Labour Minister MR Chatumongol Sonakul has quit the Action Coalition for Thailand Party but has not resigned as minister yet, party spokesman Khetrat Laothammathas said on Tuesday (June 16).

“The minister did not reveal the reason for resigning from the party,” he added. “Party executives insisted that there was no dispute or conflict within the party even during the Covid-19 crisis, and all members were doing their duties diligently.”

Khetrat added that the party will hold a meeting to elect a new board of directors on July 5. “We will also notify Prime Minister General Prayut Chan-o-cha of the change within the party, as the minister’s place in the Cabinet is still under the party’s quota,” he said.

Chatumongol started his career in the civil service through the Finance Ministry, initially serving as director-general of the Tax Department. Later he rose to become the ministry’s deputy permanent secretary from 1995-1997. Chatumongkol was appointed governor of the Bank of Thailand (BOT) in 1998 but he was dismissed in 2001 by the newly elected Thai Rak Thai-led government. When the Democrat Party formed the government in 2008, it appointed Chatumongkol as chairman of the board of the BOT. He joined the former People’s Democratic Reform Committee leader Suthep Thaugsuban in forming the Action Coalition for Thailand Party in 2018 and had served as the leader since then.

The core opposition Pheu Thai Party is pressuring the government to declare a date for local elections, after six years without polls since the 2014 coup.

Deputy Prime Minister Wissanu Krea-ngam declared recently that local election plans were now facing financial obstacle due to the Covid-19 crisis.

Pheu Thai spokesperson Anusorn Eiamsaard hit back by saying it was pointless for Wissanu to use Covid-19 issues to cover for Prime Minister Prayut Chan-o-cha, who had already said that the readiness of the Interior Ministry and Election Commission were the main factors in deciding whether the polls should ahead.

A budget of Bt800 million has been earmarked for the local elections, which the Constitution decrees are important in distributing power to local areas, said Anusorn.

However, the government has tried to suspend political activity in the country for the past six years to make local governments weaker and boost the power of the Defence Ministry, he added.

“Prayut Chan-o-cha should be clear on when the local elections will be organized, because this [suspension] is affecting the management, the national budget and power distribution,” Anusorn said. “This attempt to freeze the country will destroy its people,” he added.

The Election Commission of Thailand revealed that it has earmarked Bt800 million for local elections nationwide and is ready to organise them if it receives the green light from the government.

“The commission had received a Bt800-million local election budget for fiscal year 2020,” secretary-general Pol Colonel Jarungwit Phumma said yesterday (June 15). “This money will be used for the election once the government announces it.”

Earlier yesterday, Prime Minister Prayut Chan-o-cha said that “if possible, we will hold local elections this year, so we would like to ask people to wait for a while”. He made the statement while saying the budget for local elections has been used to fight Covid-19.

The virus crisis has forced the government to postpone arrangements for the elections, which are usually held within a year of a new administration coming to power. No local elections have been held for the past six years under Prayut’s rule.

“The Election Commission has reached a certain level of readiness in organising local elections, we are currently training staff,” Jarungwit added. “As for the zoning of local administration organisations, it is in the counterchecking stage and will soon be announced in the Royal Gazette.”

The People’s Party for Freedom held a meeting to discuss the mysterious disappearance of Thai pro-democracy activist Wanchalearm Satsaksit in Cambodia.

Thapanee Eadsrichai, a reporter who joined the discussion on Saturday at the 14 October ’73 Memorial auditorium, said the House of Representatives had allowed people to talk about thorny social and political issues more now than in the period during the coup, which is very important because when the government is pressured by society on a particular issue, they should respond instead of keeping quiet.

Singer Pachara Thammon said people seemed to be more aware of the abduction of political activists than before, which was a good sign.

Writer and documentary producer Wannasingh Prasertkul said public figures or celebrities should not be forced to speak on the matter of Wanchalearm’s disappearance since some of them did not have full knowledge of the incident and they should talk about the issue of their own free will.

The dissolution of the Future Forward Party has hit the opposition hard, severely undermining its ability to scrutinise the government’s performance.

Leader of the ruling coalition, Palang Pracharat Party, is now taking full control of the House of Representatives, especially with the exits of two fierce critics — former Future Forward members Piyabutr Saengkanokkul and Pongsakorn Rodchompoo.

Piyabutr was chairman of the Committee on Justice and Human Rights, and Pongsakorn was chairman of the Committee on National Security, Border Affairs, National Strategy, and National Reform.

The move by 10 former Future Forward members to another party has also changed the quota of each committee’s chairperson. Future Forward’s successor Move Forward Party (MFP) can have only four seats but the party must sacrifice seats on two committees of the House in order to regain chairperson positions on the Committee on Justice and Human Rights and the Committee on National Security, Border Affairs, National Strategy, and National Reform.

The MFP does not want to lose the Committee on Justice and Human Rights since it is a means to scrutinise the government and other organisations and there is a possibility that Palang Pracharat will try to snatch it from them by proposing the name of Sira Jenjaka to head the committee.

All eyes also are on the fight of the Thai Liberal Party, which hopes to keep the reins of the House Committee on Corruption under the supervision of party leader Pol Gen Sereepisuth Temeeyaves. Palang Pracharat has proposed government chief whip Wirat Rattanaset to take his place.

Palang Pracharat now has nine chairpersons heading 15 of the committees, putting the opposition in a difficult situation because even though the chair position remains the same, it will be hard to scrutinise the government with only six votes.

The National Anti-Corruption Commission (NACC) on Thursday (June 11) reported the personal finances of three members of the House of Representatives who were recently discharged from the positions.

Jaruwan Sarunkate, Piyabutr Saengkanokkul and Surachai Srisarakham were former partly-list MPs of the Future Forward Party (FWP), which was dissolved by the Constitutional Court back in February with party’s executives being discharged from their MP status.

Jaruwan has Bt26.51 million in assets and Bt264.48 million in debt. Her assets have decreased by Bt12.14 million from when she became an MP in May 2019 while her debt also decreased slightly.

Piyabutr has Bt9.91 million in assets shared with his spouse and Bt1.89 million debt. The former Future Forward secretary-general has less assets and debts from when he became an MP by Bt68,252 and Bt418,343 respectively.

Surachai has Bt97.2 million in assets shared with his spouse and no debt. His assets have decreased from when he took office by Bt297,789.

Teerajchai Phunthumas, National Anti-Corruption Commission (NACC) spokesman and Move Forward MP, has questioned Palang Pracharat Party’s move to propose a person to replace Julapan Nonsrichai, former MP of dissolved Future Forward Party, as an NACC member.

Teerajchai declined to mention the name of the controversial candidate, though the NACC met to consider the eligibility of Suchart Trakulkasemsuk on June 9.

The NACC now has eight members from the government and only six from the opposition, which contradicts its principle of independent scrutiny, while the replacement would tilt the agency even further towards the government, said Teerajchai.

He added that the opposition should have seven members in the NACC to increase the effectiveness of scrutiny and prevent the government controlling oversight of the legislature.

Teerajchai said candidates for the NACC should be honest and not have a history involving any kind of corruption.

“The name [proposed by Palang Pracharat] would ruin the image and credibility of the NACC and further jeopardise the position of the opposition in the commission,” he said.

Critics say Suchart is ineligible for the role as per Article 203 of the Constitution, because 10 years have not passed since he served as a member of the National Legislative Assembly.

Move Forward Party MP Rangsiman Rome brought up the abduction of pro-democracy activist Wanchalearm Satsaksit in Cambodia during Wednesday’s (June 10) session of the House of Representatives.

Wanchalearm, a fierce critic of the government who has been in self-imposed exile since shortly after the 2014 coup, was dragged into a car by unknown assailants in Phnom Penh last week.

He was the latest in a string of Thai political dissidents to have vanished abroad, some of whom have later turned up dead.

“The government is like a donkey that needs to be whipped by society to do something about the disappearance of Wanchalearm and nine other activists [from Thailand abroad],” the opposition lawmaker said. “Now, we never get the truth explained.”

Justice Minister Somsak Thepsuthin, speaking for Prime Minister Prayut Chan-o-cha, said the Foreign Ministry and the Cambodian government had not clarified the situation, adding that Wanchalearm had not asked for help from the Justice Ministry, so he could not say anything on that matter.

However, he said the Justice Ministry will seek the truth behind the disappearance of the nine activists.

Meanwhile Foreign Minister Don Pramudwinai responded to Pheu Thai MP Somkid Chuakong’s query about progress case by saying the government was waiting for information from Cambodian officials, who began an investigation on June 10.

The government is ready to take care of Thai people living in other countries but some cases had not come to light, including that of Wanchalearm, he said.

He added that Wanchalearm was not a political refugee and his name was not listed by the UN Refugee Agency, so Human Rights Watch and Amnesty might be seeking attention for themselves by publicising his case.

Rangsiman said the answers from the government side were disappointing since they showed no concern for human rights.

The parliamentary Committee on Justice and Human Rights later vowed to scrutinise Wanchalearm’s case.

The national police chief and Foreign Ministry are expected to give information on the activist’s disappearance on Thursday (June 11) and there will be further discussion with human rights organisations.

Energy Minister is said to be among posts being fiercely fought over by Palang Pracharat Party (PPRP) members. after a leadership reshuffle last week signalled an end to the Cabinet tenures of Somkid Jatusripitak, Uttama Savanayana, Sontirat Sontijirawong and Suwit Mesinsee.

Deputy Prime Minister Somkid, Finance Minister and PPRP leader Uttama, Energy Minister Sontirat and Higher Education Minister Suwit Mesinsee are now tipped to go after a mass resignation of PPRP board members triggered changes at the top of the core coalition party.

Though several ministers have refused to confirm reports of a pending Cabinet reshuffle, the upheaval in Palang Pracharat indicates it could be inevitable.

Pridiyathorn Devakula is the man political experts tip to replace Somkid, since economic problems have now changed.

Gross Domestic Product figures no longer reflect problems being faced by the middle and working classes, while the Covid-19 crisis has highlighted that stimulus measures such as government handouts and discounts no longer work, say the experts.

Thus, the prime minister must show vision by placing the right person in the right job, they add.

Tipped to become new finance minister is Predee Daochai, a bank president and chairman of the Thai Bankers’ Association whose professional success attests to his skill.

The deputy finance minister’s post is reportedly being eyed by Palang Pracharat MP Anucha Nakasai, who narrowly missed out on joining the Cabinet last time.

One name being tipped to increase diversity in the Cabinet is government spokeswoman Narumon Pinyosinwat, who follows Deputy Prime Minister Prawit Wongsuwan like his shadow and appears to have a very bright future.

Meanwhile, Industry Minister Suriya Juangroongruangkit is thought to have targeted the post of energy minister, with Santi Promphat set to replace him as new industry minister.

Suchart Chomklin, PPRP MP for Chon Buri, is reportedly set on becoming labour minister.

However, the incumbent Chatu Mongol Sonakul will not give up his seat easily unless he is offered the post of education minister, said observers.

Of course, the final decision on Cabinet changes rests with Prime Minister Prayut Chan-o-cha. The question political analysts are asking is: Will he choose the new ministers according to their expertise, or to repay coalition parties that raised him to power?

Palang Pracharat to select new executive board members

The ruling Palang Pracharat Party will hold a meeting to select new board members after the former executive board was dissolved following the resignation of 18 members, acting party leader Uttama Savanayana said.

Wichian Chawalit, the party’s acting registrar, said the meeting will check the legality of the resignation letters before reporting to the Election Commission within 15 days.

He said the meeting will cover legal procedure, positions that are vacant, the annual report and the party’s finances. He said they involved a lot of details hence the delay was not any kind of strategy.

Somsak Thepsuthin, Justice Minister and one of the Palang Pracharat leaders, said the current situation would not split the party but the media were trying to project such a possibility.

He also added that Deputy Prime Minister Prawit Wongsuwan had said that he was not ready to accept the position of leader of Palang Pracharat while the matter of a Cabinet reshuffle was sensitive issue and he did not want to talk about it.

Meanwhile, Jurin Laksanawisit, Democrat Party leader, said Phalang Pracharat’s internal issue had no effect on his party, and the Cabinet reshuffle would be decided by Prime Minister Prayut Chan-o-cha who has not spoken anything about it.
