The bodies of four dogs, a cat and a wild bird were found near a rubbish bin in Udon Thani’s Muang district on Wednesday morning.The dogs and cat were pets, and initial inspection showed they had been poisoned. It is believed that the killer must have mixed poison in food and left it near the bin.Locals told police that a man, with his face covered by a helmet, was seen riding a motorbike around in their community on Tuesday. Residents also said that they heard the sound of dogs howling for several hours and now believe that those were howls of pain.

Wang Khuntiam, 75, the owner of one of the dead dogs and the cat, said something similar had happened in his community last year.“A robber tried to break into a house in the midst of festivities, and four or five dogs were found dead. However, since nothing was stolen, we decided not to file a police case,” he said.

Bangkok Bank (BBL) has joined hands with Hua Seng Heng Group to open an online gold trading service.The Hua Seng Heng USD Gold Trade platform enables customers to use their foreign currency deposit (FCD) accounts to trade in gold at the US dollar price, said BBL senior executive Chansak Fuangfu on Wednesday.“Those interested can open an FCD account at any of BBL’s 45 branches,” he said, adding that applications will be made available at more branches if the platform proves popular.Thanarat Pasawong, CEO of Huang Seng Heng Group, said that online gold trading had grown sharply by 6 per cent this year despite Covid-19’s impact on the global economy.The minimum trade on the platform was just $1, he said.Thanarat estimated the gold price at the end of this year will hit $1,800 per ounce, while the price in 2021 would move between $1,750 and $2,000 per ounce.

The Commerce Ministry will deploy a total of 343 projects to promote exports next year, Commerce Minister Jurin Laksanawisit said on Wednesday.

Of the total, 135 projects will operate in Thailand and 208 overseas. The latter include an online export negotiation and promotion of Thai products via platforms including Amazon, Lotte, Tmall, BigBasket and Kha-Leang.

Jurin said Thailand will also accelerate negotiations on international trade agreements to lower barriers for Thai exports.

“The ministry has finished studying the Thailand-European Union Free Trade Agreement [FTA] and is still studying FTAs with the United Kingdom, Eurasia and Asean Free Trade Area [AFTA], as well as the Asean-Canada FTA,” he said.

Meanwhile, “mini FTAs” which the ministry and private sector will negotiate with provinces, states or cities will enable Thai entrepreneurs to expand trading and investment.

“We will sign mini FTA agreements with three cities, namely China’s Hainan, India’s Telangana and South Korea’s Gyeonggi soon.”

Jurin said the country’s export sector was recovering gradually after falling sharply in the second quarter due to the Covid-19 outbreak. He expected Thai exports to drop by 7 per cent this year but rise by 4 per cent next year.

“The ministry is cooperating with both government and private sectors to promote the exports,” he said, adding that Thailand was the first country in the world to introduce hybrid trading.

Meanwhile the ministry was working to solve problems of border trade and container shortages as soon as possible.

“The second Covid-19 outbreak caused border trade with Myanmar, Laos and Cambodia in October to contract 40 per cent, 21 per cent and 17 per cent, respectively,” he added.

PTT Exploration and Production (PTTEP) has unveiled investment plans for 2021 and for the next five years (2021-2025). The plans aim to maintain production volumes, accelerate key projects, and capture new business opportunities for long-term growth, targeting a 6 per cent growth in oil sales volume over the next five years.

PTTEP CEO Phongsthorn Thavisin said the company has set aside total expenditure for 2021 of US$4.196 billion (Bt132.174 billion) – of which Bt81.522 billion is capital expenditure and Bt50.652 billion is operating expenditure.

The company lists three key business objectives.

The first is to maintain production levels of the existing S1 Project, Bongkot Project, Arthit Project, Malaysia Project, and Zawtika Project, as well as prepare for planned operations of the G1/61 (Erawan field) and G2/61 Projects (Bongkot field). This plan will involve capital expenditure totalling Bt61.204 billion.

The second is to increasing future production volume by developing major projects including the Mozambique Area 1 Project and the Algeria Hassi Bir Rekaiz Project to start production as planned. The company will also accelerate development of Sarawak SK410B in Malaysia, where gas has been discovered, in order to reach the final investment decision (FID). Capital expenditure of Bt15.530 billion will support these activities.

The third is to accelerate exploration activities to enhance contingent resources for supporting long-term growth. Total capital expenditure for activities is Bt4.788 billion, mainly devoted to the drilling of exploration and appraisal wells in Malaysia and Mexico.

PTTEP’s five-year investment plan (2021-2025) has a budget of Bt734.845 billion. The five-year plan targets a CAGR for petroleum sales volumes of around 6 per cent.

Said Phongsthorn: “2021 is going to be another challenging year for the exploration and production industry due to uncertainty over the Covid-19 pandemic and global economic recovery, which continue to have a direct impact on energy demand and oil price. PTTEP has adjusted its organisational structure and business plan, especially reducing the unit cost, to strengthen operations and make the company resilient for the volatile market.”

He added that PTTEP had reviewed its five-year investment plan under an “Execute and Expand” strategy designed to serve domestic demand and ensure sustainable growth. “With a robust capital structure and operating cash flow, the company will be able to support the above investment plan and other business opportunities despite the effect of a low oil price environment,” he said.

PTTEP said it is also evaluating new business opportunities in the gas-to-power value chain in Myanmar where the company says it can add value to its existing natural gas fields, as well as scale-up its AI & Robotics Venture (ARV), and seek investment opportunities in renewable energy.

The Joint Standing Committee on Commerce, Industry and Banking predicts that the Thai economy will grow 2 to 4 per cent next year, while exports will grow 3 to 5 per cent.

This growth will be in line with the expected global economic recovery.

Kalin Sarasin, the committee’s chairman, added that the panel has revised the forecast for economic growth this year upward to between minus 7 per cent and minus 6 per cent.

It had previously forecast the growth rate for this year at between minus 9 per cent and minus 7 per cent.

However, he said, the committee had found that signs of economic recovery in the fourth quarter was weakening, adding that the government must take the lead in driving the economy next year.

The Stock Exchange of Thailand (SET) Index closed at 1,417.95 on Wednesday, down 2.92 points or 0.21 per cent. Total transactions amounted to Bt78 billion with an index high of 1,430.49 and a low of 1,415.10.

In the morning session, an analyst at Krungsri Securities predicted the day’s index would fluctuate between 1,410 and 1,430 points despite positive US news of a $908-billion (Bt27.4 trillion) economic stimulus package and a Covid-19 vaccine.

“However, the falling oil price due to postponement of the Opec+ meeting amid a dispute over the bloc’s oil production policy, together with today’s Constitutional Court ruling in a case against PM Prayut Chan-o-cha, would pressure the index,” he said.

The court ruled Prayut had not violated the charter by staying on in his Army residence, so could stay in office.

The 10 stocks with the highest trade value today were KBANK, ADVANC, PTT, CPF, PTTEP, SCB, AOT, MINT, CPALL and SCGP.

As of 4.30pm, the price of oil rose by US$0.15 or 0.34 per cent to $44.70 per barrel, while gold rose by $7.20 or 0.40 per cent, to $1,826.10 per ounce.

Other Asian indices were mixed:

Japan’s Nikkei Index closed at 26,800.98, up 13.44 points or 0.050 per cent.

China’s Shang Hai SE Composite Index closed at 3,449.38, down 2.56 points or 0.074 per cent, while Shenzhen SE Component Index closed at 13,961.58, up 31.20 points or 0.22 per cent.

Hong Kong’s Hang Seng Index closed at 26,532.58, down 35.10 points or 0.13 per cent.

South Korea’s KOSPI Index closed at 2,675.90, up 41.65 points or 1.58 per cent.

Taiwan’s TAIEX Index closed at 13,989.14, up 103.47 points or 0.75 per cent.

Pro-democracy protesters began gathering at Bangkok’s Lat Phrao intersection at 3pm on Wednesday afternoon, following a Constitutional Court ruling that allows PM Prayut Chan-o-cha to remain in his post.

Protesters began blocking roads to the intersection at 3.30pm, after the Ratsadon pro-democracy group yesterday announced a switch of venue from the Constitutional Court in Lak Si district.

Rally organisers set up a mock court to ridicule the Constitutional Court’s ruling that Prayut has not violated the charter by staying on in his Army residence.

The protesters are demanding Prayut’s removal, a new Constitution and reform of the monarchy.Meanwhile core protest leader Panasya “Rung” Sitthijirawattanakul has reportedly received a fresh summons from the Technology Crime Suppression Division (TCSD) to hear charges of lese majeste and computer crime on December 9.

The charges reportedly stem from a police complaint filed by royalist composer Nitipong Honark on November 20.

The Tourism Authority of Thailand (TAT) has joined up with real-estate firm Locanation and the ASQ Thailand Club to develop the ASQ Tourist Information Centre.

Though the Covid-19 situation in Thailand is improving, and the government is taking steps to promote tourism and rebuild the economy, it is still mandatory for visitors to spend 14 days at an alternative state quarantine (ASQ) site.

Since information about travelling to Thailand in the Covid era has been scarce and confusing, TAT hopes the new information centre will help answer all queries potential visitors may have on alternative state quarantine facilities for foreigners.

The information is available at asq.locanation.com.

It has taken TAT eight weeks to create this platform after it received many complaints and emails asking for information. The website, titled “ASQ Paradise”, allows tourists to book their stay at one of the 115 ASQ hotels. Accommodation is offered in hotels ranging from three to five stars, with stays costing anything from Bt27,000 to Bt220,000 per person.

TAT is also offering activities, albeit virtual, to keep people engaged during their quarantine period, such as the TAT Department Store, which sells anything from luxury helicopter trips to Otop souvenirs.

The government has unveiled a model tour for its community-based tourism policy tapping Thailand’s many canals and waterways. The model route is located in Ratchaburi, 80 kilometres west of Bangkok.

It consists of four historical and agricultural sites – Chotikaram Temple, Jek Huat’s house, Lao Tak Floating Market (Damnoen Saduak), and Mae Thongyip Agricultural Garden.

Tourism and Sports Minister Pipat Ratchakitprakarn said the community-based tours were being developed by the Designated Areas for Sustainable Tourism Administration (DASTA) and the Interior Ministry.

The domestic travel route model has been running for two years, said Chumphon Musikanon, deputy director of DASTA.

Last week, DASTA organised a tour of Damnoen Saduak floating market and other Ratchaburi attractions for foreign residents and media members. Chumphon said the community-based model will help support tourism in the “new normal” era, building confidence in the safety of Thai travel among local and overseas visitors .

Prime Minister Prayut Chan-o-cha has ordered related officials to stop people from using natural borders to sneak into the country, Prateep Keeratirekha, the PM’s deputy secretary on political affairs, said on Wednesday.

As for the Thai woman who tested positive after crossing over from Myanmar via Chiang Rai’s Mae Sai district, Prateep said tests on the more than 100 people the patient had come in contact with had come in negative.

“The government has also instructed village health volunteers to check whether anyone in their community had entered Thailand via illegal channels,” he said.

Meanwhile, the PM has instructed officials at alternative state quarantine sites nationwide to strictly perform their duties to gain public confidence.

He said Thailand has been recognised by many countries for its disease prevention efforts and is working on policies to help the economy recover.

“Hence, we call on people to have faith that the government will be able to curb the spread of Covid-19 effectively,” he said.
