books for each kid, and we sit down, face-to-face, to read the jackets.”

She picks the possibilities from a meticulously curated library of almost 1,000 books she houses on shelves painted turquoise and burnt-orange in her third-floor classroom – a library she paid for through online fundraisers and grants. Reamer, 45, offers the teens texts meant to feel familiar: The characters might resemble her students, practice their religion, speak their language.

Reamer knows she has found the right book, she said, “when the kid just lights up – there should be an ‘Ooooooh!’ noise.”

She is seeing early success, which she attributes both to the personalized selections and to her habit of reading aloud to students. In the four years since Reamer began teaching at the Alexandria, Virginia, campus, her students – all immigrant or international students with limited English – have on average achieved two years’ worth of reading progress each year.

Reamer is a rare bright spot at a moment when children’s reading proficiency is plunging nationwide. A study released last year by the National Center for Education Statistics found that two-thirds of fourth- and eighth-graders in the United States do not meet basic federal standards for reading proficiency, capping a decade’s worth of poor performance.

In Virginia, students’ reading scores on the National Assessment of Educational Progress – an exam widely known as “the nation’s report card” – have declined since 2017.

Bob Farrace, spokesman for the National Association of Secondary School Principals, said lackluster literacy levels contribute to a larger disaffection with learning. He pointed to a 2016 Gallup survey that found just one-third of 11th- and 12th-graders nationally report feeling “engaged” by what they study in school. Although Reamer is teaching to students who come from abroad, Farrace said, her methods offer a path for educators everywhere.

“She’s clearly empowering kids to take control of their reading and thus, their learning,” Farrace said. “Allowing for that kind of choice needs to become a schoolwide culture.”

Farrace said it’s troubling – if typical – that Reamer had to raise money to make it possible. Federal data show that nine in 10 educators spend almost $500 each year on school supplies. The Washington Post reported that teachers often go to extreme lengths to find classroom resources, begging friends for help, visiting Goodwill or scouring garage sales.

Reamer estimates she garnered roughly $10,000 over the past three years by soliciting donations on the website DonorsChoose, while $5,000 more came from grants and from an Alexandria parent-teacher group.

This month, she’s hosting two DonorsChoose fundraisers: one for paperbacks and magazines “that should fit in any teen’s back pockets” and one for “a selection of classics.”

It takes time – hours every week – to stay on top of her grant applications and fundraisers, Reamer said. She often works on both late into the night, a level of devotion she acknowledged may be impossible for some teachers.

“I don’t mind sitting on the couch with a cocktail and writing a grant, but if you have kids you might not have time,” she said.

For the most part, Reamer said, she feels well supported by Alexandria City Public Schools. T.C. Williams boasts a well-stocked library, she said, staffed by knowledgeable librarians – and she knows that is not the case for many schools.

“In some places, entire school libraries are in the situation where they have to do fundraising to receive books,” said Audrey Church, director of the School Librarianship graduate program at Longwood University.

Reamer started her first fundraiser three years ago because she wanted to build a book collection tailored to her students, one boasting texts at every reading level. She also hoped to collect stories featuring diverse characters.

“When a student named Meena from Afghanistan can come in, and I can hand her a book with a main character named ‘Meena,’ ” Reamer said, “you can bet she’s going to read that whole book.”

Nationally, the push for diverse books gained serious momentum about a half-decade ago, Church said, with the founding of the nonprofit We Need Diverse Books. The movement is built around a three-part theory, Church said: that texts should serve as mirrors, windows and sliding glass doors.

Children must see themselves in what they read – that’s the mirror piece, Church said. But they should also read about people who are different – the window. And they must “make that connection that we’re all different, but we’re all alike, and we should be accepting of all,” Church said. That’s the sliding door.

Over the past two years, Alexandria City Public Schools – where 72% of students are black, Hispanic or Asian – has moved to diversify its library and textbook offerings. In 2018, the school system set aside $1.2 million to purchase more than 70,000 “diverse and culturally sensitive” books and related materials for students in kindergarten through fifth grade.

In the fall, Alexandria City schools won $60,000 from the nonprofit First Book, which gives books to disadvantaged children nationwide. That money will allow more than 10,000 children to take home between one and three books over the next few months, said Shanna Samson, the administrator who applied for the grant.

At each school in Alexandria, educators will work to select books – often, bilingual texts – that match the demographics of their classrooms.

“As our nation becomes more and more diverse, we just need to be more representative of our students,” Samson said. “Our content must be representative of our country.”

At the start of the year, Reamer used a small percentage of the money she has received to purchase furniture for Reamer’s Reading Retreat, set up in a cozy corner.

Nearly every morning, students arrive before school starts, grab a book and settle down in one of three canvas chairs – and a rocking chair – to snatch a blissful 15 minutes cocooned among colorful pillows and patterned blankets. Reamer estimates roughly three-fourths of her current and former students read books on their own, in their free time.

Spaced around Reamer’s classroom, at least four separate signs bear the same verb: “READ.”

Shekofa Hussaini, 18, needs no instruction.

Hussaini, a student in Reamer’s Honors English class, packs the book she’s reading – David Levithan’s “Some Day” – into her school bag each morning. Even if she doesn’t find time to open it, Hussaini said, she likes to have the novel nearby.

It’s the second installment in a four-part saga centered on “A,” the protagonist who is cursed to awaken in a different body every morning. Reamer recommended the series after Hussaini – who emigrated from Afghanistan three years ago – confided she likes to “get to know a lot of different people.”

The books resonated for another reason.

In childhood, after watching a medical drama on television, Hussaini decided she wanted to be a doctor. In Afghanistan, that felt impossible. Even after moving to the United States, it still seems daunting.

But then she thinks about A’s never-failing determination to court love interest Rhiannon – no matter the protagonist’s inability to remain in one body.

A’s “perseverance reminds me of my own,” Hussaini said. “I read, and know that I will not give up.”

With the UK poised to formally leave the European Union on January 31, the country has to make a large amount of payments to the EU for years, and the inevitable consequences of Brexit will impact the UK financial sector, which is the core of the economy, said Frank Khan, executive director and head of residential, Knight Frank Thailand.

He said this was a good time frame for Thais to invest in the UK or London property either for speculative investment or personal living purposes because the baht has continued to soar against the pound, appreciating more than many major regional currencies, hitting a six-year high.

Meanwhile, asset values have become cheaper and buyers can negotiate more favourable offers, Khan said.

Based on Knight Frank Research, the average selling prices in prime central London fell 3.9 per cent in a one-year period to September 2019, the smallest decline in 12 months while the 3.5 per cent decline in prime outer London was the most modest decline since May 2018.

Overall, uncertainty remains a watchword in the market. Average house-price growth across the UK continues to be moderate, with a 1.3 per cent increase in the year to September, compared to an annual rate of growth of 7.5 per cent before the Brexit referendum.

Khan said: “As for the UK investment in 2018 to 2019, the highest purchase rate was from Thai investors; they bought properties in London, which is the best alternative for them to invest as the above key takeaways attracted Thai buyers in particular, as well as those from Singapore and Hong Kong, who are waiting to invest in the UK and London. If we look back to the last 4 to 5 years when Brexit happened, it showed that Thai buyers’ demand in UK property increased by 40 to 50 per cent compared to previous years. Likewise, there was a significant increase of 80 per cent after the baht strengthened.”

“Political uncertainty in the UK has continually generated more Thai property buyers primarily in prime locations, including Kensington, Knightsbridge, Holland Park, Belgravia and Harrods, with 60 per cent of them buying for educational purposes to support their children’s study abroad and around 30 to 40 per cent of them interested in speculative investment, down from the past five years when 90 per cent had education in mind. Obviously, international students are already an important portion of the market.”

He added, “In addition, demand for rentals continues to outpace supply and push up property prices in those areas as many residents turn to the rental market during this time — especially in Hammersmith, which is at the forefront of alternative choices. Average rental value is between 900 pounds to 950 pounds per week, increasing by 3 to 5 per cent every year with net rental yields of 2.8 to 2.9 per cent. The average selling price is around 1.2 to 1.3 million pounds for two-bedroom units and 1.5 to 1.6 million for three-bedroom units, as compared to neighbouring areas it is a more affordable place to live and is situated a few minutes away by train to central London.”

SEOUL/BEIJING — Fifth-generation wireless technology (5G), which enables high-speed and high-capacity mobile communications services, is set to be rolled out in Japan this spring. With South Korea and China leading the 5G push in terms of smartphone sales and the construction of base stations, the Japanese government is in a hurry to launch the next-generation mobile technology.

Available in South Korea since April 2019, 5G services were being used by 4.5 million users as of December.

In central Seoul, banners promoting 5G compatible devices stand out as manufacturers tout their latest products.

A 45-year-old who had bought a 5G device for stock trading said: “I wanted to be able to trade faster even if it is only by 0.1 seconds. I feel like now I can buy and sell faster than anyone who doesn’t use a 5G device.”

A 24-year-old smartphone store employee said, “Downloading movies is less frustrating because I can download them in just a few seconds.”

In China, 5G smartphone services went into full swing last November. According to the China Academy of Information and Communications Technology, shipments of 35 new models of 5G capable phones reached 13.77 million units last year.

Smartphone manufacturer Beijing Xiaomi Technology Co. launched a low-cost smartphone priced at 1,999 yuan (about ¥31,000) in January.

Communication speed is one of the major benefits of 5G, which is capable of transmitting roughly 100 times more data than the current wireless standard, 4G.

This will not only allow faster video downloads, but will also enable the realization of such technological goals as autonomous driving and remote medical procedures.

Various services specially designed and optimized for the 5G network were displayed this month at the Consumer Electronics Show in Las Vegas, where major companies jostled to promote their cutting-edge technologies, such as autonomous driving, virtual reality and the transmission of high-resolution 8K images captured by drones.

However, the 5G environment is not yet in a state for the technology to be fully utilized, even overseas.

According to South Korea’s science and technology ministry, there were about 94,000 5G base stations in the country as of December, but the connection is not stable in subways or indoors, with some criticism expressed over the premature launch of the technology.

In the United States, major telecommunication firm Verizon Communications Inc. had made the service available in about 30 cities by the end of December, but the areas where services are available are still limited.

In Japan, the government plans to launch a “local 5G” system in spring, with 5G infrastructure set to be installed in limited areas and facilities. The system is expected to be used for data communication in places such as office buildings, factories and hospitals.

Mobile networks are expected to announce their billing plans and sales prices of compatible consumer smartphones from as early as March.

 

Rivals sprint out to big lead

Japan’s 5G rollout lags behind other countries such as South Korea, the United States and China, with the number of base stations remaining at about 450 in the country.

According to China’s Industry and Information Technology Ministry, the number of 5G base stations in China by the end of 2019 had reached about 126,000 in only a few months, nearly five times NTT Docomo Inc.’s target of 26,000 by fiscal 2024.

Japanese base station manufacturers are also losing ground. According to an estimate by U.K. research firm IHS Markit, Sweden’s Ericsson ranks first in the volume of 5G-related devices shipped, followed by Samsung Electronics Co. of South Korea, Nokia of Finland and Huawei Technologies Co. of China. Japanese manufacturers have little presence in the market.

Manufacturers in China and South Korea have invested heavily in research and development, with support from their governments. Huawei, in particular, has been gaining momentum in recent years, with its competitive prices and technological capabilities highly rated.

“If Huawei is top of the pack, European manufacturers are in second place. The question is whether or not Japanese manufacturers could secure third place,” said a senior official at an economy-related government body.

Due to the growing risks of information eavesdropping, it is necessary to ensure the safety of 5G devices.

The Japanese government plans to submit a new bill to the Diet in a bid to promote the introduction of secure digital devices and support Japanese manufacturers in terms of tax breaks and research and development.

WASHINGTON — The United States reaffirmed Monday that inter-Korean cooperation should proceed “in lockstep” with progress in North Korea’s denuclearization, as Seoul continued to push for individual tours to the North.

Earlier, Seoul’s unification ministry said it is looking at ways to hold talks with Pyongyang on allowing tours to North Korea on an individual basis. The push has gained traction after President Moon Jae-in cited it last week as a way to expand inter-Korean exchanges without violating sanctions.

“The United States supports inter-Korean cooperation and coordinates with our ROK ally to ensure inter-Korean cooperation proceeds in lockstep with progress on denuclearization,” a State Department spokesperson told Yonhap News Agency, using the abbreviation for South Korea’s official name, the Republic of Korea.

The comment underscores Washington’s concern that any flow of resources to North Korea could undermine its “maximum pressure” campaign to denuclearize the regime.

Still, US officials have also told their South Korean counterparts that Washington respects decisions Seoul makes as a sovereign nation.

Meanwhile, asked about reports that North Korea has replaced its foreign minister, the spokesperson said, “I don’t have anything for you on this.” (Yonhap)

Korea’s exports down 0.2% in first 20 days of January

South Korea’s exports fell 0.2 percent in the first 20 days of January, data showed Tuesday.

The country’s exports stood at $25.7 billion in the January 1-20 period, down $40 million from the same period last year, according to the Korea Customs Service.

The rate of decline was also much less than the 2 percent fall in the December 1-20 period last year, the data showed.

By product, exports of semiconductors and petrochemical goods gained 8.7 percent and 19.3 percent, respectively.

In contrast, outbound shipments of passenger cars and wireless equipment fell 6.8 percent and 6.2 percent, according to the data.

South Korea’s economy is expected to have suffered its weakest annual growth in a decade last year, hit by a lengthy US-China trade war and a cyclical slump in the memory chip sector.

For December last year, monthly exports slipped 5.2 percent on-year to $45.7 billion to extend their slump to a whopping 13th consecutive month. However, this year’s outbound shipments are forecast to rise 3 percent.

President calls containing outbreak urgent task during Chinese New Year holiday. President Xi Jinping urged resolute efforts on Monday to contain the spread of pneumonia cases caused by a new strain of coronavirus as cases of the contagion rose to 224, all but six of them confirmed, as of 8 pm on Monday.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remark in an instruction on the prevention and control of the disease.

All-out efforts must be made in the prevention and control of the contagion, Xi said, as he called for closer attention to related work.

Given massive population flows during the upcoming holiday of Chinese New Year, which falls on Jan 25, it is an urgent task to properly prevent and control the disease, Xi said.

He urged Party committees and governments at various levels as well as relevant departments to make people’s lives and health a top priority, devise meticulous plans, mobilize all available resources and take concrete and effective measures to contain further spread of the sickness.

Every means should be tried to save and treat the infected, identify the cause of the contagion, strengthen case monitoring and standardize diagnostic procedures, Xi added.

He called for timely disclosure of outbreak information and a deepening of international cooperation.

Measures should be taken to guide public opinion, make relevant policies accessible to the public to uphold social stability and ensure people across the country enjoy a peaceful and happy festival, Xi said.

Premier Li Keqiang also issued an instruction on Monday urging local governments and relevant departments to identify, report, isolate and treat patients in a timely manner and promptly and objectively release information about disease prevention and control.

Li also called for good coordination with the World Health Organization, relevant countries and the Hong Kong and Macao special administrative regions and Taiwan province to take united action to resolutely prevent the contagion from spreading.

A State Council executive meeting chaired by Li on Monday also worked out concrete steps to prevent and control the disease.

As of 8 pm on Monday, a total of 218 confirmed cases of novel coronavirus infections had been reported in China — 198 cases in Wuhan, Hubei province, where the first case of novel coronavirus infection was identified, five in Beijing, 14 in Guangdong province and one in Shanghai. Japan, Thailand and the Republic of Korea were also reported to have confirmed cases of the disease.

More Chinese cities have stepped up monitoring, prevention and control of infectious pulmonary diseases.

In line with the united prevention and control mechanism of the State Council, the National Health Commission has set up a leading task force group to cope with the outbreak while local governments — including the Hubei provincial government — were asked to shoulder their responsibilities in disease control.

Responding to a question about the outbreak on Monday, Foreign Ministry spokesman Geng Shuang said at a regular news conference that China had informed the WHO, organizations in relevant countries and regions about the disease in a timely manner, and has been in close communication with them.

Prime Minister Chung Sye-kyun on Monday ordered health authorities to respond quickly to prevent the spread of a new coronavirus from China, after the first case was confirmed in South Korea.

On Monday, the Korea Centers for Disease Control and Prevention announced that a Chinese woman had tested positive for the coronavirus.

On receiving the report, Chung ordered the Ministry of Health and Welfare and the KCDC to work with other concerned organizations to prevent the virus from spreading, and to inform the public swiftly and transparently about preventive measures.

According to the KCDC, the woman — a 35-year-old resident of Wuhan in China’s Hubei province — arrived at Incheon International Airport on Sunday. She was quarantined upon arrival when she was observed to have a fever and other symptoms linked to the new coronavirus, the KCDC said. She is currently being treated at the Incheon Medical Center.

Now that the first case has been confirmed in Korea, the KCDC has raised the alert level from blue to yellow. The KCDC has a four-stage alert system for infectious diseases, with blue being the lowest and yellow the second-lowest. A yellow alert is issued when the presence of a recently reported infectious disease originating outside the country is confirmed in Korea.

The KCDC said an epidemiological investigation is underway, and that a response center has been launched to prevent the spread of the virus.

According to the KCDC, the woman visited a doctor in China on Saturday with fever, muscle aches and other symptoms and was diagnosed as having a cold. The KCDC said she had not visited the market in Wuhan that has been connected to the spread of the virus, and has had no contact with wild animals.

The woman was on her way to Japan with her family, and the five people who accompanied her have not shown any symptoms.

The KCDC said that because the woman’s illness was detected at the quarantine checkpoint, she did not come into contact with the general population. Individuals who came into contact with her, including passengers on the same flight and flight attendants, are being monitored and the local public health office will respond to any developments, the KCDC said.

In addition to the Chinese woman, seven people who have visited Wuhan in recent weeks have shown symptoms. Four have been released from quarantine, having tested negative for the Chinese coronavirus. The results on the remaining three are pending, the KCDC said.

So far more than 200 people have been confirmed to be infected with the virus in Wuhan, with nearly 140 cases being confirmed over the weekend. According to reports, 170 people are currently being treated for the virus in Wuhan, nine of whom are in critical condition. In addition to Wuhan, two cases have been confirmed in Beijing and another in Shenzhen. The virus has so far claimed three lives in China. Outside China, one case has been confirmed in Japan and two in Thailand.

Charoen Pokphand Foods (CPF) reported better-than-expected financial results of CP Pokphand (CPP), its Hong Kong-based subsidiary, in a filing to the Stock Exchange of Thailand.

CPP, listed on the Hong Kong Stock Exchange, just released its profit results as required by the SET, saying it projected preliminary net profit for 2019 at US$330 million (approximately Bt10 billion) to $350 million compared to $282 million the previous year, said CPF corporate secretary Kobboon Srichai. The firm attributed the increase to higher pork prices in Vietnam.

CPF directly and indirectly owns 52.24 per cent of CPP’s total issued shares, or 49.74 per cent of total issued common shares.

Huawei executive, facing extradition to the United States, argues the allegations aren’t crimes in Canada

VANCOUVER – Lawyers for the Huawei executive wanted by the U.S. Justice Department for alleged fraud argued Monday that authorities should not send her to the United States because the allegations do not amount to crimes in Canada.

The extradition hearing of Huawei Chief Financial Officer Meng Wanzhou, whose detention by Canadian authorities at the behest of the United States 13 months ago has left Canada caught in a conflict between Washington and Beijing, opened Monday morning in a packed courtroom of the British Columbia Supreme Court.

The Justice Department alleges that Meng, the daughter of Huawei founder Ren Zhengfei, committed bank and wire fraud by misleading HSBC about the company’s relationship with a subsidiary, SkyCom, effectively tricking it into clearing more than $100 million in transactions that violated U.S. sanctions on Iran from 2010 to 2014.

Under Canadian law, to “commit” Meng for extradition, the allegations must meet the test of “double criminality,” meaning that the charges of which she is accused in the United States must also be considered crimes in Canada.

Meng’s legal team told Associate Chief Justice Heather Holmes that the alleged misrepresentations do not amount to fraud, and that the case is really about the United States trying to enforce its sanctions against Iran – sanctions that did not exist in Canada at the time Canadian officials agreed to begin extradition.

“The requesting state has cast this matter as a case of fraud against a bank,” said Richard Peck, the Vancouver-based lawyer leading Meng’s defense team. “In our respectful submission, this is an artifice. In reality, sanctions violations is the essence of the alleged misconduct.”

Canadian prosecutors have called that argument a “complete red herring.”

China has cast Meng’s arrest as an effort to stunt the country’s growth. Asked about the hearing in Beijing on Monday, Chinese foreign ministry spokesman Geng Shuang said China’s position was “consistent and clear.”

“The U.S. and Canada abused their bilateral extradition treaty and arbitrarily took compulsory measures against a Chinese citizen without cause,” according to remarks posted on the foreign ministry’s website. “This is entirely a serious political incident that grossly violates the legitimate rights and interests of the Chinese citizen. . . .

“Once again we urge the Canadian side to take China’s position and concerns seriously, release Ms. Meng and ensure her safe return to China at an early date.”

Meng attended the hearing Monday in a black dress with polka dots and black heels that showed off the GPS monitor adorning her ankle. She sat at a table with a translator.

A standing-room-only crowd filled the large basement courtroom in downtown Vancouver for the long-anticipated hearing.

At the heart of Meng’s alleged deception is a 2013 meeting at a Hong Kong teahouse, where she delivered a PowerPoint presentation to the bank.

According to the U.S. indictment, the presentation included “numerous misrepresentations” about Huawei’s ownership and control of SkyCom, putting the bank at risk of financial harm and criminal liability. Had HSBC known about the alleged sanctions violations, U.S. authorities allege, it would have “reevaluated” its banking relationship with Huawei.

Huawei and Meng deny the allegations. She is out on bail, living in the slightly larger of her two mansions here, where she says she has been passing the time reading and painting.

As the hearing opened Monday, a spokesman for Huawei said it would be “inappropriate for us to give specific comments on the ongoing legal proceeding.”

“We trust in Canada’s judicial system, which will prove Miss Meng’s innocence,” spokesman Benjamin Howes said in a video statement. “Huawei stands with Miss Meng in her pursuit of justice and freedom. We hope Miss Meng will be together with her family and colleagues and friends as soon as possible.”

If the judge finds that the double criminality test is not met, Meng will be freed, though prosecutors will have an opportunity to appeal. If the test is met, the process will advance to a second stage in June, when Meng’s lawyers are expected to argue that the case against her is politically motivated.

Meng has filed a separate lawsuit against the Canada Border Services Agency, the Royal Canadian Mounted Police and the Canadian government, alleging that her constitutional rights were breached when she was detained at Vancouver’s airport in December 2018.

The arrest of Huawei’s “princess” has touched off a chain of events that has left Canada caught in the middle of a standoff between the United States and China.

China arrested two Canadians, former diplomat Michael Kovrig and businessman Michael Spavor, and charged them with stealing state secrets in a move widely viewed as retaliation. They are being held in cramped prisons and have not had access to a lawyer or their families. It also imposed restrictions on several Canadian agricultural imports.

Canadian officials up to and including Prime Minister Justin Trudeau have prevailed on the United States for help securing the release of “the two Michaels.” U.S. officials up to and including President Trump have raised their detention with their Chinese counterparts, to no avail so far.

Geng, the foreign ministry spokesman, said Monday that China and Canada “have stayed in touch.”

(Energy China) has signed a EPC contract to build the world’s largest hydro-floating solar hybrid project for the Electricity Generating Authority of Thailand (Egat).

Under the Power Development Plan BE 2561-2580 (PDP2018), the first hydro-floating solar hybrid project has been implemented by Egat at Sirindhorn Dam. BGRIMM Power – Energy China consortium as selected bidder with the deal worth over Bt842 million, will construct and install a 45-MW solar power plant on water surface combining with existing hydropower of Egat.

Implementing this project is an important co-friendly energy scheme that will encourage and strengthen the kingdom’s security of power supply.

Egat’s Director Gen Somsak Rungsita, Deputy Permanent Secretary for Defence, representing Egat’s board of directors presided over the signing ceremony attended by Thepparat Theppitak, Egat Deputy Governor (Power Plant Development and Renewable Energy), BGRIM Chairman Dr Harald Link, BGRIM CEO Preeyanart Soontornwata, and  Wang Xinping, Chairman of Energy China at the Centara Grand at Central Plaza Ladprao Bangkok.

Gen Somsak said the project creates synergy between solar and hydro power, representing an important step in the development of green energy in Thailand and resolve an uncertain electricity supply from renewable energy.

This project’s development is consistent with the government’s policy to support electricity production from renewable energy and reduce dependence on fossil fuels for electricity generation according to the current Power Development Plan of Thailand (PDP2018).

Thepparat said the hybrid hydro-floating solar for Sirindhorn Dam and the  solar power plant generate power from sunlight during the day, along with output control  by the Energy Management System (EMS), allow continuous generation of electricity which will enhance reliability of the country’s overall power supply.

In the future, an energy storage system would potentially be applied with the project to increase  reliability  for renewable energy production.

The solar panels selected for the project are crystalline double glass module which is suitable for being installed on the surface of water, also the solar panels, inverters and cables will be installed on HDPE plastic floating platform, with UV resistance ability. It is eco-friendly, not dangerous to the environment and aquatic animals. The project will be installed on  a surface area of 450 rai at low cost of investment by sharing facilities with the existing transmission system, transformers, and high voltage substations etc.

The project is expected to complete within 12 months from now and commercial operation date (COD) was set in December 2020.

BGRIM Chairman Dr Link said that entering into this contract marks another milestone for BGRIM to demonstrate its potential in engaging all dimensions of energy development.

He noted that the hydro-floating solar hybrid project at Sirindhorn Dam is regarded as a major step in the development of renewable energy in Thailand.

It also enables BGRIM to increase the potential and standards in the development of robust renewable energy business and serving government’s policies. Our participation in this project will open up opportunities for other floating solar projects.
