Labour Minister MR Chatumongol Sonakul confirmed with Nation TV reporters via telephone on Monday evening (July 20) that he has resigned after his team earlier submitted a resignation letter to Government House.

Chatumongol did not reveal the reason for quitting but said he did not resign to facilitate a Cabinet reshuffle. When asked what he would do next, Chatumongol said he did not have any plans yet but was looking forward to taking a break from working.

Chatumongol was the latest Cabinet member to step down.

On July 16, deputy prime minister Somkid Jatusripitak, finance minister Uttama Savanayana, energy minister Sontirat Sontijirawong, minister of higher education, science, research and innovation Suvit Maesincee and Kobsak Pootrakool, deputy secretary-general to the PM for political affairs, gave up their portfolios effective immediately.

Earlier on Monday, Chart Pattana Party leader Tewan Liptapanlop also stepped down from his post as Prime Minister’s Office minister, saying he resigned because “the prime minister can reshuffle the Cabinet freely and without any worries”.

Chatumongol, who quit as leader of the Action Coalition for Thailand Party on June 16, was replaced by party secretary-general Taweesak Na Takuatung.

Action Coalition co-founder Suthep Thaugsuban said the party had proposed to the prime minister that Anek Laothamatas replace Chatumongol as labour minister as the ministerial berth in the Cabinet is still under the party’s quota.

Chart Pattana Party resolved on Monday (July 20) that its leader Tewan Liptapanlop step down from his post as Prime Minister’s Office minister, so the prime minister can reshuffle the Cabinet freely and without any worries.

The resignation goes into effect on Tuesday.

Suwat Liptapanlop, chair of the party’s advisory committee, said the party had decided to make this sacrifice for the sake of the country, so skilled people can be put in top positions and help the nation move forward.

Tewan, meanwhile, said he was complying with the party’s decision and denied knowledge of rumours that his post will be handed to government spokesperson Narumon Pinyosinwat.

As coalition member, Chart Pattana Party has the quota of one Cabinet post.

After key government members tendered their resignations on Thursday (July 16), Prime Minister Prayut Chan-o-cha said he will reshuffle the Cabinet as soon as possible.

Though he said he was under no pressure, he admitted that it was not possible that everyone will be satisfied with the reshuffle. He also said that not all individuals who have been recommended for the new line-up will be able to join as they are engaged with their current jobs.

Handing in their papers were Deputy Prime Minister Somkid Jatusripitak, Finance Minister Uttama Savanayana, Energy Minister Sontirat Sontijirawong, Minister of Higher Education, Science, Research and Innovation Suvit Maesincee and Kobsak Pootrakool, deputy secretary-general to the PM for political affairs.

Except Somkid, all of them went personally to Government House to submit their own letters and handed over Somkid’s resignation.

Sontirat, Suwit and Uttama had earlier resigned from the Phalang Pracharat Party’s executive posts.

Uttama said that it was the right time to step down, insisting that they were not under pressure to resign.

Sontirat said he has no plan to set up a new political party.

Finance Minister Uttama Savanayana announced today he will resign from his post tomorrow (July 16).

He also confirmed reports that Deputy PM Somkid Jatusripitak, Energy Minister Sontirat Sontijirawong, Minister of Higher Education, Science, Research and Innovation Suvit Maesincee and Kobsak Pootrakool, deputy secretary general to the PM for political affairs will also resign.

The group is credited with running Thailand’s economy but has reportedly come under pressure from factions within the ruling Palang Pracharat Party.

Sontirat, Suwit and Uttama earlier resigned from their Palang Pracharat Party executive posts.

The push for an amnesty for political protesters over the past 15 years was brought up in the Senate again on Tuesday (July 14).

Senator Kamnoon Sidhisamarn warned that a new draft security plan for political conflicts was inadequate and that the current lenient law threatened both national peace and the 20-year national strategy.

Instead, he said, an amnesty law for crimes associated with protest would return harmony to the country following political rallies since 2005 that had split Thais into two political camps and caused a widening division in society.

The conflict is extremely deep, with hundreds of people facing legal procedures over protests. But the outcome of those cases would affect millions of people, whose dissatisfaction will increase when the verdicts are revealed, he said.

The senator added that an amnesty would not be new, since it was used to resolve Thailand’s communist insurgency. It was high time that the government imposed a law absolving protesters who were not criminals by nature, he said.

Kamnoon also proposed new legal categories for political exiles: those accused over political protests, who should get an amnesty; those already under legal procedures; and those who must return to face legal action. A new legal definition of participation in political events was also needed, he said.

Kamnoon’s proposals were supported by opposition chief whip Sutin Klungsang, who urged the government to get serious on the matter so that other organisation could follow suit.

Deputy Prime Minister Prawit Wongsuwan explained today that government MPs were busy in a meeting on Wednesday (July 8) and failed to hear the summoning bell for a Lower House debate, causing it to be cancelled as it lacked a quorum.

Prawit then told a reporter that no further action was needed to remedy the no-show.

The House had been due to discuss the progress of national reform, in a scheduled debate between the government and opposition based on reports every three months.

However, only 231 MPs showed up, while House rules say at least 244 of the 487 MPs must be present before a debate can go ahead. 

The meeting was eventually cancelled by House Speaker Chuan Leekpai, 20 minutes after the summoning bell rang.

The “Four Boys” – Kobsak Pootrakool, Sonthirat Sonthijirawong, Suwit Maesincee and Uttama Savanayana – delivered a public statement at noon on Thursday (June 9) saying that they were no longer members of the ruling Palang Pracharat Party.

“We had decided to work with Palang Pracharat because we wanted to see a brighter future for Thailand and to see Thai politics set free from the archaic system by allowing every sector to have a hand in developing the country to fulfil the needs of the people. “This party was accepted by the public, so it could establish a coalition government, indicating that Thais were looking forward to peace that would result in sustainable development,” the statement read. 

“Several policies corresponded to people’s needs, including the rehabilitation measures after the Covid-19 outbreak, and now we believe the mission has been accomplished and the party needs to adjust itself for the future.

“The suitability of management style depends on time and situation, and we are so proud of what we have achieved and have served the people as they expected.

“Today, we wish to announce that we have quit Palang Pracharat Party with no conflicts, and will continue supporting it despite no longer being members.

“The most important thing at the moment is solving the problems our world is facing, especially the economic crisis caused by the pandemic.“We are thankful to Palang Pracharat, its executive board and party members who have supported us and given us priceless memories.” 

So far, there is no news about the four giving up their government positions.

Kobsak is deputy secretary-general to the PM for political affairs, Sonthirat is energy minister, Suwit holds the higher education, science, research and innovation portfolio, and Uttama the finance portfolio.

The leader of Kla (bold) Party, Korn Chatikavanij, made an appeal to the new generation to join the newly launched party.

The party was recently accredited by the Election Commission of Thailand after it was officially launched in February.

In a post on his Facebook on Wednesday (July 8), Korn laid out five reasons why new generation politicians should join his party;

“First, by joining Kla Party, you are enabling a new party to build a creative atmosphere in the Thai political landscape.

“Secondly, we allow our members to take part in our five main missions: Creating a new economy for all, building modern agriculture, providing career-focused education, classifying quality of life as a human right, and weaponising soft power.

“Thirdly, all members can participate in party meetings.

“Fourthly, all members can cast primary votes for MP candidates in their areas.

“Lastly, all members can apply to be a candidate for election if they are qualified,” he added.

Former finance minister and Democrat Party ex-MP Korn launched Kla Party on Valentine’s day (February 14) this year amid rumours of an internal row within the Democrat Party. Former Bangkok MP Attawit Suwanpakdee also left the party with him and is now serving as Kla Party’s secretary-general.

Samphan Lertnuwat, a leader of Citizens’ Power Party and adviser to Deputy Prime Minister Prawit Wongsuwan, said he was willing to work with Thanathorn Juangroongruangkit, leader of the former Future Forward Party, to draft an act for the 2021 national budget.

A committee to draft the fiscal 2021 budget will hold a first meeting on July 8 and Samphan will attend to consider the national budget proposed by the government.

Samphan said he aimed to make taxes paid by Thais worth it, and wants this budget to enhance the quality of living, which means committing to several projects.

He also said he was willing to work with anyone, including Thanathorn.

He expects Thanathorn to be “honest and focus on the benefits of the country” as Thanathon was proposed by the Move Forward Party, the successor to Future Forward.
