What is M-Flow toll collection system and how can you use it?

The M-Flow system began operating on Tuesday morning at four gateways on Motorway No 9 (Bang Pa-in-Bang Pli ring road). The four gateways are Thap Chang 1, Thap Chang 2, Thanyaburi 1 and Thanyaburi 2.

The ministry developed the no-barricade toll collection system to combat long queues at gateways. The postpaid system uses video cameras and artificial intelligence.

Its special barrier-free lanes allow traffic to flow at a rate of 2,000 to 2,500 vehicles per hour or five times faster than normal gateways.

Motorists can register to be billed monthly or after each use.

Payments can be made at the M-Flow website or app or through users’ mobile banking apps by scanning the QR code on the invoices mailed to them. They can also pay by direct debit through their bank account or credit card.

The Highways Department and Expressway Authority of Thailand plan to develop a single platform for using M-Flow with other inter-province and Bangkok expressways.

Motorists can register for accounts to use the M-Flow system at mflowthai.com from Tuesday.

Details of the new digital house registration service were published in the Royal Gazette on Friday.

New digital house registration service to launch next month

The service, offered by the Department of Provincial Administration (DOPA), will launch 30 days after the Royal Gazette announcement.

Digital house registration will allow the public to register their properties online via mobile phones. Users must download the D.DOPA application and register at district offices.

The following services will be available in the first phase:

  • Verification of personal information via database and public services
  • Reserving place in queue
  • Changing address

The services will be free for the first year. Other civil registration services will be covered later.

Meanwhile, DOPA will also launch a digital ID application system via mobile phone. The system will be available to 100,000 users, according to the DOPA road map for fiscal year 2022 published on Friday.

The department will also push for a digital civil registration system this year. The system will allow users to register change of address and apply for a digital house number.
Ten outside agencies will be able to use the D.DOPA-Digital ID system to provide citizens with services.

By fiscal year 2023, users nationwide will be able to register with face verification ID, apply for a house number or make and verify copies of documents.

In fiscal year 2024, DOPA will launch the e-Signature, e-Certificate, e-Payment and e-Receipt system and add more services including registration of house demolition.

As many as 39 students at Wat Sahamit Mongkhon School’s football academy in Saraburi’s Nong Khae district tested positive for Covid-19 on Monday.

The infections were uncovered when public health officials responded to a tip-off and showed up to conduct ATK tests on 60 students and school staff.

The 39 students at the school’s football academy who tested positive are being treated at the Wat Khok Matum waiting centre, while the remainder will have to be isolated for 10 days.

Meanwhile, Wat Sahamit Mongkhon School has been marked off as a red zone and people are forbidden to enter without authorisation. Training will be suspended, while players and staff have been instructed to follow health measures strictly.

The Royal Thai Police has established a special taskforce, “IUU Hunter”, to monitor and control the fishing industry and stop Illegal, Unreported and Unregulated fishing (IUU) in Thai waters.

“The IUU Hunter unit will have around 100 officers who will actively investigate the fishing industry in 22 coastal provinces to ensure that their business operations are legal and free of forced labour or victims of human trafficking syndicates,” deputy national police chief Pol Lt-General Surachet Hakpal said on Monday.

“We will start with investigating over 10,000 commercial fishing boats that have registered with the Department of Fisheries and will get their licence during February and March. Interested entrepreneurs can contact the provincial fishery office or the PIPO fishery centre to get their trawlers investigated and ensure that they comply with related laws.”

Surachet added that the taskforce will help improve Thailand’s monitoring, control and surveillance capability against IUU fishing and human trafficking. “Thailand is aiming to become Asean leader in anti-IUU fishing as well as to improve our status on the US Trafficking in Persons Report, from the current Tier 2 Watchlist level to Tier 2 level,” he said.

Tier 2 Watchlist refers to countries whose governments do not fully comply with the US Trafficking Victims Protection Act’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards. To get to Tier 2 level, the country must not have a significant number of victims of severe forms of trafficking.

“The IUU Hunter unit will also be working with the Department of Fisheries, Marine Department and Department of Labour Protection and Welfare to investigate cases related to the missing 231 fishing labourers in the past two years,” said Surachet. “The unit will make sure that working conditions on fishing boats comply with the occupational health and safety standards.”

Bangkok saw a total of 2,264 couples register their marriage on Valentine’s Day this year while 56 couples registered their divorce, city authorities said on Monday.

Bangkok’s 50 district offices marked the day of love by organising special marriage registration events from 8am to 4pm on Monday. The events were organised under strict Covid-19 measures.

Bang Rak district saw the highest marriage registration with 385 couples, followed by Bang Khun Thian (270), Bang Sue (87), Bang Khae (66), Lat Phrao (61), Min Buri (59), Bang Bon (56), Sai Mai (55), Khlong Sam Wa (54) and Thawi Watthana (53).

Thonburi had the lowest number of couples registering at 12, followed by Bang Kho Laem (14), Phaya Thai (16), Bang Phlat (18), Wattana (19), Bangkok Yai (20), Pathum Wan (21), Wang Thonglang and Phra Nakhon District (23 each) and Bueng Kum (25).

The number of couples registering marriages this year was lower than the 2,913 couples in 2020, according to City Hall. Bangkok suspended special marriage registration events for the first time in 2021 due to Covid-19 crisis.

Vichaiyut Hospital respiratory specialist Dr Manoon Leechawengwongs on Tuesday advised the government to make it possible for people to coexist with Covid-19, so the economy can be revived.

In a Facebook post, he pointed out that the death rate has dropped at least six-fold amid the Omicron outbreak because up to 70 per cent of the population has been jabbed and 25 per cent has received booster shots.

He said many countries are saving money by only conducting RT-PCR tests on those at risk or those who test positive using rapid antigen test kits (ATK).

Also, he said, many countries leave Covid-19 patients to take care of themselves by adhering to prevention measures, such as isolating at home for at least five days, wearing face masks and washing hands regularly.

“The government should pay attention to people at risk such as the elderly, people with chronic diseases, pregnant women and unvaccinated people,” he said.

He also said he backs the National Health Security Office’s decision to remove Covid-19 from the Universal Coverage for Emergency Patients scheme, so people suffering from other conditions can also be treated.

“The government should also urge people not to panic,” he added.

Meanwhile, Chulalongkorn University Faculty of Medicine lecturer Thira Woratanarat expects the Covid-19 situation to improve by mid-this year.

Citing information from the Our World in Data website, he said Thailand’s death rate from Covid-19 was very high last year due to errors in the public health policy, delay of vaccine delivery and travel during festivals.

He said the government should pay attention to the Omicron variant’s long-term impacts instead of the number of Covid-19 cases and deaths, as “long Covid” can affect people’s health and mind, which can hurt the economy and society.

“The situation in the second half of this year will improve and people should help each other and the country to overcome this crisis,” he added.

The Public Health Ministry said on Monday that people who have contracted Covid-19 and were told to isolate at home or at a hospitel can still make insurance claims because this is equivalent to treatment in a hospital.

“Insurance companies cannot refuse claims on grounds that a patient’s home or hospitel is not a hospital,” Dr Thares Krainairawiwong, Department of Health Service Support’s director-general, said. “Under the Health Facility Act, a patient’s home that is used for isolation and hospitels are considered temporary health facilities, and therefore patients staying there for the purpose of disease treatment are considered inpatients.”

Thares added that the same interpretation applies to community isolation (CI) centres that have registered with the ministry.

“Eligible CI centres must have isolation quarters, on-call physicians either in person or via teleconference and oxygenators for patients with severe symptoms. If they meet these requirements then they are considered temporary health facilities,” he said.

Earlier this month, the Thai Life Assurance Association announced that insurance companies will only cover patients who have been admitted as inpatients at hospitals, not those who have been isolated at home.

It cited the Public Health Ministry’s requirements for a Covid-19 patient to be admitted to a hospital, in which the patient must have one or more of the following symptoms:

– A fever higher than 39 degrees Celsius for more than 24 hours.

– Taking more than 25 breaths per minute (applicable to adults).

– Less than 94 per cent oxygen saturation.

– Having a chronic disease that requires constant monitoring.

– Children who have trouble breathing, become lethargic and refuse to eat or drink milk.

At the meeting, Prayut applauded Al-Issa for his work as a religious leader in Saudi Arabia and said Thailand was ready to support MWL’s missions, especially in terms of human rights based on Islamic principles. He also praised MWL for becoming a bridge between people to bring peace, justice and coexistence.

Prayut added that he hopes this visit will further tighten ties between Thailand and the Muslim world.

Al-Issa, meanwhile, complimented Thailand for being a multicultural society in which people from different backgrounds can live together peacefully. He also extolled Thailand’s principles of tolerance that are taught at the family level, religious level and school level.

The two leaders also discussed the conflict-hit deep South of Thailand and Issa promised to support and become a bridge of peace.

Al-Issa is scheduled to hold interfaith discussions with other religious leaders in Thailand and will deliver a keynote lecture on the importance of Alliance of Civilisations in Chulalongkorn University.

The Electric Vehicle (EV) Promotion Board is set to submit a proposal on EV promotion, expected to include cuts in both import and export tax, to the Cabinet for approval. The aim is to promote the use of electric vehicles in Thailand.

“Apart from tax reduction, the government is also planning to provide cash subsidy to EV buyers,” Deputy Finance Minister Santi Phromphat said on Monday. “After combining these benefits, the price of EVs in Thailand could come down by as much as 150,000 baht for large vehicles, while smaller vehicles will also enjoy a discount of several tens of thousands baht.”

Santi added that the EV promotion campaign will not just include tax reduction and subsidy, but will also work on attracting EV-related investment to Thailand.

“Initially, the government will offer investment privileges to manufacturers who establish an EV factory in Thailand and produce at least 150,000 vehicles in the next three years,” he said. “In the early phase, there will be no restrictions on the types or models of EV, as we want manufacturers to explore the Thai market and focus on vehicles that are popular and have high demand first.”

The Department of Highways’ new automatic toll system, “M-FLOW”, will be official launched today (February 15) on Motorway No 9 or Kanchanaphisek Ring Road (Bang Pa-in – Bang Phli).

The automatic toll collection system, which will do away with toll gates and allow a continuous flow of traffic, will be available at four checkpoints on the motorway, namely Thap Chang 1 and 2 and Thanyaburi 1 and 2.

“Using a video tolling system enabled by AI technology, M-FLOW can accurately detect the licence plates of passing vehicles and register the toll,” government spokesperson Traisulee Traisoranakul said on Monday. “With no toll barriers, motorists can speed past toll booths at 120km/h, and this will facilitate traffic flow of up to 2,500 vehicles per hour.”

M-FLOW is about five times faster than the current toll booth system and is compatible with four-wheeled and larger vehicles. Motorists can pay their toll via credit cards, bank transfers, M-Pass/Easy Pass account, online banking, ATMs, banks or counter service.
