MRTA dismisses BTS’s allegation of corruption in Orange Line bidding

Thailand’s Mass Rapid Transit Authority (MRTA) issued a statement on Sunday denying allegations of irregularities in the second round of bidding for the Orange Line.

MRTA was responding to claims made on December 9 by Keeree Kanjanapas, chair of BTS Group Holdings.

In his speech marking International Anti-Corruption Day, Keeree alleged that the Orange Line project was rife with corruption and that graft has been on the rise over the past three years.

BTS and MRTA have been caught up in a row after the former’s bid for the Orange Line were rejected. BTS has also taken MRTA to court for alleged irregularities.

On Sunday, the MRTA issued a five-point statement to affirm the integrity of the bidding procedure for the Orange Line’s western section and the operation of the entire route.

The bid for the project was won in September by Bangkok Expressway and Metro (BEM).

The MRTA presented the following points to defend the bidding process and selection of the winner:

• The joint investor for the project based on an invitation letter dated May 24, 2022, was transparently selected under the “integrity pact” with the NGO, Anti-Corruption Organisation (Thailand).

The organisation had provided five observers to watch every step of the selection, and none of them raised any objections or doubts.

• The first bid as per the invitation letter dated July 3, 2020, in which the Bangkok Mass Transit System Plc (BTSC) participated, was cancelled. The envelopes were returned to the two bidders and the cancellation had nothing to do with the selection of the winner in the second round.

• The BTSC did not meet the criteria when it submitted its bid in 2020, and its proposal on techniques and financial returns lacked credibility.

• The BTSC claimed it could not participate in the second round of bidding because the conditions were drafted to prevent its ally, Sino-Thai Engineering Plc, from participating.

However, the Central Administrative Court on August 8, 2022, rejected BTSC’s request for an injunction on the bidding process.

Instead, the court ruled that the bidding, called under an invitation letter dated May 24, was conducted in line with the directive of the Public-Private Partnership Committee and in accordance with Section 6 of the 2019 Public-Private Partnership Act.

The court also said that the May 24, 2022, invitation letter was adjusted to attract more private firms to participate and prevent what happened with the July 3, 2020 invitation.

• The selection of the winner to build and run the Orange Line followed every step required by law as well as the Cabinet and the PPP Committee’s resolutions.

The MRTA said the Office of the Attorney-General was now checking the draft contract between the MRTA and BEM.

The 35.9km-long Orange Line is divided into eastern and western sections. Construction of the 22.5km-long eastern section from Thailand Cultural Centre to Minburi, with 10 underground stations and seven elevated stations, is more than 90% complete.

The 13.4km western section stretches from Thailand Cultural Centre to Bang Khunnon and has 11 underground stations.

The bid winner would be required to sign a private-public partnership contract to operate the entire route after building the western section.

Thailand’s much-publicised Bio-Circular Green (BCG) plan to boost the grassroots economy faces its biggest test in the rice-basket Northeast, the country’s poorest region.

However, visitors to the “Isan BCG Expo 2022” in Khon Kaen are now seeing how BCG is being put into action under the region’s strategy to become an Asean trade and economic hub.

The Northeast’s largest exhibition of sustainable innovations is being hosted by the Khon Kaen Innovation Centre (KKIC) and sugar/bio-energy giant Mitr Phol Group together with 50 companies.

Under the spotlight are biotechnology innovations and investment opportunities for local and CLMV (Cambodia, Laos, Myanmar and Vietnam) businesses seeking to expand in the Northeast. 

How Thailand’s poorest region is tapping BCG innovations for riches

The showcase is divided into three forums. The Isan BCG Forum 2022 features more than 40 sessions led by 80 experts from various fields to build BCG knowledge and understanding. Elsewhere, in-depth lessons are offered at the Essence of BCG talks while the Green Stage is showcasing sustainable agriculture practices designed to boost business growth.

Northeast culture is also being promoted in activities including Isan Serng & Sound (music), an Isaan gastronomy chef’s table, and a walking-street exhibition divided into Creative, Innovative and Green zones filled with booths from all over Isaan.

The four-day “Isan BCG Expo 2022” runs until today (December 12) at Khon Kaen Innovation Centre.

Thailand’s trucking industry will decide whether to switch its fleet of 400,000 diesel trucks to electric vehicles in April next year after EV tests, according to the Land Transport Association of Thailand.

Association president Apichart Prairungruang said the plan to switch from diesel to electric trucks came after the government released support measures for EVs.

He said that the association would test the EV trucks for safety to address concerns over possible battery explosions. It would also compare the capacity of electric and diesel trucks since the new EVs will be used for long-distance trips of 300-500 kilometres, he said.

The tests will focus on maintenance, after-sales service and whether routes have enough charging stations to keep the EV trucks on the road. It should take no longer than one hour and 30 minutes to fully charge an EV truck, Apichart added.

However, he is concerned about EV trucks’ shorter battery life of around six years compared with 7-10 years for diesel vehicles.

He said batteries also made electric trucks more expensive, at around 5-6 million baht per unit versus only 2.8 million for a diesel truck. He noted, though, that electric trucks cost less to run in the long term.

Apichart said the association would decide whether to switch to EV trucks after tests that are due to finish in April.

The association, which covers firms that operate around 400,000 trucks, is interested in EVs as a way of saving transport costs and protecting the environment, he said.

The Revenue Department is on course to meet its revenue collection target of 2.2 trillion baht in fiscal 2023, up 3.75% from last year, its director-general Lavaron Sangsnit said.

Revenue in October, the first month of the fiscal year, rose 19.5% year on year to 232 billion baht. November’s revenue also exceeded the target after the full reopening of the country spurred business activity, especially in retail and logistics, Lavaron said.

However, he warned of tougher times to come as a global economic slowdown looms in the next calendar year.

He also expects revenue from fuel tax in fiscal 2023 to fall given crude oil prices are forecast to drop from around US$100 to $90 per barrel.

He said the department was using artificial intelligence systems to detect tax evasion.

Thailand can expect to welcome as many as 24 million foreign tourists next year and earn up to 1.01 trillion baht in revenue, a top research house forecast shows.

Kasikorn Research Centre (KResearch) said on Sunday that the Thai tourism sector can expect a 60% recovery to pre-pandemic times now that people are less afraid of new Covid-19 waves being sparked.

“If there are new waves, we don’t expect them to result in lockdowns,” KResearch said, adding that more people will start travelling.

The centre added that Thailand can also expect to see more tourists from Middle Eastern countries rather than China.

“We don’t expect Chinese tourists to return in hordes yet because the Chinese government is still imposing stringent measures to curb infections,” KResearch said.

The centre added that the tourism industry can be expected to generate between 840 billion and 1.01 trillion baht in revenue next year.

“Each foreign traveller should spend about 42,000 baht next year, compared to about 40,000 baht per person this year,” KResearch said.

However, this is still lower than the 47,895 baht per person in 2019 due to changes in travel demand and the global economic slowdown.

The research house also said that the recovery of Thailand’s tourism industry still needs to tackle challenges like global economic slowdown, geopolitical tensions and the rising cost of living.

The Shanghai Symphony Orchestra and the Shanghai Mental Health Center, also known as the Mental Health Center affiliated with Shanghai Jiao Tong University School of Medicine, recently released a series of products that include 10 packs of blended coffee, with each claiming to be able to address a mental status or problem such as anxiety, depression and insomnia.

Each pack also comes paired with a short piece of symphonic music and a three-minute audio clip of a mental health professional’s interpretation of symptoms.

For example, those who scan the QR code on the pack of coffee marked “anxiety” will hear Bach’s Sheep May Safely Graze, while scanning the pack titled “inferiority complex” will produce sounds of Ravel’s Morning Song of the Jester.

Developed by the two organizations, the products are aimed at addressing common mental health issues that have been exacerbated by the pandemic.

“We believe music has healing power and can provide emotional support for those in need,” explains Qiao Ying, a doctor at the mental health centre.

The new products have been an instant hit — the first 5,000 sets of coffee were sold out so quickly that even Xie Bin, the Party secretary of the mental health centre, has to wait until mid-December before he can sip the coffee, which he ordered on the WeChat platform of the orchestra.

This is not the first time the mental health centre has sold merchandise. The institution previously sold face masks together with Shanghai Museum that were just as popular.

According to Xie, the decision to sell official merchandise came about when the mental health centre realized that many online vendors were selling goods that bore the institution’s name and address as a joke.

This joke, however, has inadvertently played a role in raising awareness about mental health and eliminating the stigma associated with mental illness, he adds.

“People in China used to be evasive about their mental issues, and they would be afraid to let others know about their visits to mental health specialists,” Qiao says. “Today, I have seen children who proudly share their experiences of receiving counselling at our clinics, and other children have responded with feelings of envy and admiration.”

Regarding the decision to collaborate with the centre, Zhou Ping, director of the orchestra, says that music and other art forms play positive roles in helping people through difficult times.

“We have quite a number of avid symphony lovers who have claimed that a particular piece of music has helped them through their difficulties. This particular piece of music would eventually lead them to other musicians and composers until the music becomes an indispensable part of their daily life,” says Zhou.

“With the introduction of this coffee series, we would love to see increased awareness of mental health issues. We would also consider presenting concerts aimed at helping people heal mentally in the future.”

This is the second time that the 25-year-old gold medallist has won this tournament. On Saturday, she beat her Turkish opponent Merve Dincel 2-0 and took away the 200,000 baht cash prize.

As the Fifa World Cup in Qatar reaches the semi-final stage, The Nation looks back at the history of the tournament for clues on who will be crowned champions in 2022.

The first World Cup was hosted 92 years ago in 1930 by Uruguay, who also won the inaugural tournament – and added a second title in 1950. But their hat-trick bid this year ended in the group stage.

After a break for World War II, the World Cup was held every four years in a different country until Qatar was controversially picked as the first Middle East host.

The World Cup has been held 22 times but only eight countries have won the title.

The most successful is Brazil with five World Cup wins in 1958, 1962, 1970, 1994, and 2002.

Next come European giants Italy and Germany with four titles each.

Italy won in 1934, 1938, 1982, and 2006 while Germany were crowned in 1954, 1974, 1990 and 2014.

Uruguay, Argentina and France have each won two World Cups. France are the reigning champions.

England and Spain have won one each.

Europe has produced five champions while South America has produced three.

Morocco wrote World Cup history on Saturday night (December 10) as the first African and Arab country to reach the tournament’s semi-finals, continuing their surprise run in Qatar with a shock 1-0 victory over the highly fancied Portugal.

In the 42nd minute En-Nesyri leapt above the Portugal defenders to meet a Yahya Attiat-Allah cross, getting just enough of his head to the ball to tip it past goalkeeper Diogo Costa, who misread its flight and crashed into his own defender.
 

Portugal meanwhile struggled to break through the Moroccan defence, Bruno Fernandes coming closest with a shot off the bar shortly after Morocco’s goal.

Cristiano Ronaldo came off the bench six minutes after the break but was unable to help his team avoid defeat, with Morocco coming out as the winner to seal a semi-final showdown with either England or France, who play later on Saturday.

Morocco’s Walid Cheddira was sent off after receiving two yellow cards in quick succession in extra time, meaning he will miss the semi-final.
