NESDC sees limited, gradual growth in Thai economy this year


The National Economic and Social Development Council (NESDC) released official figures for the Thai economy and its projection for the rest of the year.

The NESDC report showed that the economy is expected to grow between 0.7 and 1.2 per cent, showing a recovery from the 6.1 per cent contraction last year. However, the new projection is a downward revision from the 1.5 to 2.5 per cent growth predicted earlier this year.

Economic growth for the rest of this year will likely be subjected to the following limitations and risks, namely:

• Uncertainty over a new wave of Covid-19 infections

• Fragile financial condition of both households and businesses amid high unemployment rates and worries over the resurgence of Covid-19

• Risks faced by export and manufacturing sectors affected by outbreaks in factories, coupled with constraints in the global value chain and international logistics, and

• Volatility in the global economic and financial situation.

Nevertheless, the Thai economy in 2021 is likely to recover gradually, thanks to the following key supporting factors:

• Recovery of the world economy and global trade

• Support from government spending and stimulus measures

• Improvement of income in the agricultural sector

• Low growth base for the economy in the latter half of 2020.

NESDC expects the value of exports, private consumption, private investment and public investment to rise by 16.3 per cent, 1.1 per cent, 4.7 per cent, and 8.7 per cent, respectively. Meanwhile, headline inflation is expected to be in the range of 1 and 1.5 per cent, while the current account is leaning towards registering a deficit of 2 per cent of the gross domestic product.

Energy consumption up by 2.8% in first half, but only 0.1% rise projected for full year


Thailand’s primary energy consumption rose 2.8 per cent in the first six months of 2021, the Energy Policy and Planning Office (EPPO) reported on Monday.

Consumption of natural gas, lignite, hydropower and imported electricity increased as the global economy began to recover. However, oil us fell in the first half of the year due to lockdowns, travel restrictions and work-from-home measures which hit the transport sector.

The EPPO expects energy consumption to rise only 0.1 per cent in 2021, based on the National Economic and Social Development Council (NESDC)’s projection of 0.7-1.2 per cent economic growth this year.

The NESDC expects the Dubai crude oil price to range from US$62-72 per barrel in 2021.

The EPPO forecasts that use of natural gas and coal/lignite will increase by 3.5 and 1.8 per cent respectively this year.

Hydropower and imported electricity is expected to increase by 11.7 per cent while oil consumption is expected to drop 5.5 per cent due to the extension of lockdown measures. Household LPG consumption is expected to increase by 0.9 per cent. Energy use is expected to rise by 5.3 per cent in the industrial sector and 11.5 per cent as raw material in the petrochemical industry. Natural gas consumption is expected to increase by 3.5 per cent this year. Meanwhile, the transport sector is projected to see a 24 per cent drop in energy consumption while electricity use is forecast to fall slightly by 0.4 per cent.

Police deny using live bullets on Bangkok protesters


Police have denied firing live ammunition at pro-democracy protesters in Bangkok on Monday evening after a video clip appeared online purporting to show officers opening fire.

Din Daeng police station vowed to press charges of computer crime and defamation against the person who released the clip.

Police insist only rubber bullets were used on protesters, who clashed with officers outside the station.

Some protesters were reportedly treated for bullet injuries, including a man in critical condition at Rajavithi Hospital with a gunshot wound to his head.

Bangkok Metropolitan Police Bureau said 13 protesters were arrested after participating in Monday’s protest.

Eight of those arrested were adults and five were children aged under 18. All were charged with violating the emergency decree while some were also charged with joining an illegal gathering and carrying a weapon (knife) without reason.

Police said they also seized several items at the protest, including the magazine from a Glock BB gun, four motorcycles, a hammer, a pocketknife, a chemical mask and a gas mask.

Two police were injured but did not need to be admitted to hospital. Four police booths were damaged.

Three detained protesters test positive for Covid-19


The Department of Corrections announced on Monday that pro-democracy activists Parit “Penguin” Chiwarak, Promsorn “Fah” Veerathamjaree and Sirichai Nathuang have tested positive for Covid-19.

They are among the eight protesters detained in Thanyaburi prison in Pathum Thani early this month and are now under quarantine. All eight protesters underwent a PCR test for Covid-19 on Saturday, while Parit and Promsorn were tested again on Monday for confirmation. Sirichai’s infection was confirmed on Sunday.

All three are being given Favipiravir pills and are perfectly fine with their oxygen levels ranging between 98 and 99 per cent, medical personnel say.
The Department of Corrections is looking into their timelines.

Parit was arrested on August 8 for allegedly violating the Emergency Decree by participating in a rally on August 3. He had previously been arrested on February 9 on lese majeste charges and was released on bail on May 11.

Opposition submits no-confidence motion against PM, 5 ministers


Opposition leader Sompong Amornwiwat on Monday submitted a no-confidence motion targeting PM Prayut Chan-o-cha and five other ministers.

Sompong of the Pheu Thai Party explained the focus of motion was the government’s failure to contain Covid-19 infections, the slow vaccine rollout and alleged related corruption, and the epidemic’s economic fallout.

The no-confidence debate is expected to take place at the end of this month or early next month.

The motion targets the PM along with Public Health Minister Anutin Charnvirakul, Transport Minister Saksayam Chidchob, Agriculture and Cooperatives Minister Chalermchai Sri-on, Labour Minister Suchart Chomklin, and Digital Economy and Society Chaiwut Thanakamanusorn.

Parliament President Chuan Leekpi said the motion will be checked within seven days to ensure it does not violate regulations, before a date for the censure debate is set.

Move Forward Party leader Pita Limjaroenrat revealed that Deputy Agriculture Minister Thamanat Prompow was removed from the censure list after opposition parties agreed to focus on just six individuals. This will be the third censure debate targeting the Prayut government since it came to power in 2019. Thamanat was a target in the previous two debates.

Doctors group to inspect quality of ATKs in ‘suspicious’ procurement deal


The Rural Doctors Society has declared that it will thoroughly inspect the quality of Chinese rapid antigen test kits (ATKs) controversially purchased by the Government Pharmaceutical Organization (GPO).

If the Covid-19 test kits were found to be substandard, someone must be held responsible, it said.

The GPO announced recently it was going ahead with its plan to purchase 8.5 million ATK sets made by Beijing Lepu Medical Technology and imported by Ostland Capital. The importer won the bidding at 70 baht per kit despite news that the Lepu ATKs were banned in the United States for producing a high rate of false-positive results.

Rural Doctors Society president Dr Suphat Hasuwannakit said on Tuesday that the procurement deal for the ATKs was highly suspicious, despite an assurance from the Public Health Ministry that the Lepu kits meet sensitivity and specificity standards.

“The Society wants to make sure that taxpayer’s money was spent wisely and that Thai people and front-line medics will not have to rely on low-quality kits in time of crisis,” he commented on Facebook on Tuesday.

“We will perform thorough quality tests on these kits as soon as they are distributed to medical units. The 60 teams of medical experts under the Society and its partners are standing ready to put these kits to the test. If they turn out to be of low quality, someone must be held responsible.”

Bangkok Metropolitan Administration (BMA) opened a new community isolation centre at Bang Sue Grand Station in Chatuchak district on Tuesday.

This is the district’s third community isolation centre for Covid-19 patients with mild symptoms, said Bangkok Governor Aswin Kwanmuang.

He said the new centre can accommodate 400 patients – 200 men and 200 women.

He added that Thonburi Bamrungmuang Hospital is responsible for care of patients while the Digital Economy and Society Ministry provided the centre’s internet system.

The centre was equipped with a patient-screening point, food and drinks service, security system, restrooms and waste management system, he explained.

“Necessities prepared for patients include bedding, mosquito nets, towels, shower cream, shampoo, toothbrushes, toothpaste, face masks and hand sanitising gel,” he added.

The BMA has launched 69 community isolation centres across the capital to accommodate 9,190 patients. Seven centres have been upgraded to “community isolation-plus” facilities to accommodate 990 patients with moderate symptoms.

Massage parlour, spa businesses sue govt for THB200 million in lost earnings


More than 100 spa and massage parlour owners filed a lawsuit against the government on Tuesday and are demanding 200 million baht in compensation.

The lawsuit filed with the Civil Court said spa and massage businesses are the first to be closed every time there is a lockdown, and so far nothing has been done to compensate them for lost earnings. 


Three Move Forward Party MPs and a team of lawyers accompanied the spa and massage parlour owners to the court in Bangkok’s Ratchadapisek area. 


Pitak Yotha, president of the Jarawi Association for the Conservation of Thai Massage, said it is unfair to categorise spas and massage parlours as risky establishments because no clusters or even individual infections have been found in any outlets. 
The group is also demanding 200 million baht in compensation because the government has not offered any help so far. 


Sirikanya Tansakun, deputy leader of the Move Forward Party who helped file the case, said this would be the first “class action” civil lawsuit to be ever filed in Thailand. 


“I want this case to be historic – one that forces the government to take responsibility for the citizens’ well-being and damages these entrepreneurs are suffering. It has been over a year, and the government has offered no compensation to this sector. Now we must rely on the court to determine how much damage has been caused by this government during the pandemic. This lawsuit is the first in a long line of lawsuits from other groups like restaurants and bars,” the MP said.

The Commerce Ministry will take legal action against 22 vendors for allegedly jacking up the price of Fah Talai Jone (Andrographis Paniculata) capsules and antigen test kits.

The vendors will face up to seven years in prison and/or 140,000 baht in fine, Commerce Minister Jurin Laksanawisit said.

Of the 22 facing action, two were on Shopee and seven on Lazada.

“Seven vendors were selling a bottle of 60 ‘Abhaibhubejhr’ Fah Talai Jone capsules for between 325 baht and 499 baht when the actual bottle costs just 80 baht,” Jurin said.

“Two vendors were caught selling 60-capsule bottles of ‘Phytocare’ brand of Fah Talai Jone at 369 to 399 baht, which is far more expensive than its original price of 75 baht,” he said.

He also said that a pharmacy in Nonthaburi’s Bang Yai district was caught selling antigen test kits for a higher price.

“The price of antigen test kits is 300 baht, but this pharmacy was charging 380 baht,” he said.

Thailand’s tourist sandbox expands to cover more destinations


An announcement on the government website on Monday says that foreigners arriving in Thailand via the Phuket Sandbox scheme can travel between Phuket and certain destinations in Surat Thani, Krabi and Phang Nga.

The destinations covered in this project include:
• Koh Samui, Koh Pha-ngan and Koh Tao in Surat Thani,
• Koh Phi Phi, Koh Ngai and Railay Beach in Krabi,
• Khao Lak, Koh Yao Noi and Koh Yao Yai in Phang Nga.

Under the Phuket Sandbox, fully inoculated foreigners who test negative for Covid-19 can arrive in Phuket and move around freely for 14 days. If all their subsequent Covid-19 tests come out negative, they can travel to other provinces in Thailand.

From July 1, when the project kicked off, until August 14, Phuket has welcomed 20,727 tourists, 57 of whom tested positive for Covid-19 and seven have recovered.
Official figures show that Phuket earned 829 million baht in revenue in July alone.

Meanwhile, most of the 29,700 foreigners who have cancelled their trip say they find the mandatory 14-day stay in Phuket too long and too expensive.
