Singapore on Monday delivered 122,400 doses of AstraZeneca vaccine pledged to Thailand in a loan deal.

The shipment, which also included 200,000 antigen rapid test kits (ATKs) and 500,000 sets of nasopharyngeal swabs, was handed over to Public Health Minister Anutin Charnvirakul by Singapore Ambassador Kevin Cheok.

The Singapore government has also been giving Thailand information and guidance on how to control Covid-19 since the second wave of outbreaks among workers in Samut Sakhon.

Anutin added that the US Embassy was currently preparing documents for the US government’s donation of another 1 million doses of Pfizer vaccine. Controversy flared last week when Sudarat Keyuraphan, founder of the new Thai Sang Thai Party, claimed US Senator Tammy Duckworth told her that delivery of the US donation was delayed because the Thai government had not completed the paperwork. Anutin denied the accusation.

On Monday, he suggested it was the US rather than Thailand that was not ready to process the donation.

“We will receive the donated vaccine when the United States is ready, which is the right of the country of origin,” he said. “We can’t make any demands,” he added, insisting there would be no delay once Thailand had received the donation documents.

The Meteorological Department has forecast constant rainfall all this week nationwide, including Bangkok. This is after tropical storm Dianmu inundated as many as 27 provinces on Monday.

Low-lying provinces also face the danger of runoffs from the North, while the Chao Phraya River is in danger of overflowing.

The Royal Irrigation Department has also issued warnings to provinces lying below the Chao Phraya Dam, as the reservoir is releasing about 2,500 cubic metres of water per second.

As of press time, the Chao Phraya River’s level in Bangkok’s Pak Khlong Talat area stood at about 1.55 metres above the mean sea level, which is still about 1.45m below the river’s embankment.

During the great floods of 2011, the river had risen 2.3m above sea level.

Though the water level is not at the critical level yet, Bangkok governor Aswin Kwanmuang said city officials are vigilant and taking steps to protect vulnerable areas between Rama VII Bridge and Bang Na. He said the floodgates and the Chao Phraya pumping station are being closely monitored. Bangkok Metropolitan Administration has also set aside spare pumps, boats, sandbags and has staff members on standby to solve flash flooding problems.

The Tourism Authority of Thailand wants Malaysia and Indonesia added to the list of countries approved for Thailand’s tourism sandbox scheme to reopen the country.

Neither territory is among the 78 low-infection countries currently approved for the sandbox scheme, while Malaysia is not permitting its citizens to travel abroad, said Nongyao Jirandon, who heads TAT’s office in Kuala Lumpur.

However, daily Covid-19 cases in Malaysia have fallen below 15,000 – around the same infection rate as Thailand – while Indonesia’s infection rate has fallen even further.

Malaysia has now fully vaccinated almost 80 per cent of its adult population against Covid-19 and expects that figure to reach 100 per cent in October.

Lifting the travel restrictions would boost Thailand’s tourism industry, as 4.16 million Malaysian tourists visited Thailand in 2019, said Nongyao. The top Thai destination for Malaysian travellers in 2019 was Songkhla province, (2 million visitors), followed by Bangkok (600,000), then Krabi, Phuket and Chiang Mai.

The TAT is focusing its marketing effort on Malaysian day-trippers travelling across the southern border in cars, said Nongyao.

Meanwhile, Indonesia has not banned its citizens from travelling abroad but still prohibits foreigners from entering the country, said TAT’s Jarkata chief Sophon Tantayotai.

Thailand classified Indonesia as a high-risk country when the Phuket sandbox launched in July since new cases then averaged 60,000 per day. However, Indonesia’s daily caseload has fallen to below 3,000 over the past week.

If the Indonesian government lifts travel restrictions and the Thai government follows suit, commercial flights will begin operating to open up the Indonesian market soon, said Sophon.

He expects the Indonesian tourism market to recover from February 2022. Indonesia AirAsia is set to launch three daily flights on the Jakarta-Bangkok route and four on the Denpasar-Bangkok route from November to December, in time for Thailand’s planned quarantine-free reopening to foreign travellers.

The Automated People Mover (APM) train system at Suvarnabhumi airport is 90 per cent complete and should be ready in time for the return of international travellers, its supplier Siemens said on Monday.

The APM’s automatic train control (ATC) system was successfully trialled on Monday at a maximum speed of 80 kilometres per hour, added Siemens.

It reported that all six of the “Airval” APM trains have been handed over to Airports of Thailand and the service would open for passengers soon.

The Centre for Covid-19 Situation Administration (CCSA) on Monday unveiled its plan to reopen the country over the next few months.

Provinces will reopen in four phases according to factors that include their tourism revenue, geography and Covid-19 preventive measures.

Pilot Phase (October 1-31): (Phuket and Samui sandbox schemes already launched in July and August)

Phuket, Surat Thani (Koh Samui, Koh Pha-ngan and Koh Tao islands), Phang Nga (Khao Lak coastal area and Koh Yao island) and Krabi (Koh Phi Phi and Koh Ngai islands, Railay, Khlong Muang and Tub Kaak beaches).

Phase 1 (November 1-30):

Bangkok, Krabi, Phang Nga, Prachuap Khiri Khan (Hua Hin and Nong Kae subdistricts), Phetchaburi (Cha-am district), Chonburi (Pattaya City, Jomtien and Bang Saray subdistricts), Ranong (Koh Phayam), Chiang Mai (Muang, Mae Rim, Mae Taeng and Doi Tao districts), Loei (Chiang Khan district) and Buriram (Muang district).

Phase 2 (December 1-31):

More venues in Dark Red provinces will be allowed to reopen from October 1, the Centre for Covid-19 Situation Administration (CCSA) said on Monday.

Thailand logged 10,288 cases of Covid-19 over the past 24 hours, CCSA spokesperson Taweesin Visanuyothin reported.

The following businesses and venues have been permitted to reopen on Friday (October 1):

• Child development centres: Can reopen if approved by the local communicable disease committee.

• Libraries, museums or art galleries: Visitors limited to 75 per cent of total capacity, must wear face masks, no food.

• Nail salons: Customers must book services in advance.

• Tattoo shops: Customers must be fully vaccinated or show a negative antigen test taken within 72 hours and must book services in advance.

• Spas and massage shops: Customers must book in advance for services that can last no more than 2 hours, and must be fully vaccinated or show a negative antigen test taken within 72 hours

• Cinemas: Must close at 9pm and limit customers to 50 per cent capacity.

The curfew will also be reduced to 10pm-4am from October 1, while complexes, convenience stores and sports areas – indoor and outdoor – can stay open an hour longer until 9pm.

Meanwhile, music bands of up to five people can play in restaurants though all except the singer must wear face masks.

Taweesin added that quarantine for Thai returnees and foreign travellers will be reduced from 14 days to 7 days from October 1, if they have vaccine certificate.

The representatives of 40 businesses on Monday filed a lawsuit against Prime Minister Prayut Chan-o-cha and his government for their failure in running the country effectively.

The lawsuit was filed at the Bangkok Civil Court.

The move was led by architect Duangrit Bunnag, who is also owner of the Never Ending Summer restaurant. He told the press that Prayut and his government were guilty of “wrongful acts” and should pay the plaintiffs 50 million baht in compensation.

He also said the government should have provided proper compensation to businesses affected by the national lockdown from the very start.

Two men were arrested on Monday for allegedly running a Covid-19 vaccination registration scam via a flat in Bangkok’s Din Daeng area.

The operation, led by Railway Police commander Pol Maj-General Amnat Traipoj, also resulted in the arrest of five other suspects found in different locations.

The gang had reportedly been getting people to pay between 400 and 1,200 baht to register for a Covid-19 jab.

The case came to light in July when thousands of people showed up at the Bang Sue Central Vaccination Centre claiming they had registered for a shot, but their names were not on the official registration list. The centre then hired a lawyer to report the case to the police.

The police have been collecting evidence for the past two months and called on the Criminal Court to issue arrest warrants.

The gang is believed to have made up to 360,000 from duping close to 8,000 people.

Conducting tests among residents has effectively eased the Covid-19 situation in Surat Thani’s Koh Tao island, provincial authorities said on Sunday.

The operation was launched when more than 100 Covid-19 cases were reported after the island opened to tourists on July 15 as part of the Samui Plus Model.

However, the authorities announced on Sunday that almost 98 per cent of the island’s population has been tested for Covid-19 and the infection rate is under control.

With customers generally staying away to protect themselves from Covid-19, a barber in Kalasin’s Yan Talat district has decided to go mobile.

Sittisak Chobphimai, 35, said he will initially set up his truck outside his aunt’s shrimp store every weekend. This way, he said, customers coming to buy shrimp can also get a trim.

He said he is also giving a 50-per-cent discount to help people.

“I will charge 50 baht for a haircut in the open air and 60 baht for one inside the airconditioned truck. Customers wanting me to visit them at home will be charged based on the distance and situation,” he said.
