Thailand’s tourism sandbox schemes have attracted 38,699 foreign tourists as of September 30 – three months since the first scheme was launched on July 1 in Phuket, government spokesman Thanakorn Wangboonkongchana said on Saturday.

“The schemes have generated 2.33 billion baht in revenue,” he said. “Of the total earnings, 2.25 billion baht came from the Phuket Sandbox scheme, 66.58 million from Samui Plus Model and 12.16 million from the 7+7 Phuket Extension programme.”

Under the Phuket Sandbox scheme, foreigners who have been fully vaccinated against Covid-19 and test negative can fly into the province and move freely without having to quarantine. After spending 14 days in Phuket and testing negative, they can travel to other provinces.

Surat Thani’s Samui Plus Model allows vaccinated foreigners to travel on sealed routes to Koh Samui, Koh Pha-ngan and Koh Tao if they spend the first seven days in an Alternative State Quarantine (ASQ) hotel and undergo tests as required.

The Samui Plus Model is linked with an island-hopping scheme called “7+7 Phuket Extension”, under which visitors who spend seven days on Phuket and test negative can travel to tourist islands in Surat Thani, Krabi and Phang Nga provinces for seven days.

“Of the 38,699 foreign visitors, 907 travelled under the Samui Plus Model and 399 joined the 7+7 Phuket Extension programme,” he said. “Of the total arrivals, 91 or about 0.3 per cent tested positive for Covid-19. From July 1 to February 2022, 716,898 room nights have been booked in SHA+ certified hotels.

“The government is planning to expand the sandbox programme to other provinces in the fourth quarter of this year and first quarter of next year with the aim to welcoming at least a million visitors or 5,000 people a day. The aim is to generate more than 60 billion baht in revenue from tourism,” Thanakorn said. “The authorities also estimate that by the end of this year, 62 million or 90 per cent of the population will have been fully vaccinated against Covid-19, which should help attract tourists next year.”

The department aims to inoculate 5.4 million students nationwide this month before schools reopen in November.

The time span between jabs is three to four weeks and the monitoring period is like that of other vaccines. All recipients are required to report their condition via the MorPhrom application.

A school of young whale sharks was reportedly spotted by divers near Surat Thani’s Koh Tao Island on Thursday.

The sharks, some 40 metres underwater near a diving site, were about three to four metres long and believed to be 20-35 years old.

Among the divers was photographer Pawit Ninyanimit, who managed to capture the spectacle.

The presence of whale sharks is an indicator of the Gulf of Thailand’s natural bounty. Whale sharks are a protected species under Thailand’s Wildlife Preservation and Protection Act.

A former Phuket governor, his deputy and 11 other government officials will be prosecuted for their alleged role in the encroachment into Sirinat National Park, the National Anti-Corruption Commission (NACC) said on Friday (October 1).

“NACC will file a lawsuit at the Central Criminal Court for Corruption and Misconduct Cases for violating Article 157 of the Criminal Code,” NACC secretary-general Niwatchai Kasemmongkol said.

Article 157 stipulates that any official who wrongfully exercises or does not exercise any of his functions to the injury of any person, or dishonestly exercises or omits to exercise any of his functions, shall be punished with one to 10 years in jail and/or fined between 2,000 baht and 20,000 baht.

Ex-Phuket governor Niran Kanlayanamit, who served from 2006 to 2008, his then-deputy Weerawat Chanphen and 11 other officials will be charged for allegedly issuing Sor Kor 1 documents to appropriate title deeds for 337 rai of land in Phuket’s Thalang district for Three Dolphins Ltd and Three Dolphins Resort Ltd.

Aerial photographs have proved that the land in question came under Sirinat National Park and adjacent Khao Ruak – Khao Muang National Forest, prompting the NACC to launch an investigation.

Niwatchai added that the NACC is looking into two similar cases that involve the use of the Sor Kor 1 document to issue title deeds for land in national forest areas to an individual or a business.

“One such case was reported in Krabi’s Muang district where 66 rai of state land was given to a business. The other case was found in Nakhon Ratchasima’s Sikhiu district where 189 rai of forest land was issued to a company, which later built a golf course on it,” he said.

A news source said at least 15 government officials are believed to be involved in these two cases, while the two businesses involved belong to Prayut Mahakitsiri, a prominent businessman, former senator and deputy leader of the now-defunct Thai Rak Thai Party.
